During the conduct of enumeration for the 2022 Census of Agriculture and
Fisheries (2022 CAF), all field personnel involved in this undertaking are required to use
maps to guide them while performing the listing and enumeration activities in their
respective areas of assignment. These maps are also used to reflect updates on basic
ground features like roads and streets, and to record the existence of new building
structures on the ground and the corresponding building serial numbers.
The preparation of maps for use in the census operation is divided into three
distinct parts: 1) Modification of Block Maps, 2) Generation of PDF Maps for Printing, and
3) Review of the Generated PDF Maps. The PSA Provincial Statistical Offices are
responsible for the reproduction of maps prior to the conduct of trainings in their areas
and also responsible for the distribution of these materials to the 2022 CAF Enumerators
and Supervisors. In line with this activity, the newly-hired Map Data Processor (MDP) and
Map Data Reviewer (MDR) are required to follow the procedures laid out for this activity.
The MDP is tasked to perform the first two parts of these procedures while the
MDR takes charge of the third part. The PFP and RFP with the assistance of MDR-
PSO/MDR-RSSO is responsible for the consolidation and archiving of provincial map
0outputs within the region.
The general objective of the activity on the preparation of maps for the 2022 CAF
is to come up with reliable and accurate printed paper maps of enumeration areas (EAs),
barangays, and cities/municipalities. Also, the generation of block maps taken from
specific portions, particularly those with high concentration of residential buildings, of an
EA is covered under this activity. Given this, the Central Office (CO), will provide the re-
coded and re-numbered GIS-based maps to the RSSO to be used in the preparation of
census maps for 2022 CAF thru email. From the previous “ppmm” code of the layers, the
re-coded and re-numbered layers shall now be “pppmm“ in Geopackage (.gpkg) file
format.

mm – City/Municipality Code
Before proceeding to modification of block maps, download the Final Layer - mm-dd-
yyyy folder containing the pppmm_layers.gpkg GIS-based maps from the Cloud
Submission Facility – PSA-GIS/2022 CAF/EA Delineation/Municipality1 folder. The
mm-dd-yyyy is the date the file was uploaded by the RSSO. Extract the downloaded file
and make sure to place the Final Layer - mm-dd-yyyy folder containing the
pppmm_layers.gpkg inside the :\PSA-GIS\Province\CAF\2022
CAF\Projects\City/Municipality folder.
NOTE: For manual purposes, the date for the Final Layer - mm-dd-
yyyy is 03-14-2022.

For the 2022 Census of Agriculture and Fisheries (2022 CAF), a block may be any of the
following:
a. an area bounded on all sides by visible features such as streets, roads, railroad
tracks, rivers, and others;
b. a sub-divided area of an EA that may be composed of 2 or more sub-blocks; and
c. an enlarged portion of a clustered area.
Objective:
To create a file for use in the printing of EA, barangay, block maps, or other type of maps.
This file contains the images of EAs containing blocks.
Expected output:
The expected output under this procedure is the creation of GIS-based maps to be used
for the 2022 CAF activities with the filename: City/Municipality Name_2022cafblock.
Another output is the updated layer: pppmm_block, following the reflected barangay
boundary updates from the 2021 Processing of Post Census Maps activity, as well as the
newly delineated EA, of which shall be used as an input in the next procedure after
modification of block maps.
Procedure:
iii. In the Layers Panel, select Satellite Image group, so that the layer to
be loaded will be automatically under this group.
iv. In the Menu Bar, click Layer > Add Layer > Add Raster Layer.
vii. In the Data Source Manager window, click Add > Close.
ii. In the Data Source Manager window, click the browse button of
the Vector Dataset(s) under Source and then, navigate to :\PSA-
v. In the Select Vector Layers to Add window, verify that the Add layers
to a group is checked and then, click Select All > OK.

a. In the Menu Bar, click Project > Save or click Save icon in the Tool Bar.
b. Browse to :\PSA-GIS\Siquijor\CAF\2022 CAF\Projects\Siquijor.
c. Save the project as:
File name: Siquijor_2022cafblock
Save as type: .qgs
c. In the Set Style for Vector Layer window, click Run as Batch Process.
g. In the Style file section, click the Browse button of the first row (layer).
h. Click Select from File System.
i. Navigate to :\PSA-GIS\Map Legends folder.
j. Select the corresponding QML file of the layer then click Open.
k. Repeat steps g to j until all the layers have style layers.
iii. Drag and drop the 06106_block.shp to the QGIS project window.
iv. In the Layers Panel, drag the pppmm_block below the
pppmm_ea2022 layer.
i. In the Tool Bar, click Save Project to save edits in the QGIS project.
iv. On the Project Snapping Settings window, select All Layers >
Advanced Configuration.
v. Click the dropdown arrow beside the checkbox for pppmm_layers group.
d. In the Tool Bar, click Zoom to Layer icon to get a better view of the
city/municipality extent. Check for barangay/EA boundary updates which do not
match the block boundary extent. If necessary, disable other layer/s by
unchecking the checkbox in the Layers Panel to get a better view of the map
canvas. See image below.
The attributes of the newly digitized blocks will be automatically generated once
the modeler in the following procedures has been run.
NOTE:
If there is a boundary adjustment
(ppmm_bndry.gpkg) between two
municipalities, make sure that the block layer
from the adjacent municipality will also be
modified.
u. Proceed to step 12 if there are already digitized blocks in the newly delineated
EAs or if the block boundary matches the EA boundary. Otherwise, repeat
steps i to q.
v. In the Tool Bar, click Save Project to save edits in the QGIS project.
Special Cases
a. Disputed Areas
Disputed areas should have separate blocks from the regular EAs.
b. Relocation Areas
Building structures built for relocation purposes should be separated from
the housing units in an EA. Thus, relocation areas should be blocked
separately from the regular blocks.
c. “1 EA 1 Block”
Some EAs, particularly those in urban areas, can already be considered as
separate blocks. For these EAs, ‘00’ should be used as the Block Number.
Bricks/hollow blocks style can only be allowed as long as it covers all the
geo-tagged building points and follows the Criteria for Blocking.
a. In the Tool Bar, click Zoom to Layer icon to get a better view of the
city/municipality extent. If necessary, disable a layer by unchecking the
checkbox in the Layers Panel to get a better view of the map canvas.
b. In the Tool Bar, click the Pan Map icon and in the Map Canvas, check
for barangays/EAs where digitizing new blocks are possible.
c. Zoom in/out if necessary.
d. In the Layers Panel, right-click pppmm_block > Toggle Editing.
m. In the Tool Bar, click Save Project to save edits in the QGIS project.
c. Click OK.
d. In the Layers Panel, right-click pppmm_block > Open Attribute Table.
h. Click OK.
A virtual field will be added in the Attribute Table of the pppmm_block layer.
This field will be used to identify which blocks can be deleted or left as it is.
NOTE: The features with blank entries in the fields are the
newly digitized block and shall be disregarded.
c. Select the first row. The first row has a zero (0) measured area.
i. Since the measured area does not represent a block, the feature will be
ii. Repeat steps b to c-i until all the blocks with zero (0) measured area
are deleted.
d. For blocks with greater than zero (0) measured area, it is in the discretion of
the MDP with the approval of PFP whether the block should be removed or left
as it is.
In this image, the block is too small and negligible. Thus, it can be
deleted.
v. In the Tool Bar, click Vertex Tool icon to adjust the gaps left by the
deleted block. Zoom in/out if necessary.
vi. In the map canvas, click the vertex to be snapped. If necessary,
add/delete a vertex.
vii. Repeat steps d – i to vi until all the blocks identified for deletion are
removed.
e. Once done, in the Tool Bar, click Toggle Editing icon to stop editing and
save the edits made.
f. In the Tool Bar, click Save Project to save edits in the QGIS project.
e. Click OK.
f. Click Toggle editing mode to save edits and then, close the attribute
table.
The modeler updates the attribute of the pppmm_block layer. It adapts the
geocode of the EA and updates the barangay name which are used as an input
in the map template for generating PDF maps. The modeler updates the
BLOCK_GEO field in which it sorts the pages to be printed sequentially. It also
re-numbers the BLOCKNUM (or block number) within an EA.
d. Click Run > Close once the process is finished. The Block_modified layer is
loaded in the Layers Panel.
In the image below, notice that most part of the highlighted polygon is
outside the municipality boundary.
v. Click Toggle editing mode icon. If the block is outside the municipal

focused and becomes larger. Zoom in/out if necessary.
g. Click Toggle editing mode to save edits and then, close the attribute
table.
h. Rename the Block_modified layer to Block_modified_x.
First, delete the fields except for the fid and geocode fields in the
Block_modified_x layer and then, run the modeler.
f. Hold down Ctrl key and then, in the Layers Panel, select Block_modified,
Block_modified_x, ppmm_bndry, and ppmm_eabndry layers.
20. Apply the Layer Display Setting (.qml) on the pppmm_block Layer.
21. In the Tool Bar, click Save project to save edits and then, close the QGIS
project window.
IMPORTANT NOTICE
Before proceeding to Generation of PDF Maps for
Printing, the Field Offices shall wait for the evaluated
pppmm_block layer from the Central Office. The CO will
evaluate the output first and then notify the FOs once the
file is ready for the next procedure.
Objective:
To create hard copies or printed paper maps of city/municipality, barangay, EA, and block
maps to be used during the conduct of 2022 CAF.
Expected output:
The expected outputs under this procedure are the printed paper maps of
city/municipality, barangay, EA, and block maps for use in the 2022 CAF.
Procedure:
4. Create virtual layer to generate the number of blocks per EA (Enumeration Area).
a. In the Menu Bar, click Layer > Add Layer > Add/Edit Virtual Layer.
b. In the Virtual Layer window, click Import.
c. In the Select Layers to Embed dialog box, select pppmm_block > OK.
d. The first character of the Local name should be a letter. Thus, double click the
name and add a letter (preferably “x”).
where ppp (061) is the province code and mm (06) is the city/municipal code.
The Local name must be the same with the input in the Query.
h. Click Add > Close in the Virtual layer window. The “virtual_layer” is loaded
in the Layers Panel.
i. Open the attribute table of virtual_layer and check if the BlockCount field was
properly generated.
j. If there is no error, close the attribute table; otherwise, verify the details and
repeat this procedure.
d. Click OK.
e. In the Layer Properties window, click Apply > OK.
f. Open the attribute table of pppmm_ea2022 layer and check if the BLOCKNUM
and BlockCount fields were properly joined.
g. If properly joined, close the attribute table; otherwise, click Delete vector join
d. Click OK.
e. In the Layer Properties window, click Apply > OK.
f. Open the attribute table of pppmm_ea2022 layer and check if the BGY_NAME
Field was properly joined.
g. If properly joined, close the attribute table; otherwise, click Delete vector join
d. Click OK.
e. In the Layer Properties window, click Apply > OK.
f. Open the attribute table of pppmm_block layer and check if the BlockCount
Field was properly joined.
g. If properly joined, close the attribute table; otherwise, click Delete vector join
8. Create another virtual layer to generate the number of EAs per Barangay.
a. In the Menu Bar, click Layer > Add Layer > Add/Edit Virtual Layer.
b. In the Layer name box, click the name and type virtual_layer2.
c. Select x06106_block then, click Remove.
d. In the Virtual Layer window, click Import.
e. In the Select Layers to Embed dialog box, select pppmm_ea2022 > OK.
f. The first character of the Local name should be a letter. Thus, double click the
name and add a letter (preferably “x”).
g. In the Query box, delete the previous query and then, copy and paste the query
below:
where ppp (061) is the province and mm (06) is the city/municipal code. The
Local name must be the same with the input in the Query.
j. Click Add > Close in the Virtual Layer window. The “virtual_layer2” is loaded
in the Layers Panel.
k. Open the attribute table of virtual_layer2 and check if the EACount field was
properly generated.
l. If there is no error, close the attribute table; otherwise, verify the details and
repeat this procedure.
d. Click OK.
e. In the Layer Properties window, click Apply > OK.
f. Open the attribute table of pppmm_bgy layer and check if the EACount Field
was properly joined.
g. If properly joined, close the attribute table; otherwise, click Delete vector join
a. In the Menu Bar, click Plugins > Manage and Install Plugins…
b. In the All tab, type “mask” in the search bar of the Plugins window.
c. Select Mask and click Install plugin and then, Close after finishing installation.
b. Select the first row and click Zoom map to the selected rows icon.
c. Close the attribute table.
d. In the Menu Bar, click Plugins > Mask > Create a mask or click Create a
Mask icon.
e. Uncheck all Limit except for pppmm_bldg_point.
12. Apply the Style Requirement (.qml) Intended for the Block Map on the Layers.
13. Set the Style for the Satellite Image (pppmm_img) Layer.
a. In the Layers Panel, right-click pppmm_img > Properties > Transparency.
b. In the Transparency tab, set the Global transparency to 50%.
Before setting the Layouts window for printing of maps, set the final
arrangement of layers in the Layers Panel as illustrated in the image.
15. In the Tool Bar, click Save Project to save edits in the QGIS project.
ii. In the dropdown list below the “New from template”, select Specific to
replace Empty layout (default).
iii. Browse and select the CAF Mapping Form Template Block file in the
:\PSA-GIS\Map Legends folder and click Open.
v. Click OK in the Create print layout Title dialog box to display the
Layouts window.
If the north arrow, google, 2022 CAF, and/or PSA logos are not showing,
apply the following procedures:

vi. In the panel at the right portion of the Layouts window, click Atlas tab.
If the Atlas tab is not present, in the Menu Bar of the Layouts window,
click Atlas > Atlas Settings.
vii. In the Atlas tab, set and verify the following parameters:
• Generate an atlas: uncheck and then, check the checkbox to

procedures for setting the block maps. Hence, the illustrations for the
instructions on setting EA maps are not depicted anymore due to this

ix. Click OK in the Create print layout Title dialog box to display the
Layouts window.
NOTE: If the EA map layout does not show properly, repeat the
process of loading the CAF Mapping Form Template EA file.
x. In the panel at the right portion of the Layouts window, click the Atlas
tab.
If the Atlas tab is not present, in the Menu Bar of the Layouts window,
click Atlas > Atlas Settings.
ix. In the Atlas tab, set and verify the following parameters:

mask .
NOTE: The procedures for setting barangay maps are quite similar to the

NOTE: If the bgy map layout does not show properly, repeat the
process of loading the CAF Mapping Form Template Bgy file.
vi. In the panel at the right portion of the Layouts window, click the Atlas
tab.
If the Atlas tab is not present, in the Menu Bar of the Layouts window,
click Atlas > Atlas Settings.
vii. In the Atlas tab, set and verify the following parameters:

instructions on setting city/municipality maps are not depicted anymore due
to this obvious similarity.
i. In the Layers Panel, uncheck all layers except the pppmm_bgy layer.
a) In the Menu Bar, click Plugins > Manage and Install Plugins…
b) In the Settings tab, check the Show also experimental plugins
checkbox.
c) In the All tab, type “label” in the search bar of the Plugins
window.
d) Select Label Connector and click Install plugin and then, Close
after finishing installation.
If the Create label connector icon is not present, save and close
the QGIS project window. Once closed, open the QGIS 3.4 with
GRASS application again and then, load the
City/Municipality_2022cafblock project. Once loaded, repeat
steps c) to f).
k) Repeat step j) until all the necessary Labels have been moved.
NOTE: If the mun map layout does not show properly, repeat the
process of loading the CAF Mapping Form Template Mun file.
vi. In the panel at the right portion of the Layouts window, click the Atlas
tab.
If the Atlas tab is not present, in the Menu Bar of the Layouts window,
click Atlas > Atlas Settings.
vii. In the Atlas tab, set and verify the following parameters:
• Generate an atlas: uncheck and then, check the checkbox to

ix. In the panel at the right portion of the Layouts window, select Map 1 in
the Items tab.
x. In the Extents section of Item properties tab, click Set to map canvas
extent.
xi. Check and then, uncheck the checkbox for Controlled by Atlas to
produce only one (1) page of city/municipality map.
If the sections under Item Properties tab are not present, click another
item in Items tab and then, click Map 1 again.
xii. Supply the names of the province and city/municipality in the map
template.
a) Click the Item for Province in the lower left portion of the map
template.
b) In the panel at the right portion of the Layouts window, click the
Item properties tab.
c) In the Main Properties textbox, type Siquijor. The province
name is automatically reflected in the map template.
d) Repeat procedures a) to c) for supplying name of the
city/municipality in the map template.
xiii. Click Save project to save the edits made in the Layouts window.
xiv. Save each map generated in the PDF format.
To ensure good quality of maps for use in the 2022 CAF, the generated PDF maps
must be reviewed before printing and distributing these census materials to the
enumerators. The Map Data Reviewer (MDR) will be assigned in every province to
perform the task of reviewing the printed paper maps. He/She must verify if the criteria
for creating/modifying the block maps have been followed in accordance with the rules
set for this map preparation activity.
The Sheet Number located at the lower right of the map template indicates the
total number of EA map and block maps combined.
Thus, the Sheet Number for barangay and municipality is counted as Sheet 01
of 01 sheets.
5. Ensure that all layers needed in the map have been utilized in the creation of the
final maps.

NOTE: After verifying the generated PDF maps, inform the PFP for any
discrepancy in the maps such as overlapping of BSN labels,
incompleteness of entries, and others.
To check if there are errors in the block layer, run the shapefiles using the
Block_layer_eval_v2.model3.
