Study variables

1. Fragmentation of files

This will be based on the public entities' lack of qualified personnel to ensure that all the

records are developed as per the guidelines put in place for the procurement process and

having entities provided the role of managing the different aspects of procurement.

2. Unavailability of required records

This will focus on the issue of public entities keeping their public records in an

unorganized manner leading to the loss of some records. The study variable will focus on

the challenges or gaps within the Kenyan public sector and what should be done to bridge

the gap.

3. Disparities in the file names compared to the procurement plan

This study variable will focus on the labeling issues within public entities' procurement

records and what should be done to ensure that the files align with the specific record

required.

Conceptual framework

Statement of problem

The case of corruption is a significant issue in the public sector, especially in Africa. It is

estimated that the significance of the corruption problem goes up to 70 % and this exists in the

case of public procurement. This further results in the inflation of the costs used in the projects

by almost 30%. Due to this, the public procurement authorities have developed different

measures which help ensure that the public entities are kept in line towards ensuring that they

keep accurate records of the public records as well as all the procurement proceedings. The

legislations are put together in the case of the public procurement act and the amendment act to

make sure that there is transparency and accountability in the process. Public procurement

assessment results showed that many of the public entities tend to keep irregular or sketchy

records of their activities and this made it hard for the oversight authorities to look into how

credible the procurement process is. This confirms the challenge that occurs in achieving

accountability as well as transparency for the case of public entities in Kenya. Research has

shown that there is a difficult time towards ensuring that there is public accountability in the

procurement process in Kenya according to the auditor general report. Despite there being public

administration and oversight which require that there should be manual and digital public

records, the process of implementing the case of accountability has faced many challenges due to

lack of adherence to the set guidelines for the entities.

Also, there have been many gaps in the procurement records, and management of these records

by public entities in Kenya as will be researched in the research proposal. The research and

conclusion will help in developing and creating awareness of the procurement management

records according to the set regulations under the international standards.

Variables

In this case, independent variables include the oversight teams and the procurement teams. The

dependent variable is record management. The interrelation of the case of fragmented files,

unavailability of the required records, and lack of matching of the unique records to their

numbers will be used in defining how they connect in competitive bidding.

Study objectives

The study objectives of the research will include

1. Analyzing and identifying the existing gaps which are available in the case of

competitive bidding and the management of the records.

2. Developing a proper management strategy that will help in mapping the bidding records

and the procurement process.
