Module Overview
In this module, you will be provided with information about the study conducted by the Dangerous Drugs
Board. This is the lead government agency which plans, establishes and initiates programs and projects
necessary to combat and reduce the illegal distribution, manufacture and sale of drugs of abuse. You will also
be introduced to basic terms used in the study of substance use and abuse. Activities are provided to further
develop knowledge, skills and attitudes towards the topic.

The 2016 International Narcotics Control Strategy Report (INCSR) revealed that the Philippines continues to
wage an ongoing struggle against drug abuse and drug trafficking. Reported usage of “shabu,” street name of
methamphetamine, continues to grow as the country’s most significant drug problem. Endemic poverty,
corruption, and extremely porous borders create an environment where drug trafficking is very lucrative. The
geographic location of the Philippines has made it a major hub for drugs in Southeast Asia. This has contributed
to more incidents of Filipinos getting arrested in other countries for transporting or selling drugs.
According to a February 2015 data from the Philippine Drug Enforcement Agency (PDEA), one-fifth of
barangays or villages in the Philippines have drug-related cases. Metro Manila is the region most affected by
drugs with 92% of its barangays having drug-related cases.
The Catholic Bishops’ Conference of the Philippines (CBCP) recognizes the problem on drugs. In a
pastoral letter in July 2015 titled “Addiction, Freedom, and Disciples, the CBCP focused on the issue of drug
addiction in the country. The letter pointed out how shabu or the “poor man’s cocaine” has become “daringly
ubiquitous, oftentimes peddled openly in parks, bars, and street corners.”
o Drugs are any substance or chemicals which when taken into the body either through nasal, oral,
transdermal or intravenous way have psychological, emotional, and behavioral effects on a person.
o Drugs of Abuse are drugs commonly abused by users. In the Philippines the three drugs of abuse are
shabu, marijuana and inhalants.
o Drug Dependence is a cluster of psychological, behavioral and cognitive phenomena of variable
intensity in which the use of a drug takes on a high priority thereby creating a strong desire to take the
substance.
o Drug Misuse is the use of substance incoherent or inconsistent with the prescribed dosage or frequency
of use.
o Drug Abuse is the used of substance for non-medical purposes. Abuse leads to organ damage like brain
damage and liver damage, addiction and troubled behavioral patterns.
o Drug Tolerance is the condition of the body to adapt to the effects of substances to the body thus
requiring an even larger amount of the substance to experience the same psychological and mental effect
experienced when taking the smaller dosage.

Drug Classifications
Stimulants
Medications that increase alertness, attention, energy, blood pressure, heart rate, and breathing rate.
 Short-term effects: Increased alertness, attention, energy; increased blood pressure and heart rate
 Long-term effects: Heart problems, psychosis, anger, paranoia

Central Nervous System Depressants
Medications that slow brain activity, which makes them useful for treating anxiety and sleep problems
 Short-term effects: Drowsiness, slurred speech, poor concentration, confusion, dizziness, problems with
movement and memory, lowered blood pressure, slowed breathing.
 Long-term effects: Unknown
Hallucinogens
Substances that distort the perception of reality
 Short-term effects: increased heart rate, nausea, intensified feelings and sensory experiences, changes in
sense of time
 Long-term effects: speech problems, memory loss, weight loss, anxiety, depression and suicidal
thoughts

Common Drugs

 Alcohol
A depressant, which means it slows the function of the central nervous system
 Short-term effects: Reduced inhibitions, slurred speech, motor impairment, confusion, memory
problems, concentration problems
 Long-term effects: development of an alcohol use disorder, health problems, increased risk for
certain cancers
 Cocaine
A powerfully addictive stimulant drug made from the leaves of the coca plant native to South
America
 Short-term effects: Narrowed blood vessels, enlarged pupils, increased body temperature, heart
rate, and blood pressure, headache, abdominal pain and nausea, euphoria
 Long-term effects: Loss of sense of smell, nosebleeds, nasal damage and trouble swallowing
from snorting, infection and death of bowel tissue from decreased blood flow
 Heroin
An opioid drug made from morphine, a natural substance extracted from the seed pod of various
opium poppy plants
 Short-term effects: Euphoria, dry mouth, itching, nausea, vomiting, analgesia, slowed
breathing and heart rate
 Long-term effect: Collapsed veins, abscesses (swollen tissue with pus), infection of the lining
and valves in the heart, constipation and stomach cramps, liver or kidney disease, pneumonia
 Methamphetamine
A stimulant drug chemically related to amphetamine but with stronger effects on the central nervous
system
 Short-term effects: Increased wakefulness and physical activity, decreased appetite, increased
breathing, heart rate, blood pressure, temperature, irregular heartbeat
 Long-term effects: Anxiety, confusion, insomnia, mood problems, violent behavior, paranoia,
hallucinations, delusions, weight loss
 Marijuana
Made from the hemp plant, Cannabis sativa. The main psychoactive (mind-altering) chemical
in marijuana is delta-9-tetrahydrocannabinol, or THC.
 Short-term effects: Enhanced sensory perception and euphoria followed by
drowsiness/relaxation; slowed reaction time; problems with balance and coordination
 Long-term effects: Mental health problems, chronic cough, frequent respiratory infections
 Opioids
Pain relievers with an origin similar to that of heroin. Opioids can cause euphoria and are often used
non-medically, leading to overdose deaths.
 Short-term effects: Pain relief, drowsiness, nausea, constipation, euphoria, slowed breathing,
death
 Long-term effects: Increased risk of overdose or addiction if misused
