Introduction

As Construction activity will be started of Terminal Building at Biratnagar Airport. For smooth
and regular operation of the existing terminal we are hereby proposing our Site Management
and Security Plan. We ensure a healthy and safe construction site throughout its build. We have
proposed a Construction site layout plan which includes the detail layout of whole site and the
relationship of proposed work with the boundary of property nearby roads and nearby
buildings.

Furthermore, Construction site layout plan clarifies the clear location of proposed temporary
facilities like Security Gates, Site Office, Laboratory, Labor Camp, Equipment Yard, Stores,
Workshop, Material Dump area, Parking, Safety and Security Concerns.

Our Major Focus on construction site management includes:

● Minimizing Hazard for workers and visitors.
● Barrier Control
● Risk minimization
● Effective site Communication
● Construction Efficiency

Existing Site Detail

Demolish and Re-establishment

Existing parking is relocated to beside the Biratnagar Airport Residential Complex as shown
aside. Existing Access Road used for Airport Parking to be blocked for site security purposes
and new Access Road between canteen and Water Tank in order to access the Aviation Block
and waiting area. Furthermore, as the existing western access road is blocked for the proposal
of Steel Store and Steel Workshop, we have proposed new access road aside of proposed Steel
Store for easy accessibility.

Access Road is proposed connecting Kanchan Kesaliya Marg- Gate 1- Gate 5 which will be
mainly used for site material transportation.

Safety and Security Concern

As per the layout we will barricade the construction site area by using colored corrugated
sheets. Safety information boards, including the guideline of Safety to be followed inside site
area, warning signs and emergency contact detail, will be installed in our site.

Unauthorized Personnel are strictly prohibited to enter the site premises. Only Authorized
Personnel are allowed to enter the site with complete Personal Protective Equipment (PPE) and
Valid Site Pass. All Personnel have to go through the registration and security process at the
Entry gates. Same will be applicable for Transportation.

All Yards including Lab and Site offices will be equipped with a Fire Extinguisher and First-
Aid kit. Risk Zone Site Area will be alerted with different Stop and Prohibition Signage Board,
Warning Signage Boards, Emergency Information Signage Boards, Traffic Signage Boards and
Mandatory Signage Board, if necessary, will be barricaded with red color tapes or hard pipes
or wooden.

CCTV cameras will be installed in various locations, including the yard and offices, so that
complete site activity coverage can be monitored from the Control Room located at
Administrative Block. Inside and outside the perimeter of the site will be maintained with a
proper lighting system for security and clear visibility at night.

Site Gates

We have proposed 5 Nos. of Security Gates accessible to our construction site. All entrance
gates are secured with CCTV and Security Guards 24x7.

Gate-1: It is proposed in North side mainly used for the entrance of labor and Equipment

Gate-2: It is a main gate proposed at the Eastern side mainly used for the entrance of
personnel related to the site and materials used for construction.

Gate-3: It is proposed in the South-East Side mainly used for CAAN Office personnel
to access the site area.

Gate-4: It is proposed in the South-West Side used only for CAAN Staff Bike Parking.

Gate-5: It is proposed in the West Side mainly used for Steel workshop and Steel Store.

Administrative Block

We have proposed an Administrative Block at the North-East Side of the Proposed Terminal
Building that consists of 1 Client-Consultant Site Office, 1 Contractor Site Office, 1 Meeting
Hall, 1 Medical Camp, 1 Security Control Room (CCTV Control Room). The size of proposal
is as below.

● Client-Consultant Office - 8m x 5m
● Contractor Site Office - 10m x 5m
● Meeting hall- 6m x 4m
● Medical Camp- 4m x 4m
● CCTV Control Room - 3m x 4m

Also, we have proposed the Mesh of size 10m x 6m nearby the existing canteen

Laboratory Block
We have proposed a 20m x 30m Laboratory beside the existing residential building. The
Laboratory will be with adequate Laboratory equipment operated by competent Lab
Technicians for carrying out tests required for the selection and control of the quality of
materials and for the control of workmanship in accordance with Specifications and Project
Requirement. The Laboratory will be equipped with below listed equipment details.

● Slump Cone with Base and Graduated Tamping Rod - 2 Sets


● Heavy Duty Concrete Cube Moulds, 150mm Cubes, with Base - 12 Sets
● Concrete Cube Crushing (set) Machine with Spherically Seated Block and Platens for
Mortar Test - 1 Set
● Mortar Flow Apparatus with Cone - 2 Sets
● Vicat Apparatus - 1 Set
● Standard Sieves for Aggregate - 2 Sets
● Electric Oven - 1 Set
● Any other test equipment as required and instructed by the project manager

Labor Camp and Equipment Yard

The Labor Camp and Equipment Yard is proposed on a leased area located at the Northern
side, easily accessible through Kanchan Kesaliya Marg. Access Road is proposed connecting
Gate-1 and Kanchan Kesaliya Marg which will be mainly used for site material transportation.

Labor Camp and Equipment Yard are facilitated with 5 Nos. of Toilet including Bathing area
and Mesh.

Material Dumping Area including Rebar and Cement Store

We have proposed Material Dumping Area including Rebar and Cement Store in North-West
Side, Nearby the existing Temple. The existing Temple will be relocated upon the completion
of site activities. All the construction material will be transported to dump area via Kanchan
Kesaliya Marg-Proposed Access Road (Beside Equipment Yard)-Gate No 1 (with full security
check).

Aggregate, Sand, Brick, Stone, etc. are stored in specific dumping area whereas Rebar and
Cement are stored in a suitable weatherproof structure of which the interior shall be dry and
well ventilated at all times. Rebar fabrication area is proposed in front of the rebar store.

Steel Store and Workshop

Steel Store and Workshop is proposed nearby existing Weather Forecast Station which is
completely barricaded by colored corrugated sheet accessible only through Gate No 5. Steel
Material will be transported Kanchan Kesaliya Marg-Proposed Access Road (Beside
Equipment Yard)-Gate No 1 (with full security check)-Proposed 8m Access Road for
Construction-Gate No 5.

All Steel fabrication work will be carried out only in Steel workshop yard with proper safety.

Power Hub Area

Power Hub Area includes Transformer, Generator and Electrical which is proposed nearby
Residential Building and Proposed Lab. 50KVA Transformer has been proposed for temporary
supply of electricity in order to operate the site activities. In addition to transformer, we have
proposed 50 KVA Generator as alternative electric power source. The power hub area will be
barricaded by chainmesh and Warning Signage Boards will be installed for security purpose.
Only Authorized and Skilled Personnel are allowed to enter the Power Hub Area with complete
Personal Protective Equipment (PPE)
