Project Proposal Basic Information

A. Title of the Project Proposal

This Project Proposal is entitled “Doon po sa Amin: May pa Wi-Fi si

Mayor.” It aims to provide Accessible Internet Connection to Senior High School

and College Students in various communities.

B. Location

There is no specific location that this project proposal is targeting for the

proponents aims to provide solution applicable to all communities that can

provide Internet Connection aid to senior high school and college learners on

their community amid the pandemic.

C. Duration (Number of Days, Weeks, Months or Years as Applicable)

The duration of this project will last until the end of this Covid-19 pandemic

or until the resume of face-to-face classes. Due to Internet connectivity problems

or data connectivity among low-income families of senior high school and college

students for online classes, this project proposal aims to provide them internet

connection until face-to-face mode of learning is permitted to continue.

D. Possible/Target Partner Agencies (if Applicable, indicate for possible

sponsorship)

The group aims to partner up with the local government units and various

non-government organizations for funding and support in the project. If possible,

the group will try to acquire sponsorship from an internet service provider. The

acquired funds from the sponsors will be used mainly for the expenses of the

project.

E. Target Community and Main Beneficiaries

The main beneficiaries of this project are barangays with students from

low-income families that cannot establish a decent internet connection. There are

two types of remote learning: Asynchronous (Module-based) and Synchronous

(Online class). The team prioritizes college and senior high school students, that

mostly go through online class, since these students need a decent internet

connection for online classes.

Rationale

The spread of the Coronavirus (COVID – 19) worldwide has created a global health crisis that
has affected the lives of many. Due to this pandemic, the everyday routines of the people have
been disrupted, specifically the students’ classes and learning cycle. Almost half a year passed
since the Department of Education and the Commission on Higher Education opened the
classes last October 24, 2020, with the utilization of various learning management systems such
as Microsoft Teams, Zoom, and Google Meet. Aside from modular learning, online classes are
the only alternative to continue classes without having to risk one’s life and to abide by the
protocols given by the government. This project entitled “Doon po sa Amin: May pa Wifi si
Mayor'' aims to aid and support to learners who are having difficulties coping up with the new
remote learning system, such as experiencing internet connectivity problems or individuals who
are unable to afford data connection. This proposal intends to equip individuals with internet
connection located in areas that observe in accordance with the health protocols. The primary
beneficiaries of this project will be Senior High school and college students ages 16 and above.

Description of the Project


A pandemic is a disease outbreak that spreads across countries or continents. It

affects many people in the world and takes lives of people who inhibit the disease. The

World Health Organization (WHO) declared 2019 Novel Coronavirus Disease (COVID-

19) to be a pandemic when it became clear that the illness was severe, and it spread

quickly over a wide area.

caused by a newly discovered coronavirus

(SARS-CoV-2, previously known as 2019-

nCoV) which received global attention from

growing infections and on how to eradicate the

Most people infected with the virus

experienced mild to moderate respiratory illness and recover without requiring special

medication. Older people, and those with underlying medical problems like

cardiovascular disease, diabetes, chronic respiratory disease, and cancer are more

likely to develop serious illness.

The COVID-19 virus spreads through droplets of saliva or discharge from the

nose when an infected when an infected person coughs or sneezes. The best way to

prevent and slow down transmission is to be well informed about the virus, the disease

it causes and how it spreads. Washing of hands or using sanitary products like alcohol

frequently and not touching you face is the way a person must do to protect themselves.

The latest COVID-19 data report by Department of Health, there are total of

491,258 cases were confirmed. The Philippines is about to secure 90 million doses of

COVID-19 vaccines within the month of February, on the top of the 30 million doses of

Covovax from the Serum Institute of India and 25 million doses of Sinovac vaccines, as

well as advance purchases of local government units and private firms through tripartite

agreement. In total, the national government is expected to secure 145 million vaccine

doses within the month, as it targets to inoculate up to 70 million Filipinos this year.

According to the COVID-19 Philippines HRP (2021), different measures were

introduced by the government, including a community quarantine in Metro Manila that

extended to Luzon and other parts of the country; its testing capability was expanded

from one national reference laboratory with the Research Institute of Tropical Medicine

(RITM) to 7,565 approved testing laboratories across the country.

The government’s primary measure to control and restrict the transmission of

COVID-19 is the community quarantine, which has varying strictness. The most

restrictive of interventions and the highest in coverage is known as the Enhanced

Community Quarantine (ECQ), which was implemented over Luzon and lasted for a

couple of months. After some time, the stringency of the quarantine varied, going from

ECQ to General Community Quarantine (GCQ), which is a less strict form of quarantine.

Then it varied to Modified Enhanced Community Quarantine (MECQ), which is another

increased strict form of quarantine (COVID-19 Philippines HRP, 2021).

As the quarantine and stringent social distancing measures were implemented it

affected various factors of the society. This includes cancellation of classes and school

events, forbidding of gatherings, the limited movement for access to necessities,

limitations on land, air, and sea travel, and the establishment of a curfew.

According to the memorandum released by the Department of Education,

constructive school closures are one of the most effective non-pharmaceutical

measures that people can deploy. The suspension of classes resulted to DepEd being

able to apply their Open Educational Resources (OER) under its Digital Rise Project. To

be able to continue delivering the curriculum, alternative modes are to be adopted.

These alternatives range from paper-based modules to technology-based solutions for

students who have access to mobile devices and an internet connection. Based on the

report of COVID-19 Philippines HRP (2021), the continued closure and implementation

of strict social distancing initiatives in classrooms, community learning centers, and child

development centers has affected over 8.5 million learners in the targeted communities.

Considering the uncertainty regarding the resumption of classes, and that most schools

would not be able to implement reduced class sizes due to small classrooms. The

rational solution is alternative learning delivery modalities such as internet, television,

radio, SMS, print-based take-home modules, and other distance education

mechanisms.

The COVID-19 pandemic gas brought

sector, and no one can predict when it will end.

Every country is presently implementing plans and

procedures on how to contain the virus, and the

infections are still continually rising. In the

Most countries around the world have temporarily closed educational institutions

to sustain the spread of COVID-19 pandemic and reduce infections. This closure has

affected more than 1.2 billion learners worldwide with more than 28 million learners in

the Philippines (UNESCO, 2020). Responses like community lockdown and community

quarantine of several countries have led students and teachers to study and work from

home which led to the usage of online learning platforms. However, the implementation

of online learning posed different risks, problems, and challenges to both the teacher

and students, especially in the higher education institution.

Nowadays, students are staying at their homes due to the lockdown policy

implemented by the government. However, learning should not halt. The education

sector introduced various solutions during the pandemic to continue the education

process. Different online learning platforms such as google classroom, zoom meeting,

and Microsoft Teams were introduced (UNESCO 2020). The Department of Education

emphasized that it would not necessarily mean that teachers and learners will go to

schools and learn inside the classrooms and devised various modalities to ensure that

online learning a choice among all others in this new learning environment (DepEd,

2020). Similarly, in the higher education institutions, new normal would-be virtual

classrooms. The Commission on Higher Education suggested to strengthen online

platforms which brought many issues towards the capabilities of students to join the

new remote learning policy. The implementation of the new learning system poses

many problems like limited internet access, no gadgets, and the poor. According to

Akamai (2017), the Philippines has the lowest internet connectivity in Asia which led to

series of internet connectivity problem to students.

This project proposal aims to provide students access to an internet connection

that they can use for attending online classes. It provides aid to learners 16 years old

and above, who lack the capabilities to adhere to the new online learning system that

the government is currently implementing. The proponents propose to provide an

allocated area with an internet connection that can be used by learners experiencing

difficulties with the new online setup. The current implemented rules state that citizens

with the age of 16 and above (applicable to Senior High School and College students)

can go outside abided by the protocols when in public areas. The municipality can

allocate a specific location accessible to all learners in the community, such as public

schools with large landmass and strong internet signal. The safety of the individuals and

adherence to all the protocols have been considered by the proponents. Violation of

social distancing should not be a problem as the locations to be considered are areas

that are wide and will fit the appropriate number of students. Another factor contributing

to this is that as students come from different departments, their schedules would not

overlap and therefore avoid conflict and the formation of crowds or various individuals in

one area. Stringent safety and health guidelines such as fulfillment of health declaration

forms, thermal scanning, wearing of face masks and face shields before entering the

area are also taken into account.

Objectives

In this portion of the paper, we will assess the different goals and objectives that the

students aim to achieve in the duration of the activity.

This project aims to create a way for students to have internet accessibility within

their barangays, for free. This project aims to cater students, ages sixteen (16) years old

and above or, Senior High school age/ tertiary level students, who need internet

connectivity for their online classes. The project aims to help those students who are

having troubles and are of necessity.

With the proper allocation of funds and budget, this project is expected to see visible

and tangible results in as early two (2) weeks.

This project meets the standards and is deemed feasible, due to the following reasons:

1. The project’s aim will be met, because it is common and accessible to most

places around the country.

2. It is cost-effective.

3. It is achievable, and sustainable in the majority of areas that are aimed to be

locations of the said project.

4. The project aims to provide FREE internet modems, routers and receptors to

provide free internet service connections for senior high school students, to

be used in their online classes; research purposes; communication for

projects; and activities related to their curriculum.

5. The goal is expected to be met within the 2-week period, in controlled

condition, it will be met.

6. The project at its most obvious reasons, are indeed achievable and realistic,

because there are possible present resources within the area.

The objectives given above, are carefully constructed, and made by the project

creators, with the benefit of the public in mind, meeting the satisfaction of multiple

paradigms and models of efficacy, beneficially of all the stakeholders given, necessity

and cost-effectiveness. The people who have formulated these objectives believe that

the project will serve its purpose, well aligned to the best intent of the people and of the

project.

The aim of this report is to give you a better understanding of our budget as well
