The meeting started at 10:11 AM and was presided by Ms. M. C. B. Bencio,


Manager – Systems Planning Division.

Mr. Z. Q. Tancongco presented the projects under the 2024-2028 MEP, for Basilan
and Jolo (see attached Annex A):

During the Meeting, the following matters were discussed and agreed upon:

A. Construction of Jolo-Tie Line

1. M.C. B. Bencio discussed that the proposed cancellation of the


Construction of Power Facilities and Associated Tie-Line in Jolo, Sulu for
the following reasons:
a. Difficulty in securing approval from CAAP on the proposed tie-line
design by PES
b. Entry of SULECO’s New Power Provided in 2025 thru CSP
c. NPC’s earliest project target completion year will be in 2025
d. NPC generation assets will be phased-out upon the entry of the NPP
in 2025

However, due to the 10 November 2023 letter of SPUG to continue the


Construction of the Power Facilities and to resolve the congestion of
generating sets in the area, the material was not presented to the

2. Mr. C. D. Isahac, Manager, SPUG WMOD informed the group the following
updates based on the area assessment conducted by SPUG which was
held January 2024:

a. There is already an ongoing clearing in the NPP Site which is located


2.5 ckt kms away from the Existing Jolo DPP. SPUG informed that the
contract for the existing 4.5MW Agrreko genset rental is about to expire.
The proposed capacity by year 2024 per MEP for Sulu is 11.5MW
which will be composed of the existing 5MW capacity, the renewal of
the 4.5MW leased gensets and the additional rental of 2MW gensets.

3. SPUG is considering three (3) options to resolve the issue of overcrowding


of gensets in the existing Jolo DPP- Option (1) to utilize the CSP site for the
placement of the NPC gensets. However, SULECO has no response yet on
the terms and condition between NPC and SULECO for the aforementioned
utilization of the NPP site since SULECO still needs to coordinate with the
Local Government of Sulu for this matter.

For Option (2), SPUG also informed that they have identified a possible
area within the existing Jolo DPP which will cater the additional 2MW
gensets. However it will require cutting of mango trees in order to fit the
gensets including the additional transformers.

According to Mr. Isahac this option is more favourable to NPC since this will
resolve issues on the tapping point and other issues relative to the
connection. This option was also recommended by Mr Isahac to the
department, until the entry of the NPP.

For Option (3) the Construction of the New Power Facility for the relocation
of the existing gensets including the Associated Tie Line.

4. Mr. N. I. Castro Jr.,- Principal Engr. B of EEICD, DDD, PES discussed the
status of the TOR for the following projects in Jolo:

5. M. C. B. Bencio inquired if there is a need to construct the tie line given the
difficulty of PES-DDD in completing the TOR due to difficulty of PES-PMD in
establishing the final route. Mr. Isahac recommended that there is no need

since there is an on-going CSP which will commence by 2025 yet this is still
subject to Management Approval.

6. As per PMD-PICC, in order to finalize the line route for the Tie-Line, they
are still awaiting for CAAP’s approval to NPC’s submitted requirements. To
date, there is still no decision from CAAP yet.

Ms. M. C. B. Bencio instructed Ms. C. M. T. Aquino, CSS-B, CAG, to


coordinate with PMD PICC for the latest communication with CAAP for the
Jolo Tie Line.

7. Mr. Z. Q. Tancongco inquired what will happen to the acquired lot intended
for the New Jolo DPP, and the concern if the scheduled SULECO’s CSP will
be delayed to which Mr. Isahac responded that by the time that the CSP is
delayed, SPUG may consider option three (3) the provision a new DPP for
Jolo to provide space to accommodate the new gensets.

8. With this, Ms. Bencio and Mr. Isahac, recommends the cancellation of the
Construction of Jolo Tie Line given the circumstances on the status of the
ROW and the consideration for Option 2 which was recommended by
SPUG.

B. Construction of various TL Projects in Basilan

1. Mr. Isahac gave a briefer on SPUG’s long term and short term solution to the
frequent power interruption in Basilan. For the short term plan, to obtain
supply from Rose Power Plant or to rent additional 2MW diesel gensets for
the PB108 in Maluso. As for the long term plan, NPC to construct 69 kV
Transmission Line.
2. Mr. Z. Q. Tancongco presented the projects in Basilan including the letter to
PES which discusses the significant changes in the line length for Isabela-
Lamitan 69 kV TL and request for the confirmation of PES whether the
proposed location of the substation sites have been coordinated with SPUG
and BASELCO. (see attached Annex B)
3. While awaiting for PES’ confirmation, Ms. M. C. B. Bencio informed Mr.
Isahac that CAG will consider the proposed short and long term plans of
SPUG in Basilan.
4. The status of the existing feeder loadings in Basilan were also discussed
and the comments/remarks of SPUG are as follows:

Per M.C.B.B, CAG to determine which portion of the line are needed to be
replaced to ensure that there will be no overloading in the Lamitan Feeder.
She instructed Mr. M. J. M. Diaz, CSS-B, CPD-CAG, to secure the data on the
complete distribution system map and to validate the details on the Lamitan
Feeder, Power interruption report, among others. Mr. M.J.M.D. will visit
Basilan on 20 February 2024 per instruction.

Ms. Bencio also added that BASELCO and/or the Local Government of
Basilan be requested to upgrade their distribution system in Basilan.

5. For the status of CSP in Basilan per Sir C. Isahac, the CSP is much more
problematic compared to Jolo. Therefore, the start date of the CSP cannot be
confirmed/ determined as there is a major revision in the TOR, following its
pre-bidding process.
6. Ms. M.C.B.B. instructed Mr. M.J.M.D to prepare a letter to the ManCom
informing the movement of the planned projects in Basilan and Jolo.
