I. OPENING PRAYER
Opening Prayer was led by PIAO Ms. May Limbaga.

II. CALL TO ORDER

PA/ LFC Chair Aster Caberte presided the meeting. Atty. Vistal declared a quorum and the
meeting was called to order at 2:07 PM. 6 LFC members were present. All of the resource
persons were present.

III. APPROVAL OF THE PROPOSED AGENDA

The Proposed Agenda of the 8 th LFC Meeting was moved for approval by PIAO May Limbaga
and seconded by PLO Atty. Handel Lagunay.

IV. READING AND APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING.

The motion to dispense the reading of the Minutes of the Previous Meeting was approved by
the body.

V. MATTERS ARISING FROM THE MINUTES OF THE PREVIOUS MEETING.

1. Cortes SB Resolution No. 2022-124 requesting for the reinvestigation and to expedite the
rehabilitation of the Cortes Waterworks System Projects in Lourdes, Cortes. Contract Price
– PHP8,123,242.79
DISCUSSION
- Engr. Eustaqiuo Caliao informed the Council
that this project was funded under the Bohol
Earthquake Assistance (BEA).
- The contract price of the project is amounted
to 19.2 M. The contractor claimed only 12 M.
- Engr. Caliao recommended to terminate the
contract and impose liquidated damages to
the contactor.
- Ms. Limbaga asked if there was an
appropriation on the said project.
- Engr. Caliao answered that the BEA fund was
already returned to DILG.
- Ms. Limbaga asked Mr. Paul Rabuya the usual
process of terminating contract.
- Mr. Rabuya responded that in terminating a
contract, the Chief Executive shall write a
letter to the contractor informing the intent
to terminate the contract.
- Ms. Limbaga suggested that the PEO should
be the one to act first since the PEO is the
monitoring of the said project.
- Engr. Caliao responded that they already sent
a letter to the contractor with regard to the
liquidated damages.
2. 2. Status of the Governor’s Mansion, Capitol Complex and other PGBH-owned buildings –
including RTC Branch 47 Rental at Dagohoy Masonic Lodge
DISCUSSION
- Dr. Glicerio Doloritos presented to the
Council the inventory of PGBh’s owned
buildings and vacant lots.
- PA Caberte suggested to enforce a timetable
for the repair of the vacant structures.
- PA Caberte also informed the Council that the
Governor would like to transfer the PHO to
the Capitol Annex.
- PA Caberte proposed for an income
generating warehouse.
- Ms. Limabaga opined that there is a need of a
Provincial Capitol Development Plan since
there are a lot of garbage that can be seen at
the back of the Capitol Building.
- Dr. Doloritos answered that the segregation
of the garbage is at the old building that was
previously occupied by the DENR.
RECOMMENDATION
1. The PEO will write a letter to the
Bids and Awards Committee
(BAC). informing the status of the
project. The contractor shall be
furnished with the copy of the
letter.
2. The BAC, based on the letter
from the PEO, will write to the
Governor recommending the
termination of the Contract.
3. The Governor’ Office will be the
one to write the letter with the
intent of terminating the contract
to the Contractor, based on the
recommendation letter from the
BAC.
4. The Sangguniang Bayan (SB) of
Cortes should be advised about
the status of the project.
RECOMMENDATION
1. The PHO, DOH, COMELEC and RTC
Branch 47 shall be relocated to the
Capitol Annex.
2. PGSO will write to the DepEd to
transfer their supplies that were still
on the PGBh owned building that
they previously occupied to their
new building.
3. The PGBh-owned tennis court shall
be operated privately to generate
more income.
4. There should be a manager in each
PGBh assets.
5. In lieu of an LFC meeting, the LFC will
have a tour on the PGBh-owned
properties on November 16, 2022.
