TECHNICAL SPECIFICATIONS AND EMPLOYER’S
REQUIREMENTS

1. GENERAL SPECIFICATIONS
1.1 General

The scope of work, data sheets, special and general specifications constitute the
complete technical specifications and must be read as a whole. If more than one
contractor contributes to the completion of the switching station each contractor is
obliged to cooperate, adapt solutions and exchange information so that the switching
station forms a functional and optimised entirety.
1.2 Site Facilities

Except as otherwise specified, the Contractor shall be entirely responsible for the
design provision, construction and maintenance of all the Site facilities which are
required by the Contractor for the due fulfilment of the Contract. Such facilities may
include offices, canteens, workshops, storage sheds, yards, housing, etc.
Storage accommodation for equipment, and materials shall be well ventilated, weather
and damp proof, with floors raised above natural ground level.
1.3 Lighting

Whenever the Contractor is engaged at night or underground work, he shall provide


and maintain in good condition, adequate high-powered flood lighting for all portions
of the work on which he is occupied. Lighting provided will be sufficient to ensure that
at all times:
i. Safe working conditions are provided for all personnel on the work sites,
ii. The Works can be constructed in complete compliance with the contract,
iii. Complete inspections of all works in progress can be made by the
Employer/Engineer,
iv. Security of the Works areas and public safety measures are adequate and
effective.
All moving switching station used during night operations shall be equipped with
sufficient light and reflectors and fluorescent markings to ensure safe working
conditions.
1.4 Temporary Works

The Contractor is fully responsible to design, erect, maintain and dismantle all
Temporary Works and facilities needed for the Contractor to accomplish the Works.
After dismantling, the Contractor shall reinstate the ground in accordance with
Environmental Requirements. The Contractor is solely responsible for his camp
facilities.
The Contractor shall ensure that all Temporary Works are properly designed and that
the safety of persons and Project has been properly considered. The Contractor shall
be responsible for all costs associated with the design, construction, and performance
of the temporary works.
The Contractor shall, at the end of the Contract, dismantle and remove from the Site
all buildings and related facilities under his use and responsibility, in accordance with
Environmental Requirements.

1.5 Layouts and Details to be submitted

Within 14 days of the notice to commence work the Contractor shall submit general
drawings, proposals and a programme for the establishment of the Site facilities as
specified in this clause to the Employer/Engineer for review. The submitted drawings
shall be in CAD and PDF format. The documents shall be submitted on USB, CD and
hard copies.
1.6 Clearing, Maintenance and Rehabilitation

The Contractor shall be responsible for keeping all areas of the Site for which he is
responsible, including temporary facilities, buildings, services, etc., in a neat, clean,
well-drained, sanitary and orderly condition and to the satisfaction of the
Employer/Engineer at all times.
After the Contractor has completed the Works, he shall dismantle and remove from
the Site all buildings and related facilities under his use and reinstate the ground in
accordance with Environmental Requirements.
1.7 Protection of work

All finished Works shall be protected from damage, which could arise from other
construction activities.
All reasonable precautions shall be taken against fire, and provisions shall be made
for the expeditious extinguishing thereof.
1.8 Protection of the Project from Weather

Work shall not be carried out in weather conditions, which may adversely affect the
quality of the Project unless proper protection is provided.
Permanent Works under construction and materials for such Works shall be protected
from exposure to weather conditions, which may adversely affect the quality and
performance of the Works, Materials and equipment.

1.9 Quality Management System and Quality Control

1.9.1 Quality Management System

The Contractor and its main subcontractors shell have a Quality Management System
(QMS) certified at least to ISO 9001:2015 requirements. A valid certification,
demonstrating compliance with this requirement, granted by a Certification Body (CB)
which is a part of or belong to an International Certification Network of CB’s, should
be submitted to Purchaser with the bid. The CB should be accredited by an
Accreditation Body which is a member of the International Accreditation Forum
Multilateral Arrangement (IAF MLA). The Certificate should bare the marks of the CB,
the above indicated Certification Network of CB's and its Accreditation Body.
The scope of activities indicated in the certificate of the QMS, should specifically cover
the scope of work required by the tender/spec. (i.e., design, testing and
manufacturing). Further to the Contractor's QMS certification by any certification body,
the Purchaser shall have the right to audit and comment about its QMS.
It is the Contractor's responsibility to assure that its sub contractor's and supplier's
QMS and scope of supply meet Purchaser's quality requirements as imposed by the

Purchaser in the Specification. The selection of Contractor's subcontractors (for the
contract) shall be subjected to Purchaser's approval.

1.9.2 QUALITY CONTROL

The Bidder shall submit with his proposal a preliminary Inspection and Test Plan (I&T
Plan). A mutually agreed Inspection Plan, including witness and hold points, shall be
agreed between Employer and Contractor. Any subsequent alternation to his program
shall require the Purchaser’s agreement, before starting of any work affected by these
alterations.
When subcontracting parts of the works, Contractor shall submit copies of his unpriced
orders to his subcontractors.
Test and Inspection certificates as required in the Specification and the applicable
Standards, shall be submitted immediately following their generation. The certificates
shall be original, signed by Contractor and contain actual measured values. The
generation of certificates, including those generated by Subcontractors and sub-
suppliers, shall be no extra cost to Employer.
Manufacturing shall not commence prior to respective drawing approval by the
Employer. Changes in Employer’s approved design are normally unaccepted.
However, should such changes become necessary on an exceptional basis, the
Contractor shall obtain the Employer’s approval prior to introducing any change.
All materials used in the manufacture of the equipment shall conform to the
Specification, approved drawings, accepted Standards and quality requirements. Any
equipment non-conformance to drawings, Specification or other purchase order
requirements shall by be shown in the non-conformance form and shall be subject to
prior approval by the Employer. Source inspection, including inspection of local
manufacturing, shall be conducting by proficient, approved organization or individuals,
using documented procedures. Any such independent inspector shall be subjected to
Employer’s approval.
1.10 Health and Safety

The Contractor is responsible for the Health and Safety of all his persons on the Site.
All necessary precautions will be made to prevent accidents and personal injuries. The
Contractor shall present his planning and organization for Health and Safety well in
advance of the actual construction works for the Employer/Engineer's approval.
The Contractor shall enforce rules for the safe execution of the Work in order to avoid
preventable accidents and to minimize injuries to his employees and those of the
Employer and other third parties. Work areas shall be adequately posted with safety
signs and posters. Machinery and equipment shall be guarded and all hazards
eliminated.
The Contractor shall make a plan acceptable to the appropriate authorities for dealing
with emergencies at the Site, the Contractor's work areas and during transportation.
The plan shall include proposals for first aid, transporting accident victims to hospital,
first aid education for his employee, dealing with fires, etc. Such plans shall provide
for all types of weather and working conditions, which will be encountered at the Site
and the Contractor's work areas.

An emergency service must be established and maintained at the Site to an
acceptable standard.
In case of an accident connected with the execution of the Works, the Contractor shall
immediately notify the Employer of the accident and shall provide full details of the
circumstances and events regarding the accident.
1.11 Document Priority

If in conflict, the ranking of documents in the technical specifications, in decreasing


priority, is as follows:
i. Scope of Works
ii. Particular technical specifications
iii. Project Specific Design Data
iv. General technical specifications
v. General Specifications
vi. Standards
In the event of any difference between the Drawings and the Specifications, the latter
shall prevail. In the event of any difference between scaled dimensions and figures on
the drawings, the figures shall prevail.
If the Bidder is of the opinion that there is conflict or disagreement between the
particulars of the documents, standards etc., this must be clearly stated in the Bid,
failing which, the materials and equipment offered shall be deemed to comply in every
respect with the current Specification both in manufacture and in performance, and
compliance thereof shall be insisted upon without additional cost to the Employer.

1.12 Completeness of Works

All apparatus, accessories or fittings which may not have been specifically mentioned,
but which are usual or necessary in the respective equipment for the completeness of
the finished work in an operable status, shall be deemed to be included in the Contract
and shall be provided by the Contractor without any extra charge. All equipment shall
be complete in all details, whether or not such details are mentioned in the
Specifications. This includes fixation details and connection clamps and/or terminals.
All materials and skilled labour, whether of temporary or permanent nature, required
by the Contractor for the design, manufacture, erection and testing at site of the
equipment shall be supplied and paid for by the Contractor. All computer equipment
shall be delivered with all software and licences necessary to achieve the specified
functionality as well as the software necessary for programming, testing, service and
maintenance through the lifetime of the equipment.
Any reference in the quantity and price schedules, the delivery period schedule or in
the various clauses and schedules of the text of either the Specification or the Bid, to
any equipment shall imply equipment that is complete with all accessories, apparatus
and fittings as outlined above.
The Bidder shall be responsible for ensuring that the equipment supplied is fit for the
purpose intended. Available information on the characteristics of the system, to which
the works will be connected and associated, will be supplied on request to the Bidder

who shall be responsible for obtaining and determining all applicable knowledge
relevant to the works.
1.13 Space Requirement

The contractor shall check the dimensions of rooms and outdoor plots where electrical
equipment is proposed to be erected. The rooms and plots must accommodate the
equipment as well as having workspace for operators and maintenance personnel.
The contractor shall in his bid present arrangement drawings showing how he intends
to adapt the equipment to the space available.
1.14 Documentation and Drawings

Contractor's obligations with regard to preparation and submission of drawings,


calculations, samples, patterns, models, etc. are stated in the Conditions of Contract.
The Contractor shall prepare and submit to the Project Manager for approval
dimensioned general and detailed design drawings and other pertinent information of
all the Switching station and equipment specified in the Bid Documents. Unless
otherwise agreed the information shall be exchanged on paper.
Approval of drawings shall not relieve the Contractor of his obligations to supply the
Switching station in accordance with the Specifications. The Contractor is responsible
for any errors that may appear in the approved documents. He shall as soon as an
error has been detected, deliver the corrected documents to the Project Manager for
re-approval.
If the switching station is to be connected to existing equipment the connection shall
be documented in a coherent and overlapping way at least containing terminal
identification in old equipment. Schematic diagrams shall contain complete loops
within new and old equipment.
All text on documents provided by the Contractor shall be in the English language in
addition, if necessary, to that of the country of origin. All drawings shall be dimensioned
in millimetres.
The Contractor shall, during the total project time, maintain a List of Documentation to
be updated by him whenever needed. The List of Documentation shall include the date
of original issue of each document submitted as well as the dates of every revision.
The List of Documentation shall also include a time schedule for the submittal of the
documentation.
Symbols used for electrical equipment shall be in accordance with IEC 60617. The
Contractor shall establish a coherent system for physical and functional reference
designation in accordance with IEC61346. A similar systematic scheme shall be
defined for cable numeration. These schemes shall be used throughout on the
drawings and documentation and the designation shall be labelled on the components
and cables.
In addition to what is stated in Conditions of Contract, the following shall apply:
The sizes of all documents and drawings shall conform to the ISO standard, i.e.:
A1 594mm x 841mm A2 420mm x 594mm
A3 297mm x 420mm A4 210mm x 297mm

Sizes larger than A1 shall be avoided. The schematic diagrams and, apparatus and
cable lists shall be of size of A4 except for one original and possible transparency
copies of schematic diagrams that shall be in A3. Scales to be used on the drawings
shall be 1:10, 1:20, 1:40, 1:50 and multiples of this series.
All drawings made special for this project including civil works drawings, mechanical
drawings, layout drawings and circuit diagrams shall be compiled on a computer aided
drawing system and as part of the as built documentation be handed over on a CD
with a format readable in AutoCAD version 14 or another format to be agreed upon in
addition to the paper copies.
All drawings shall be bound in hard covers as well as in softcopy as Autocad file and
PDF file.
1.15 Drawings

The Employer’s drawings attached to the Bid Documents are of informative character.
These drawings are intended to illustrate the basic requirements to be satisfied. It is
the responsibility of the Contractor to prepare a detailed layout showing the manner in
which the various items of equipment offered can be accommodated to best
advantage within the available area.
The Contractor is at liberty to offer arrangements based on significantly different
principles where it is considered that this offer economic or technical advantages. It is
emphasised, however, that the main Bid should comply with the principles shown in
the enclosed drawings, other arrangements being submitted solely as alternatives to
the main offer.
The requirements as to submission of diagrams, drawings and other documents after
award of Contract are stated in the standard form of contract.
1.16 Progress Plans

The Progress Plans shall at least contain the following milestones:


i. Essential information delivered from Employer
ii. Documentation for approval from Contractor to Employer
iii. Release of factory documentation
iv. Factory Tests
v. Shipment
vi. Site ready for erection
vii. Start erection
viii. Ready for pre-commissioning
ix. Ready for commissioning
x. Test run
xi. Taking over
xii. Submittal of final documentation
xiii. Exchange of Interface Information
The Contractors shall in due time supply interface information to other sub-contractors
where needed.
The Contractor is in particular required to check that all foundations and fixations of
his equipment is sufficiently dimensioned to meet the forces acting upon it. If the
Contractor feels that he lacks such information from other contractors he is obliged to
request such from the Project Manager. The Contractor cannot claim liability

exemption for his own contractual responsibilities because of actions performed or
omitted by other sub-contractors.
1.17 Final Documentation

The Contractor shall supply final “as built” documentation taking into account all
changes done under erection and commissioning.
The Contractor shall also deliver manuals for operation and maintenance. These shall
at least contain the following information:
x Detailed description of the equipment, the individual components, relevant
clearances, tolerances, allowable temperatures, settings etc.
x Descriptions of main principles including flow diagrams, single line diagrams,
circuit diagram, connection diagram, cable schedules, software documentation
etc.
x Operational instruction. These shall illustrate the operational sequences in a
clear and concise way.
x Test and adjustment procedures containing instruction for test and adjustment
of the equipment under operation, after inspection and maintenance
Maintenance instructions split into:
Manuals for preventive maintenance indicating periodic inspections, cleaning,
lubrication and other routine maintenance. Repair manuals describing fault location,
dismantling, re-assembly etc.
The documentation shall leave the operators and maintenance personnel in position
to operate the switching station in a safe and optimal way and to perform repairs usual
to be done by such personnel. The Project Manager shall approve the manuals before
final submission.
1.18 Test reports

The contractor shall submit type test and routine reports for various equipment and
materials from a reputable accredited testing laboratory taken within the last five years.
1.19 Guarantees and Particulars

The Works shall comply with the technical guarantee data stated in the Bid. The
Contractor shall be responsible for any discrepancies, errors and omissions in the
particulars and guarantees.
1.20 Manufacturing and Shipment

All equipment offered should be the product of recognised and experienced


manufacturers and shall be of basic design and size similar to such that has been in
successful continuous operation for at least three years preferably under similar
climatic conditions. Proven switching station reliability and high availability are of prime
importance and the attention of the Bidder is drawn to these particular requirements.
The manufacturer's identity and places of manufacture, testing and inspection before
shipment for the various portions of the Contract Works shall be specified in the
Technical Schedules and shall not be departed from without the agreement of the
Project Manager.

As soon as practicable after entering into the Contract, the Contractor shall, having
obtained the Project Manager's consent in accordance with the Conditions of Contract,
enter into the Sub-contracts he considers necessary for the satisfactory completion of
the Contract Works.
All Sub-contractors and Sub-suppliers of components and materials shall be subject
to the approval of the Project Manager. Information shall be given on each Sub-order
sufficient to identify the material or equipment to which the sub-order relates, stating
that the material is subject to inspection by the Project Manager before despatch.
If the Employer at any stage in the design and production period finds out that the sub-
contractor do not fulfil the requirements in the specifications and it is obvious that the
required quality cannot be achieved by corrective measure he can request the
subcontract to be suspended and the works to be produced elsewhere without extra
cost for the Employer.
1.21 Inspection and Factory Acceptance Tests (FAT)

The Employer and Engineer has the right to inspect materials and equipment, and
witness factory tests of any plant and equipment included in this Contract. The cost of
a satisfactory and approved type test and FAT shall be paid for at the rates stated in
Price schedules. Prices for tests shall include manufacture, supply, erection and
dismantling of all materials and provision of all test facilities. The Contractor shall also
include in the price for the attendance by the Engineer and the Employer staff to
witness the tests, that is, Two (2) Engineers for each trip.
The price shall include food, accommodation, daily allowance, round trip air fare
between Dar es Salaam and/ Engineer's home office and any other countries where
equipment are to be tested and any internal transportation within the country of the
test.
Each consignment of material shall be inspected and tested in the presence of
representatives of the Employer and the Engineer.
For each inspection, the following are to be provided for each representative:
a) Returns air ticket from the Employer/ Engineer's home office to Places of Test
and/or Inspection.
b) Visa expenses, airport taxes, local transportation and other incidental travel
expenses as required.
c) Fully paid daily allowances as per the rate of TANESCO officials travelling
abroad, (from USD 365 to USD 420) for the duration of minimum seven (7) days
for each trip.
d) At least Thirty (30) days’ notice of the date, time and place of all tests shall be
given to the Employers so that arrangements can be made to have the test
witnessed.

Prior to the tests, the Contractor shall submit procedures and test plan to demonstrate
fulfilment of the requirements specified in the subsequent sections of the detailed
technical specifications.
Any costs incurred by the Employer and/or Engineer in attending a repeat type test
brought about as a result of a failure of the subject under test and postponement of
the test programme shall be to the account of the Contractor.
1.22 Packing, Transportation and Storage

The Supplier shall provide such packing of the Goods as is required to prevent their
damage or deterioration during transit and temporary storage up to their final
destination as indicated in the Contract. The packing shall be sufficient to withstand,
without limitation, rough handling and exposure to extreme temperatures, salt and
precipitation. Packing case size and weights shall take into consideration, where
appropriate, the remoteness of the Goods' final destination and the absence of heavy
handling facilities at all points in transit. Indoor electrical equipment must be enclosed
in welded polythene envelopes inside packing cases and the envelopes shall be
evacuated or have a desiccant inside.
The following information must be clearly stencilled or printed on each packing case,
crate, cask, drum, bundle or loose piece, care being taken that the number and other
particulars on each package agree with those entered in the packing list
accompanying the Invoice:

The marking shall be durable. The marking shall be upon the body of the package.
Marking upon a batten fastened on the case, etc. shall not be used.
In the case of bags, bundles and loose pieces, the shapes of which do not permit the
marks to be put on the actual package, each bag, bundle or loose piece shall have
two metal labels each with two holes, securely fastened by independent wires. Each
label shall be die-stamped with the above particulars.
Goods belonging to different switching stations shall not be mixed, but kept in separate
packing cases, bundles or similar.
The Contractor shall be responsible for all transportation; from works to port of
shipment and onwards to port of unloading, as well as all handling and transport to
sites and handling on site.

1.23 Storage at Site

The Contractor shall be responsible for proper storage of equipment when delivered
at the different sites until taking over. Care shall be taken to assure adequate storage
to avoid damage to equipment due to rain or strong sunshine. The responsibility also
covers security measures against theft and vandalism.
1.24 Work on Live Substations

If work is to be done on substations in operation the following factors are of paramount


importance: (i) Minimisation of outage time and (ii) adaptation to operational
constraints. All work must be planned with this in mind. The Contractor must obey to

all instructions and safety rules given by the Government and the Employer and must
strictly follow all instructions from the Employer’s supervisory personnel.
The Contractor shall appoint his Project Manager/Technician who will be authorised
to receive work permits at the work sites as required by safety rules. All outages shall
be discussed with the Employer and the Project Manager at least one week before the
outage is required. The Contractor will normally only be allowed to have only one high
voltage circuit out of operation at a time. No work must start before Employer’s site
manager has authorised the work, established the required earthing and marked the
safe area.
All switching on live parts shall be done by the Employer. In the rare cases where more
than one circuit have to be taken out of operation the Contractor must be prepared to
do the work during nights or at off-peak time. The Contractor and his personnel must
respect the physical constraints as well as constraints for scheduling set by these
circumstances. However, the Employer will co-operate in making the work conditions
and the scheduling as efficient as possible for the Contractor and keep a responsible
person with switching authority at site during all working hours (including night time).
If physical constraints make it necessary to replace cabinets needed for operation, the
Contractor must as far as possible erect and connect the new cabinets temporarily
adjacent to the one in operation. A quick disconnection and removal of the old cabinets
can then be performed and the new cabinets pulled in with most of its cables already
fitted. Location of new cabinets shall be approved by the Project Manager and a
proposal for such shall be given by the Contractor one month prior to erection.
1.25 Erection

The Contractor shall carry out erection, testing at site and commissioning of the
Switching stations specified in the Specifications. All work, methods of work and
workmanship, whether fully specified herein or not, shall be of the highest order in all
respects; the generally accepted requirements and commonly recognised good
practice for first-class work of the nature are to be adhered to.
The Contractor shall provide all staff, such as engineers, supervisory staff, skilled and
unskilled labour necessary to carry out and complete the Contract Works on schedule
as specified. Information regarding site staff shall be shown in the relevant Schedule.
The Contractor shall provide all vehicles, erection, tools and equipment necessary to
carry out the Contract Works, including personnel transport. At the completion of the
Contract, the Employer reserves the right, at his discretion, to take over vehicles, any
tools, special tools, test equipment and other construction equipment used by the
Contractor in connection with the Contract, at depreciated prices to be mutually agreed
upon at that time.
1.26 Testing and commissioning

Testing at site shall be carried out by experienced testing engineers approved by the
project manager. Functional tests shall be inherent in all test procedures. The
Contractor shall record the test results in an approved test form in such a manner that
the test reports can be used as the basis for future maintenance tests. Test methods
and equipment shall be noted on the test sheets. The test protocols shall be submitted
to the project manager in advance for approval
A complete test report in 4 sets shall be handed over to the Project Manager not later
than one month after the Switching station being commissioned. The test engineers

shall at site keep a complete record of correction made during testing and one set of
corrected drawings shall be kept at site after commissioning and one set handed over
to the Project Manager.
Commissioning shall be carried out by the Contractor in the presence of the
Employer's engineers and the Project Manager.
Once the pre-commissioning tests are complete, the testing engineer shall submit all
the preliminary tests reports for review prior to the energising of the equipment. The
tests shall be accompanied with a complete procedure for energising and loading of
the equipment. The procedure shall include; a detailed commissioning schedule
showing the sequence to follow step by step in all connections, including control of
phase sequence and other pertinent factors. Switching of energized components will
be performed by the Employer.
1.27 On the Job Training

Each of the Employer's Engineers will be required to spend a minimum of four (4)
weeks at the Contractors design offices for training purposes. The engineers involved
shall be Civil Engineers, Electrical Engineers and SCADA and Telecommunication
Engineers.
The Contractor shall provide for each of the Client’s staff, the following:
x Economy class return air ticket (from the site of the Client to places of training).
x Visa expenses, insurance, airport taxes and other incidental travel expenses as
required plus local transportation.
x Hotel accommodation including full board meals Minimum Four (4) star
x Fully paid daily allowances as per the rate of Government of Tanzania officials
travelling abroad for the duration of minimum seven (7) days for each trip.
x Training material and manuals.
The Employer shall be allowed to take part in erection, pre-commissioning and
commissioning thus taking part in a transfer of knowledge scheme. Before the erection
starts, the Contractor shall arrange a one-day course in understanding of the
Contractors documentation and reference system.
The contractor shall also demonstrate to the operators all the operations of the
substation before the tests run of the station.
1.28 Tools

The Supplier shall supply in lockable boxes, for the Employer’s use, any special tools
that may be required for assembly, dismantling adjustments and maintenance of the
equipment. The tools shall be unused and in new condition at the time of handover.
Suitable special spanners shall be provided for bolts and nuts, which are not properly
accessible by means of an ordinary spanner.
1.29 Spare Parts

Spare parts supplied under this contract shall be packed and preserved for long time
storage.

2. GENERAL TECHNICAL SPECIFICATIONS

2.1 General Codes and Standards

The equipment and installation shall comply with relevant laws, by-laws, rules,
recommendations and to the relevant specifications of the latest editions of standards.
The ratings, characteristics, tests and test procedures, etc. for the electrical equipment
encompassed by this Specification shall comply with the provisions and requirements
of the standards of the International Electro-technical Commission (IEC), unless
otherwise expressly stated in Particular Technical Specifications. Where the IEC
standards do not fully cover all provisions and requirements for the design,
construction, testing, etc. and for equipment, the latest revision or edition in effect at
the time of Bid Invitation of British Standards (BS), European Norms (EN), International
Organisation for Standardisation (ISO), American National Standard Institute (ANSI),
Institute for Electrical and Electronics Engineers and applicable Tanzanian Standards
shall also apply. Where references are given to numbers in the old numbering scheme
from IEC it shall be taken as to be the equivalent number in the new five-digit number
scheme.

The Bidder shall specifically state the Precise Standard, complete with identification
number, to which the various equipment and materials are manufactured. The Bid
Documents do not contain a full list of standards to be used, as they only are referred
to where useful for clarification of the text.

Where the contractor proposes other standards not stated here a list of deviations shall
be provided and acceptance shall be based on whether the alternative standards offer
equivalent or better performance and meet all test requirements prescribed in the
specified code or standard.

The metal-enclosed 33KV GIS Switchgear, Battery and Battery charger (110 V & 24 V
DC each), DC and AC Distribution Boards, Fire Fighting Equipments, RTU, SCADA
unit and including the all operating devices, accessories and auxiliary equipment
forming integral part thereof, shall be designed, manufactured, assembled and tested
in accordance with the relevant standards, specification and codes of practices,
referred to herein and shall be the latest editions including all applicable official
amendments and revisions as on the date of opening of bid.

2.2 Units

The SI-system (meter, Newton, second) shall be used throughout the works covered
by this Specification.

2.3 Auxiliary Power Interruptions

The Contractor shall ensure that the switching stations as a whole will function without
interruptions if auxiliary AC power disappears. The switching station shall be shut
safely down by long interruptions in AC supply or by faults in the DC supply.
2.4 Selectivity

The contractor is responsible for selectivity in the auxiliary AC and DC power circuits
and shall present calculations proving the selectivity between main and sub
distributions under maximum and minimum short-circuit levels.
2.5 Design and Materials

2.5.1 General

Design and calculations shall be governed by the design criteria given in the Bid
Documents, standards and normal design practice. Necessary safety factors shall be
included. The supplier shall assure himself that the apparatus is suitable for intended
use and the environment and stresses to which it will be exposed. He must also assure
that the equipment is compatible with equipment it shall be connected to, or work
together with.
The design shall be reliable and simple. The design shall incorporate every reasonable
precaution and provision for the safety of the general public as well as for all those
engaged in the operation and maintenance of the equipment itself or equipment
connected to or installed in close proximity to it.
All apparatus shall be designed to ensure reliable and safe operation under the
atmospheric conditions prevailing at the Site and under such sudden variations of load
and voltage as may be met with under working conditions of the system. The switching
station shall withstand without permanent weakening or deformation from short circuit
current within the rating of the apparatus (including those due to faulty synchronising)
as well as normal atmospheric over voltages taking into account the use of lightning
arresters.
Special considerations shall be given to pressure rises by short circuits and fire risk.
All material and equipment shall be designed and arranged so that over pressure will
be relieved in a safe direction and so that fire risk is minimised and consequences of
a fire reduced. The indoor 33kV switchboard shall be designed with a duct on top of
the board for pressure release. All plastic material used in boxes, panels and boards
shall be halogen free and self-extinguishable.
The contract supplies shall be designed to facilitate inspection, cleaning and repairs
and for operation, in which continuity of service is the first consideration.
All conductors and current carrying parts must be dimensioned with ample cross
sections so that temperatures are kept within limits in operation and under short
circuits. Temperature rises on all equipment shall be kept within limits set in IEC
standards provided nothing else is specified. For all current carrying parts the
permissible short circuit duration shall be at least 1 second. All electrical connections
shall be secured by bolts or set screws of ample size, fitted with locknuts or lock
washers of approved types.

The equipment shall as far as possible be factory mounted with internal cables and
internal equipment installed before shipment. Plug-in components can be shipped
separately.
Equipment for use outdoors or in wet or damp rooms shall be constructed so that water
runs off. It shall also have devices draining any inside condensation that may form.
Axial bearings on such equipment must be equipped with durable sealing preventing
water to ingress.
2.5.2 Protection against Insects and Vermin

All equipment shall be designed to withstand attack from insects, vermin, rodents, etc.
for instance by careful selection of materials, chemical preservation, mechanical
termite barriers, \etc. All enclosures containing electrical or mechanical equipment
shall be provided with gaskets, steel mesh or similar effective protection against
intrusion of insects, etc.

2.5.3 Corrosion Protection and Painting

Special precaution shall be taken regarding environmental protection of all outdoor


constructions, equipment, etc.
In general, galvanised items shall not be painted, except if damages to the galvanising
cannot otherwise be satisfactorily repaired or when specifically specified. Before any
painting, the galvanised surfaces must be treated with an approved etching primer and
an approved zinc primer.
All ferrous parts of the Switching station shall be effectively protected against corrosion
by means of galvanising, if nothing else specified in the relevant clauses.

2.5.3.1 Galvanising

Galvanising shall be carried out by means of hot-dip galvanising process resulting


in the following minimum surface cover:

Rolled steel under the ground surface - 1500
Cast iron - 600
Bolts, nuts and washers - 375
The galvanising process shall be carried out after complete manufacturing of parts to
be galvanised. No manufacturing process such as drilling, welding and cutting shall
be carried out after galvanising.
All steel wires shall be efficiently galvanized before laying up, and such galvanising
shall be carried out by the Hot Dip process to BS 729, which shall produce a
homogeneous coating of uniform thickness of zinc. The coating shall adhere firmly to
the surface of the wire and shall not be removable in handling and erection. Testing of
galvanised earth wire shall be carried out in accordance with BS 443 and BS 4545.

Delivery Reel type & size shall be clearly stated in the bid document. However all
earthwire shall be supplied on non-returnable termite proof wood drums, of an
acceptable weight and standard size of not more than 4000 m per drum. The length
and size of the earthwire shall be clearly marked on each drum.

2.5.3.2 Painting

All steel parts, which shall not be galvanised, shall be treated effectively against
corrosion after manufacturing. The treatment shall include sandblasting, anti-grease,
primer and coating. The final coat of painting shall be homogenous and free from any
kind of pores. The Contractor shall submit a certificate(s), which confirm that the
proposed coatings are suitable for tropical climate.
2.5.4 Structural and Cast Iron

Structural steel shall be made by open-hearth basic oxygen or electric furnace


process. Only the following two strength classes shall be used:
x Low tensile steel with yield point from 220 to 260 N/mm2
x High tensile steel with yield point from 300 to 350 N/mm2
The Contractor shall apply for the Employer's approval of other steel qualities, if he
intends to deviate from the specified two steel classes.
Cast iron shall comply with the following minimum requirements:
x Minimum tensile strength: 140 N/mm2
x Manufacturing from: Best grey pig and scrap iron
x Preparation: Close grained, tough and uniform in character malleable iron shall
be of black heart type with a tensile strength not less than 330 N/mm2.

2.5.5 Supply Configuration

The supply shall be configured as below:

2.5.6 Electrical Equipment Materials

All materials supplied under this Contract shall be new and of the best quality and of
the class most suitable for working under the conditions specified. They shall withstand
the variations of temperature and atmospheric conditions arising under working
conditions (including start and stop) without distortion deterioration or undue stresses
in any parts and also without affecting the suitability of the various parts of the Works
for which they were designed. The Switching station shall be designed for a lifetime of
40 years. Equipment with a shorter life cycle shall be identified and so arranged that
they are easy to replace.
No welding, filling or plugging of defective parts will be permitted without the sanction
in writing of the Project Manager.
Materials that are susceptible to mould growth under tropical conditions shall be
treated to exclude moisture and prevent growth of mould after all machining has been
carried out.
Copper and aluminium used as electrical conductors shall be of the electrolytic type
and comply with the respective ASTM or DIN Standards.
Cast iron shall not be used for chambers of oil-filled apparatus or for any part of the
equipment that is in tension or subject to impact stresses. Exception is made where it
can be shown that service experience has been satisfactory with the grade of cast iron
and the duty proposed.

2.5.7 Bolts, Studs, Nuts, Screws, Washers, etc

All bolts, studs, nuts, etc., shall have a standard metric threading and conform to the
relevant standards as regards shape and tolerance. They shall be of Strength Class
8.8 and marked accordingly.
All bolts, studs, nuts, washers, screws, etc., used outdoor or in wet or moist
environment shall be in stainless steel or hot-dip galvanised. If hot-dip galvanised bolts
and nuts are used, special considerations shall be taken related to pre-stressing. Bolts,
nuts, studs and screws that require frequent tightening and unbolting during inspection
or maintenance procedures, shall be of stainless steel.
All bolts and nuts shall be hexagonal, either normally or of the round head socket type
and secured in an approved manner against becoming loose during operation.
The Contractor shall supply the net quantities plus 5% of all permanent bolts, screws
and other similar items and materials required for installation of the works at the site.
Any such rivets, bolts, screws, etc., which are surplus after the installation of the
equipment has been completed shall become spare parts and shall be wrapped,
marked and handed over to the Employer.
Taper pins shall have threaded stems with nuts where dismantling of the pins is likely
to be required.
Bolts shall not protrude more than 10 mm beyond the nut but not less than two full
threads.
2.5.8 Surface Treatment and Painting, Electrical Equipment

Panel boards, cubicles, cabinets, etc. in dry rooms shall have interior surfaces painted
with at least one priming and one finishing coat of anti-corrosion paint. Exterior
surfaces shall be adequately treated to be substantially corrosion resistant, with one
priming coat, and two finishing coats.
Outdoor installations and indoor installations in wet and damp rooms shall at least
have one priming coat and two layers of paint on zinc powder basis applied after
perfect cleaning.
Structural supports outdoor and in wet or moist rooms and parts that cannot be readily
painted, shall be hot-dip galvanised. All galvanising shall be in accordance with BS
729 or other internationally approved standards. Steel below ground shall in addition
to galvanising be protected with Bitumen or a substance of similar quality.
The particulars of priming and finishing paintings shall be submitted for review, with
specifications of paint, together with a listing of colours available, for each of the
switching station and equipment.
The Employer is not bound to accept the finishing colour proposed by the contractor.
Determination of colour shall be at the option of the Employer and shall be finalised at
the time of approval of drawings.
2.5.9 Insulating Oil

All electrical equipment requiring insulating oil or other insulating liquids shall be
furnished with the first filling including flushing, if required. An excess of 10% of the
net amount of oil or liquid required for each component shall also be furnished by the
Contractor as spare.

The Contractor shall endeavour to employ, as far as practicable, one type and make
of insulating oil only for all the electrical equipment.

2.5.10 Locking Devices and Padlocks

Facilities for applying safety or security padlocks to circuit breaker operating


mechanisms, disconnector and switch operating handles, control switches, control
cubicles, outdoor cabinets etc. shall be provided for all equipment accessible by
unauthorised personnel. The facilities shall be suitable for padlocks having a hasp
diameter of 10 mm. Padlocks are not required.
2.5.11 Name plates and signs

Marking shall be in corrosion resistant material with permanent lettering. All equipment
shall be marked in accordance with standards and local practice. The Contractor must
mark all components in a clear and unambiguous way so that it can be related to the
documentation. All operating mechanisms as
Push buttons, switches and handles must be marked in a precise way and necessary
warning signs must be supplied.
All outdoor nameplates and signs shall be made of non-corrosive weatherproof
material as trafolyte aluminium or stainless steel.
Letters shall be white and engraved on black background. For aluminium and steel
signs black letters on metallic background shall be used. For warning signs red
background shall be used.
2.5.12 Tool Rack in the switchgear Room

A tool rack shall be installed in the switchgear room for all the, handles and tools
required for operation of the switchgear including panel/marshalling boxes keys. The
rack shall be easily accessible to operators and not cause obstruction to operations.
2.6 Equipment

2.6.1 Standardisation

The Contractor shall be responsible for the standardisation of all small mechanical and
electrical equipment, materials and devices for the Works. He shall arrange and
perform the necessary co-ordination work with his subcontractors for the purpose of
such standardisation. Such equipment, devices, fittings, etc. shall comprise, but not
necessarily be restricted to, the following:
• Intelligent electronic devices (IEDs), control devices and control switches
• Electrical instruments and meters
• Terminals and terminal blocks
• Primary, secondary and auxiliary relaying devices
• Contactors, fuses, miniature breakers and the like.
• Lamps, bulbs, sockets, plugs, etc.
• Lubricants
• Oil

Where electrical sockets are installed for lamps, hand tools, measuring equipment
etc., local standard sockets with earth connection shall be used for 16A single phase
sockets (lower rating shall not be used). Other sockets shall be according IEC 60309
(CEE type). The Contractor shall endeavour to use components available in the local
marked.
2.6.2 Interchangeability

To limit the required stock of spare parts, all equipment and parts performing similar
functions shall be interchangeable where possible.
2.6.3 Degree of Protection

Enclosures for electrical equipment shall have the following degree of protection
(Ref, IEC 60059, IEC 60529 and IEC 60947):
2.6.4 Indicators and Instruments

All status and position indication lamps shall be of the light emitting diode type and be
replaceable without use of soldering or special tools.
In unmanned operation a switch shall be arranged for turning off the indication lights
for the switching station. A switch for lamp test shall be arranged.
All indication contacts shall be galvanic isolated and potential free.
Temperature indicators shall be of the PT 100 type protected to suit the environment
where it is to be used.
Pressure indicators shall be of corrosion proof material, IP 54, vibration class 1. The
scale shall indicate bar or equivalent m water column. The diameter shall be 160 mm
and the measuring pipe shall be equipped with stop chock. If the indicator is exposed
to vibration it shall be filled with damping liquid (glycerine).
Limit switches for pressure, temperature and flow (even if combined with the
indicators) shall be of class 1 without noticeable hysteresis. Where more than one limit
is required each limit shall be independently settable. Set points shall be easily
readable.
Flow meters shall be graded in litres/s from zero to well above required value. Flow
meters for water shall be electronic without moving mechanical parts.
Panel instrument shall be accuracy class 1.5 or better, dimensions 96x96 mm with
non-reflective glass. Measuring converters shall be of accuracy class 0.5 with 4-20
mA output, DC auxiliary voltage and galvanic isolated potential free output.
All semaphores shall be of LED type.
2.6.5 Fuses and Miniature Circuit Breakers

Miniature circuit breakers shall replace fuses in control and power circuits 63 amps
and below. They shall be approved as circuit breakers and have a breaking capacity
sufficient to break the short circuit at the place of use (i.e. no upstream backup fuses
for reduction of fault level shall be necessary). All circuit breakers used in DC circuits
must be approved for the relevant DC voltage and current.
Where nothing else is specified LV power fuses above 63 amps shall be of high
rupturing capacity cartridge, type NH gl, according to DIN VDE 0636 and IEC 60269.
All fuse bases shall have a load switching capacity and a thermal rating equal to the

rating of the largest fuse it can accommodate. Fuse replacement shall be possible
without use of special tools and with IP20 protection against live parts.
2.6.6 Relays and Contactors

All resetting of relays and contactors must be possible without dismantling of any
covers and without risk for electrical shock. All contactors and relays used in DC
circuits must be approved for the relevant DC voltage and current.
Limit switches not mounted in enclosures shall be of the proximity type without need
for separate power supply and equipped with light emitting diodes to indicate position.
2.6.7 Motors

As far as possible and if nothing else is specified, motors shall be three phase squirrel
cage motors complying with IEC 60034 and with dimensions according to IEC 60072.
Such motors shall have the following data:
x Continuous rating 130 % of mechanical load
x Frequency band for continuous rated operation without exceeding temperature
class 47 - 57 Hz
x Voltage band for continuous rated operation without exceeding temperature
class -15 % - +10 %
x Maximum start current with direct start

Motors shall have sealed ball or roller bearings. If the bearing is not sealed for life, it
shall withstand two years of operation before refill of lubricants.
Outdoor motors and motors erected in moist environment shall be equipped with still-
stand heaters controlled from the starter. The heater shall be so dimensioned that
maximum temperature is not reached even if the heater remains connected under
operation.
Motors shall withstand three consequent starts without overheating. Motors over
20 kW shall be equipped with thermistor-based temperature protection.
The three line connections of A.C. motors shall be brought out to a terminal box sealed
from the motor. The terminal arrangement shall be suitable for the reception of
aluminium and copper cable. A permanently attached diagram or instruction sheet
shall be provided giving the connections for the required direction of rotation. If only
one direction of rotation is permitted, this shall be clearly marked.
Motors to be connected to variable speed drives shall be special adapted to this.
Other types of motors shall only be used where squirrel cage motors are inconvenient
to use (and then only after approval by the project manager) or if DC motors are
specified. Such motors shall as far as possible follow the requirements set above.
Brushes shall be designed with a constant brush pressure and shall withstand at least
5,000 hours of operation before they have to be replaced. It shall always be at least
two brushes in parallel and the brush- holders shall not touch the commutators when

the brushes wear out. The press fingers shall not carry the current and each brush
shall be separately adjustable.
Where single phase motors are used the motors shall be grouped so as to form,
approximately, a balanced three phase load.
2.6.8 Motor control gear

Control gear shall comply with the requirements of IEC 60947, the control gear being
rated according to the duty imposed by the particular application. No replacement of
equipment shall be necessary after short circuit (ref. IEC 60947)
Motor contactors shall comply with IEC 60947 class of intermittent duty 0-3 and
utilisation category AC4. The contactors, and their associated apparatus shall be
capable of switching the stalled current, and shall have a continuous current rating of
at least 50% greater than the full load current of the motors they control.
The operating currents of overload trips fitted to motor contactors shall be substantially
independent of ambient temperature conditions, including the effect of direct sunlight
on the enclosure in which the contactors are installed.
Where small motors are connected in groups, the group protection shall be arranged
so that it will operate satisfactorily in the event of a fault occurring on a single motor.
Each motor or group of motors shall be provided with control gear for starting and
stopping by hand and automatically. Overload and single-phasing protection shall be
provided. Facilities for padlocking the supply in off position shall be provided.
2.6.9 Computer Based Controllers

Computer Based Controllers Inclusive Programmable Logical Controllers (PLC) can


be used for individual control functions. Such equipment shall be designed for
industrial environment and application in high voltage switching stations. The control
equipment must be fed from the general station DC supply.
The control equipment must be equipped with internal “watchdog” function giving
external potential free alarm by internal fault. The operational status shall be frozen by
fault or un-normal function so it can be re-established after restart. The process must
be shut down to a safe stage if fatale faults occur in the controller.
Analogue and digital in and out puts must be galvanic isolated and potential free and
must, together with the enclosure, screen against disturbance from electromagnetic
field occurring by short-circuit, switching over voltages or lightning discharges. The
control equipment shall be tested according IEC 60255 and fulfil relevant EMC
requirements for Industrial Environment.
Digital in- and outputs shall be tested and approved for switching of DC voltages
supplied by the main switching station battery (AC values are irrelevant).
Programmes shall be stored in “flash ram” or similar storage medium and shall not be
destroyed or changed by power failure (i.e. Separate backup battery shall not be
used). The memory shall contain the last program version.
All programming of control sequences shall be documented in a self-explanatory way
not requiring special program knowledge for understanding (function block
programming or similar)

Communication between various controllers (and the main control system) can be over
fibre optical cable provided agreement between the contractors. Such communication
must use open protocols to be approved by the Project Manager. The contractor shall
in any case present a verification of transmission quality.
The Controllers shall be delivered with software and software licences needed for
testing, setting ad reconfiguration. If hardware other than laptop is required for this
such shall be included in the supply.
2.6.10 Remote control

The Switching Stations shall be linked to Grid Control Centre (GCC) and to Distribution
Control Centre (DCC).
The system shall include two gateways by which one shall serve Grid control center
while the other shall serve Dar es salaam control center (DCC).
The communication protocol towards the GCC (Grid Control Center) shall be based
on IEC 60870-5-104 as main link and IEC 60870-5-101.
The communication protocol towards the DCC (Dar es salaam Control Center) shall
be based on IEC 60870-5-104
All signals to control center from substation gateway shall be pass through Router with
MPLS features included.
Clear control priorities shall prevent the operation of a single switch can be initiated at
the same time from more than one of the various control levels, eg. Hardwired
Switching Panels, bay level or apparatus level. The priority shall always be on the
lowest enabled control level.
The HMI system shall be well protected against power failure.
Communication media of IEC61850 station bus shall be of multimode fiber cables.
Engineering workstation shall have full maintenance software for management of SAS,
protection and Telecommunication. The workstation shall be accessible from Station
bus.
Engineering Laptop for maintenance shall have full maintenance softwares for
management of SAS, protection and Telecommunication.
Each IED shall have at least two optical fiber ports to communicate to two separate
networks for redundancy.
The man-machine interfaces shall include:
x Two operator workstations each with two monitors each 43 inches (two for
each), key-board and mouse
x One engineering workstation
x Two Engineering Laptops
x Two printers for printing, scanning and copying in A4 and A3 formats
x Two color printers with scanning and copying functionality
x Three table with adjustable height
x Six adjustable high-quality office chair with wheels
x Two Cabinets for storing of manuals, drawings and print-outs

Power supplies (socket-outlets) to the man-machine interface shall be dedicated for
the purpose.
2.7 Construction and Erection

2.7.1 Switchboards, Panels and Cabinets

Switchboards, control, panel boards and cabinets shall be of robust construction,


formed of a steel frame and covered with smooth steel plate (outdoor cabinets can be
of aluminium). The steel plate shall be properly stiffened to prevent distortion. Panels
shall normally be covered at their rear with hinged doors. The frames of the boards
shall be designed to permit firm anchoring on the floor. The frames shall permit easy
erection, and allowance shall be made for extension of the board by similar additional
panels. Panes for power circuits shall be in accordance IEC 6034 (minimum partly
type tested apparatus (PTTA)). All enclosures shall be ventilated so that the
temperature inside the enclosure do not raise more than 5 °C above ambient even
with possible heaters connected.
Outdoor-cabinets and cabinets for moist environments shall be provided with
thermostat-controlled heaters to inhibit collection of moisture. The heater must be
arranged not to overheat any cables or equipment. Openings for drainage of condense
shall be provided at the lowest point in the cabinets.
All major or important compartments containing electrical equipment shall be provided
with a single phase 16 A socket and internal lighting facilities switched off by a door
switch.
Unless otherwise specified or agreed upon, all instruments, apparatus and devices on
the panel fronts shall be provided for flush mounting. Flush mounted relays shall be
provided with transparent cover. The cover shall be hinged to allow resetting and
adjustment. All terminals and all equipment shall be accessible without dismantling
other components. Equipment shall not be mounted in swing outdoors. However,
proper swing out frames may be used provided they can be opened will full load
without twisting or distorting the panel. Windows shall be provided in front of rack
mounted equipment.

2.7.2 Wiring and Terminal Blocks within Enclosures

All wiring shall be stranded copper conductor, PVC. Insulated, suitable for operation
at voltages below 1000 V and in compliance with the provisions of the applicable IEC
Recommendations. Conductors shall not be smaller than 2.5 mm 2 for current
transformer circuits and 1.5mm2 for all other control circuits. The selection of conductor
sizes for current transformer circuits shall be supported by calculations.
For wiring within boards the "bunch" pattern shall be adopted. For a small number of
connections, wiring may be grouped using flexible plastic bands or equivalent. For a
large number of connections, a system using support strips or U-shaped troughs (with
covers) shall be used. Ample space shall be provided for running of cable within the
enclosures.
The screens or screened pairs of multicore cables shall be earthed in accordance with
a coherent grounding philosophy to be worked out by the main Contractor and
approved by the Project Manager.

The screen and earth wires shall be terminated in terminals dedicated for this use. All
free conductors in connecting cables shall be terminated in terminals that shall be
temporarily connected to earth and special marked. Though, in field boxes the free
conductors can be laid orderly and short-circuited or insulated. The length shall allow
future connection.
Multi-stranded conductor ends shall be fitted with a suitable crimped thimble (bootlace
ferrule type). The thimble shall be of correct type and length according to the core size
and crimple tools shall be specially adapted to the thimble and cross section used.
Each wire shall be separately terminated unless otherwise approved.
It shall be possible to work on small wiring for maintenance or test purposes without
making a switchboard dead.
The wiring identification shall be by numbered ferrules, sleeves or other approved
means.
All wiring shall terminate at terminal blocks, the latter shall be of the moulded type not
less than IP20 and provided with barriers to separate power from control cables. It
shall be possible to replace a single terminal block without dismantling a whole row.
They shall be clearly marked, the designations being those entered in the respective
wiring diagrams. Terminal blocks using screws acting directly on the wire (conductor)
as well as spring type terminal blocks are not acceptable. To avoid squeezing of the
wire the screw pressure shall be applied by a pressure plate having smooth
edges.‘OBA’ terminal blocks are not acceptable. Only terminal blocks that are
operated using screw drivers are acceptable.
Terminal blocks for current and voltage transformers shall be separated and specially
marked. They shall be equipped with a sliding splice for separation and “banana”
sockets on both sides for testing. The splices shall be so arranger that they fall into
closed position when loose. Where appropriate, other terminal blocks shall be
equipped with facilities for testing, such as short-circuiting, separating splices, plugs,
etc. All such device shall be accessible even when paralleling strips are used.
Only one conductor shall be connected to each side of a terminal block and the branch-
offs shall be made by interconnecting the necessary number of neighbouring blocks
by means of copper strips.
Terminal blocks shall be located at least 300mm from the bottom of the panel and shall
be easily accessible. Terminal blocks for different voltages shall not be mixed between
one another. All conductors in a multi-core cable shall be terminated on the same
terminal block. The blocks shall be grouped for each voltage and they shall be clearly
marked for easy identification of the system voltage. There shall be at least 20 % spare
terminals on each block.

2.7.3 Cable Laying and Routing

The final routing of HV and LV cables in indoor and outdoor installations shall be
determined by the Contractor from the directives given in Particular Specifications,
and the principles shown in the layouts on the drawings. All cable routing and
arrangement shall be subject to the Project Manager's approval and must adapt to
obstacles as tubes and ventilation channels. All penetrations of fire zone separations
shall have the same fire classification as the separation itself.

Cables shall be laid on corrosion resistant (aluminium or hot dipped galvanised) cable
trays and racks and by raising cables fixed to cable ladders. The trays shall be
dimensioned and fixed so that it allows one man to climb on it in addition to the cable
load. Each tray shall have at least 15 % spare capacity. The distance between each
tray shall at least be 300 mm. For exposed outdoor installations cables shall be laid in
covered cable trenches, plastic or steel ducts, depending on the available space.
Branch offs to individual equipment shall be fixed and supported all the way to the
connection box. Cables and cable supports shall be properly fixed and secured against
movement under short-circuit and strain caused by erection work. Particular attention
shall be given to termination in confined areas where personnel may climb under
erection and maintenance. Flexible tubes of “spiral type” shall not be used whereas
tubes of “plica” type can.
Low power cables, i.e. cables for control, metering, etc. shall not be run in close
parallel to high power cables or earth wires, but shall be run at the greatest possible
separating distance. The minimum distances are:
• High and medium voltage versus control and measuring cables 800 mm
• Low voltage power cables versus control and measuring cables 400 mm
Necessary EMC consideration shall be taken in accordance with EMC standards.
Additionally, cables for extra low power, i.e. mA and mV circuits and cables connected
to low power solid state electronic circuits, shall be laid in separate sheet steel trays
with covers. The DC trip and AC voltage supplies and wiring to main protective gear
shall be segregated from those for back-up protection to the greatest extent possible.
Single-phase power cables shall be run in trefoil configuration, single-phase DC power
cables shall be run in parallel. Special care shall be taken so that closed magnetic
circuits do not form around single-phase cables.
Cables below 25 mm2 cross section shall be copper. Larger cross sections may be
aluminium. Minimum cross sections shall be as follows:
x Measuring cables for current 4.0 mm2
x Control and other measuring cables 2.5 mm2
x Power cables according 120 % max load current
All cross section must be checked against max load current, allowable burden on
measuring transformers, short circuit values, voltage drop, protection requirements
and selectivity.
The cables shall be marked with item designation in both ends as well as by entrances
in enclosures. The cable marking shall be fire proof.
Cables shall be laid in full runs and not spliced unless approved by Project Manager.
Termination of multi-stranded conductor ends shall be with a suitable crimped thimble
as specified above. All other cable lugs or similar shall be of crimped type adapted to
the cable type and cross-section used. The tools used should be special approved for
the lugs and cable type used.
The cable supplier’s instructions regarding handling and bending radius shall be
followed.

Fibre optic cables shall not contain metallic material and be so laid that they have
proper mechanical protection. I.e. cables not constructed for embedding shall be laid
in protective tubes.
2.7.4 Grounding (Grounding)

An embedded grounding system shall be arranged connected to exposed and


accessible grounding bars. From here an exposed system shall be arranged. The
Contractor is responsible for installation and connecting of his equipment to this
network so that all precautions are taken regarding safety and shielding against
disturbances. Cables shall be earthed and shielded in accordance with grounding
philosophy worked out by main switchgear contractors.
3. PROJECT SPECIFIC DATA
3.1 Scope

This specification describes the requirements for design, manufacture, testing at


manufacturer's works, supply, installation and Commissioning at site of prefabricated
container with AIS Switchgear System and associated auxiliary equipment.

3.2 Scope of work

The scope of works for “Works” includes the Site spoting, Design, foundation
construction, Supply, Erection, Installation, Testing and Commissioning and
rectifying of any defects found during the guarantee period of all the concerned
works, whether mentioned in detail or not, to complete the installation and/or
supply and put it into operation according to the set requirements of containerized
Switching Station at Msigani area. If anything else is not specified herein, erect
means that the Contractor shall also supply the material and tools.

The Tenderer must provide a design, material and construction/installation in order


to provide a fully functional electrical system and equipment whether or not specified
in this document.

The Scope of Works in mainly consist of:

x Detailed design of the Containerized Switching Station


x Site levelling and foundation construction
x Deliver prefabricated container preinstalled with complete switchgear, control
panels, battery and charger system, relay panels, communication hardware,
CCTV system, cables and all other materials and equipment needed for fully
functional installations;
x Installation of power cables for feeder tapping
x Installation of grounding and earthing system
x Provision of drainage system
x Construction of fence with gate
x Construction of askari kiosk and wash room using portable structures

x Testing and commissioning of the facilities
x Rectification of defects noted up to end of defect liability period
x Delivery of Spare Parts and Tools if specified herein;
x Training of the Employer’s personnel;
x The Contractor shall make good the area affected by his work;
x The Contractor shall plan his work in cooperation with the Employer in order to
minimize possible shutdown periods of any feeder or other vital parts.

3.4 General Design Criteria

The container shall be an elevated, air-conditioned structure with all self-sufficient


required equipment such as:
x Switchgear with Protection Relays & Local Control arrangement
x LV AC & DC Distribution system
x Battery, Charger, UPS etc.
x BCU panel with SCADA interface cabinets
x Supply, laying, dressing, termination and connection of control cables.
x Light fixtures with occupancy sensor and Receptacles,
x DC/AC Emergency lighting system.
x HVAC system to suit equipment and ambient heat loads

x Fire detection & fire-fighting system
x Remote Surveillance system
x Earthing
x Platforms, Stairs, handrails etc.

The supplier shall install all equipment within the container. The above container
needs to be fully assembled and integrated at factory and acceptance test shall be
carried out at Manufacturing/ Assembly location to ensure best in quality performance
and ease of operation as a "plug and play" solution to be delivered at site.

3.5 Suitability of the Design

The work shall include the Contractor's detailed design needed to manufacture,
supply, erect, construct, test, commission, operate and maintain all equipment and
switching station, etc. in accordance with the functional requirements of this
specification, associated specifications, drawings and schedules.

All designs carried out by the Contractor are subject to the Employer's approval, before
manufacture of the equipment. The Employer's approval shall, however, not relieve
the Contractor of any of his obligations under the Contract.

In the design, particular attention shall be paid to the following points:

x Safety of operation and maintenance personnel


x Reliability and continuity in service
x Ease of inspection and maintenance
x Ease and clarity of operation
x Freedom from undue vibration and noise
x Protection from effects by vermin, birds, animals and insects

3.6 Service Conditions

The service conditions of the project area includes temperature, precipitation, wind,
thunderstorm, pollution and soil conditions. The materials, equipment and facilities
constructed shall be able to perform efficiently and effectively over acceptable life time
without deterioration under the local service conditions as specified in the following

Design Temperature

The Contractor shall in his design account for the temperature rise deriving from
installed equipment and from solar radiation in such a way that the rated performance
and stability of the switching station is guaranteed under the prevailing climatic
conditions of the site area.

The following temperatures apply:

• Maximum temperature of conductors : +85°C


• Maximum temperature of earth wires : +55°C

3.6.1 Design Wind Conditions

The predominant winds in the project areas are easterly trade winds of the Indian
Ocean which exhibit seasonal changes in speed and directions. Wind speeds rarely
exceed 10m/s. Tropical cyclones rarely affect the project areas, and when they do
they rarely reach a speed of 140km/h and gust bursts of 180km/h. The design wind
speed is taken as 100km/h in likely occurrence storm condition.
The following references describe the design wind conditions:
x Annual mean max. wind speed : 28 m/s (100 km/h)
x Maximum wind speeds : 32 m/s (115 km/h)

A safety factor of at least 1.5 shall be used in the calculations of the wind loads at
maximum wind speeds.

3.6.2 Soil Conditions

The Contractor shall ensure himself of the soil conditions at the site which required
foundation and civil works and perform soil investigations. A copy of the report shall
be submitted to the Employer/Engineer for review and approval.

3.6.3 Pollution Level in the project area

Pollution level in the project areas is of varying degree from one area to another. The
most common pollutants in the project area are dust, sand and salt winds. Onshore
winds are frequently salted laden. Hence, for design purposes pollution levels shall be
classified as heavy according to IEC 60815 classification with minimum Creepage
distance of 31mm/kV.
3.6.4 Ground and Soil Conditions

In addition to soil bearing capacity, determination of soil resistivity is vital as distribution


lines and substations need to be grounded. Different types of soil have different
resistivity values that will be encountered in the project areas. Resistivity values are
influenced by porosity, moisture content, concentration of dissolved electrolytes, and
composition of colloids and temperature of the soil. Understanding the type of soils in
the project area will enable appropriate design of earthing system of the switching
station.

3.6.5 Corrosion Protection and Painting

Ferrous materials are prone to corrosion when subjected to humid environment.


Hence, all ferrous materials shall be protected from corrosion by Galvanizing carried
out by means of hot-dip galvanizing process after complete manufacturing of parts to
be galvanized. No manufacturing process such as drilling, punching, welding and
cutting shall be carried out after galvanizing. The zinc coating shall meet the
requirements according to ISO 1461 and BS 729.
All steel parts, which shall not be galvanized, shall be treated effectively against
corrosion after manufacturing. The treatment shall include sandblasting, anti-grease,
primer and coating. The final coat of painting shall be homogenous and free from any
kind of pores.

3.7 Electrical system criteria

The circuits shall be designed, protected, installed and protected in compliance with
specific requirements defined in this report, TANESCO standards, or where those not
apply, with applicable standards. Co-ordination of insulation shall be carried out
according to IEC 60071-1 while TANESCO standard requirements regarding creepage
distance shall be applied.

3.7.1 Lightning and Surge Protection

In order to protect the facilities from Lightning Surges, the design should consider
using line materials and apparatus with adequate overvoltage withstand capability as
well as installing surge arresters.

3.7.2 Grounding and Earthing

Grounding in switching station is vital to minimize voltage and thermal stresses,


provide protection and personal safety and reduces electromagnetic interference
caused by the distribution network. Hence, grounding and earthing should be properly
designed to ensure the above merits are achieved. The design will consider optimal
earthing of lightning arresters, metal structures, concrete poles and metal supports for
various equipment and equipment cases. For effective functioning of the respective
earthing system, the earthing resistance should not exceed 2 ohms. Depending on the
soil resistivity, appropriate measures should be taken to ensure that the required
earthing resistance values are achieved.

3.7.3 Noise

The equipment shall as far as possible not generate undue vibrations or bothersome
noise. Provided nothing else is specified the following requirements shall not be
exceeded:
• Machine hall, workshop etc. (one meter from the machine)
• Office, control room, day room etc.
• Emergency diesel generator (7 meter from engine room)

3.7.4 Electric Service during Construction

Metered electric supply at 400/230V, 3-phase, 50 Hz TN-CS will be available at the


substation sites. All tools and equipment supplied by the Contractor shall be suitable
for this supply system. The Employer, while endeavouring at all times to maintain the
supply, can accept no responsibility for the consequences that may arise from the
failure or cessation of the electric supply.
3.7.5 Power Supply

Power for the auxiliary service is in general supplied from the station transformer
connected to the MV busbars. Equipment needing uninterrupted supply shall be fed
from permanently charged station batteries. If other voltage sources or voltage levels
than given below, are required they shall be included in the Bid. Such voltages shall
not be brought out of the cabinet where they are used.
Components in the AC low voltage main distribution system shall have a voltage rating
of 400/230 volts, 50 Hz. The system shall be 3-phase, the transformer neutral
grounded (TN-CS).
For lighting, small power socket outlets, domestic appliances and other small power,
230V shall be used. 16 A sockets shall be of the British Standard type with square
pins.

3.7.6 DC Auxiliary Supply

The DC auxiliary supply shall be (unless otherwise stated in Scope of Works):


x For control, protection and alarm circuits 110V-IT
All bulbs and any voltage sensitive relays shall be rated 125/52 V.

3.7.7 Operation and Control

The control and protection system shall be structured with a number of local control
and protection systems. These local systems shall be controlled by a bay control unit
which communicates with a central substation control system via a substation bus
system conforming to IEC 61850.
The local control and protection systems shall be independent of each other. It shall
be possible to operate the individual parts of the substation from their local control
systems.
The Contractor shall take all measures and furnish all requirements necessary for
effecting the intended method of operation and control.
The station functional control shall be possible in a hierarchic structure as follows:
Supervisory Control from a Supervisory Control and Data Acquisition (SCADA)
System. The switching station will be connected to Distribution Control Centre (DCC)
and Grid Control Centre (GCC). Indications shall be available in both DCC and GCC.
The station switchgear shall be controlled from DCC.
x Local Control from the local relay and protection panels and from the instrument
sections on MV switchboards. If these contains full mimic and display functions
the remote control can be omitted in MV panels.
x Direct Control/Emergency Control from the apparatus itself.
The stations shall function without interruptions even if connection to higher levels
fails. A local/remote switch shall be accommodated on each control position blocking
remote operation but not indication. The position of this switch shall be indicated in the
higher levels of operation.
The control shall include operation of all circuit breakers and non-motorised
disconnectors. Status indication shall be available in the supervisory system for all MV
breakers in the system as well as busbar voltages, line load in A (plus MW and MVAr).
Relay trips and other relevant alarms shall also be transferred.
Direct control of all station switchgear at the respective panels shall be possible.
Interlocking devices and automatic change-over systems shall be incorporated in the
control circuits in the quantity needed to guarantee non-interruption and correct
sequence of operation of the equipment. Protective devices shall be supplied in
accordance with the Particular Technical Specifications, and the particular needs of
such equipment furnished with the aim of ensuring a safe and reliable operation of the
switching stations in the event of electrical and mechanical disturbances or in case of
mal-operation by the switching station personnel shall be taken into consideration.
The signals and command to be transmitted are given in Particular Technical
Specifications.

All equipment, instruments and devices in the switching station necessary for
supervisory, remote and local control as well as for protection, signalling and indication
shall be included in the Bid and hence the Contract, it being understood so that the
enumeration found in Scope of Works, in this respect is indicative but not limiting.

4. PARTICULAR SPECIFICATIONS

4.1 Containers

The containers shall be designed to withstand the external environmental conditions,


seismic condition, Wind load, earthquake, imposed load condition and dynamic loads
associated with transport. Supporting calculation for above to be submitted during
detail engineering. All material used shall be new, unused and of superior quality.
The container frame shall be constructed as a rigid, self-supporting steel structure.
Structural steel Design, fabrication and welding shall be in accordance with relevant
acceptable international standards.
The roof framing and the columns shall be designed to support any additional dead
load suspended from the roof such as air conditioning duct, false ceiling, cable trays,
light fixtures etc.
The floor framing shall be fabricated from ASTM A36 or equivalent steel members to
form a rigid rectangular frame. The floor shall be constructed at a height of preferably
1.5 meters from the finished ground level of switching station for ease of cable entry.
All exterior walls shall be air and water tight and shall be capable of maintaining this
tightness during and after any transport or lifting operations. The doors / windows shall
be effectively sealed against water ingress in closed condition by using proper gasket
profiles. Above doors, rain-hoods are to be provided to avoid water leaking into Joints.
Particular attentions are to be paid to prevent any corrosion of metal parts.
Structure walls and roofs shall be formed by means of steel sheet with thermal
insulating material inside. The exterior walls and frames around door and any other
opening if any shall be structurally adequate to sustain all applicable loads.
Roof slope shall be minimum of 10 degrees. Roof edges/ slopes shall be provided with
drain arrangement for water draining from top. Roof shall be welded with the main
structure to form an integrated assembled section.
All the wall & roof materials used shall be non-combustible type. The container shall
be insulated on sides, end walls, roof & doors with minimum 50 mm thick Glass
Wool/Rockwool insulation. Interiors of the container shall be aesthetically finished
as to give a pleasing appearance with high quality workmanship. All joints shall
be neatly finished.
Considering superstructure load, soil condition etc. foundation design to be done by
the bidder and design - drawings are to be submitted to TANESCO for approval.
Construction of all the required foundation structures, columns, beams etc. shall be
included in the bid.

4.1.1 Casing and structure

Container for outdoor installation shall have a metallic self-supporting structure built in
profiles, insulated panels and corner blocks, similar to containers for oversea transport
and with minimum thicknesses:
x 3 mm for sheet metals used for pillars;
x 2 mm for regular steel sheets used for internal panels and for inox steel sheets
used for external infills (cover, slats, doors, hatches etc…).
Insulated panels for external walls can be built with 2 mm thick internal Aluminum
sheet and with 1.5 mm external inox steel sheet.
Internal surfaces shall be made of 2 mm thick steel or 2 mm Aluminum, so this
prescription is valid for walls and ceiling.
The structure must be resistant enough in order to be transported and installed on
mounting brackets in one single block without being disassembled in multiple parts.
Diagonal tie rods to maintain squaring between edges are not allowed.
The waterproof container will be equipped with apposite slots for ventilation and gas
venting, appropriately shielded in order to ensure IP33 protection level. The IK degree
of the container shall be rated 10.
4.1.2 Mounting brackets and loading/unloading system

Mounting brackets shall be defined according Constructor design, in any case correct
functionality of equipment inside the container shall be guaranteed even in maximum
deformation conditions.
They will be equipped with attachment for fixing to the structure on one side and with
support plate on the other. Their nominal height will be 90 cm. The surface of support
plates shall be sized for a specific pressure on the ground lower than 10 N/cm 2.
Mounting brackets shall be preferably fixed to container’s platform through twist locks,
and they must be bounded to the concrete foundation with chemical or mechanical
anchors, whose dimensions must be in accordance with environmental conditions of
the project area.
Unload operation must be able to take place through four removable hydraulic jacks,
suitable to lift the whole structure from the vehicle and to place it on mounting brackets,
without other lifting means. The jacks will be single operation to level the container
and then mechanically coupled in pairs (those on the short side) for lifting or lowering
it on the truck bed or on definitive mounting brackets. The stroke of hydraulic jacks
must be adequate for the movement required to load and unload the container on the
truck bed or on mounting brackets. A kit of hydraulic jacks will be provided for each
container.
Unload operation from vehicle must be able to take place through crane. Minimum
requirements for crane shall be specified by the Supplier.
The container shall be lifted by crane by hooking upper corner blocks only.

4.1.3 Dimensions

Container dimensions shall be 40ft compliant with ISO 668 2020. Overall dimensions
and weight of container in transport operating conditions are mandatory with reference
to ISO 668 2020. In case the switchgear dimensions are beyond the width and height
of the standard container, the width can be up to 2850mm and the height up to
2890mm as specified for high cube container. Other external dimensions of container
shall be subject to TANESCO approval.

4.1.4 Cable outlets

MV/LV cable outlets must be arranged on the floor and equipped with anti-animal
closure, both with MV section out of order (without cables) and in service (with cables
installed).
In order to place homopolar/phase CTs, bars to be installed on holes prepared on the
base structure must be provided.
4.1.5 Container Configuration

The complete Switching station shall consist of two containers with one long side and
the open sides fitted together so as to form a room of approximately 12.2m x 4.86m x
5.70m. The open side shall be fitted with rigid metal sheet to be attached to the
containers by screws/bolts or any other suitable means for easy removal of the sheet
during installation and fixing during transportation.
The switchgear and other equipment maybe preinstalled at factory or at site which
ever will be convenient to the contractor. The switchgears shall be preferable installed
in one container while other equipment shall be installed on the other container. Nine
switchgears shall be installed; two for incoming feeders, four for outgoing feeders, one
as bus coupler, one bus raiser and one for auxiliary supply. Equipment that shall be
installed in the other container shall include battery and charger, LV distribution panel
and remote communication panel. The switchgear panels shall be installed in such a
way that it shall be possible to conveniently install power cables from the back of the
switchgear and rack out completely the breakers for service.
There shall be a platform on the floor level of the container. Two recessed guides will
be made on this platform, so that the circuit breaker platform can slide in constrained
position. This platform must be equipped with a suitable device to lock it in a defined
position on the front of each MV compartment.
A device shall be built in order to block the trolley on the platform during handling.
Each Container must be equipped with two platforms.
Whenever replacement or maintenance of circuit breakers needs be performed, it is
necessary to move them safely from inside the container to outside. For this reason,
the Supplier will provide a steel structure that will lean on the landing of the stair and
will be joined and connected to the platform, so that the trolley can be moved through
the container’s door.

4.1.6 Walls

Walls shall be installed on the outer perimeter of hatches once the assembly of MV
switchgear is placed on site, in order to create continuous corridors between
switchgear cells front and the walls themselves.
All junctions must be made carefully to avoid water infiltrations. Particular care must
be taken on their profiles and on interposed gaskets.
4.1.7 Floor

Floor plating shall be covered with a non-skid or non-slip surface, made of aluminum
sheets. The exposed floor in front of electrical panels shall be insulated with high grade
PVC insulation mat, rated for 36kV. Exterior walkway, stairs with hand rail and landing
shall be provided. External paint finish shall provide an expected life to meet minimal
maintenance in marine condition.
The floor of the central corridor can be made of steel if it has structural function. It must
have anti-slip surface.
Apposite profiles must be laid where differences in planarity on walking surface occur,
for example on the hinge of the lower hatch, in order to avoid dangers.
4.1.8 Doors and stairs

The container shall be equipped with two (2) entrance doors, with minimum width 1300
mm and minimum height 2100 mm.
The door on the short side shall have an unbreakable glass on the upper side with
minimum surface of 0.45 m2.
Each door will be equipped with external lock, internal panic bar and a position detector
able to send an alarm when the door is open.
The three lockers must be openable with a security key with the same encryption.
A stair with steps and landing in grating steel and double handrail shall be supplied for
each door. It must be disassembled in order to be carried inside the container during
transportation.
Each door shall be equipped with a chain or lever mechanism able to lock it in open
position.
Stair sides shall be made of hot zinc plated steel or inox steel. The latter won’t be
painted but brushed.
Steel steps and stair landing made of inox steel or hot zinc plated steel, shall be
compliant with the main standard applicable the max weight withstand shall be
indicated by contractor in order to guarantee the correct functionality and accessibility
of container.
The stair landing shall be provided of side foot beds.
4.1.9 Cover

A cover made of metal reticular structures properly attached to the top of the container
must be installed. These structures support some crosspieces on which insulated
panels (thermal cover) lay. Panels protrude 500 mm from the plan shape of the
container.

Minimum panel’s thickness is 40 mm. Eventual corrugations could be necessary to
strengthen the structure in order to bear wind, snow and accidental loads
Panels shall be made with inox steel sheets on both sides, with 0,6 mm thickness. An
insulating layer is interposed between sheets, made of self-extinguishing polyurethane
resins with superior non flammability characteristics and CFC-free.
A sheet metal shall be fixed on the top, with an interposed gasket for water tightness.
It has to replicate inclination and corrugation of cover panels. Both sides of the cover
shall end on an inox steel channel, made to gather rainwater and for finishing.
Tubes with 80 mm diameter and 100 mm length must be welded on the channels ends,
in correspondence of the beginning of the container. They will eventually allow to
install a descending tube. On headers an inox steel flashing will be applied, with
finishing function.
Overall height of the cover from container’s roof to the top shall be about 850 mm,
while channels will be placed about 1000 mm under the top of the cover, so that proper
ventilation is guaranteed and, on side view, there will be superposition between cover
and container.
All materials described above must be treated with the same painting cycle used for
the container.
The structure of cover shall be completely supported by the container. Hot zinc plating
is allowed for structures that support cover panels. From the ground point of view the
cut section of panels mustn’t be visible, indeed channel’s edge is expected to be
higher. Alternatively, panel’s edges shall be closed with a sheet metal properly fixed.

4.1.10 Material and protective coating

Container and all its auxiliary structure shall be in the following materials:
x Stainless steel;
x Carbon steel.
Carbon steel is allowed for following structural parts:
x The container’s platform.
x The four corner posts.
x The four perimeter side members of the roof.
x Supports that bear the lower hatch when open.
The bolting and accessory part like hinges, air conditioner brackets, headlight
brackets, gas expulsion grids etc shall be in the stainless steel.
Container shall have a protective coating for carbon steel and stainless steel compliant
with ISO 12944 with the following features:
x Durability:
-Very High (VH) more than 40 years;
x Atmospheric
- corrosivity category: C5;
Stainless steel and carbon steel could have different protective coating.

4.1.11 Vents for gas overpressure

External openings for gas overpressure vent shall be realized in line with assembly of
switchgear duct (placed 1820 mm above the floor), with tolerance that can allow
correct coupling without modification of direction and/or cross section of the channel
itself.

4.1.12 Air-conditioning system and ventilation system

Air conditioning system compliant with the relevant standard shall be installed for the
containers, it shall be composed by two “no house solution” conditioner/heat pump
utilizing inverter technology. Rated power of each conditioning shall be equal or higher
than 80% of the power needed, in order to have acceptable conditions in case of failure
of one unit.
These conditioners shall be powered by two separated electrical circuits, in order to
be completely independent.
Air conditioning shall be able to guarantee, internal temperatures of 25 °C during hot
season and 15 °C during cold season.
Relative humidity shall be kept below 80% by the system.
Conditioners shall have the following signalizations from instrument installed in the
container:
- Generic alarm;
- Maximum and minimum temperature of container;
- Maximum humidity.
Ventilation slots shall be shielded, and their protection must be IP 33 or higher.
If conditioners lack of external air intake, necessary for air circulation inside the
container, the Supplier shall provide a stand-alone ventilation system. Minimum
diameter for the ventilator is 250 mm and the air intake must be openable only when
ventilator is on, so that conditioned air is not dissipated outside.
On the opposite wall an opening shall be installed to allow air exit. Opening flaps will
open only in reaction to overpressure generated by ventilator.
The air conditioning shall be provided in the form of self-contained air conditioning
units. They shall be de- signed and arranged so that dust and insects cannot enter the
rooms. The air conditioning units shall be individually thermostatically controlled, and
shall be dimensioned to keep the room temperature at 20 °C.
All air-conditioned rooms shall also be equipped with temperature sensors or similar
to alarm if the cooling is malfunctioning. The HVAC systems shall be designed,
installed and commissioned in accordance with the latest applicable codes of the
following:
x ASHRAE American Society of Heating, Refrigerating and Air Conditioning
Engineers
x SMACNA Sheet Metal and Air Conditioning Contractors National Association
x NFPA National Fire Protection Association
x ARI American Refrigeration Institute
x ANSI American National Standards Institute

For all general cases the HVAC system's ambient design conditions shall be as per
ASHRAE recommendations to suit the site conditions. Main switching station,
equipment and distribution systems shall be provided with a 20% spare capacity
allowance for future expansion. External noise breakout from mechanical switching
station shall be kept to a minimum. Noise generating equipment shall not be positioned
or discharged into noise sensitive external areas.
4.1.13 Lighting system

Internal and external lighting system shall be designed in conformity to relevant


standards in order to guarantee proper visibility during operations.
Lighting system shall be energy-saving type (for example to LED devices) composed
by quality marked components, compliant with AC Voltage according to local electrical
LV distribution system.
Lighting system shall be divided to two separate systems, services lighting (internal
and external) and emergency lighting (internal and external).
The lighting system shall be powered from one AC LV switch site on LV auxiliary
board.
External services lighting system shall be made by lighting devices above each
container door. External services lighting system shall be activated either
automatically from dusky system or by manual switch trough a selector inside the
container.
The container shall be equipped with three portable emergency LED spotlights with
rechargeable battery.
Portable emergency LED spotlights shall have technical features compliant with
EA0143 and shall be installed near each container door.
4.1.14 LV power system

LV power system AC Voltage to local electrical LV distribution system shall be


composed by:
Switchboard placed at container’s entrance on the wall of the head compartment,
including:
- Socket 3p+g rated 32A, equipped with plug and fuses;
- Sockets 2p+g rated 16A, interlocked and equipped with plug;
- Standard sockets, rated 16A;
- 10A sockets to power portable spotlights;
- Multi-standard sockets rated 16A in each corridor, distributed at regular intervals.
4.1.15 LV cable and conductors

LV connections of all LV equipment and installed MV assembly switchgears shall be
of proper dimensions and shall be compliant with IEC Standards.
The minimum insulation level shall be 0,6/1kV for cable and 450/750V for conductor.
The minimum fire reaction of LV cable and conductors shall be CcaǦs1b, d1, a1 as
described below
- Cca: EN 50399: Flame Spread (FS) ≤ 2,00m; Total Heat Release (THR) ≤ 30MJ;
Maximum Heat Release Rate (HHR) ≤ 60kW; Fire Growth Rate, index of heat release
rate (FIGRA) ≤ 300Ws-1 /// IEC 60332-1-2: Flame Spread, vertical flame propagation
H≤425 mm;
- s1b: Total Smoke Production (TSP1200) ≤ 50 m2; Smoke Production Rate, maximum
smoke (SPR) 0,25 m2/s; transmittance ≥ 60 % < 80%;
- a1: electrical conductivity < 2,5 μS/mm ; pH > 4,3;
- d1: No flaming droplets/particles persisting longer than 10s within 1200s.
4.1.16 Earth circuit

A copper conductor of proper cross section shall be installed inside the container. Such
ring will be connected with all equipment and systems and shall be accessible from
the outside at least in two easily reachable points, placed on each short side of the
container. Earth connections with MV Switching station’s earth electrical circuit will be
possible through these points.
4.1.17 Fire detecting system

The Contractor shall design and furnish a fire detection system for switchgear and
control buildings. Smoke detecting system compliant with the relevant standard shall
be installed in the container. Alarm of anomaly system and smoke presence signalling
shall be made available from fire detecting system. The fire detection system shall
meet the requirements defined by a recognised Western European insurance
association.
Fire detection system shall be of a type that is not likely to produce nuisance alarms.
Fire detectors shall be of a type that does not require frequent maintenance (e.g.
cleaning).
The fire detection and suppression system within the Switching station shall comprise
of the following in addition to the Dry powder and Carbon dioxide extinguishers.
x Analogue addressable detectors and sounders
x Analogue addressable electronic fire alarm bell
x Analogue addressable photo thermal and optical detectors.
x Fire alarm control panel
x Strobe/sirens
x The location of the detectors shall be appropriate to detect fire situations within
all sections of the switching station switchgear container.
x All cabling shall be concealed within the walling.
Portable fire extinguishers shall be provided under this Contract. Portable, wall
mounted, hand held extinguishers shall be 5.5 kg pressurized control discharge BCF
units.

The body of the extinguisher shall be seamless, welded, and brazed as appropriate.
The extinguisher shall be capable of being released by means of a lever-operated
valve provided with a safety pin.
Extinguishers shall be capable of controlled partial discharge. Type chosen shall be a
type that can be recharged locally.
The extinguishers shall be wall mounted and attached in a manner affording quick
release from the supporting bracket. They shall be installed so that the top of the
extinguisher is not more than 1.5 m above the floor. In no case shall the clearance
between the bottom of the extinguisher and the floor be less than 0.1 meter. The
extinguishers shall be positioned so that the instructions for operation face outwards.
4.1.18 Video Surveillance System (CCTV)

Video Surveillance System (CCTV) shall be installed at the Switching Station for
monitoring security and events. At least 10 CCTV cameras shall be installed with four
inside the container, one at the guard house monitoring the main entrance and four
monitoring each side of the switchyard while one monitoring the termination of the
cables at the poles. The Surveillance CCTV system shall ensure effective surveillance
of the areas of the switching station as well as create a tamper-proof record for post
event analysis.
The CCTV System shall comprise the CCTV server installed in the container, the
cameras and all other equipment like multiplexers, amplifiers, audio facility at both
camera and control room site (as required), all cabling, fixing hardware, monitors,
console, etc. The CCTV system shall be connected either directly to the
telecommunication equipment to be installed in the switching station or to the gateway
computer of the local control system.
The system shall provide an online display of video images on TFT monitor located in
the guard house as well as in the control rooms of the Distribution Control Centre
(DCC). As a minimum, a web browser access shall be possible. Door opening and
closing shall be logged in permanent memory of the system for at least 90 days.
The recording equipment should be industrial type heavy duty with storage capacity
of 2TB and should be enclosed in fire and impact resistant system.
The cameras shall be capable of Pan/Tilt/Zoom (PTZ) control remotely and the exact
location will be fixed during the approval stage.
A close coordination is required with the design of the lighting system. The locations
of the cameras and of the flood lights must be coordinated to allow the full view to all
details of the facilities during night time.
In case the design of the offered cameras does not allow to fulfil the above
requirements with the above defined numbers of cameras, the Bidder shall state this
and shall offer the required number of cameras. All software licenses shall be provided
by the Contractor.
To achieve the required standards of performance and reliability, in the harsh
substation environment intelligent video surveillance solutions are required that are
designed specifically for such environments. The equipment should have the following
specifications:

x Compliance with IEEE and IEC standards for electrostatic discharge, fast
transients, radiated emissions, surge withstand capability, dielectric strength,
pulsed magnetic fields, and disturbances.
x No fans or moving parts for increased reliability and higher mean time between
failures
x IEC61850-3, IEEE 1613 environmental requirements for EMI
The software components within the video surveillance solution must also be designed
for the substation environment. Video analytics software must be designed and tuned
for outdoor environments to ensure proper identification and classification of events
and reduced false alarms. Additionally, all software components of the solution must
interoperate with other software packages or systems used within the substation. This
includes specific SCADA, protocols, interfaces, and remote communications methods
used within the electric utility industry.
The cameras shall be digital CCD Colour with optical zoom of at least 20X and
Electrical Zoom of 10x. System shall simultaneously record all the cameras after
compression using MPEG 4 or better standard.

4.1.19 Pest control repeller system


Pest control repeller system shall repel or eliminate pests, usually rodents or insects.
This system shall be compliant with the relevant standard. Alarm of anomaly system
signalling shall be made available from this system.

4.1.20 Accessories
Following accessories must be supplied/installed:
- An edged C-profile shall be fixed on each corridor wall through all its length. It must
be suitable to support both removable tables and convectors. Three removable tables
for each corridor installed on the wall-fixed profile. Their tabletop will be about 320 x
900 mm and able to bear a 15 kg load;
- Two folding chairs with small footprint;
- A pressed cork notice board with inox steel frame and dimensions 1.00 m x 0.80 m
shall be fixed on the right corridor’s wall close to transition from cabinets and MV
assembly switchgear.

4.1.21 Nameplates

Container shall be equipped with a nameplate where data indicated by IEC 62271-202
shall be listed.
Also, on the nameplate shall be included the followings indications:
x Manufacturer name;
x TANESCO name and logo;
x QR code
x Empty, transportation and installation container weight.

4.1.22 Manuals

Contractor shall produce the operation, maintenance and safety manuals for container
compliant with IEC 62271-202. These shall at least contain the following information:
x Detailed description of the equipment, the individual components, relevant
clearances, tolerances, allowable temperatures, settings etc.
x Descriptions of main principles including flow diagrams, single line diagrams,
circuit diagram, connection diagram, cable schedules, software documentation
etc.
x Operational instruction. These shall illustrate the operational sequences in a
clear and concise way.
x Test and adjustment procedures containing instruction for test and adjustment
of the equipment under operation, after inspection and maintenance
x Test reports
x Spare part lists
x Maintenance instructions split into:
- Manuals for preventive maintenance indicating periodic inspections,
cleaning, lubrication and other routine maintenance.
- Repair manuals describing fault location, dismantling, re-assembly etc.

The documentation shall leave the operators and maintenance personnel in position
to operate the switching station in a safe and optimal way and to perform repairs usual
to be done by such personnel. The Project Manager shall approve the manuals before
final submission.
Minimum time of maintenance for container shall be 240 months.
All safety indications and signals shall be supplied and installed by contractor.
Manuals shall be in supply country in English.

4.2 33 KV AIS Switchgear Panel

AIS Switchgear shall be an indoor air insulated and metal-clad cubicle design with
single busbar system in accordance with single line diagram and data sheet. Each
panel shall be metal enclosed, free standing, fully arc proof, floor mounting, flush
fronted and arranged to single structure with a common busbar assembly. Each
compartment shall be protected by a metal enclosure with IP4X, low voltage and other
compartments. Construction, including cable entry, shall be vermin proof.
Adequate safety margin with respect to thermal, mechanical, dielectric stress, dynamic
short circuit fault and insulation coordination be maintained during design, selection of
raw material, manufacturing process etc. So that the AIS provides long life with least
maintenance.
The complete switchgear shall be designed to manage the risks associated with it
such that there shall not be any safety hazard to the employees in normal service and
during inspection and maintenance. The design should be such that all parts subjected
to wear and tear are easily accessible for maintenance purposes. The Service Class
Continuity of Switchgears shall be LSC-2A (as per IEC 62271-200).

The panel shall be constructed from corrosion-resistant metal clad of min 3 mm
thickness accommodating the primary switching devices (VCB and Three position
disconnector cum earthing switch, current transformers, voltage transformers in each
incomer panel, relays, control switches, BCU, Voltmeter, Ameter, alarms, position
indicators etc) and all live parts.
The panels must be suitably treated and powder coated with 60–70-micron thickness,
to achieve indoor worthiness and corrosion protection and should pass salt spray test
for not less than 500 hrs.

4.3 Busbar and Insulators

33 kV busbar shall be air insulated and shall be made of electrolytic high-grade Copper
of adequate size and bus bar size calculation/supporting type test report shall be
submitted for approval (current density of copper shall not exceeded more than 2.5
Amp/mm2). They shall be adequately supported on insulators to withstand electrical
and mechanical stresses due to specified short circuit currents.

Busbar shall be supported on the insulators such that the conductor expansion and
contraction are allowed without straining the insulators. Bus bar cross-section shall
be uniform throughout the length of switchgear board.

Busbar insulators shall be of arc and track resistant, high strength, non-
hygroscopic, non-combustible type and shall be suitable to withstand stresses due
to over-voltages, and short circuit current. In case of organic insulator partial
discharge shall be limited to 50 pico coulomb at rated Voltage X 1.1/ξ3. The
temperature of the busbars and all other equipment, when carrying the rated
current continuously shall be limited as per the stipulations of relevant Standards,
duly considering the specified ambient temperature (55° C). Clearances between
phases and between phase and earth shall be kept liberally so as to obtain high
reliability.

4.4 Circuit Breaker

Circuit breakers should be Vacuum type for 33KV. They should be according to IEC
62271-100 standard. Rated operating sequence must be O-0.3sec-CO-3min-CO.
Operating time for opening, breaking and closing, less than 40ms. Circuit breaker must
be E2/M3/C2 type (electrical, mechanical endurance and capacitor breaking/making
ability) according to relevant standard. Circuit breaker operating mechanism will be
electrically operated. The operating mechanism should consist in the following items.
Spring system that stores the necessary energy for opening and closing operation.
Spring charging system (motor operated) that automatically recharges the springs
after the main contacts of the CB have closed. Mechanical "charged-discharged"
position indicator for CB opening and closing springs and position indicator for spring
charged/discharged. Manually operated spring charging system (in case of lack of
auxiliary power supply).

Electrical system including:

x Closing coil, Tripping coil and Anti pumping


relay
x Mechanical emergency trip pushbutton.

Circuit breaker shall be provided with two trip coils. Suitable indicators shall be
provided on the front of panel to indicate OPEN / CLOSED conditions of the circuit
breaker, and CHARGED / DISCHARGED conditions of the closing spring and trip
Coil / Circuit supervisions indicating lamp.

The closing coil shall operate satisfactorily at all values of control supply voltage
between 85 - 110% of the rated voltage. The trip coil shall operate satisfactorily under
all operating conditions of the circuit breaker up to its rated short circuit breaking
current at all values of control supply voltage between 70-110% of the rated voltage.
The trip coil shall be so designed that it does not get energized when its healthiness
is monitored by indicating lamps and trip coil supervision relay.

4.5 Type Test
Manufacturers of HV switchgear shall be able to manage a first party
conformity assessment procedure, as defined by ISO 17000, and to provide
the associated deliverables "Declaration of Conformity" for the performances
stated in this specification. The supplier shall ensure the validity of the
declarations over the time. The switchgear must be type tested according to
latest relevant IEC standards. The next type tests might be required during
tendering process according to the IEC 62271-200 standards.

x Tests to verify the insulation level of the equipment


x Tests to prove the temperature rise of any part of the equipment and
measurement of the resistance of circuits
x Test to prove the capability of the main and Earthing circuits to be subjected to
the rated peak and the rated short time withstand currents
x Test to prove the making and breaking capacity of the included switching
devices.
x Test to prove the satisfactory operation of the included switching devices
(operation and mechanical endurance test)
x Test to verify the protection of persons against access to hazardous parts and
the protection of the equipment against solid foreign objects (IP protection

4.6 Routine Tests

The switchgear shall be subjected to routine tests as per the latest relevant IEC
standards. The following tests shall be performed at the supplier's factory:

x Visual inspection of: dimensions (according to drawings), painting thickness


and adherence, appearance, protection degree, electric devices and polarity of
connections.
x Electrical tests for low voltage compartment: dielectric test and voltage drop.
x Dielectric withstand at power frequency for the entire switchgear.
x Voltages drop of main circuit.
x Mechanical/electrical operation and cabling of main circuit and auxiliary circuits.

4.7 Site Tests.

The complete AIS assembly shall be tested at site after installation, under the
manufacturer's supervision. The following site tests shall be carried out:

x Visual inspection
x Dielectric withstand test at power frequency for the busbar.
x Voltage drop test for busbar.
x Complete functional tests.

4.8 Disconnector and earthing switch

The Earthing Disconnector will operate always de-energized and the making capacity
is provided by the circuit-breaker, which is designed for these purposes. The
Disconnector must be according to the latest edition of the IEC 62271-102 and shall
meet requirements as specified in paragraph ratings. The indication of the position of
the Disconnector must be mechanical. The Operating mechanism must be accessible
from the front.

The Disconnector must be of single rotation-driving axis both for the Disconnector and
the Earthing switch. It is mandatory that the operation from "closed to busbar" to "ready
to earth" is made in two separate operations, closed - open and open - ready to earth.
These are completely independent operations, with two separated operating access.
Isolators or isolators combined with earthing switches (switches-Open, Close
Earthed). In case of emergency, Manual operation must be possible. The earthing
position of all 3 phases must be visible via a mechanical position indicator (MIMIC)
directly connected to the drive shaft on panel front Fascia. The mechanical operation
of isolator/disconnector switch must be possible with door closed for operator safety.

The interlocks shall be provided as per standards. It shall be possible to control these
switches from front of the panel & remotely from SCADA through IED. Key interlocks
shall also be provided for local manual operations.

4.9 Mechanical Safety and Interlocks:

i. The switchboard must be fitted with all the interlocks needed to prevent
incorrect operations which may jeopardize safety of personnel in
charge of operating the installation, as well as the efficiency and
reliability of the apparatus. Internal mechanical interlocks of the panel
with the circuit breaker closed, the interrogation slide is locked for the
disconnector and the earthing switch. (Restriction to the insertion of
Hand Crank for Disconnector-Earth Switch when CB is ON).

ii. The interrogation slides always release some insertion opening only
(disconnector or earthing switch), or both of them are locked. (To
ensure that either Disconnector or Earth Switch operating at a time)

iii. The crank for the disconnector and earthing switches can only be
removed in its appropriate end position.

iv. When the crank on the disconnector or earthing switch is still in place,
or when the interrogation slide is open, the following components are
locked:
x ON push button of circuit breaker
x ON pulse is interrupted In particular, the following mechanical
interlocks at least must be provided to prevent;
- Operation in busbar if the circuit breaker is closed.
- Closing of the earthing switch when busbar isolator are
closed.

v. The following interlocking dependencies must be provided-
- Interdependence of disconnector with earthing switch in the
same panel.
- Interdependence of the circuit breaker and the earthing switch
in the same panel.
- Dependence of the disconnector /Circuit breaker on the bus-
coupler circuit breaker and vice versa.

The basic interlocking between disconnector switch and circuit breaker may be
achieved by aux relays/other mechanical control equipment. The interlocking logic
shall be operational and shall be foolproof and independent in the event of relay/BCU
failure for operator's safety.

4.10 Earthing and Earthing Devices

The grounding system for AIS shall be designed and provided as per IEEE-80-2000
to protect operating staff against any hazardous touch voltages and electro-
magnetic interferences.

The earth busbar made of electrolytic high-grade copper with cross sectional area
of minimum 300mm2 shall be provided at the bottom in all the panels and
interconnected with adjacent panels in the panel board through a connecting link to
form a common earth busbar for the entire panel board ready to connect to the
substation earthing grid. It shall be welded to the framework of each panel and each
breaker earthing contact bar. The earth bus shall have sufficient cross section
(minimum 300mm2) to carry the momentary short-circuit and short time fault
currents to earth without exceeding the allowable temperature rise.

Suitable arrangement shall be provided at each end of the earth bus for bolting to
station earthing grid. All joint splices to the earth bus shall be made through at least
two bolts and taps by proper lug and bolt connection.

All non-current carrying metal work of the switchboard shall be effectively bonded
to the earth bus. Electrical continuity of the whole switchgear enclosure frame work
and the truck shall be maintained even after painting.

All metallic cases of relays, instruments and other panel mounted equipment shall
be connected to earth by independent stranded copper wires of size not less than
2.5mm². Insulation colour code of earthing wires shall be green. Earthing wires shall
be connected to terminals with suitable clamp connectors and soldering shall not
be acceptable. Looping of earth connections which would result in loss of earth
connection to other devices, when a device is removed is not acceptable. However,
looping of earth connections between equipment to provide alternative paths of
earth bus is acceptable.

PT and CT secondary neutral point earthing shall be at one place only on the
terminal block. Such earthing shall be made through links so that earthing of one
secondary circuit may be removed without disturbing the earthing of other circuits.

The panel shall have Voltage Presence Indicator (VPI) to warn the operator against
earthing of live connections.
All hinged doors shall be earthed through flexible earthing braid.
Separate earthing for switchgear and composite VCB panel shall be provided.

4.11 Instrument Transformers

All current transformers shall be ring type (cast resin) whereas voltage transformers
(PT) shall be cast resin insulated type. Must provide details of ratio, output, class
and accuracy for all CTs & PTs in its supply on the panel itself
Instrument transformers shall be suitable for continuous operation at the ambient
temperature prevailing inside the switchgear enclosure, when the switchboard is
operating at its rated load and the outside ambient temperature is 55 ° C. The class of
insulation shall be E or better.

The secondary windings of CTs & PTs shall be earthed at one point through a
removable link, with provision for attaching test links.

The current transformers, Inductive type, shall be in accordance to IEC60185,


IEC60044-1 read with latest revisions and the general requirements. As detailed in
foregoing paras of specification. The current transformers shall be core cast resin type
and shall comply with the ratings indicated in the single line diagram. The secondary
wiring of 4mm² shall be taken out to the LV compartment via bushings.

The Potential transformers shall be in accordance to IEC 61869-1, IEC 61869-2 and
IEC 61869-3 read with the latest revisions and general requirements as detailed in
foregoing paras of specification. Easy access to Potential Transformers should be
possible from back of AIS panels

Cast Resin Potential Transformers Single Pole insulated PTs which can be simply and
safely changed shall be used exclusively.

Current transformers shall be rated to withstand the thermal and magnetic stresses
resulting from the maximum available through fault current, the momentary and time
rating requirements same as that of the switchgear.

Must provide calculations together with current transformer magnetization curves to


prove the through fault stability of the protection up to the switchgear fault rating.

Secondary terminals of current transformers and potential transformers shall be wired


to disconnecting type terminal blocks, located at an accessible place in air filled low
voltage compartment. The CT TBs shall be provided with short- circuiting links for each
CT shorting and connection to earth. Alternatively, facilities for testing the CTs shall
be provided by means of separate test blocks associated with each set of CTs. Each
CT connection to the TBs shall be provided with ring type lugs. All wiring shall be
colour coded.

Use of current and voltage sensors each high linearity over the entire working range
and incorporating potential/capacitive divider circuit for connection to voltage indicator
lamps.

4.12 Cable Terminations:

Power cables shall be bottom entry, unless specified otherwise. Facilities shall be
provided for cable testing and current and voltage injection. Copper bar with 12mm
stud shall be provided for the power cables termination on circuit breaker outgoing
parts and must be tin coated to allow proper aluminium termination.

Connections for power cables shall be done using cable lugs with 12mm stud as per
relevant IEC standard. Cable terminating facilities and terminals shall be for the
specified cable type, gland and conductor size.

Terminal blocks shall be arranged and positioned to afford easy access for carrying
out external cable termination, testing, inspection and maintenance. There shall be
clear space allowed between the terminals and the gland-plate for the spread in gland
termination of external conductors.

The panel wiring shall be on one Side of the terminal block only. No more than two
wires shall be connected to a terminal. Terminal blocks shall be shrouded or provided
with transparent covers. Pinch screw type terminals are not acceptable. Terminals for
different voltages shall be separated by partitions. CT wiring and control wiring shall
not be on the same terminal stripe.

A terminal box or chamber with un-drilled gland plate or entry panel of sufficient
dimensions to terminate the specified cables shall be provided. Positioning of cable
terminations shall avoid obstruction of other cable terminations; removable covers etc.
and provide for easy access for terminating cables.

Cable supports shall be provided (where practicable) to avoid undue strain on the
cable termination. Separate terminal arrangements shall be provided for each panel
and for power and control cables.

SCADA terminal should be terminated in separate SCADA Panel for 33 KV


separately

4.13 Low voltage Compartment (Instrument Chamber)

The panels shall be with low voltage compartment consisting control switches,
indication and metering instruments, protection relays and other secondary
equipment's. The dynamic mimic shall be provided on the front fascia and not on the
LV chamber.
The front side shall have Mimic as per single line diagram with control switches and
mechanical and electrical 'Position indicators' circuit breakers, disconnectors and
earth switches. Control switches/Push buttons shall be provided adjacent to
respective equipment position indicators in Mimic for ON-OFF operation of circuit
breakers, disconnectors and earth switches.
The Communication device shall have USB/RJ 45 communication port in the front for
the setting software use and at the back there has to be of this communication port:
2xRJ-45 Ethernet port. The Communication device shall support following
communication protocols: Native IEC 60870-5-104, Modbus TCP, Modbus RTU,
Human-Machine communication, display and Human-machine communication, PC.
The IEC 61850 communication has to support peer to peer communication (GOOSE).
The IEC 61850 interface has to able configure through setting software. Also, the
same setting software has to be able to generate ICD files.
Live line Indicators: - Capacitive voltage indicators shall be provided on feeder side in
outgoing feeders, on bus side & feeder side in incoming feeders and on both the sides
in Bus coupler to indicate the voltage presence in each phase and to prevent the
closing of earth switch in case the part is live. It shall have sufficient output contacts
for substation Automation System and interlock purpose.

Panel interlocking wiring cables shall be supplied with panels.

End termination required for cables should be touch proof type, EURO mould.

4.14 Metering, Protection, Control and Indication

Meters and relays shall be capable of withstanding, without damage the secondary
currents associated with the maximum available through fault current same as
switchgear rated fault current. External zero adjustment shall be possible to facilitate
adjustment without dismantling the instrument. Protection and metering devices shall
be flush mounted, where possible shall be withdrawable.

Protective relays shall be of the solid state, microprocessor-based programmable type


with serial communication facilities. Relays should have Check - Synchronization
facility. Protective relays shall have electrical-reset facilities and clear operation
indication, e.g. light emanating diodes. Non-tripping relays may be self-resetting if an
indication of operation remains until hand reset.

Relay shall have front RJ 45/USB port for communication to a local PC with rear RJ45
port for connection to remote operation on IEC61850 protocol without any external
convertor. Relay shall have circuit breaker failure protection built-in. Trip Relay should
have electrical reset facility.

Relay shall have under and over voltage protection for Incomer Panels. Indication
lamps (green-open, red-closed, amber-tripped, white-trip circuit healthy plus Service
Position, and Circuit Earthed) shall be provided for each circuit breaker. Status of
spring charging mechanism (Charged or Discharged) and positive drive mechanical
position indicators, visible without opening the cubicle door, shall be provided for each
circuit breaker. Volt-free contacts for remote indication shall be provided. Indications
may be incorporated in the multifunction relay via relay LEDs.

Control of circuit breakers shall be carried out from a control switch at the low voltage
compartment door. Provisions shall be implemented at the switchgear for breaker
control from a remote-control panel. Where a multifunction relay is specified the
control feature available in the relay may also be used. Switchgear mounted and
remote manual tripping facilities shall act direction the trip coil. Manual trips via relays
are not acceptable.

4.15 Alarm Scheme - Alarm & Annunciation and scheme must be at Feeder & Bus
coupler

Alarm scheme for trip alarm due to electrical faults-

Trip commands due to operation of protective relays will actuate bell and will
be cancelled by the circuit breaker control button. Auto trip lamp will glow on
the panel and there will be flag indication on the concerned protective
relay/auxiliary relay of the panel.

Alarm scheme for non-trip alarm:

This scheme will conform to the following:

i. The closing of an initiating contact snail actuates a buzzer and will be


accompanied by a flag indication on the concerned auxiliary relay.
ii. The closing of an initiating contact shall glow a lamp, which will not be
reset until the fault has cleared.
iii. It shall be possible to silence tree buzzer by pressing 'accept'
pushbutton. If after cancelling the alarm but before resetting the visual
signal, the same fault persists the buzzer shall be suppressed.
iv. If after cancelling the alarm but before resetting the visual signal some
other fault takes place then the alarm accompanied by the flag indication
on the concerned auxiliary relay shall take place.
v. If after cancelling the alarm and after resetting the visual signal, the same
fault appears or some other fault takes place, the alarm flag indication
and non-trip lamp indication shall reappear as usual.
vi. The non-trip alarm acceptance shall be by means of a pushbutton and
resetting of visual signal may also be done through a push button.
vii. Means shall be provided for test checking the alarm and lamp circuits.
viii. The equipment shall be suitable for 110VDC operations.

4.16 Metering Scheme

Metering system shall comprise digital display with average voltage, average ampere,
active power, reactive power, apparent power, power factor frequency etc. Meter input
for voltage and current shall be rated for 110Volts and 1/5Amp between phase to
phase obtainable from the secondary of potential transformers and current
transformers. The instrument shall conform with UL 61010-1, EN 50470-3, EN 50470-1,
IEC 62053-22, IEC 60529, IEC 62053-24, IEC 61557-12 or any other relevant IEC
standard.
Electromagnetic compatibility shall be as per:

4.17 Protection Scheme

Triple pole combined over current and earth fault relay: - Triple pole combined over
current and earth fault relay consisting of outer two over current elements having
setting range 50% to 200% of 1 Amp having IDMTL characteristics and inner earth
fault element having setting range of 10-40% of1 Amp having IDMTL characteristics
shall be provided on each of the 33KV line panel.

4.19 Bay Control Units (BCU)

Bay control units shall be installed separately for each switch bay. The BCUs shall be
of the numerical micro-processor-based type and shall provide the necessary inputs,
outputs and serial interfaces. Features and functionality of the BCUs may differ
depending on the related feeder/ bay type, but the different types of BCUs shall be
kept to a minimum.

The devices shall operate independently from each other and the operation shall not
be affected by any fault, which occurs at the substation level or in any neighbouring
bay.

Local/remote key-switches per feeder / bay shall be provided separately in order to


allocate the control either to the device itself or to a higher level. Furthermore, the units
shall provide suitable displays indicating the switching status of the related bays
primary equipment and relevant process data such as measured values of active /
reactive power, current, voltage etc., alarms and events.

Switches with motor drive shall be controllable via the BCU. Commands shall only be
executed, when the applicable interlocking conditions are fulfilled. The BCU shall
furthermore be able to indicate important alarms in the feeder/ bay via LEDs and
alarm- respectively event list.

The BCU shall constantly collect and pre-process status information, alarms and
measured values from the related feeders/ bays.

The BCU shall be equipped with the necessary amount of binary input, binary output
and analogue input cards. Push-buttons shall allow control of circuit breakers,
disconnectors and earthing switches, and navigation through the windows. The BCU
shall be equipped with serial interfaces for programming of the BCU and connection
to substation level.

In general the BCUs shall provide the possibility to subsequently extend the number
of Inputs and Outputs by means of I/O card modules.

The unit shall have a self-monitoring scheme for supervision of the whole BCU
including DC supply supervision. Appropriated alarms shall be dispatched to the
higher control levels in case of faults within the unit.

For compatibility reasons preference is given to BCU-types commonly installed /


available in TANESCO’s MV network.

4.20 Time Synchronization

The time within the substation protection units shall be set by a dedicated clock
synchronisation unit where specified. The time shall then be distributed to all IEDs via
the optical inter-bay bus. An accuracy of ±1 ms within the station is required.

4.21 Substation Automation System General

The scope of work for the SCADA portion shall include but not limited to

x Complete supply, installation and commissioning of SAS as described in


specifications including UPS.
x Supply of one-time licences for SAS Application, Data Engineering
application, system configuration, modification and extensions software.
x Integration of substation to existing SCADA/EMS Central system.
x Complete Control and Protection system as described in specifications
x Spares and Training and other Services as described in these detailed
specifications;

The supply and services to be performed by the Contractor shall comprise the design,
manufacture, factory testing, packing, transport, insurance, unloading, storage on site,
construction works and erection, corrosion protection, site testing, submission of
documentation, commissioning, training of TANESCO’s personnel and warranty of the
works.

The proposed SA system for the above work should offer at least the following
functionality:

x Full operational control, reporting, alarm and indication facilities for the
substation from the RCC’s (Supervisory level).
x Full operational control, alarm and indication facilities for the substation from
the Human Machine interface (HMI) workstations in the substation control room
(Substation Level).
x Operational control of each new circuit/bay from the protection relay panel using
the bay control unit LCD display (Bay level).
x Control of each item of switching station from the Local Control Cubicle (LCC)
(Local Level)

x The control facilities from each control point are to be interlocked (hardwired)
to prevent operation of any device simultaneously from more than one control
point.
x At least one fully operational control point shall remain available in the event of
a single equipment or communications failure.
x Complete facilities must exist for the proper lockout and maintenance tagging
of circuits and switching station items to ensure the safety of personnel and the
security of the system
x The SA system shall use open communication protocols and be readily
interfaced with third part devices operating on open protocols. The Tenderer
shall describe such interfaces and provide an experience list of devices with
which the offered control system has previously been interfaced.

The SCMS shall typically include:

Station Level:

x 1 independent Gateway for communications to the SCADA system.


x Satellite clock, complete with GPS Receiver, Antenna and necessary time
synchronization ports.
x Interface for laptop computer for maintenance, information transfer and
emergency HMI
x Laptop Computer for maintenance, information transfer and emergency HMI
x UPS system for SCMS.
x Communication network equipment [station (system) LAN, Field
Communication Network, Various optical couplers, etc.].
x interface for control and monitoring of the circuit/bay
x Interface for protection devices that cannot directly interface with the substation
LAN

All external cables, conventional or fibre optical, for control, protection, measuring,
indication, etc., for the complete switching station. Wiring between the switchyard
apparatus, transformers, the board(s) and the control system in the control building
and the interconnections between the various apparatus in the switchyard shall be
included.

4.22 Telecommunications

In order for the SCADA data to be transferred to the Distribution control centres, the
bidder shall design and commission an appropriate communication system based on
Fibre or other approved communication media for data and speech requirement.
Equipment supplied shall be digital and latest technology and shall comply to the latest
ITU-T, IEC, ITU- R, IEEE and ETSI standards. The preferred media shall be through
RTU.

4.23 Technical Specification For RTU For SCADA Communication

4.23.1 General Requirement

The Remote Terminal Unit (RTU) shall be installed to acquire data for control of
Switching Station devices and different parameters. The supplied RTUs shall be
interfaced with the substation equipment, communication equipment, power supply
distribution boards by providing all the interface cables, TBs, wires, lugs, glands etc.

The RTUs need to be installed in separate panel. The RTU panel also must house the
SMPS based DCPS and the Batteries, Modems/Routers and other accessories to be
supplied by the Bidder. All necessary requirements for such arrangement within the
panel must be made.

4.23.2 Reference Standards

The RTUs shall be designed in accordance with applicable International Electro-


technical Commission (IEC), Institute of Electrical and Electronics Engineer (IEEE),
American National Standards Institute (ANSI), and National Equipment Manufacturers
association (NEMA) standards, unless otherwise specified in this technical
specification. In all cases the provisions of the latest edition or revision of the
applicable standards in effect shall apply.

RTU Should have following memory: - Memory (minimum requirement): -

x Flash 8 MB
x Static 2MB
x Dynamic RAM 128MB
x Backup RAM Battery

4.23.3 RTU Functions

x Acquiring analog values from Multifunction Transducers Multi-function meters


or alternatively through transducer- less modules and the status inputs of
devices from the substation, processing and transmitting to Master stations.
x Receiving and processing digital commands from the master station(s)
x RTU shall have the capability of automatic start-up and initialisation following
restoration of power after an outage without need of manual intervention. All
restarts shall be reported to the connected master stations.
x Data transmission rates - 300 to 19200 bps for Serial ports for IEC60870-5-101
and Ethernet 10/100 Base T interface with IEC 60870-5-104 protocol
x Use of IEC 60870-5-104 protocol to communicate with the Master station(s)
x Use of MODBUS over RS485 interface, Protocol to communicate with the
MFTs.
x Minimum number of I/O tags handling capacity shall be 100 I/O tags and 20,000
data points
x Built in GPRS/LTE/G5 modem for remote data communication

x RTU have inbuilt optical coupler to isolate field signals for Digital Inputs
x RTU shall monitor suitable feature of external battery availability check through
potential free contact as DI signal to RTU and Suitable provision in RTU to
supervise and prevent accidental serious discharge of battery.
x RTU shall have the capability of automatic start-up and initialisation following
restoration of power after an outage without need of manual intervention. All
restarts shall be reported to the connected master stations.
x RTU shall support web-based monitoring/diagnostics and configuration from
remote as well as local.
x Remote database downloading of RTU from master station of SCADA/DMS
Control Centre.
x Flash storage/ Internal battery backup to hold data in SOE buffer memory &
also maintaining the time & date.
x RTU Events shall be archived in logs.
x RTU Events shall be stored in the archive logs with a time resolution of 1ms
and a discrimination of 10ms.
x The capacity of the logs to be archived shall be more than 30,000 events and
measurement. All the logs shall be available from a maintenance tool
connected to the RTU or sent on request to the SCADA. The content of the logs
shall be configurable and the name of the logs sent to the SCADA shall be
configurable. It shall be formatted as a .csv file.
x As the SCADA/DMS system will use public domain such GPRS/CDMA etc,
therefore it is mandatory to guard the data/ equipment from
intrusion/damage/breach of security & shall have IP Sec VPN based security.
x Communication with at least two master stations simultaneously on IEC 60870-
5-104 through same subnet mask.
x RTU shall be capable of acquiring analog values through transducers having
output as 4-20 mA, 0-10 mA, 0-+10 mA etc. using analog input modules.
x Supply, installation and commissioning of MFT in RMU Panel
x Relevant diagnostic/status LEDs for each module shall be provided.

4.23.4 Communication ports

The RTUs shall have following communication ports to communicate with master
station, MFTs and configuration & maintenance terminal.

x The Remote Terminal Unit (RTU) shall be compatible with


GSM/GPRS/LTE/5G or latest communication module that allows the Smart
LBS to communicate over cellular network with remote server / PC and
software supplied as per clause 5.10. The communication protocol shall
conform to DNP3.0, IEC 60870-5-101& 104 latest versions. Any additional
software for RTU Communications shall be provided.
x RTU shall have at least two TCP/IP Ethernet port for communication with
Master station(s) using IEC 60870-5-104 protocol.
x RTU shall have minimum 2(two) number of RS 485 ports for communication
with MFTs to be connected in daisy chain using MODBUS protocol. Minimum
15 analog values (including 4 energy values) to be considered per energy
meter. The RTU shall be designed to connect maximum 5 MFT per port.

Further, bidder to demonstrate during testing that all analog values updated
within 2 Sec.
x RTU shall have one Ethernet/USB 2.0port for maintenance
x The RTU shall support the use of a different communication data exchange rate
(bits per second) and scanning cycle on each port & different database for each
master station.

4.23.5 Master Station Communication Protocol

RTU shall use IEC 60870-5-104 communication protocol for communicating to master
station. The RTU communication protocol shall be configured to report analog (except
energy values) & status changes by exception to master stations. However, RTU shall
support periodic reporting of analog data and periodicity shall be configurable from 2
sec to 1 hour. Digital status data shall have higher priority than the Analog data. The
dead-band for reporting Analog value by exception shall be initially set to 1% (in %) of
the full-scale value. In addition, analog values shall also be reported to Master station
by exception on violation of a defined threshold limit. All the analog values and status
data shall also be assigned to scan groups for integrity check by Master stations at
every 10 minutes configurable up to 60 minutes RTU wise.

RTU shall report energy values to master station periodically. The periodicity shall be
configurable from 5 minutes to 24 hours (initially set for 15 minutes)

4.23.6 Communication Protocol between RTU & MFTs

The RTU shall acquire data from the MFTs using the MODBUS protocol.

4.23.7 Analog Inputs (6 Input AI Card)

The real time values like Active power, Reactive Power, Apparent power, three phase
Current & Voltage and frequency, and power factor & accumulated values of import
/export energy values will be acquired RTU from the following in the given manner:

x MFTs installed in RMU


x RTU shall also take 4-20 mA as analog inputs to acquire DC Battery voltage
etc.

The RTU analog-to-digital (A/D) converters shall have a digital resolution of at least
twelve bits plus sign. The overall accuracy of the analog input system shall be at least
0.2 %(i.e. 99.8%) at 25 °C of full scale .The RTU shall be designed for common mode
rejection ratio of voltage inputs for min 50 db from 1KHz to 5Khz and min 70 db from
5Khz to 1Mhz and better than 90 dB at 50/60 Hz. . Each input shall be galvanically
insulated by transformer and have suitable protection and filtering to provide protection
against voltage spikes and residual current at 50 Hz, 0.1 ma (peak-to-peak) and
overload. Loading up to 150% of the input value shall not sustain any failures to the
RTU input.

The ability of the RTU to accommodate dc inputs shall include the following signal
ranges:

x Unipolar Voltage:0-0.5V, 0-1V, 0-5 V, 0-10V,


x Unipolar Current: 0-1mA, 0-10mA, 0-20mA, 4-20mA,
x Bipolar Voltage: 0.5V, 2.5V, 5V, 10V (- to +)
x The total burden imposed by the RTU analog input circuit shall not exceed 0.5
volt- ampere for current and voltage inputs. As an option, contractor may also
provide transducer less solution to connect direct CT/PT secondary.

4.23.8 Status input:

RTU shall be capable of accepting galvanically isolated dry (potential free) contact
status inputs. The RTU snail provide necessary sensing voltage, current, optical
isolation and de-bounce filtering independently for each status input.

Data Acquisition shall be with a resolution of 1 ms. Minimum 64 Digital inputs at least
in two DI cards shall be provided in RTU.

The RTU shall be set to capture contact operations of 20 ms or more duration.


Operations of less than 20 ms duration shall be considered no change (contact bounce
condition). The RTU shall accept two types of status inputs i.e. Single point Status
inputs and Double point status inputs.

To take care of status contact chattering, a time period for each point and the allowable
number of operations per time period shall be defined. If the allowable number of
operations exceed within this time period, the status change shall not be accepted as
valid.

Single point status input will be from a normally-open (NO) or normally-closed (NC)
contact which is represented by 1-bit in the protocol message.

The Double point status input will be from two complementary contacts (one NO and
one NC) which is represented by 2-bits in the protocol message. A switching device
status is valid only when one contact is closed and the other contact is open. Invalid
states shall be reported when both contacts are open or both contacts are closed.

All status inputs shall be scanned by the RTU from the field at 1 millisecond periodicity.

The RTU shall make provision to stop transmission when a Transmission Disable
command is received from Control Centre. This is to suppress spurious recurring
indications/ alarms. Local indication for healthiness of Card shall be provided.

4.23.9 Sequence of Events (SOE) feature

To analyse the chronology or sequence of events occurring in the power system, time
tagging of data is required which shall be achieved through SOE feature of RTU. The
RTU shall have an internal clock with the stability of 10ppm or better. The RTU time
shall be set from time synchronization messages received from master station using
IEC 60870-5-104 protocol. SOE time resolution shall be 1ms or better.

The RTU shall maintain a clock and shall time-stamp the digital status data. Any digital
status input data point in the RTU shall be assignable as an SOE point. Each time a
SOE status indication point changes the state, the RTU shall time-tag the change and
store in SOE buffer within the RTU. A minimum of 4000 events can be stored in the
SOE buffer. SOE shall be transferred to Master Station as per IEC60870-5-104
protocol. SOE buffer shall be maintained by FRTU on power supply interruption.

4.23.10 Control Security and Safety Requirements

The RTU shall include the following security and safety features as a minimum for
control outputs:

x Select- check-before-operate (SCBO) sequence for control output.


x No more than one control point shall be selected/executed at any given time.
x The control selection shall be automatically cancelled if after receiving the
"control selection" message, the "control execute" command is not received
within the set time period.
x No control command shall be generated during power up or power down of
RTU.

4.23.11 Local/Remote selector switch

A manual Local/Remote selector switch shall be provided for each RTU to disable all
control outputs by breaking the power supply connection to the control outputs. When
in the "Local" position, the Local/Remote switch shall allow testing of all the control
outputs of RTU without activating the control outputs to field devices. A status input
indication shall be provided for the Local/Remote switch to allow the SCADA system
to monitor the position of the switch. RTU with inbuilt local remote selector switch also
will be acceptable.

4.23.12 Dummy breaker latching relay

It shall provide a latching relay to be used to simulate and test supervisory control from
the Master station. The latching relay shall accept the control signals from the RTU to
open and close, and shall provide the correct indication response through a single
point status input.

4.23.13 Contact Multiplying Relays (CMRs)

Contact Multiplying Relays (CMRs) are required to multiply the contacts of breaker,
isolators and protection relays etc. The contacts of these relays shall be used to
provide status inputs to the RTUs.

The relays shall be DC operated self reset type. The relay shall be able to operate for
+/-20% variation from nominal voltage.

The relay shall have a minimum of two change over contacts, out of which one shall
be used for telemetry purposes. The contacts shall be rated to carry minimum current
capacity of 5A.

The relay shall conform to following requirement.

x Power Frequency withstand voltage-2KV for 1 minute as per IEC 255-5.


x Insulation Resistance of 100Mohms measured using 500V DC megger.
x 5 KV Impulse test as per IEC 255-5

The relays coils shall be shunted with diodes to suppress inductive transients
associated with energizing and de-energizing of the relay coils. The relays shall
conform to the IEC 255-1-00 and IEC 255-5 requirements. The relays must be
protected against the effects of humidity, corrosion & provide with a dust tight cover.
The connecting terminals shall be screw type & legibly marked. The relays shall have
a visual operation indicator. The relays are to be mounted in RTU panel. CMR Make
shall be from reputable manufacturers - Sulzar, Schneider, ABB

4.23.14 Time facility

The internal RTU time base shall have a stability of 10 ppm. The RTU shall be
synchronised through synchronisation message from master station at every 5
minutes (configurable from 5 minutes to 60 minutes) over IEC 60870-5-
104/NTP/SNTP.

4.23.15 Diagnostic Software

Diagnostic Software shall be provided to continuously monitor operation of the RTU


and report RTU hardware errors to the connected master stations. The software shall
check for memory, processor, and input/output ports errors and failures of other
functional areas defined in the specification of the RTU.

All RTU modules, shall have light emitting diodes (LEDs) to indicate errors or operating
modes. The application/configuration data shall be stored on SD Cards which makes
it possible to exchange modules without new configuration download. The functional
operation of the RTU shall be guaranteed by a comprehensive monitoring concept.
The hardware and software shall be continuously monitored from the I/O modules
throughout the entire RTU. The hardware and software monitoring shall be carried out

by active checks at several levels. The RTU shall report its system and error states to
the Control Centre by means of System Events. The RTU shall provide remote
diagnostics capabilities. It shall be possible to connect to the RTU from a remote
computer in order to analyze the system and error status, check-up of the configuration
or signal values of the RTU remotely, e.g. by means of a Web-Server via LAN/WAN.

Remote access via Intranet shall be combined with authority privileges for the user for
following activities:

x Monitoring the RTU-produced internal error messages


x Monitoring and checking the RTU configuration and the status of all connected
process signals
x Checking the current version of the configuration file
x Downloading or uploading the RTU configuration file
x Checking and downloading revised software files for the RTU CPU modules
x Uploading the archive files

4.23.16 Cyber security:

The RTU shall comply the advanced cyber security standard i.e ISO 27002 2005
(previously known as ISO IEC 17799 2005), NERC CIP-009-1, and ISA-99.02.01[5]-
[7], IEEE 1686 standard and should have following features:

x User level configuration


x User wise authentication like system admin, configuration admin, control,
operator.
x Disabling the DNS
x Disabling, enabling & configuration of the TCP and UDP ports.
x Door lock alarm integration with RTU.
x Local and remote access connection shall be secured for maintenance (locally
and remotely) with HTTPS, IPSEC protocols
x Role Based User Account Management (UAM) integrated in the Web Server
x User Activity Log (UAL) on the SD card or internal memory of the CPU
x Password Complexity enforcement based on at least one upper/lower/number/
non- alphanumeric character options
x Security Event Logging and viewing of the same through the web browser. It
shall also be possible to upload this log into .CSV files.
x The FRTU shall be hardened - Closing of unused TCP/IP ports and services
x Enabling/disabling of Web Server use
x Secured HTTPS connection to the RTU through Web Browser shall be
supported
x RTU should conform any of the following security standards in respect of above
functionalities and to be tested as per following standard:
x NERC/CIP - North American Electric Reliability Corporation - Critical
Infrastructure Protection NERC CIP-009-1, and ISA-99.02.01[5]-[7]
x IEC 62351-5:2013,IEC 62351-3- Power systems management and associated
information interchange - Data and communications security
x IEEE 1686 - Standard for Substation Intelligent Electronic Devices (IED) Cyber
Security capabilities.

4.23.17 Communication security

The RTU shall support network layer security with IP Sec and transport layer security
with https and Web.

4.23.18 Security Log

x The RTU shall provide a local audit trail for all security events that occur.
x Log files shall be produced in Syslog format.

4.23.19 Archives:

RTU Events shall be archived in logs in CPU internal memory or external SD card.
RTU Events shall be stored in the archive logs with a time resolution of 1ms, and a
discrimination of 10ms.The capacity of the logs shall be more than 30,000 events and
measurement. All the logs shall be available from a maintenance tool connected to
the RTU or sent on request to the SCADA. The content of the logs shall be
configurable and the name of the logs sent to the SCADA shall be configurable. It shall
be formatted as a .csv file.

4.23.20 RTU Panels

At least 50% of the space inside each enclosure shall be unused (spare) space that
shall be reserved for future use. RTU panel dimension should be around 650mm (W),
450mm (D), 1200mm (H). Panel with lesser dimension is preferred. The Contractor
shall provide required panels conforming to IEC 529 for housing the RTU
modules/racks, relays etc. and other required hardware. No IO module shall be placed
outside the RTU panel. The panels shall meet the following requirements:

x Shall be pole/ floor mounted compact size cabinet. The size shall be sufficient
to accommodate the RTUs and associated equipment required for telemetry
and control and shall be designed according to the site requirement/locations
at the time of design/ engineering. All doors and removable panels shall be
fitted with long life rubber beading. All non-load bearing panels/doors shall be
fabricated from minimum 1.6 mm thickness steel sheet and all load bearing
panels, frames, top & bottom panels shall be fabricated from minimum 2.0 mm
thickness steel sheet
x Shall have maintenance access to the hardware and wiring through lockable
doors.
x Shall have the provisions for bottom cable entry
x The safety ground shall be isolated from the signal ground and shall be
connected to the ground network. Safety ground shall be a copper bus bar. The
contractor shall connect the panel's safety ground to the owner's grounding
network. Signal ground shall be connected to the communication equipment
signal ground.
x All panels shall be supplied with 230 Vac, 50 Hz, single-phase switch and 15/5A
duplex socket arrangement for maintenance.
x All panels shall be provided with an internal maintenance lamp and gaskets.
x Panel shall be indoor, dust proof with rodent protection and meet IP 41

x There shall be no sharp corners or edges. All edges shall be rounded to prevent
injury.
x All materials used in the enclosures including cable insulation or sheathing, wire
troughs, terminal blocks, and enclosure trim shall be made of flame retardant
material and shall not produce toxic gasses under fire conditions.
x Panels shall have padlocking arrangement.

4.23.21 Wiring/Cabling requirements

All wires that carry low-level signals shall be adequately protected and separated as
far as possible from power wiring. All wires shall be identified either by using ferrules
or by colour coding. In addition, cables shall be provided with cable numbers at both
ends, attached to the cable itself at the floor plate where it enters the cubicles.

Shielded cables shall be used for external Cabling from the RTU panels. The external
cables (except communication cables) shall have the following characteristics:

x All cables shall have stranded copper conductor.


x Minimum core cross-section of 2.5 mm2 for PT cables, 2.5 mm2 for CT cables,
if applicable and 2.5 mm2 for Control outputs and 1.5mm2 for Status inputs
x Rated voltage Uo/U of 0.6/1.1KV
x External sheathing of cable shall have oxygen index not less than 29 &
temperature index not less than 250. Cable sheath shall meet fire resistance
test as per IS 1554 Part- I.
x Shielding, longitudinally laid with overlap.
x Dielectric withstand 2.5 kV at 50 Hz for 5 minutes
x External marking with manufacture's name, type, core quantity, cross-section,
and year of manufacture.
x The Communication cable shall be of shielded twisted pairs and of minimum
0.22sq mm size.

4.23.22 Terminal Blocks (TBs)

Terminal blocks shall be having provision for disconnection (isolation), with full-depth
insulating barriers made from moulded self-extinguishing material. Terminal blocks
shall be appropriately sized and rated for the electrical capacity of the circuit and wire
used. No more than two wires shall be connected to any terminal. Required number
of TBs shall be provided for common shield termination for each cable.

All terminal blocks shall be suitably arranged for easy identification of its usages such
as CT circuits, PT circuits, analog inputs, status inputs, control outputs, auxiliary power
supply circuits, communication signals etc. TBs for CT circuits shall have feature for
CT shorting (on CT side) & disconnection (from load side) to facilitate testing by current
injection. Similarly, TBs for PT circuit shall have feature for disconnection to facilitate
voltage injection for testing.

4.23.23 Testing and Documentation

a) Type Test:

RTU including Transducers shall conform to the type tests listed in the relevant table.
Type test reports of tests conducted in NABL accredited Labs or internationally
accredited labs within last 5 years from the date of bid opening may be submitted.
Bidder shall offer only Type tested Product. A complete integrated unit shall be tested
to assure full compliance with the functional and technical requirements of the
Specification. The testing sample shall include one of each type of cards/modules and
devices. For other items also such as MFT, sensor etc the requirements are mentioned
in the respective sub sections of specification. However, the type tests shall be only
be limited to the specification of that item only. Type Test reports shall be in the name
of the Bidder for RTU.

b) Factory Acceptance test (FAT):

Each complete unit shall undergo FAT.

c) Site Acceptance Test (SAT)

i. Field Tests

After RTU panel installation, interface cabling with panels/Termination boxes,


communication panel and interface cabling with field & communication
equipment, the Contractor shall carry out the field-testing.

ii. Availability Tests

After field testing, RTU shall exhibit a 99% availability during test period (15
days). Availability tests shall be performed along with Master station. The
RTU shall be considered available only when all its functionality and
hardware is operational. The non-available period due to external factors
such as failure of communication link etc., shall be treated as hold-time &
availability test duration shall be extended by such hold time
