Weightage Factor for Availability


• For each ckt of AC line: No. of sub conductors * ckt-km.
• For each HVDC pole: Rated MW capacity * Ckm
• Each ICT Bank: Rated MVA capacity
• SVC: The rated MVAR capacity (Inductive and capacitive)
• For BR and switchable LR: The rated MVAR capacity.
• For HVDC Back to Back Station: Rated MW capacity of each block
• STATCOM: Total rated MVAR capacity

Availability Calculation

» AC system: Availability shall be calculated each


month separately for each Regional Transmission
System and inter-regional transmission system – No
annual consolidation

» HVDC system: Availability shall be calculated each


month for all HVDC systems and consolidated
annually.

Things to Ponder
» System Availability certified each month by RPCs. - Any
availability data submitted incorrectly affects
operational revenue - hard to correct after RPC
certification
» DC system availability calculated cumulatively for all
HVDC systems - any O&M disturbance at one station
gets evenly distributed on each HVDC system - lesser
O&M revenue loss for affected station, greater
incentive loss for non-affected stations

Penalty on trippings
• After two trippings in a year, additional 12 hours
outage shall be considered in addition to the actual
outage.
• In case of outage of transmission element affecting
evacuation of power from the generating station,
outage hour shall be multiplied by a factor of 2.

Timeline for Certification of Availability


• Submission of Outage data by transmission licensee
to RLDC/ constituents: by 5th of the following month

• Review of the outage data by RLDC/ constituents and


forward the same to respective RPC: by 20th of the
month.

• Issue of Availability certificate by respective RPC: By


3rd of next month.

Outage of Elements due to Act of God

» Certification of outage lies with Member Secretary, RPC.


» Linking of outage with SoP regulation has been removed
for outages due to natural calamity. However for
reasonability of the restoration time, Member Secretary
may consult transmission licensee or any expert.
» Circuits restored through ERS (Emergency
Restoration System) shall be considered as available.

Appeal on Disagreement
» In case of any disagreement with the transmission licensee
regarding reason for outage, same may be referred to Chairperson,
CEA within 30 days. The above need to be resolved within two
months.
» Provided further that if there is a difficulty or delay beyond sixty
days, from the incidence in finalizing the recommendation, the
Member Secretary of concerned RPC shall allow the outage hours
on provisional basis till the final view.
