Attention Youngstown City School District Families:

On behalf of the YCSD, we would like to welcome you to tonights School Board Meeting. As public
servants, the Board works hand in hand with the Superintendent to ensure our scholars' success.

One of the Boards main responsibilities is to help our scholars thrive while maximizing the educational
opportunities as they develop into tomorrows leaders, while keeping the public informed about the
progress of our district.

The next three to five years will be critical to our scholars success. In 2021, the school board and
administrative team joined forces to create an Academic Improvement Plan to help make our students
competitive once again. The plan, which is currently being implemented, is key to the districts success.

The School Board holds two formal public meetings each month to discuss important district topics.

The first meeting, referred to as a Committee Meetings are held on the second Tuesday of each month.
Administrators are present and go over a range of information including personnel, facilities and the
Academic Improvement Plan. During this time, the entire Board receives updates from each of our
Committees i.e. Treasurer's Report, Curriculum Report, Technology Report, etc. These meetings afford
us the opportunity to ask the deeper questions and get answers directly from those who manage and
oversee those areas.

The second meeting of the month, which is held on the 4th Tuesday, is where action items/resolutions are
enacted and policies or expenditures are approved by a majority vote from the Board.
Public participation is welcomed and encouraged at each meeting.To make a public statement, you must
arrive at least 15 minutes before the start of each meeting and sign up which lets the Treasurer know
you would like to speak. No more than (5) minutes is reserved to make your statement. If you would like
to present to the Board there is a Public Participation Form that needs completed. The forms are
available and you are allotted up to (15) minutes. (For further information, please contact any board
member).

All Board meetings, Agendas and Minutes are recorded and accessible to you on the districts website,
www.ycsd.org. You can also reach individual board members via email.

The Board of Education provides an opportunity for the public to speak during every official Board meeting. Members of the
public who wish to make formal presentations before the Board should make arrangements in advance with the
Superintendent so that such presentations may be scheduled on the agenda. The rules of parliamentary procedure and the
rules governing public participation established in Bylaw 0169.1 are used during Board meetings.

The following guidelines apply when speaking at at a Board Meeting:

Register no later than 15 minutes prior to the start of the Board Meeting.

Read and sign the Public Participation Form. Return form to Treasurer or Board Secretary.

No more than 4 people may speak on any given subject.

Groups wishing to make a presentation to the Board shall designate (1) of their members as the official
spokesperson.

Address your comments and concerns through the chair.

 Limit your remark to 5 minutes.

At a public Board meeting no person may orally initiate charges or complaints against District Employees. All
such charges and complaints may be presented to the Board President or Superintendent in writing, signed by
the complainant. All such written charges will be referred to the Superintendent for investigation.

Undue interruption or interference with the orderly conduct of Board business cannot be allowed. Defamatory and
/or abusive remarks are always out of order. The presiding officer may terminate the speakers privilege of
addressing the Board if, after being called to order, he/she persists in improper conduct or remarks.
