THE PREAMBLE

We, the members of Caraga State University's Society of Young Agriculturists,


petition our heavenly father for assistance in establishing an educational society that will
embody our ideals and aspirations, conserve and enlarge our talents, and promote social,
mental, and spiritual inclined personalities, under the blessing of independence and the law as
equality and democracy may provide, do ordain and promulgate this Constitution By-Laws.

ARTICLE I
NAME, DOMICILE AND HISTORY

Section 1 This society is a self-governed body known as Society of Young


Agriculturists; hereafter, referred to as CSU-SoYA.
Section 2 The officer of CSU-SoYA shall make up the Executive Board of CSU-SoYA,
referred to as “The Circle”.
Section 3 The official domicile shall be located at Caraga State University.
History of CSU-SoYA
The Caraga State University - Society of Young Agriculturists (CSU-SoYA) was
founded on October 21, 2021 at Caraga State University Main Campus by the joint effort and
perseverance of students from College of Agriculture and Agri-industries (CAA) together
with the League of Campus Organizations. The said society was established to implement,
educate, and employ agricultural advocacies for the improvement of the CAA student body.
Furthermore, it was founded as a result of the coordination and participation of
numerous agriculture students namely; John Pol S. Maglasang, Femilyn B. Tangcogo,
Darwin L. Parco, Mark Poblete, Edward Visitacion, Adonis Salbigsal, Jhade Silires and
Sherley Mahinay in merging their goals and objectives to form a sustainable student
organization that aims for the general welfare of all College of Agriculture and Agri-
Industries students, promotes high academic standards, and develops research, extension, and
services in the field of agriculture.
It was being realized with the dynamic support of CSU-SoYA Adviser, Mr. Vince
Robert Carillo – Faculty, College of Agriculture and Agri-Industries.
• This logo is based on the logo of Caraga State University which is similar on balangay boat.
The torch symbolizes the provision of light and vision to those seeking deeper understanding
and truth. The plant, which represents agriculture, the rope, which depicts a young
agriculturist being tied together, and the orange person, who represents a young
agriculturist the chicken and cow represent Animal Science, the green leaf
represents crop protection, the orange represents soil science, the rice represents
ordinary food, and the term CAA stands for College of Agriculture and Agri-
Industries.

• Overall, the logo represents agriculture and agriculturists who have continued to seal from
the past to the present to ensure a sustainable and healthy future.
• The official logo was designed by John Pol S. Maglasang and enhanced by Dhan Jharyd B.
Felias (USG Senator 2021-2022).
ARTICLE II
VISION AND MISSION

Vision
To grow into a dynamic agricultural organization that encourages all College of
Agriculture and Agri-Industries students to improve their technical knowledge, skills, and
capabilities in agriculture.
Mission
To develop, promote, and educate agriculture students with the knowledge and skills
needed to become future agriculturists, to sustain community development activities, to
support sports, culture and arts; and to disseminate technical knowledge and skills that affect
agricultural productivity and principles.

ARTICLE III
PURPOSE AND OBJECTIVES

Section 1 The organization's goal is to bring together students who are passionate about
agriculture who are enrolled in College of Agriculture and Agri-Industries of
Caraga State University in order to be productive both on and off campus.
Section 2 Students' leadership potential and other socioeconomic concerns will be
developed, and they will be equipped with skills to satisfy the criteria for
local, regional, national, and international agricultural development aspects
and needs.
Section 3 To cultivate sensitive students who will serve as innovation conveyors,
resulting in a boost in agricultural productivity in the country.

ARTICLE IV
SCOPE AND JURISDICTION

Section 1.
A. All students enrolled in a Bachelor of Agricultural Technology (BSA), Bachelor of
Science in Agricultural (BAT), Bachelor of Science in Agricultural and Biosystems
Engineering (BSABE), and all the students who are inclined with the Agriculture and
Sciences related courses are open to volunteer in CSU-SoYA's jurisdiction.

B. The CSU-SoYA shall be an independent legal governing body of the Bachelor of


Agricultural Technology (BSA), Bachelor of Science in Agricultural (BAT), Bachelor

of Science in Agricultural and Biosystems Engineering (BSABE), and all agriculture
and science courses,

C. The Constitution and By-laws of the CSU-SoYA shall be an independent legal


governing law of all bona fide Bachelor of Agricultural Technology (BSA), Bachelor
of Science in Agricultural (BAT), and Bachelor of Science in Agricultural and
Biosystems Engineering (BSABE), and all agriculture and science related courses.

ARTICLE V
MEMBERSHIP

Section 1 All genuine students registered in the College of Agriculture and Agri-
Industries, College of Forestry and Environmental Sciences, and all science
related courses are invited to be a member and if approved; they shall require
to follow the Constitution By-Laws.
Section 2 All members are free to join this society and there is no registration fee. The
registration cost has been temporarily waived.
Section 3 The following factors will result in the loss of membership in the organization:
graduation, expulsion, separation from the institution, and changing courses
and colleges.
Section 4 The members of the society will benefit from the following privileges:
a. peer review before middle term and final examinations;
b. everyone will be guided by a hired instructor to handle the said review.
c. Also, there will be a hands-on experience on agricultural practices and
practicum with the CSU-SoYA adviser; and
d. enhancement of skills on agricultural practices.
e. Furthermore, CSU-SoYA will support sports field and help other CAA
athletes while on a competition through providing snacks, and other
necessities.
f. CSU-SoYA will implement agricultural sports through conducting
different activities where students can enjoy and learn at same time.

ARTICLE VI
PENALTIES

Section 1 Members who are absent in a regular and general assembly shall be given a
penalty of ten (10) pesos per absences and one-hundred (100) pesos for the
officers. Furthermore, the members shall have penalty on their absences for
minor events (ten pesos) and thirty (30) pesos for the major.

Section 2 The officials have the authority to enforce rules and regulations to discipline
members who have done anything that could hurt the organization's image

Section 3 Any members who have failed to participate in any of major activities shall be
accounted for a penalty, except:

a. If there are family and personal emergencies; and
b. essential school matters with evidence.

Section 4 Failure to vote of any officers and members of the society shall be subjected to
ten pesos’ penalty for members and one-hundred for officers.

ARTICLE VII
BILL OF RIGHTS

Section 1 As mandated by the 1987 Philippine Constitution, Article the Bill of Rights, it
shall be fundamental law of individual member as it may be applicable for
their protection of the law.

Section 2 As stated by the Caraga State University Student Local Government


Constitution By-Laws, Article V, the Bill of Rights, it shall be the requisite of
the individual protection of the law as mandated by this institute for the whole
studentry without by-passing its supremacy.

Section 3 Members of CSU-SoYA does not and shall not discriminate on the basis of
race, color, religion (creed), gender, gender expression, age, national origin
(ancestry), disability, marital status, sexual orientation, or military status, in
any of its activities. We are committed to providing an inclusive and
welcoming environment for all members of CSU-SoYA, officers, adviser,
advocates, students, and professors.

Section 4 Intellectual property created, made, or originated by the CSU-SoYA member


shall be the sole and exclusive property of the organization, author, or
inventor, except as he or she may voluntarily choose to transfer such property,
in full, or in part.

ARTICLE VIII
DUTIES AND RESPONSIBILITIES OF THE MEMBERS

Section 1. A member shall have the following duties and responsibilities:


a. To obey and comply with the organization’s Constitution and By-laws, as well
as any other rules and regulations that may be promulgated from time to time;
b. It shall be the duty of all members to cast their votes during election of the
new set officers.
c. Every CSU-SoYA member shall be obliged to attend meetings and other
related activities of the organization.
d. Every CSU-SoYA member required to render financial support for the
realization of activities and projects of the organization in the manner
provided by laws.
e. Contribute ideas to further the organization’s interests, goals, and objectives;
f. Active participation in all activities organized or held by the organization;
g. Promote the welfare of the organization’s members

h. The CSU-SoYA treasurer shall hold all the financial matters of the
organization and shall open an account at Landback Philippines where all the
monetary bearings shall be placed at.

ARTICLE IX
FUND

Section 1 All financial resources will be safeguarded by the CSU-SoYA's depository


account in the bank, which will be signed by either the President or the
Treasurer, as well as the Adviser.

Section 2 The organization shall formally receive donations, pledges and other form of
grants as well as proceeds from fund raising.

ARTICLE X
ORGANIZATIONAL STRUCTURE

Section 1. The CSU-SoYA shall be composed of the following


a. President
b. Vice President
c. Secretary
d. Undersecretary
e. Treasurer
f. Auditor
g. Press Information Officer (2)
h. Business Manager (2)
i. Program Representative/s
j. Adviser

ARTICLE XI
QUALIFICATION OF OFFICERS

Section 1. The qualifications and eligibilities of the officers shall be the following:
a. Must be officially enrolled as CAA and an official member of CSU-SoYA.
b. Must not be committed as an officer to any other organization.
c. The president shall be at least a 2 nd year during election. The vice president shall be
any bona fide student of the organization which is not graduating in the current
academic year of the election
d. Any bona fide BSA and BAT student shall be qualified to other offices not mentioned
prior.

ARTICLE XII
DUTIES AND RESPONSIBILITY OF THE OFFICERS

THE PRESIDENT

Section 1. The President shall:


a. Be the Chief Executive Officer of the organization;
b. Preside in all meetings of the members of the organization;
c. Execute all resolutions and/or decisions of the organization;
d. Formulate policies and issues such as directive, circulars or memoranda for proper
implementation with the concurrence of the majority of the officers;
e. Sign all important correspondences, legal documents and contracts upon prior
approval of the officers;
f. Appoint all important Chairpersons of Standing Committees and sub-committees
with the concurrence of the majority of the officers;
g. Approve or disapprove expenditures in accordance with the current budget;
h. Submit to the members an annual report of the activities and accomplishments as
well as the financial statement during his/her incumbency;
i. Promote the Constitution and By-laws of the organization;
j. Represent or cause the CSU-SoYA to be represented in all affairs wherein it has
an interest and in functions to where the organization is invited to participate; and
k. Perform other tasks maybe required by the organization.

VICE PRESIDENT

Section 2 The Vice Presidents shall possess the power of the President in the absence
thereof;
a. Shall assist the President in whatever functions or responsibilities
assigned.
b. He/she may be appointed as head of the committee.
c. Shall have the same qualification and term of office with the president.
d. Special meeting shall be conducted in electing new officer upon filling of
vacancies thereof.
e. Facilitate positive relationships with the students and organization,
f. Advocate on behalf of the organization,
g. Educate the college and organization community about issues, and
h. Ensure compliance with organization public disclosure laws.

SECRETARY
Section 3. The Secretary shall:

a. Send to all officers/members concerned notices of all meetings in timely manner;


b. Attend all meetings of the officers/members as well as prepare the business agenda
and keep records of the proceedings thereto;
c. Keep all the minutes of meetings of the officers/members in a book;
d. Inspect from time to time the records of the organization to see to it that they are
properly kept and submit a report of findings to the President;
e. Prepare and maintain the Minute of Book of the organization and keep on file every
approved application of membership;
f. Perform other tasks as may be required by the organization.

g. Circulate all publications, directives, circulars, and such other printed materials
intended for the members; and
h. Perform other tasks as may be required by the organization.

UNDERSECRETARY FOR FINANCE AND AUDIT


The appointed Undersecretary for Finance and Audit typically oversees financial
matters within an organization, ensuring responsible budget management, compliance
with financial regulations, and effective internal audits. Their key functions and duties
include:
 Financial Oversight: Monitor and manage the organization’s financial
operations to ensure sound financial health and adherence to budgetary
guidelines.

 Budget Management Collaborate with departments to allocate funds, track


expenditures, and ensure efficient resource utilization.
 Auditing and Compliance: Conduct or oversee internal audits to identify
financial irregularities, assess compliance with policies, and recommend
corrective actions.

 Financial Reporting: Prepare and present accurate financial reports to senior


management and stakeholders, reflecting the organization’s financial
performance.

UNDERSECRETARY FOR MINUTES AND RECORDS

 The role of the appointed Undersecretary for Minutes and Records typically
involves managing and maintaining accurate documentation of meetings,
decisions, and important records within an organization. Their functions
include:
a. Meeting Documentation: Recording detailed minutes of meetings, including
discussions, decisions, action items, and key points raised by participants.

b. Accuracy and Clarity: Ensuring that meeting minutes are accurate, concise,
and well-organized to provide an accurate record of discussions and outcomes.

c. Official Records: Maintaining a comprehensive archive of meeting minutes,


resolutions, and other official records for future reference and accountability.

d. Timely Distribution: Distributing approved meeting minutes to relevant


stakeholders in a timely manner, ensuring that participants are informed about
decisions and tasks.

TREASURER

Section 4. The Treasurer shall:

a. Have charge of the funds, receipts and disbursements of the organization;
b. Be responsible for and exert diligent efforts for the prompt collection of the fees and
all amount due;
c. Issue official receipts for each and every payment and/or collection received;
d. Keep all funds of the organization in bank/s as the officers/members may designate;
e. Keep and have charge of the book of accounts which shall be opened to inspection by
any member of the organization, whenever the account of the financial condition of
the organization is needed and of all transactions made by her/him as treasurer;
f. Be the chairman of the finance committee, devise ways and means of raising
necessary funds to finance various programs, projects and activities to ensure their
proper implementation;
g. Serve as financial adviser to the President;
h. Prepare monthly and annual financial report for the approval of the officers;
i. Prepare the annual budget and submit in time through the President for approval;
j. Sees to it that only the items of expenditures expressly provided for or which are
clearly implied in the budget to carry out the objectives and activities organization are
funded; and
k. Perform other tasks as may be required by the organization.

AUDITOR

Section 5. The Auditor shall:

a. Examine financial records and audit expense;


b. Audit the book of the organization as often as necessary;
c. Certify all entries entered/recorded by the treasurer in the book of accounts; and
d. Perform other tasks as may be required by the organization.
e. The primary function of an organization’s auditor is to assess and verify the accuracy,
reliability, and fairness of financial records, statements, and transactions. They ensure
that financial information is presented in accordance with accounting standards and
regulatory requirements. Auditors conduct independent reviews to identify errors,
discrepancies, or potential fraud, providing valuable insights to stakeholders and
management about the organization’s financial health.

PRESS INFORMATION OFFICERS

Section 6. The Press Information Officer shall:


a. Disseminate communication/s and information/s; and
b. Perform other tasks as may be required by the organization.
c. Press Releases and Statements, He/She draft and distribute press releases, statements,
and media materials that highlight the organization’s graphics-related advancements,
technical achievements, and relevant updates.
d. Event Coordination, He/She organize media events, product launches, and technical
demonstrations, ensuring that the media is well-informed and engaged.

Press Relations Officers for Graphics and Technical (PROs for Graphics and
Technical) play a crucial role in effectively communicating information and
maintaining positive relationships with the media and the public, particularly in
industries that involve visual and technical elements.

a. PROs for Graphics and Technical play a pivotal role in translating
complex technical information into accessible visuals and messages for
the media and the public. They facilitate effective communication,
promote the organization’s technical achievements, and maintain a
positive public image.

BUSINESS MANAGER

Section 7. The Business Managers shall:


a. Be the in-charge of the transaction of the organization; and
b. Perform other tasks as may be required by the organization.

PROGRAM REPRESENTATIVES

Section 8. The Program Representatives shall:


a. Attend all meetings called by the President;
b. Contribute ideas to the organization concerning the year level they are presenting; and
c. Perform other tasks as may be required by the organization.

DIRECTOR FOR EVENTS AND ACTIVITIES

Section 9. The appointed Director for Events and Activities holds a crucial role in planning,
organizing, and executing a wide range of events and activities within an organization. Their
functions encompass:

a. Event Planning: They oversee the conceptualization, planning, and execution of


events and activities, ensuring that they align with the organization’s goals and
objectives.

b. Event Ideation: Brainstorming and conceptualizing innovative event ideas that cater
to the organization’s mission and engage its members or participants.
c.
d. Logistical Management: Managing event logistics, including venue selection,
scheduling, equipment setup, and transportation arrangements.

e. Creative Direction: Providing creative input for event themes, décor, branding, and
visual elements that enhance the attendee experience.

f. Program Development: Designing event programs, schedules, and activities that


engage participants and achieve desired outcomes.

CONSULTANT

Section 10. There shall be at least one student consultant for the CSU-SoYA who are former
president of the Organization or else the founder if ever he /she still in the
University and still active to the organization.

Section 11. The Student Organization Consultant is typically an experienced professional


who provides guidance, support, and advice to student organizations within

educational institutions. The following function includes:

a. Guidance and Advising: Consultant offer expert advice to student organizations,


helping them navigate challenges, make informed decisions, and achieve their goals
effectively.

b. Leadership Development: He/She assist student leaders in honing their leadership


skills, fostering teamwork, and managing group dynamics within the organization.

c. Organizational Development: Consultants help student groups establish clear


missions, objectives, and strategies, ensuring that their activities align with their
purpose and vision.

d. Event Planning: They provide assistance with event planning, offering insights into
logistics, budgeting, promotion, and risk management for successful and well-
executed events.

e. Conflict Resolution: Consultants mediate conflicts within the organization, helping


members address disagreements and fostering a positive and productive working
environment.

f. Resource Allocation: They provide guidance on effective resource management,


including budgeting, fundraising, and utilizing campus resources.

g. Event Planning: They provide assistance with event planning, offering insights into
logistics, budgeting, promotion, and risk management for successful and well-
executed events.

h. Collaboration and Networking: They encourage collaboration among student


organizations and facilitate connections with other campus groups or external
partners.

i. Advocacy and Recognition: Consultant may advocate for student organizations


within the institution, advocating for resources, recognition, and opportunities to
contribute positively to campus life.

Section 12. The consultant shall be chosen by the president and approved by the adviser of
the organization. However, vacancies shall be filled upon the declaration thereof; succession
of position shall be considered.

Section 13. The consultant shall be identified by the current officers upon declaration of
resignation.

ADVISER

Section 13. There shall be at least one (1) adviser for the CSU-SoYA who are faculty
member of the College of Agriculture and Agri-Industries (CAA).

Section 14. The CSU-SoYA Adviser shall have the following duties and functions:
a. To give advises to the SOYA officers on the areas of planning,
budgeting, implementing and executing CSU-SoYA projects and
activities.
b. To help reconcile internal deputies between and among the CSU-
SoYA officers and members.
c. To help in supervising the progress of the CSU-SoYA projects and
activities with the officers.
d. To act as link between the organization and administration.
e. To countersign any legal documents concerning important matters
of the society.
f. Mentorship and Guidance: Advisers provide mentorship to
student members, offering advice, insights, and wisdom based on
their experience to help guide the organization’s activities.

g. Educational Support: They assist students in understanding the


educational and institutional context, ensuring that the
organization’s initiatives align with the institution’s values and
guidelines.
h. Conflict Resolution: When conflicts arise, advisers mediate and
provide a neutral perspective to help student members address
disagreements constructively.

i. Strategic Planning: Advisers help student organizations set clear


goals, develop strategic plans, and establish a direction for their
activities, promoting purposeful growth.

j. Professional Development: They may provide guidance on


professional development opportunities, helping members enhance
skills and knowledge relevant to their goals.

k. Overall, advisers contribute to the holistic growth and success of


student organizations by providing mentorship, direction, and
support, ensuring that members have a positive and enriching
experience.

Section 15. The adviser shall be voted by members of the organization every two (2)
years. However, vacancies shall be filled upon the declaration thereof;
succession of position shall be considered.
Section 16. The adviser shall be identified by the current officers upon declaration of
resignation.

ARTICLE XIII
ELECTION

Section 1 Election shall be done by casting of votes among members.

Section 2 It shall be held on first Wednesday of August of the current school year.

ARTICLE XIV
AMENDMENTS OF THE CONSTITUTION

Section 1 Any bona fide member of Society of Young Agriculturists may instigator
amendments to the constitution.
Section 2 The proposed amendments must be presented in writing to adviser through the
president for deliberation and discussion.
Section 3 The proposed amendments must be achieving eighty percent (80%) votes of
all the officers before it qualifies for the presentation and approval of the
general assembly.
Section 4 No amendments of the constitution by-laws shall have anticipated within one
year subsequently the ratification.
Section 5 Approval of planned amendments shall require a two-third majority vote of
the CSU-SoYA members present during the General Assembly.
Section 6 The amendments shall take effect immediately after it has been ratified.

ARTICLE XV
RATIFICATION OF THE CONSTITUTION

Section 1 The Constitution of the CSU-SoYA shall be ratified during the general
assembly set aside for the purpose of and attended by at least eighty percent
(80%) of the entire membership of the group.
Section 2 Ratification of this constitution shall require an eighty (80%) majority votes of
the members present during ratification.
Section 3 The Constitution shall take instantaneously after the ratification.

This Constitution and By-laws were successfully gone through the newly appointed sets
Officers of the Society of Young Agriculturists-wide ratification called for this purpose in
October 2021.
