STEP 3. CONDUCT CMO ASSESSMENT: HISTORY

During the ancient era, the Zamboanga peninsula was a vast territory home to
various ethnic groups - the largest of which was the Subanen people. Later on, the
southern coastal areas of the region was under the influence of the Javanese Majapahit
Empire, although the empire never did conquer the area
In 2001, President Gloria Macapagal-Arroyo, signed EO No. 36 which reorganized
and renamed Western Mindanao to Zamboanga Peninsula. It was silent on the issue of
regional government centers. Memorandum Circular No. 75, signed in 2004 by Executive
Secretary Eduardo Ermita, directed the transfer of regional offices from Zamboanga City to
Pagadian citing EO 429 as its legal basis
A moratorium on the transfer under Memorandum Circular No. 11 was issued on
December 22, 2010 citing the high economic and social costs that the employees were
experiencing in maintaining two residences and in fully transferring to Pagadian. It further
directed all regional offices that are already in Pagadian to continue their operations.

Zamboanga Peninsula (Tagalog: Tangway ng Zamboanga; Chavacano: Peninsula


de Zamboanga; Cebuano Lawis sa Zamboanga) is an administrative region in
the Philippines, designated as Region IX. It consists of three provinces (Zamboang del
Norte, Zamboanga Sibugay and Zamboanga del Sur) including four cities
(Dapitan, Dipolog, Isabela, Pagadian), and the highly urbanized city of Zamboanga City.
The region was previously known as Western Mindanao before the enactment
of Executive Order No. 36 on August 12, 2015. The city of Zamboanga was designated as
the regional center until Pagadian was designated as its new regional center, although
Zamboanga City remains the region's cultural, economic, and educational center

The region is located on the eponymous Western Mindanao of the island


of Mindanao that lies between the Moro Gulf (part of the Celebes Sea) and the Sulu Sea.
Along the shores of the peninsula are numerous bays and islands of varying sizes. The
peninsula is connected to the rest of Mindanao through an isthmus situated
between Panguil Bay and Pagadian Bay. The region consists of the three Zamboanga
provinces and the highly urbanized independent city of Zamboanga, and the boundary
between the peninsula and mainland is artificially marked by the border between the
provinces of Zamboanga del Sur and Lanao del Norte.

As diverse as the Mindanao Island Group can be, the same is true for the religions embraced
by its populace. The island registered a total population of 24,135,775 as of the 2015 Census of
Population.
Roman Catholic and Islam are the two religions most widely s
 
pread across Mindanao. These two denominations together cover the religious affiliation of more
than half of the islands’ population.
 
Around 57 percent of its citizens claim membership in the Roman Catholic Church and about 23.4
percent declared Islam as their religious

It has the first export-processing zone in Mindanao. Farming and fishing are the main
economic activities of the region. It also has rice and corn mills, oil processing, coffee berry
processing and processing of latex from rubber. Its home industries include rattan and furniture
craft, basket making, weaving and brass work. Dipolog City is home to a number of Bottled
Sardines Companies which are being exported abroad. Dakak Park and Beach Resort can be
found in Dapitan it is one of the most visited places in the region along with Gloria's Fantasyland
the first and only theme park in Vismin.

The region has vast forest resources and previously used to export logs, lumber, veneer and
plywood. Mineral deposits include gold, chromite, coal, iron, lead, and manganese. Among its non-
metallic reserves are coal, silica, salt, marble, silica sand, and gravel. Its fishing grounds are
devoted to commercial and municipal fishing. It has also aqua farms for brackish water and
freshwater fishes.

The economic fulcrum of the region lies at the center of the peninsula that is the area connecting
Ipil and Liloy. It has the fastest economic activity of the region. The 50-kilometer link between the
north and the south would act as the main artery of economy in the region.

The LGUs’ income per capita is extremely low, with high poverty incidence; many families
live below the poverty threshold. Household access to piped-in water supply (level III) is also very
low. There is difficulty in accessing water, as well as electricity. The crude death rate among
infants is abnormally high because of common illnesses prevalent among children.
The ratio of government health workers to the population is almost similar throughout all LGUs in
the region, with one doctor per population of over 20,000. The Department of Health (DOH)
recommends a health worker population ratio of one doctor and one nurse per 20,000 population,
and one midwife per 5,000 population (Magna Carte for Health Workers). The limited number of
personnel services and health facilities are due to the restrictions of the Department of Budget and
Management (DBM). Not all health facilities have a complete line up of health professionals while
health centers lack medical equipment and resources. Patients with major illness and surgical

There are many and diverse political parties in western Mindanao . Most party
membership consists primarily of political figures and leaders, with little or no grassroots
membership
The Philippines has a multi-party system with numerous political parties, in which no one party
often has a chance of gaining power alone, and parties must work with each other to
form coalition governments for political expediency and convenience. Since no political parties
have sustaining membership to which party leaders are developed, most of the political parties
have the rise-and-fall-and-rise character.
There are three types of political parties. These are: (a) major parties,which typically
correspond to traditional political parties; (b) minor parties or party-list organizations, which rely
on the party-list system to win Congressional seats; and (c) regional or provincial parties, which
correspond to region-wide or province-wide organizations, respectively.
 Local political leaders in Sulu and Basilan are generally critical of the ASG. However, some
political personalities in these provinces have been reported to be providing support to the
group in terms of logistics requirements, albeit covertly.

 Some local political leaders in Central Mindanao are supportive to the BIFF and FTs/LTGs
while selective political personalities in Lanao and Zamboanga Peninsula have been providing
logistics and financial requirements to local threatgroups.

Zamboanga del Sur has the highest number of elementary enrolment supported by the
national government with the assistance of the LGUs. There is now a greater number of school
children enrolled in government schools for elementary and secondary levels compared to other
years. The three provinces in the region have comparable population except for the two cities,
Dipolog and Pagadian. It will require a total of 3,204 classrooms to provide a standard classroom
ratio of 1:45 for elementary grade following the increasing trend of enrolment until 2020. There are
still primary and elementary school with no functional classrooms. Additional teachers are also
needed to accommodate the first graders and increased enrollment especially in far-flung
barangays.
