Rationale

Helping someone to read, write and count effectively or acquire the basic mathematical skills and
reading skills are some of the things we take for granted. For this reason, the Department of Education
continues to find solution to this alarming problem in reading and numeracy. If it continues, it will drag
down the economic status of our country as a whole. Reading and numeracy recovery plan assumes to
improve the future of everyone in society because it enhances reading and numerical proficiency for all
learners specially for learners from grades 1-6 who are vulnerably affected by two years distance
learning. The programs as part of reading and numeracy recovery are envisioned to help uplift the
students from being non-readers and non-numerates. This action ensures that all leaners will becomes
readers and numerates because they are significant to economic development as well as in individual and
community well-being.

Literacy and numeracy

Literacy is the ability to identify, understand, interpret, create,and communicate using printed and written
materials associated with varying contexts.(UNESCO). Literacy involves the “knowledge, skills,
processes and behaviours” to communicate in a variety of forms, in a society that is influenced
by “social, technological and economic change.” These forms include “listening to, reading,
viewing, speaking, writing and creating oral, print, visual and digital texts, and using and
modifying language for different purposes in a range of contexts.” (Australian Curriculum
Literacy).  Thus, A person is literate when they can understand what they read and can write a short
simple statement on their everyday life. On the other hand, a person is illiterate when they cannot
comprehend what they read and write. In addition, lacking basic reading and writing skills is a
tremendous disadvantage. When person is literate, perhaps it helps them enrich their individual's life,
and it creates opportunities for people to develop skills that will help them provide for themselves for
their family and for the society as a whole.

UNESCO on the other hand define numeracy as the ability to identify numbers, measurement and
geometry. Numeracy is very important for it gives students access to important mathematical ideas,
knowledge and skills. Numeracy connects this learning with their personal and work lives. These
capabilities allow students to respond to familiar and unfamiliar situations by employing mathematics to
make informed decisions and solve problems efficiently (VCAA, 2017).
Reading and numeracy skills are the basic components of being a champion. For this intention the
Department of Education in response to the mantra of every child is a champion lingers to create a plan
to uphold and solve the existing problem on reading and numeracy. They plan conduct a 30 minute
remedial class in reading and numeracy as part of the intervention to the problem and as an answer to the
goal of the department that no child will be left behind.

Tasks
As an answer to the occurring issues, the department of education plans to conduct remedial class in
reading and numeracy. Regardless of the subject area that the teacher handles. They will focus on
improving reading and mathematical skills. The teachers are expected to perform the following tasks:

1. Conduct pre-mid and post assessment. This will serve as the spring board of the teacher in his/her
teaching strategy and activities to be employed.
2. Design an activity that will surely improve reading and numeracy skills of the students.
3. Gather and use appropriate teaching materials needed for the remedial activity.
4. Conduct learning activities that will help enhance their reading and numerical skills.
5. Make a report regarding the progress and effectiveness of the activity.
