METHODOLOGY

In conducting this study, I would use secondary data analysis and case study analysis as this

provides the basic procurement strategies and how they should be improved. In this case, I would

use the data from the auditor general on the public institutions to define the emerging issue and

further develop on the issues in public procurement. Also, a case study strategy will be used to

define the trends which are existing in the management of public procurements works and further

use this to relate it to the specific methods of procurements. The choice is because the use of

empirical investigation of the data in the case of real-life context will help in the definition of the

trends within the public records management. To ensure that the reliability of the findings has

been achieved, I would apply three major case studies in public procurement records

management. the cases will be chosen based on three major criteria:

1. The entity that will be chosen should be ranked as one of the best performings according

to the reports of the auditor general according to the annual public financial assessment.

This strategy will be used since the research ought to identify the gaps which exist in

public records management and the need for the development of transparency and

accountability for the case of public entities. To ensure that there is a definitive

conclusion of the gaps that exist for the case of public entities, the consideration of firms

with the best practices are good in benchmarking where there is a failure in ensuring that

the best procurement practices have been achieved. Also, poor-performing companies

will be considered since they have major gaps in their procurement processes.

2. The Entity or case that will be chosen will include a company that has dealt with

construction projects and has applied a case of competitive bidding in the used

procurement process. This is because the chosen study objectives link with identifying

companies that have engaged in the competitive bidding process in the case of

construction projects.

3. The chosen entity further must adhere to the public procurement and disposal act Article

227 of the constitution. It should further consider the international standards of practice

as depicted by ISO.

After the selection of the three processes, there will be an analysis of the documentary evidence

which has been applied by the companies in the case of competitive bidding. The gaps in the

process for each of the companies will be considered and conclusions drawn from the findings

which have been identified in each of the cases. Thus, each of the cases will be treated as a

unique case of itself to make sure that there is the advancement of the contextual identity.

research paradigms

In this case, one of the research paradigms is the use of critical theory to analyze the

procurement process of all the companies chosen in the case analysis. In the critical theory, the

analysis will be based on the analysis of the long-term developmental goals and the public entity

performance in the procurement process. Another paradigm is positivism which looks into the

basics of the research and analysis of the report by the auditor general on how public institutions

operate in terms of public procurement and management of their records.
