FOREWORD

PETRONAS Technical Standards (PTS) has been developed based on the accumulated knowledge,
experience and best practices of the PETRONAS group supplementing National and International
standards where appropriate. The key objective of PTS is to ensure standard technical practice across
the PETRONAS group.

Compliance to PTS is compulsory for PETRONAS-operated facilities and Joint Ventures (JVs) where
PETRONAS has more than fifty percent (50%) shareholding and/or operational control, and includes all
phases of work activities.

Contractors/manufacturers/suppliers who use PTS are solely responsible in ensuring the quality of
work, goods and services meet the required design and engineering standards. In the case where
specific requirements are not covered in the PTS, it is the responsibility of the
Contractors/manufacturers/suppliers to propose other proven or internationally established standards
or practices of the same level of quality and integrity as reflected in the PTS.

In issuing and making the PTS available, PETRONAS is not making any warranty on the accuracy or
completeness of the information contained in PTS. The Contractors/manufacturers/suppliers shall
ensure accuracy and completeness of the PTS used for the intended design and engineering
requirement and shall inform the Owner for any conflicting requirement with other international codes
and technical standards before start of any work.

PETRONAS is the sole copyright holder of PTS. No part of this document may be reproduced, stored in
a retrieval system or transmitted in any form or by any means (electronic, mechanical, recording or
otherwise) or be disclosed by users to any Owner or person whomsoever, without the prior written
consent of PETRONAS.

The PTS shall be used exclusively for the authorised purpose. The users shall arrange for PTS to be kept
in safe custody and shall ensure its secrecy is maintained and provide satisfactory information to
PETRONAS that this requirement is met.

ANNOUNCEMENT

Please be informed that the entire PTS inventory is currently undergoing transformation exercise from
2013 - 2015 which includes revision to numbering system, format and content. As part of this change,
the PTS numbering system has been revised to 6-digit numbers and drawings, forms and requisition to
7-digit numbers. All newly revised PTS will adopt this new numbering system, and where required make
reference to other PTS in its revised numbering to ensure consistency. Users are requested to refer to
PTS 00.01.01 (Index to PTS) for mapping between old and revised PTS numbers for clarity. For further
inquiries, contact PTS administrator at ptshelpdesk@petronas.com.my

1.0 INTRODUCTION

This PTS provides the minimum technical requirements and gives recommendations for Leak
Detection Systems (LDS) or Computational Pipeline Monitoring (CPM).

This PTS adopts API 1130 with additional requirements as amendment and supplement based
on PETRONAS lessons learnt and best practices.

1.1 SCOPE

1.1.1 This PTS covers the selection process and application requirements of LDS or CPM for offshore
and onshore liquid and gas pipelines designed based on ASME B31.4, ASME B31.8 and or DNV-
OS-F101 respectively.

1.1.2 Various technologies for LDS or CPM covered in this PTS are as follow:
i. Mass/flow balance
ii. Acoustic
iii. Fibre optics

1.2 GLOSSARY OF TERMS

1.2.1 General Definition of Terms & Abbreviations

Refer to PTS Requirements, General Definition of Terms, Abbreviations & Reading Guide PTS

1.2.3 Specific Abbreviations

1.3 SUMMARY OF CHANGES

This PTS 11.33.02 replaces PTS 31.40.60.11 (September, 2012).

2.0 REQUIREMENT FOR LEAK DETECTION

The needs for LDS or CPM shall be determined via Quantitative Risk Assessment (QRA) to be
conducted during FEED or Basic Design stage. QRA shall follow PTS 16.71.04.

If regulation or legislation in host country is mandatory for LDS or CPM to be installed, QRA can
be omitted.

The selection of technology of LDS or CPM should consider as a minimum the following:
i. Product type
ii. Operating conditions/requirements
iii. Environment conditions e.g. offshore, onshore, buried under concrete/bitumen
tarmac, remoteness, etc.
iv. Telecommunication system e.g. SCADA
v. Regulatory requirement on hydrocarbon release, if any

3.0 AMENDMENT/SUPPLEMENT TO API 1130

In this section, the reference clauses of API 1130 are amended or supplemented, existing
clause is deleted or new sections are added as mentioned. Clauses of API 1130 that are not
mentioned in this PTS shall apply and remain valid.

Delete Figure 4 in Annex C and replace with the following:

Performance criteria of LDS or CPM shall be determined based on the following:

 Findings from QRA

 Emergency response philosophy and requirement
 Hydraulic simulation for emergency case study

In the absence of the above the following should be used as a minimum:

Performance Qualitative Performance Criteria Value
Metric Specification
Sensitivity Minimum detectable leak rate 1 % of normal flow
Minimum detectable leak volume 1 % of calculated flow
within 1 hour
Maximum volume loss prior to alarm 1 % of calculated flow
