1. Call to Order
The meeting was called to order at 8:02 am by Ms. Danielle Lee.

Mr. Bruce James offered an apology on behalf of Ms. Toni James who was late.

4. Reading, Correction and Confirmation of Minutes


Dr. Adrian Lee moved for the confirmation of the minutes for the last meeting held on April 2,
2022. It was then seconded by Mr. Thomas Heslop.
5. Matters Arising from Minutes

a. The meeting was informed of the outstanding performance of Mrs. Shelly-Ann

Frazer-Pryce at the recent Olympic Games in Tokyo in the 100m and 200m. Ms. Lee

suggested that in honour of this career making performance, SFP Pocket Rocket

Limited should host a day of celebration in recognition of Mrs. Frazer-Pryce’s


achievements. This suggestion was supported by Hon. Olivia Grange as she

reaffirmed her Ministry’s support in the recognition of Shelly-Ann, a Jamaican

Trackstar and trailblazer. The meeting unanimously agreed that a day of celebration

will be held.

b. Prof. Jane Doe suggested that the planning commenced immediately and tasks

assigned to subgroups with the assistance of the members of staff of SFP Pocket

Rocket Limited. She recommended the following subgroups: Finance, Safety and

Security, Entertainment and Refreshment, and Public Relations. Ms. Lee accepted

these recommendations and teams were formalized accordingly:

i. The finance committee was tasked with the responsibility of preparing the estimated
budget, sourcing sponsorship and presenting recommendations to the next meeting
for ratification and final approval.
ii. The Safety and Security committee was tasked with the responsibility of finding
suitable locations for the event and alerting the essential services (Police Station,
Hospital and Fire Brigade) within their jurisdiction about the event once the location
is finalised. They were also responsible for procuring security detail for the location.
iii. The Entertainment and Refreshment Committee was responsible for contacting
suitable vendors as well as, family friendly artists and public figures for the event.
iv. The Public Relations Committee was tasked with the responsibility of liaising with
the Ministry of Culture, Sports and Gender affairs, other government agencies and
media outlets to promote and endorse the event.
v. Prof. Doe proposed that the date of the event should be May 18, 2022 as this would
be the date of Mrs. Frazer-Pryce’s arrival on the island. The meeting agreed.

There was no other business for discussion.

The group agreed to meet again on April 20, 2022.

The meeting was adjourned at 1345hrs on a motion proposed by Ms. Lee and seconded by
Hon. Grange.

SPF POCKET ROCKET CELEBRATION

KINGSTON, JAMAICA, May 16, 2022—Shelly-Ann Fraser-Pryce (SFP Pocket Rocket


Limited), will host a day of celebration to commemorate outstanding performance of the fastest
woman alive, Mrs. Shelly-Ann Frazer-Pryce.

Shelly-Ann Frazer-Pryce ran a career best time 21.79 seconds in the 200M and an outstanding
10.71 seconds in the 100M at the Tokyo Olympics on Friday. She expressed that she was calm
and patient during the races and elated that she was able to make record time.

The event will be a fun filled, family affair and all are invited. The event will be held at the
South lawn at Jamaica house on May 21, 2022 starting at 9am.

SPONSORS such as Nike, Pepsi and Honda announced that Mrs. Frazer-Pryce will be their
Global Ambassador in recognition of her record breaking performance and will support the
celebratory event.
The event will be broadcast by TVJ Sports Network and streamed on One Spot Media and the
Caribbean News Network for the diaspora.
This event also aim to donate proceeds to students from Mrs. Frazer-Pryce’s hometown. This
giving back initiative will assist over 10,000 children who are in need of school assistance
through the purchase of books, and other school equipment and stationery.
SPF Pocket Rocket Limited – established in 2008, SPF is a premier foundation that supports
student athletes by providing scholarships and sponsoring back-to-school events. The goal is to
create incredible chances and to change students’ lives.

Subject: Report on Incident taking place on May 21, 2022

1.0. Terms of Reference


As a result of the incident which took place at the lawns of Jamaica House on May 21,2022 at
the SFP Celebration Event, the Management Team mandated an investigation be done to
ascertain the root cause of the incident, extent of damages done to the property and,
subsequently, for appropriate recommendations to be made. The report on these investigations
was to be submitted to the Management Team on May 23, 2022.

2.0. Procedures
The following methods were undertaken to gather relevant data to inform the investigators:
 Interviews were done with staff present
 Interviews were done with eyewitnesses
 Statements were gathered from the parties involved
 Review of the CCTV was also done

3.0. Findings
3.1. Damaged PA system
Information from eyewitness and members of staff revealed that there was a lack of security
oversight which resulted in a prolonged brawl among attendees. Upon being alerted, it can be
seen on the CCTV tapes that the security personnel assigned were not stationed where they ought
to have been. This resulted in the PA system being used as a weapon by one party to severely
bludgeon another.
3.2. Tattered Image
It was also revealed that the parties involved were not paying patrons of the event thus their
access was unauthorized. Their presence can be alluded to the lack of proper oversight from the
Entrance Supervisors present. As a result, the image of both SFP Pocket Rocket Foundation and
the security presence at the Jamaica House have been at the centre of attention with concerns
about the safety of the public, especially since these should be family friendly entities..
3.3. Injury to Patrons.
Several patrons who tried to get involved in an attempt to separate the parties in the squabble
were responsible for injuring some of the patrons. A total of fifteen (15) patrons were taken to
the hospital for laceration related injuries. Additionally, the security team was responsible for
injury to three (3) individuals who were trying to separate the parties involved. This is because
they were mistaken for culprits involved in the altercation.

4.0. Conclusion
4.1. The reluctance and procrastination of the guards assigned to the area resulted in the
altercation being escalated beyond mere exchange of words. Thus allowing for one party to use
the PA system within reach to attack the other party.
4.2. The altercation resulted in bad press for the foundation and the security team at Jamaica
House
4.3. A total of eighteen (18) persons were rushed to St. Andrew’s Memorial Hospital with major
injuries.
5.0 Recommendation
In order to address the challenges tied to the event and prevent any recurrence, the following
recommendations are being made.
5.1. The PA system replacement should be absorbed by SFP Pocket Rocket Ltd as it was on loan
to them during the use of the compound as per the request of the Management Team. This should
be done as soon as possible
5.2. Damage control is to be done at an attempt to maintain a positive public image of the entities
5.3. Medical bills for the three (3) persons who were mistakenly identified as perpetrators of the
conflict should be paid for by the management of Jamaica House.. The remaining fifteen (15)
should be paid 50% as although they contributed to the destruction of property and injuries, the
event coordinators owed all attendees a duty of care.
