NOTICE INVITING QUOTATION

BIHAR Renewable Energy Development Agency (BREDA) invites Proposal for “Providing a
Detailed Project Report (DPR) including a strategic road map and techno-commercial
feasibility analysis of installation of solar PV options available at Hydro Electric Power Plants
in Bihar (Zone-I)”

Scope Matrix: -

The objective of the scope is to prepare a strategic road map for installation of solar power plants on
the roofs, vacant lands & power channels available and develop Detailed Project Report (DPR) for
Bihar Hydroelectric Power Corporation (BHPC) to develop solar PV power projects at various
feasible locations in their Hydro Electric Plants. The DPR shall comprise of the following:

Techno-Economic feasibility for each location: -

 Identify Commercial benefits accruing to each location.


 Identify Technology & resources available and impact of future developments.
 Techno-commercial feasibility study for complete substitution of group-wide existing
power requirement with Solar - Centralized / Decentralized per plant.
 Identifying constraints / limitations if any in developing solar project at the location and
way forward in overcoming the same.
 Roadmap for installing Rooftop/Ground Mount/Canal Top/Floating solar projects
within the plant for captive use focusing on key issues like State policies/regulatory
provisions, technical aspects, power evacuation infrastructure etc.
 Carry out an in-depth assessment of the requirements as outlined above to design
optimal energy sourcing and generation strategy given state policy, various
implementation models and financing options available.
 Assessment of power cost for each plant along with an estimate of savings for possible
procurement of solar Power under Capex/Opex/Group Captive/Third Party Open
Access models etc. including options for financing under different models.
 Identify Risks and threat of obsolescence.
Structuring & Financing: -

 Present various strategic options available to company regarding building a renewable


energy vertical within the group and will lead a make/buy discussion with company’s
management.
 Suggest the optimal way of financial structuring to fund the project i.e. in-house vis-a-
vis outsource
 Suggest whether captive / group captive will be better suited in terms of optimizing the
overall cost of power.
 Develop financial model for the overall RE business and each of the solar Plant.
 Suggest whether a separate power company will better cater to the needs of managing
the power business or the same can be managed within BHPC.
