ORGANIZATION OF THE DEVOLUTION TRANSITION COMMITTEE OF BARANGAY 14

WHEREAS, the Supreme Court held that all collections of national taxes, except
those accruing to special purpose funds and special allotments for the utilization and
development of the national wealth, should be included in the computation of the base of the
just share of LGUs;”
WHEREAS, the total shares of local government units from national taxes is
expected to significantly increase in line with the implementation of the Mandanas ruling;
WHEREAS, EO 138, series of 2021 was issued on the full devolution of certain
functions of the executive branch to local governments, creation of a committee on
devolution and for other purposes;
WHEREAS, the Committee on Devolution issued the Implementing Rules and
Regulations of Executive Order 138, S 2021;
WHEREAS, Section 15 of EO No. 138 dated June 1, 2021 mandates the local chief
executives to organize the Devolution Transition Committee:
NOW THEREFORE, I, MARCONI L. MARIANO , PUNONG BARANGAY by the
power vested upon me as the PUNONG BARANGAY of Barangay 14 _, Sto. Tomas Laoag
City do hereby order the ff.:
Section 1. Creation of the Devolution Transition Committee with the following
composition:
Chairperson : MARCONI L. MARIANO , Punong Barangay
Members : FELIX M. AYSON , Sangguniang Brgy.
RENE F. CARBONELL
MARILOU L. PAISTE
SAMUEL C. RABANG
ROMMEL T. RACELI
MARCOS S. MIGUEL

EDNAH MARIE A. BERNARDINPO , Brgy . Secretary
CRISPIN P. PASTOR , Brgy. Treasurer
CONCHITA P. FIESTA (at least 2 CSOs/NGOs who are
NELSON P. TAYLAN members of the BDC)

Section 2. Functions of the Devolution Transition Committee The Devolution

Transition Committee shall perform the following:

a) Shall be responsible for the preparation of the Barangay Devolution Transition

Plan to be submitted not later than the prescribed period set by the guidelines
issued by the Department of Budget and Management and the Department of the
Interior and Local Government;
b) Responsible on the monitoring of the implementation of the Barangay’s
Devolution Transition Plan; and

c) Perform such other functions, duties and responsibilities under 11032 (amending
RA 9485, its IRR and other issuances issued by the Authority.

Section 3. Secretariat. The Secretariat of the Barangay Devolution Transition

Committee shall be designated by the Punong Barangay;

Section 4. Repealing Clause. All prior issuances on the organization and functions
of the Devolution Transition Committee not inconsistent herewith shall be deemed
superseded by this Executive Order.

Section 5. Effectivity. This Executive Order shall take effect immediately.
