CHAPTER 1: INTRODUCTION

For the Geotagging of Missing Building Points from Processed Post-Census


Maps and EA Delineation for the Development of Enumeration Area Reference File
(EARF) for the 2022 Census of Agriculture and Fisheries (2022 CAF), the Philippine
Statistics Authority (PSA) aims to update the post-processed statistical data and
geospatial information collected during the conduct of 2020 Census of Population and
Housing (2020 CPH), delineate Enumeration Areas (EA) for the development of
Enumeration Area Reference File (EARF), and modify Block Maps as preparation for the
conduct of 2022 Census of Agriculture and Fisheries (CAF). Furthermore, integrating
these updated data to the current GIS-based census maps is paramount to the
organization’s goal of technological advancement.

This undertaking primarily involves the geo-tagging, delineation, and block


mapping. This activity likewise includes the conduct of field validation activities and
evaluation of the processed maps.

The implementation of this activity will be simplified into four major processes: 1)
Geo-tagging missing geo-tagged building structures, 2) Pre-processing, field validation,
and post-processing for EA delineation, 3) Modification of block maps, and 4) Evaluation
of prepared maps.

The inputs for this preparation of maps activity are taken from previous mapping
operations and past census activities particularly the past validation of Secondary
Sampling Units (SSUs), 2015 Census of Population (Popcen 2015), 2017-2019 Geo-
tagging of Building Structures, 2019 Integrated Census Map Updating, 2020 Block
Mapping, 2020 Census of Population of Housing (2020 CPH), 2021 Scanning of Post-
Census Maps, and 2021 Processing of Post-Census Maps.

The goal of the Geotagging of Missing Building Points from Processed Post-
Census Maps and EA Delineation for the Development of Enumeration Area Reference
File (EARF) for the 2022 Census of Agriculture and Fisheries (2022 CAF) is to establish
the updated geographical and census information of the unmatched BSN of geo-tagged

buildings listed in CPH Forms 2 and 3 all over the Philippines, as well as, delineate the
Enumeration Areas (EAs) in order to produce the 2022 Enumeration Area Reference File
(2022 EARF) and block maps in preparation for the conduct of the 2022 Census of
Agriculture and Fisheries (2022 CAF). Moreover, PSA’s goal of achieving integrated
geospatial information with statistical data can be achieved through the continuous
development of GIS-based census maps. The output of this activity also serves as input
for future endeavors to be undertaken by other units of the PSA such as agricultural and
establishment-based surveys, remote sensing activities, environment-related activities,
and others.
This chapter focuses on the introduction and explanation of basic concepts
involved in the Geotagging of Missing Building Points from Processed Post-Census Maps
and EA Delineation for the Development of Enumeration Area Reference File (EARF) for
the 2022 Census of Agriculture and Fisheries (2022 CAF) activity—its general and
specific objectives, process flow, scope and coverage, and other necessary aspects
pertaining to the conduct of this undertaking.

1.1 THE GEOTAGGING OF MISSING BUILDING POINTS FROM PROCESSED POST-


CENSUS MAPS AND EA DELINEATION FOR THE DEVELOPMENT OF
ENUMERATION AREA REFERENCE FILE (EARF) FOR THE 2022 CENSUS OF
AGRICULTURE AND FISHERIES (2022 CAF) ACTIVITY

The Geotagging of Missing Building Points from Processed Post-Census


Maps and EA Delineation for the Development of Enumeration Area Reference
File (EARF) for the 2022 Census of Agriculture and Fisheries (2022 CAF) is an
activity which involves the geo-tagging of missing buildings covered in CPH Forms 2
and 3, the development of Enumeration Area Reference File (EARF), and the
preparation of block maps for the conduct of the 2022 CAF.
Included in this activity are the following: (1) the preparation of materials; (2)
conduct of geotagging activity for the missing geo-tagged building structures (Based
on the Matching of 2020 CPH Form 2 and 3 vs. Geo-tagged Building Points); (3)
preparation and pre-processing for the delineation of EA boundaries; (4) conduct of
field data validation of EAs subject for delineation; (5) post-processing for EA
delineation; (6) modification of block maps; lastly, (7) the evaluation and submission
of prepared maps. A significant number of mapping personnel will be involved in the
different phases of this undertaking.

1.2 OBJECTIVES

A. General Objective

The main purpose of the Geotagging of Missing Building Points from


Processed Post-Census Maps and EA Delineation for the Development of
Enumeration Area Reference File (EARF) for the 2022 Census of Agriculture and
Fisheries (2022 CAF) is to geo-tag the missing buildings listed in CPH Forms 2&3,
develop an Enumeration Area Reference File (EARF) with its accompanying delineated
EA boundary shapefiles, and to produce block maps for the conduct of 2022 CAF activity.

B. Specific Objectives
The Geotagging of Missing Building Points from Processed Post-Census Maps
and EA Delineation for the Development of Enumeration Area Reference File (EARF) for
the 2022 Census of Agriculture and Fisheries (2022 CAF) activity involves various
processes, each with specific purpose and objectives. The main processes: 1) Geo-
tagging of missing geo-tagged building structures, 2) Pre-processing, field validation, and
post-processing for EA delineation, 3) Modification of block maps, and 4) Evaluation of
prepared maps.

B1. Geotagging
1. To provide geographical information (x and y coordinates) to the missing
geo-tagged building structures (Based on the Matching of 2020 CPH Form
2 and 3 vs. Geo-tagged Building Points);
2. To prepare the maps that will be used for the geo-tagging of missing geo-
tagged building structures.

B2. Pre-Processing, Field Validation, and Post-Processing for the


Delineation of EA Boundaries
1. To identify barangays/EAs subject for delineation;
2. To identify the proposed EA boundary of the barangay/EA subject for
delineation;
3. To validate the proposed EA boundary delineation in the field;
4. To develop an Enumeration Area Reference File (EARF) for the 2022 CAF.

B3. Modification of Block Maps


1. To modify the block maps currently being used by the field offices;
2. To generate the block maps for printing;
3. To prepare the maps for the conduct of the 2022 CAF.

B4. Evaluation of Prepared Maps


1. To review the quality and accuracy of the prepared EA and Block maps
based on various indicative measures.

1.3 SCOPE AND COVERAGE

The geo-tagging of missing buildings, the delineation of EAs for the development
of the 2022 Enumeration Area Reference File (EARF), and modification of block maps
is a nationwide activity that involves all cities and municipalities of the Philippines. All
areas are subject to geo-tagging, pre-processing, post-processing, field validation,
and evaluation.

1.4 LEVELS OF TRAINING

The Geotagging of Missing Building Points from Processed Post-Census


Maps and EA Delineation for the Development of Enumeration Area Reference
File (EARF) for the 2022 Census of Agriculture and Fisheries (2022 CAF) activity
requires all personnel involved in the undertaking to acquire thorough knowledge on
the concepts, procedures, and instructions applied on each phase of the activity. For
such purpose, three levels of training will be conducted: 1) Task Force Training, 2)
Second Level Training, and 3) Third Level Training.

The Task Force Training shall be conducted and spearheaded by the Central
Office (CO) technical mapping personnel and subject matter specialists. The Regional
Focal Persons (RFPs) and selected Provincial Focal Persons (PFPs) shall attend as
participants in this training.

The Second Level Training, on the other hand, shall include the Regional
Directors (RDs), Statistical Operation Coordination Division Heads (SOCD Heads),
Chief Statistical Specialists (CSSs), Provincial Focal Persons (PFPs), Map Data
Processors (MDPs), and Map Data Reviewer (MDR-RSSO, MDR-PSO). The
participants who attended the Task Force Training are required to serve as trainers
for the Second Level Training.

The Third Level Training shall be attended by Chief Statistical Specialists


(CSSs), Regional Focal Persons (RFPs), Provincial Focal Persons (PFPs), Map Data
Verifier (MDVs), and all other personnel hired from each province within the region.
The participants who attended the Second Level Training are required to serve as
trainers for the Third Level Training.

1.5 ORGANIZATIONAL SET- UP FOR THE GEOTAGGING OF MISSING BUILDING

The PSA Central Office is establishing an organizational set-up for the Geotagging
of Missing Building Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022 Census of
Agriculture and Fisheries (2022 CAF) activity. The corresponding roles of each field
personnel considered for this undertaking, is of paramount importance towards this
organizational set-up. Every role is expected to be performed with undulating
responsibility to therefore ensure the proper conduct of each phase of the processing
activity.

At the apex of the organizational set-up is the National Statistician (NS) of the PSA
from the Office of the National Statistician (ONS). Under the ONS, the Censuses and
Technical Coordination Office (CTCO) provides supervision and direction towards the
National Censuses Service (NCS) and Information Technology and Development Service
(ITDS) regarding the development of plans for the 2021 Processing of Post-Census Maps
activity. The formulation of concepts and procedures for this undertaking is directly
spearheaded by the Census Planning and Coordination Division (CPCD) and Agriculture
and Fisheries Census Division (AFCD) of NCS, alongside the Systems Operation and
Infrastructure Division (SOID) – Geospatial Mapping Unit of ITDS.

For the implementation of this undertaking in the field, the PSA Regional Statistical
Services Office Director (RSSO-RD), through the Chief Statistical Specialist (CSS) of the
Statistical Operations and Coordination Division (SOCD), holds the responsibility of
coordination, monitoring, and supervision of Geotagging of Missing Building Points from
Processed Post-Census Maps and EA Delineation for the Development of Enumeration
Area Reference File (EARF) for the 2022 Census of Agriculture and Fisheries (2022 CAF)
activity in all of the provinces under the region. Further downward of the organizational
set-up is the Provincial Statistics Office (PSO) where, the CSS of the PSO is responsible
for the successful and effective conduct of the undertaking. In addition, the CSS must
ensure that the entirety of the concepts and procedures of the activity have been
efficiently and continuously implemented in the office.

The RSSO and PSO are required to effectively maintain their respective internal
ad hoc GIS Units. As stated in the set-up, the provincial internal GIS Unit is composed of
the CSS, Provincial Focal Person (PFP) for mapping, Map Data Processor (MDP), and
Map Data Validator (MDV). The regional internal GIS Unit, on the other hand, is
composed of the CSS, SOCD, and Regional Focal Person (RFP) for mapping.

Any regular personnel in the PSO and RSSO, who has been duly designated to
assume the responsibility to act as the PFP or RFP respectively, shall ensure the effective

and continuous function of the internal ad hoc GIS Unit. Furthermore, the PFP or RFP
shall establish the successful conduct and timely completion of the Geotagging of Missing
Building Points from Processed Post-Census Maps and EA Delineation for the
Development of Enumeration Area Reference File (EARF) for the 2022 Census of
Agriculture and Fisheries (2022 CAF) activity in his/her area of jurisdiction.
