PREAMBLE
Republic of the Philippines
We, the students of The Institute of Integrated Electrical Engineers - Occidental Mindoro
State College Student Chapter(IIEE – OMSCSC), with the help of God, and believing in the
need for the better structured student organization, and in the development of the youth as the
future leaders of the nation, conscious of the need to organize ourselves in the order to
effectively protect our rights as student of the institution, to rally under one, united to do what
shall advance our ideals, serve as our voice and ensure for us liberating education, dedicated to
the pursuit of justice for all, do hereby promulgate and adopt this constitution and by-laws that
will promote, implement, and maintain our goals and aspirations.
ARTICLE I
GENERAL PROVISIONS
Section 1: This Constitution and By-laws shall be known as the Institute Of Integrated
Electrical
Engineers – Occidental Mindoro State College Student Chapter of Occidental Mindoro
State College.
Section 2:For purposes of this Constitution and By-Laws, IIEE - OMSCSC refers to the
Institute
Of Integrated Electrical Engineers – Occidental Mindoro State College Student Chapter
ofOccidental Mindoro State College.
ARTICLE II
NAME AND DOMICILE
Section 1: The name of the students’ body shall be Institute Of Integrated Electrical Engineers
–
Occidental Mindoro State College Student Chapter and the office shall be at Occidental
Mindoro State College-Main Campus.
Section 2: The Office of the IIEE - OMSCSC shall be located inside the premises of the school.
ARTICLE III
DECLARATION OF PRINCIPLES AND OBJECTIVES
d. We believe that through collective effort and collaboration, we can propel our work
for realization.
e. We believe that LOVE is the way to attain total unity for development, progress and
fellowship.
a. Develop love of God and country, personal discipline, leadership and efficiency among
its members;
ARTICLE IV
MEMBERSHIP FEE
Section 1: The member of this organization shall be all bona fide students enrolled in College of
Architecture, Engineering and Technology taking up the Bachelor of Science in
Electrical Engineering including to those who have six (6) units of academic loads.
Section 2: All members shall pay semestral membership fee of Php30.00 to be collected by the
organization`s treasurer.
ARTICLE V

Section 1: Every student has the right to enjoy responsible freedom of speech and expression in
terms of management of organization.
Section 2: Every student has the right to avail all the services offered by the IIEE - OMSCSC.
Section 3: Every student has the right to conduct and participate in school activities.
Section 4: Every student has the right to information on all the issues and matters concerning
them.
Section 5: Every student has the right to vote, to be nominated and be elected into office.
Section 6: The right to run for any position in the department during elections following certain
standards stated in the election code of this constitution.
Section 7:Every student has the right to inspect and examine the financial statement, book of
accounts, minutes of the meetings and other records of the organization.
Section 8:Every student has the right to join other organization recognized by the college.
ARTICLE VI
DUTIES AND RESPONSIBILITIES OF A MEMBER
Section 2: Pay on time all IIEE - OMSCSC fees as approved by the school in an appropriate
resolution.
Section 3: Participate actively in all activities and strive for academic excellences.
Section 4: Exercise his/her rights and do his/her responsibilities as IIEE - OMSCSC member.
Section 7: Obey the constitution and By-Laws of the organization or any approved special rules,

Section 9: Work on the welfare of the organization to assure his/her club a life, worthy, and
human dignity.
ARTICLE VII
ORGANIZATION STRUCTURE AND GOVERNMENT
Section 1: Membership control. The financial authority is the management and the
administration
of the organization vested in the general assembly.
Section 2: The General assembly. The general assembly of the organization shall be composed
of the members duly assembled and constituting a quorum.
Section 3: The consultative Assembly. The consultative assembly shall be composed of the
elected and appointed officers of the organization and the class president duly assembled and
constituting quorum.
b. To examine the financial records, minutes of meeting, and the accomplishment report
of the organization.
ARTICLE VIII
POWERS AND DUTIES OF THE INSTITUTE OF INTEGRATED ELECTRICAL
ENGINEERS– OCCIDENTAL MINDORO STATE COLLEGE STUDENT CHAPTER

Section 2: The IIEE - OMSCSC shall have the following functions and responsibilities.
a. Formulate and recommend programs that will address relevant issues/concerns of the
studentry.
b. Plan and implement policies and program designed to protect and promote student`s
right and welfare.
c. Monitor and evaluate the student activities in the school and in the community.
e. Have such power and duties as the school authorities and the studentry may, from
time to time, grant or delegate, consistent with stated principles, objectives and school
policies.
f. Submit financial and accomplishment reports to the Student Affairs Services Office
on the semestral basis.
ARTICLE IX
COMPOSITION, ELECTION, AND TERM OF OFFICE OF THE IIEE -
OMSCSC
Section 1: The candidates comply with the requirements set by the Student Electoral Tribunal
(SET) of the Electrical Engineering department.
Section 2: If there is vacancy due to incapacity or removed from the office of officers, the law of
succession shall apply.
Section 3: The election of officers shall be annually, date and time. It shall be established by the
principal officers and within the school calendar. Manner of voting shall be exposed of
each students. To constitute a quorum of majority population of members shall be
preset, a member who is not present during election shall not be eligible for nomination.
Section 4: The officers of the IIEE - OMSCSC are the duly elected President, Internal Vice

Section 6: Candidates for all IIEE - OMSCSC elective positions must be:
b. Of good academic standing with a general weighted average of 80 and above for 1 st
semester period of the current school year;
c. Of good moral character and have not been subject to any disciplinary sanction.
d. Resident of the school for at least one (1) academic year prior to the filing of
Certificate of Candidacy, except candidates for first year level.
e. Considered resigned and ineligible from all elective clubs once elected.
Section 7: The officers of the IIEE - OMSCSC shall hold office for one academic year from the
date of election until its successors shall have been duly elected. All current officers
can be re-elected from their previous position, until three (3) consecutive terms.
ARTICLE X
DUTIES AND RESPONSIBILITIES OF THE OFFICERS
Section 1: The President shall be the head executive department of the IIEE - OMSCSC.
He/She shall have the following duties;
a. The head, governor and moderator of the assembly and shall have the following
specific function;
b. Present, serve and act for the member of this organization;
c. Preside over all meetings and/or may designate another officer to preside for a
specific meeting;
d. Enforce this Constitution and By-laws and other regulations that may be
promulgated;

e. Sign all official minutes of the meetings, resolutions, correspondences, and other
official papers of the IIEE - OMSCSC;
f. Represent the IIEE - OMSCSC or designate his/her representative for any external or
internal affairs/functions;
g. Head the coordinating Council of department co-curricular organization;
h. Implement IIEE - OMSCSC programs and projects;
i. Perform such other functions inherent and incidental to his/her office;
j. Sign or authenticate all acts, proceeding or order of the body;
k. Receive all messages and communication and all announce them to the body;
l. Execute some resolution and duly approved by the body;
m. Monitor committee’s activities; and
n. Report on major concern to General Assembly.
Section 2: The Internal Vice President shall have the following duties;

a. Keep accurate records of the minutes and document proceedings of every meetings;
b. Keep a file of all pertinent documents and papers of the IIEE – OMSCSC and make
them accessible to the studentry;

Section 10: The Business Manager shall have the following duties;
Section 11: The Regional Representatives shall have the following duties;
a. Regional Representatives are composed of 1st Year, 2nd Year, 3rd Year and 4th Year
Representatives;
b. Regional Representatives acts as the supervisors for the programs and activities
implemented by the organizations;
c. Support and participate in college and community related activities
d. Perform such other duties assigned by the IIEE – OMSCSC.

ARTICLE XI
ADVISER/S
Section 1: The adviser/s of the organization shall be elected/ appointed by the officers.
Section 2: The term of the office of the adviser/s is shall be co-terminus with the elected officers.
Section 3:The Adviser/s shall monitor all programs, projects, activities and meeting of the IIEE
– OMSCSC at all times.
ARTICLE XII
MEETINGS
Section 1: The regular meeting of the organization officers shall be held every first and third
week
a month on every Saturday; Afternoon and when deemed necessary. Specify exact time.

Section 3: The General Assembly shall be held twice every semester and when deemed
necessary.
Section 4: The Quorum shall 30+1% of the total members of the organization.
ARTICLE XIII
AMENDMENTS
Section 1: The amendments of any section of is constitution or entire article shall be amended or
selected from this constitution upon recommendation of the majority of the members
and vote of more than 30+1% of the quorum.

Section 2: Amendments to this Constitution and By-laws shall take effect immediately upon its
ratification, and approval of the Student Affairs and Services.
ARTICLE XIV
PENALTIES
Section 1: In case the officer is absent, a penalty to clean necessary places of the department.
Section 2: If in case of the member is absent in the General meeting and activity of the
department, a penalty to consult a present mayor for giving necessary action/s.
ARTICLE XV
EFFECTIVITY
Section 1: THE CONSTITUTION AND BY-LAWS shall take effect on the start of the
semester of the Academic Year 2021-2022.

I. CALL TO ORDER
The meeting officially started with the opening remarks given by the IIEE-OMSC
Student chapter President Rince Powell B. Lutap.
IV – INTRODUCTION
Each Officers of the IIEE club introduce themselves to everyone, this includes their
name, section, address and position on the club.
VI – Meeting
Narrative Report
The event was planned almost a month before the given date, there, the officers planned
the course of action during the clean-up drive, what preparations must be undertaken, what are
the requirements of the attendees, the meeting place and time, the required resources to be
provided both by the students and the club as well as the duration of the cleaning. The second
meeting that was held a week before the clean-up drive includes the CAETO officers and
advisers, on that we are able to expand the participants to the whole population of CAET and
additional activities such as games was also discussed on that time.
It is also agreed that the alcohol, water and cups will be provided by the IIEE club, the
food was provided by the advisers of CAETO and IIEE club. It was discussed that only fully
vaccinated students will be allowed to join the activity and vaccination card must be brought to
the place. The call time would be 5:30 am, and the cleaning proper will start at 6 am to 8 am
On the day of the clean-up drive, vaccination card were checked by respective officers of
the club, health protocols such as facemask and social distancing is strictly monitored also, each
department has its own station to be cleaned and after 2 hours of picking trash washed in the
shore, the students were given food and water. After some time of rest, the parlor games
sponsored and funded by CAETO was held and after that, the activity officially ended.

Narrative Report
Donation drive or gift giving on indigent Filipino household was also another annual activity of
the Institute of Integrated Electrical Engineers, to continue the tradition of the club, the IIEE
come to a plan to yet again conduct a gift giving amongst household on Barangay Caminawit on
the same location as the last time which is at Purok Bayanihan.
Planning of the event first addressed for indigenous people was held on November 2021 along
with the planning of our coastal clean-up drive, it is then changed to its original beneficiaries
which is the families on Barangay Caminawit. This is event is also in coordination with CAETO
which then also held another event of the same type. It was agreed upon together with the
advisers of CAETO and IIEE that it should be a college wide activity, and as soon as the activity
was announced, donation form different student on departments under College of Architecture,
Engineering and Technology started to come. Collection was handled by the representatives of
each year, the donation were composed of rice, noodles, canned goods, used clothes, shampoo
and facemask. It is then compiled and on the night of December 22, 2021 all collection of
donations were officially stopped and the repacking started.
On December 20, 2021, officers from IIEE formally coordinated the Barangay Officials as well
as the Purok leader for the upcoming activity that will be held on their vicinity, a list of initial 60
indigent person as well as senior citizens was prepared on that time and on December 22, 2021
the list where given to the officers of the IIEE, this list was the beneficiaries of the donations.
With the total collected donations, IIEE together with the CAETO where able to raise more than
70 individual packs of donations, in the morning of December 23, 2021 it was then transported to
the Purok Bayanihan, Barangay Caminawit, San Jose, Occidental Mindoro and the gift giving
started. More than 70 household where given donations, and as always, health protocols where
strictly followed such as the use of mask and social distancing amongst recipients. With the last
donation pack where given to the last beneficiary the activity officially ended providing us club
members with the families and community leaders showing gratitude as we part ways.
