CIVIL ENGINEERING STUDENTS ORGANIZATION
Ma’am,
The Department of Civil Engineering of Northwestern University has organized the Civil
Engineering Students Organization, a unified body of responsible and sports minded students, wishes
to apply for the recognition for the academic year 2022-2023.
Attached herewith are the organization’s List of Officers, Constitution and By Laws and its
corresponding Action Plan for the academic year 2022-2023.

FOREWORD
Officials and members under the guidance of their advisers formulated the Constitution and
By Laws of the Philippine Institute of Civil Engineers of Northwestern University.
This Constitution and By Laws was adopted, revised upon the previous Constitution and By
Laws of this Department school year 2021-2022 accordingly signed by the advisers and officials
whose signature are here under affixed.

PREAMBLE
We, the Civil Engineering students of Northwestern University, under the guidance of
almighty God, in order to foster cordial and closer relationship, promote the spirit of cooperation,
loyalty and unity, maintain a sense of moral economic and social responsibility among ourselves and
encourage a high standard of scholarship in our chosen field do hereby concede to adopt this
constitution and by-laws.
ARTICLE I
NAME, SEAL AND ADDRESS

OBJECTIVES
SEC.1 To improve further the technical knowledge of the civil engineering students.
SEC.2 To serve as instrument for the development of the students’ leadership.
SEC.3 To establish ties with the other institutions and organizations engaged of the
development of the students and the school as well.
SEC. 4 To establish linkage with the school administration in the pursuit of welfare.
SEC. 5 To serve as a medium of expression of the ideas and articulation of the view of the
members.

ARTICLE IV
MEMBERS, QUALIFICATION, RIGHTS AND OBLIGATION
SEC.1 The organization shall be composed of Civil Engineering students presently enrolled
in the school.
SEC.2 Qualification:
2.1 He shall be a Civil Engineering student.
SEC.3 Rights and Obligation:
3.1 A regular member shall be enjoy the privileges spelled out in this constitution
and shall participate in all its activities and programs he/she shall be entitled
and bound to attend all meetings.
3.2 All members shall actively support the organization and work for the
realization of its objectives and goals.
3.3 A member shall not be liable for any indebtedness of the organization except
to the extent of the unpaid amount of his/her due.
SEC. 4 Fees and Dues:
4.1 There shall be annual dues and a new membership fee for new members.
4.2 Any member who has not paid his/her dues and contributions shall subject to
the article XI of this constitution.
ARTICLE V
FUNDS
SEC.1 The organization shall derive funds from membership fee, annual dues, contributions,
penalties and donations.

ARTICLE VII
ELECTIONS
SEC.1 The election of officers of the organization shall be held yearly, during the last week
of August.
1.1 The officers to be elected are:
a. President
b. Vice President Internal
c. Vice President External
d. Secretary
e. Sub Secretary
f. Treasurer
g. Sub Treasurer
h. Auditor
i. Business Manager
j. Athletic Manager
k. Representatives (by year level 1st year to 4th year)
SEC.2 Election of vacated position shall be done if in case an officer was not able to pursue
his/her course.
SEC.3 A majority of the members shall constitute a quorum for the purpose of election,
decision of matters of the organization.
ARTICLE VIII
OFFICERS’ QUALIFICATION
SEC.1 He/she shall be a member of the organization, and with a good standing related to
academic standing.
SEC.2 A candidate for Presidency must be a third year Civil Engineering student and not a
candidate for graduation for the first semester of the incoming school year. The Vice-
President shall be a third year or fourth year Civil Engineering student of the
incoming school year. The rest of the position can be taken by any year level.

AMENDMENTS AND REVISIONS
SEC.1 The officers may propose any revisions or amendments that will be presented to the
members before entering into this constitution and by-laws of the organization.
ARTICLE XI
DISCIPLINE
SEC.1 Any member who violates the provisions of this constitution and by-laws shall be
subjected to disciplinary action by the officers and advisers.
SEC.2 Any member who fails to pay his/her dues shall be subjected to disciplinary action by
the officers and advisers.

DISSOLUTION

SEC.1 The dissolution of the organization shall take effect when two-third (2/3) vote for the
dissolution by the entire member is met.
SEC.2 In case of the dissolution, all trust funds shall denote to the members for the good of
the organization.
