Dwarka Expressway

Brief:

The alignment of Dwarka Expressway (DEW) takes off from Km 20 Shiv Murti of NH
8 and terminates at Km 40 (near Kherki Daula) of NH 8 at CPR-NH 8-SPR intersection. The
total length of Dwarka Expressway is 29.1 Km., out of which 18.9 Km length falls in
Haryana and remaining 10.3 Km in Delhi. The package wise details of Dwarka Expressway
is as follows:

cum-Convention centre, sector-25, Dwarka. DIPP has agreed to bear the
cost of Rs.350 Crores approximate for this cost.

Critical Issues:
1. Slow Construction Speed/Slippages of Planned Targets of every month:

The Contractor is continuously slipping in achieving the planned


targets. The progress of last three months is as follows:

2. Submission of Monthly Account Statement of Project related bank


Account:

The Contractor has to submit the Monthly Account Statement of


Project related bank Account every month, as per the Contract obligations.
However, Contractor is not submitting the same, it is important to ensure
that the Contractor is utilising the projects funds for projects related things
only. This will also ensure monitoring of timely payment to Vendors for
smooth progress of works.

3. Delay in Design Submissions from DDC:

Various deadlines have been passed for submissions of detailed


designs, latest deadline is 30.09.2020, however the same has again slipped.

4. Schedule for Pier Cap Shutter, and Segment Shutters (12 m, 12.5m, 10.5
m, 8.5m) programme:

The Contractor is slipping in procurement of shutters of pier cap,


segments, due to which the construction work is suffering badly. Contractor
shall procure these shutters at the earliest.

5. Translocation of Balance trees:

Contractor had to translocate 5717 no. of trees for the project


highway in 90 days from August 2019. However, till date Contractor has
transplanted only 3800 no.of trees approx.

6. Replacement of Dried-up trees:

Out of 3800 no. of trees which are transplanted, 1500 no. of trees are
dead, the contractor has to replace them with new trees, in order to
achieve higher rate of survival of transplantation.

7. Schedule for Routine Pile Load Test:

As per the MoRTH guidelines the contractor shall carry out 2% routine
pile load test of total designed piles, which comes out to be 50 no. approx.
however, till date the contractor has carried out only 02 no . of routine pile
load test.
8. Completion of Balance no. of casting beds: (add segment)

In order to complete the project timely, the contractor has to set up


22 no. of beds in casting yard, till date only 11 no. of casting beds are
operational due to which the speed of segment casting is also slow. Till date
Contractor had planned to cast 752 no. of segment, however, approx. 130
segments were casted.

9. Submission of Revised Work Programme.

The contractor has to submit the revised work programme as per the
91 days extension of time due to NGT Ban.

10. Disposal of C&D Wastes:

The contractor has to dispose off the C&D waste, generating due to
construction work. However, Contractor is not disposing the same.

11. ITS Related Issue:

The Contractor has to submit the location Plan for overhead Traffic
Sign Gantries & Highway Lighting Poles on elevated structures, in-
consultation with ITS Engineer, however, the same has not been finalized
yet by DDC.

12. Contractor to expedite Utility Shifting:

The Contractor has to shift DTL 220 KV Electric line, IGL 8” & 12”
line, DJB Sewer & Water Line. The same is delaying at Contractor’s end, the
Contractor needs to expedite the Utility shifting.
