CHAPTER 9: BLOCK MAPPING

During the conduct of enumeration for the 2022 Census of Agriculture and
Fisheries (2022 CAF), all field personnel involved in this undertaking are required to use
maps to guide them while performing the listing and enumeration activities in their
respective areas of assignment. These maps are also used to reflect updates on basic
ground features like roads and streets, and to record the existence of new building
structures on the ground and the corresponding building serial numbers.

The preparation of maps for use in the census operation is divided into three
distinct parts: 1) Modification of Block Maps, 2) Generation of PDF Maps for Printing, and
3) Review of the Generated PDF Maps. The PSA Provincial Statistical Offices are
responsible for the reproduction of maps prior to the conduct of trainings in their areas
and also responsible for the distribution of these materials to the 2022 CAF Enumerators
and Supervisors. In line with this activity, the newly-hired Map Data Processor (MDP) and
Map Data Reviewer (MDR) are required to follow the procedures laid out for this activity.

The MDP is tasked to perform the first two parts of these procedures while the
MDR takes charge of the third part. The PFP and RFP with the assistance of MDR-
PSO/MDR-RSSO is responsible for the consolidation and archiving of provincial map
0outputs within the region.

The general objective of the activity on the preparation of maps for the 2022 CAF
is to come up with reliable and accurate printed paper maps of enumeration areas (EAs),
barangays, and cities/municipalities. Also, the generation of block maps taken from
specific portions, particularly those with high concentration of residential buildings, of an
EA is covered under this activity. Given this, the Central Office (CO), will provide the re-
coded and re-numbered GIS-based maps to the RSSO to be used in the preparation of
census maps for 2022 CAF thru email. From the previous “ppmm” code of the layers, the

re-coded and re-numbered layers shall now be “pppmm“ in Geopackage (.gpkg) file
format.

Where:

ppp – Province Code

mm – City/Municipality Code

Before proceeding to modification of block maps, download the Final Layer - mm-dd-
yyyy folder containing the pppmm_layers.gpkg GIS-based maps from the Cloud
Submission Facility – PSA-GIS/2022 CAF/EA Delineation/Municipality1 folder. The
mm-dd-yyyy is the date the file was uploaded by the RSSO. Extract the downloaded file
and make sure to place the Final Layer - mm-dd-yyyy folder containing the
pppmm_layers.gpkg inside the :\PSA-GIS\Province\CAF\2022
CAF\Projects\City/Municipality folder.

NOTE: For manual purposes, the date for the Final Layer - mm-dd-
yyyy is 03-14-2022.

9.1 MODIFICATION OF BLOCK MAPS

For the 2022 Census of Agriculture and Fisheries (2022 CAF), a block may be any of the
following:

a. an area bounded on all sides by visible features such as streets, roads, railroad
tracks, rivers, and others;
b. a sub-divided area of an EA that may be composed of 2 or more sub-blocks; and
c. an enlarged portion of a clustered area.

Objective:

To create a file for use in the printing of EA, barangay, block maps, or other type of maps.
This file contains the images of EAs containing blocks.

Expected output:

The expected output under this procedure is the creation of GIS-based maps to be used
for the 2022 CAF activities with the filename: City/Municipality Name_2022cafblock.
Another output is the updated layer: pppmm_block, following the reflected barangay
boundary updates from the 2021 Processing of Post Census Maps activity, as well as the
newly delineated EA, of which shall be used as an input in the next procedure after
modification of block maps.

Procedure:

1. Open the QGIS 3.4 with GRASS application.

2. In the Layers Panel, click Add Group button.

3. Rename the group folder to Satellite Image.

4. Load the Layer files.

a. Load the satellite image.


i. Open File Explorer and browse to :\PSA-
GIS\Geopackage\6106\2021. Use the latest Geopackage file of the
satellite image if available.
ii. Rename the 6106_img to 06106_img.

iii. In the Layers Panel, select Satellite Image group, so that the layer to
be loaded will be automatically under this group.

iv. In the Menu Bar, click Layer > Add Layer > Add Raster Layer.

v. In the Data Source Manager window, click the browse button of


the Raster Dataset(s) under Source and navigate to :\PSA-
GIS\Geopackage\6106\2021.
vi. Select 06106_img > Open.

vii. In the Data Source Manager window, click Add > Close.

b. Load the vector layer.


i. In the Menu Bar, click Layer > Add Layer > Add Vector Layer.

ii. In the Data Source Manager window, click the browse button of
the Vector Dataset(s) under Source and then, navigate to :\PSA-

iii. Select 06106_layers.gpkg > Open.
iv. In the Data Source Manager window, click Add.

v. In the Select Vector Layers to Add window, verify that the Add layers
to a group is checked and then, click Select All > OK.

vi. Close the Data Source Manager window.

d. Click Apply > OK.

6. Rename the layers in the pppmm_layers Group.


a. In the Layers Panel, right-click 06106_layers 06106_bldg_point > Rename
Layer.
b. Rename the layer to 06106_bldg_point; removing the “06106_layers “ prefix.
c. Repeat steps 6a to 6b to rename all the layers in the 06106_layers group.

7. Save the QGIS project.

a. In the Menu Bar, click Project > Save or click Save icon in the Tool Bar.
b. Browse to :\PSA-GIS\Siquijor\CAF\2022 CAF\Projects\Siquijor.
c. Save the project as:
File name: Siquijor_2022cafblock
Save as type: .qgs

NOTE: The project name Siquijor_2022cafblock.qgs is named


by City/Municipality (city/mun_2022cafblock.qgs).

8. Apply the Layer Display Setting (.qml) on the layers.

c. In the Set Style for Vector Layer window, click Run as Batch Process.

d. In the Vector layer section, click the Browse button.


e. Click Select from Open Layers.

f. In the Multiple selection window, click Select All > OK.

g. In the Style file section, click the Browse button of the first row (layer).
h. Click Select from File System.
i. Navigate to :\PSA-GIS\Map Legends folder.
j. Select the corresponding QML file of the layer then click Open.
k. Repeat steps g to j until all the layers have style layers.

l. Click Run > Close once the process is done.

9. Split pppmm_block Layer with ppmm_bndry Layer.


a. Load the pppmm_block Layer.
i. Open File Explorer and browse to :\PSA-GIS\Siquijor\CAF\2022
CAF\Projects\Siquijor\Shapefiles.
ii. Select and rename the 6106_block.dbf, 6106_block.shp, and
6106_block.shx to 06106_block.

NOTE: In renaming the ppmm code to pppmm code of


the GIS-based maps, follow the pppmm of the
pppmm_layers.gpkg.

iii. Drag and drop the 06106_block.shp to the QGIS project window.
iv. In the Layers Panel, drag the pppmm_block below the
pppmm_ea2022 layer.

b. Load the ppmm_bndry Layer.


i. Open File Explorer and browse to :\PSA-GIS\CAF\2022
CAF\Projects\Siquijor\Shapefiles folder.
ii. Drag and drop ppmm_bndry.gpkg to the QGIS project window.
iii. In the Layers Panel, drag the ppmm_bndry below the
pppmm_landmark layer.

c. In the Processing Toolbox, type split.


d. Select Split with lines.

e. In the Split With Lines window, set the parameters.


▪ Input layer: pppmm_block
▪ Split layer: ppmm_bndry

f. Click Run > Close once the process is done.

10. Replace the pppmm_block Layer with the Split Layer.


a. In the Layers Panel, right-click pppmm_block > Remove Layer.
b. In the Remove layers and groups dialog box, click OK.
c. In the Layers Panel, right-click Split > Export > Save Features As.

d. In the Save Vector Layer as window, set parameters:


▪ Format: Geopackage

▪ File name: click browse button and navigate to :\PSA-


GIS\Siquijor\CAF\2022 CAF\Projects\Siquijor\Final Layer - 03-14-
2022\06106_layers.gpkg
▪ Layer name: 06106_block
▪ Select fields to export and their export options: all items are checked

e. In the Save Vector Layer as window, click OK.


f. In the Layers Panel, right-click Split > Remove > OK.
g. Rename the 06106_layers 06106_block to 06106_block.
h. Drag the 06106_block layer below the pppmm_ea2022 layer if necessary.

i. In the Tool Bar, click Save Project to save edits in the QGIS project.

11. Update pppmm_block boundary following the pppmm_ea2022 reflected


boundary adjustment between municipalities (during the 2021 Processing of Post
Census Maps activity) and from the newly delineated Enumeration Areas (EAs).

a. Enable the Snapping tool .


i. If the Snapping Toolbar is not present, right-click on the empty spaces
in the Tool Bars section and then, check the Snapping Toolbar.

ii. Click the Enable Snapping button .


iii. On the All Layers button drop down list, select Open Snapping
Options.

iv. On the Project Snapping Settings window, select All Layers >
Advanced Configuration.

v. Click the dropdown arrow beside the checkbox for pppmm_layers group.

NOTE: If the layers are not present in the Layers column,


type 06106 (or the pppmm code of the city/municipality) in
the search tab.

vi. Set the following parameters:


▪ Layer: the only layers with checkmark are 06106_block and
06106_ea2022
▪ Type: vertex
▪ Tolerance: 0.00001
▪ Units: meters

vii. Close the Project Snapping Settings window.

b. Load the ppmm_eabndry Layer.


i. Open File Explorer and browse to :\PSA-GIS\CAF\2022
CAF\Projects\Siquijor\Shapefiles folder.
ii. Drag and drop ppmm_eabndry.gpkg to the QGIS project window.
iii. In the Layers Panel, drag the ppmm_eabndry below the ppmm_bndry
layer.

c. Apply Layer Display Setting (.qml) on the ppmm_bndry and ppmm_eabndry


Layer.
i. Right-click ppmm_bndry > Properties.
ii. In the Layer Properties window, click Style > Load Style > Browse to
:PSA-GIS\Map Legends.
iii. Select bndry.qml and then, click Open.

iv. Click Load Style > Apply > OK.


v. Repeat steps i to iv to apply eabndry.qml on the ppmm_eabndry
layer.

d. In the Tool Bar, click Zoom to Layer icon to get a better view of the
city/municipality extent. Check for barangay/EA boundary updates which do not
match the block boundary extent. If necessary, disable other layer/s by
unchecking the checkbox in the Layers Panel to get a better view of the map
canvas. See image below.

e. If necessary, right-click ppmm_bndry > Open Attribute Table. Sort the


geocode by clicking the field name.
f. Select the first row in the Attribute Table.

g. Click the Zoom map to the selected rows icon.


h. Proceed to step r if there are no boundary updates in the city/municipality
extent or if the block boundary matches the EA boundary. Otherwise, continue
to step i.
i. In the Layers Panel, right-click pppmm_block > Toggle Editing.

j. In the Tool Bar, click Add Polygon Feature icon.


k. Click on the vertex to start adding a polygon.

l. Continue clicking on the vertex following the vertices of pppmm_ea2022


boundary.

m. Left click once done digitizing a block.


n. Click OK in the Feature Attributes window.

The attributes of the newly digitized blocks will be automatically generated once
the modeler in the following procedures has been run.

NOTE:
If there is a boundary adjustment
(ppmm_bndry.gpkg) between two
municipalities, make sure that the block layer
from the adjacent municipality will also be
modified.

o. Repeat steps k to n if there are more block boundaries to be digitized based


on the EA boundary adjustment.

p. In the Tool Bar, click Toggle Editing icon.


q. In the Stop Editing dialog box, select Save to save and stop editing.
r. If necessary, right-click ppmm_eabndry > Open Attribute Table. Sort the
geocode by clicking the field name.
s. Select the first row in the Attribute Table.

t. Click the Zoom map to the selected rows icon.

u. Proceed to step 12 if there are already digitized blocks in the newly delineated
EAs or if the block boundary matches the EA boundary. Otherwise, repeat
steps i to q.

v. In the Tool Bar, click Save Project to save edits in the QGIS project.

12. Digitize/create blocks in the pppmm_block Layer.

Criteria for Blocking

✓ BSN label must be readable.


✓ NO overlapping of BSN labels.
✓ Map features are identifiable.
✓ Cost-effective planning of blocks (since the block
maps will be printed and brought to the field).

Special Cases

a. Disputed Areas
Disputed areas should have separate blocks from the regular EAs.

b. Relocation Areas
Building structures built for relocation purposes should be separated from
the housing units in an EA. Thus, relocation areas should be blocked
separately from the regular blocks.

c. “1 EA 1 Block”
Some EAs, particularly those in urban areas, can already be considered as
separate blocks. For these EAs, ‘00’ should be used as the Block Number.

NOTE: Block Mapping in bricks/hollow blocks style is NOT recommended.


The following scenarios provided below may have bricks/hollow blocks style
of block mapping:

• An extensive area with no apparent building point/landmark was


digitized in multiple blocks, like bricks, instead of digitizing it as one
block.
• A block wherein the BSN label is no longer readable. This is due to
the wide extent of the block in which it could have been split into two
or more blocks instead of one block.

Bricks/hollow blocks style can only be allowed as long as it covers all the
geo-tagged building points and follows the Criteria for Blocking.

For extensive area with no building points/landmark, it is in the discretion of


the PFP whether to digitize the area as one block or leave it as it is with no
block. As much as possible, the blocks to be created should be in landscape
orientation to maximize the usage of space in the standard mapping form
during final printing of maps.

The following procedure is similar to Step 11 – Update pppmm_block


boundary following the pppmm_ea2022 reflected boundary adjustment
between municipalities (during the 2021 Processing of Post Census Maps
activity) and from the newly delineated Enumeration Areas (EAs).

a. In the Tool Bar, click Zoom to Layer icon to get a better view of the
city/municipality extent. If necessary, disable a layer by unchecking the
checkbox in the Layers Panel to get a better view of the map canvas.

b. In the Tool Bar, click the Pan Map icon and in the Map Canvas, check
for barangays/EAs where digitizing new blocks are possible.
c. Zoom in/out if necessary.
d. In the Layers Panel, right-click pppmm_block > Toggle Editing.

e. In the Tool Bar, click Add Polygon Feature icon.

NOTE: If in case an existing block with a BLOCKNUM 00 will be split,


update the BLOCKNUM to 01, 02, and so on, in the Feature Attributes
window of the split features accordingly after digitizing.

f. Click on the vertex to start adding a polygon.


g. Continue clicking to create the boundary of the block, or if necessary, on the
vertex following the pppmm_ea2022 boundary.
h. Left click once done digitizing a block.
i. Click OK in the Feature Attributes window.
j. Repeat steps f to i if there are more blocks to be digitized.

k. In the Tool Bar, click Toggle Editing icon.


l. In the Stop Editing dialog box, select Save to save and stop editing.

m. In the Tool Bar, click Save Project to save edits in the QGIS project.

13. Create Virtual Field to measure block areas.


a. In the Menu Bar, click Settings > Options > Map Tools.
b. In the Measure Tool, make sure that the Preferred area units is set to Square
meters.

c. Click OK.
d. In the Layers Panel, right-click pppmm_block > Open Attribute Table.

e. Select Open Field Calculator icon.


f. Check the Create virtual field checkbox.
g. Set the parameters.
Output field name: area
Output field type: Whole number (integer)
Output field length: 10
Expression: $area

h. Click OK.

A virtual field will be added in the Attribute Table of the pppmm_block layer.
This field will be used to identify which blocks can be deleted or left as it is.

14. Remove blocks based on the measured area.

a. In the Attribute Table of pppmm_block, click Toggle editing mode icon.


b. In the Attribute Table of the pppmm_block layer, sort the area by clicking the
field name.

NOTE: The features with blank entries in the fields are the
newly digitized block and shall be disregarded.

c. Select the first row. The first row has a zero (0) measured area.

i. Since the measured area does not represent a block, the feature will be

deleted. In the Attribute Table, click Delete selected features icon.

ii. Repeat steps b to c-i until all the blocks with zero (0) measured area
are deleted.

d. For blocks with greater than zero (0) measured area, it is in the discretion of
the MDP with the approval of PFP whether the block should be removed or left
as it is.

• If removed, make sure to snap the remaining adjacent blocks of the


deleted block (since there will be a gap left by the deleted block),
either to other blocks or if necessary, to
pppmm_bgy/pppmm_ea2022 layer. Doing this will prevent gaps in
the block layer.
• If the block will be left as it is, make sure it follows the criteria for
blocking.

i. In the Attribute Table of the pppmm_block layer, sort the area by


clicking the field name if necessary.
ii. Select the first row. The first row has a greater than zero (0) measured
area.

iii. Click Zoom map to the selected rows icon.

In this image, the block is too small and negligible. Thus, it can be
deleted.

iv. In the Tool Bar, click Delete Selected icon.

v. In the Tool Bar, click Vertex Tool icon to adjust the gaps left by the
deleted block. Zoom in/out if necessary.
vi. In the map canvas, click the vertex to be snapped. If necessary,
add/delete a vertex.

vii. Repeat steps d – i to vi until all the blocks identified for deletion are
removed.

e. Once done, in the Tool Bar, click Toggle Editing icon to stop editing and
save the edits made.

f. In the Tool Bar, click Save Project to save edits in the QGIS project.

15. Delete fields in pppmm_block Layer except the geocode Field.


a. Open Attribute Table of pppmm_block layer.

b. Click Toggle editing mode icon.

c. Click Delete field .


d. In the Delete Fields window, select all the fields except fid and geocode fields.

e. Click OK.

f. Click Toggle editing mode to save edits and then, close the attribute
table.

16. Update the attribute of the pppmm_block Layer.


a. Open File Explorer and browse to :\PSA-GIS\Map Legends folder.
b. Select Auto_Block_Attribute_Modifier.model3 and drag it into the QGIS
project window.

The modeler updates the attribute of the pppmm_block layer. It adapts the
geocode of the EA and updates the barangay name which are used as an input
in the map template for generating PDF maps. The modeler updates the
BLOCK_GEO field in which it sorts the pages to be printed sequentially. It also
re-numbers the BLOCKNUM (or block number) within an EA.

c. In the Modification of Block Attribute window, set the following parameters:


• BGY LAYER: pppmm_bgy
• BGY_NAME (Select “name” field): name
• BLOCK LAYER: pppmm_block
• EA2022 LAYER: pppmm_ea2022

d. Click Run > Close once the process is finished. The Block_modified layer is
loaded in the Layers Panel.

f. In the Attribute Table, check if there are rows that are blank by sorting the
geocode field. If there are row features that are blank, verify the details and
repeat the procedure.
i. Click the geocode field name to sort.

ii. Select the (first) row where there is a blank geocode.

iii. Click Zoom map to the selected rows icon.


iv. If necessary, zoom in/out and disable a layer to get a better view of the
area. Verify what caused the blank geocode in the Block_modified layer.

In the image below, notice that most part of the highlighted polygon is
outside the municipality boundary.

v. Click Toggle editing mode icon. If the block is outside the municipal

boundary, delete the feature. If the blank geocode is caused by a


block wherein its boundary does not follow the shape, but is still within
the municipal/barangay/EA boundary, adjust the block boundary.

vi. In the Tool Bar, click Vertex Tool icon. Make sure that the

Snapping tool is enabled and the parameters are set.

NOTE: If the Block_modified layer is not present in the Layers


column of Project Snapping Settings window, remove the input
(06106) in the Filter layers bar.

vii. Click on the vertex that needs to be adjusted. The selected vertex is
focused and becomes larger. Zoom in/out if necessary.

viii. Add/delete a vertex if necessary.


▪ To delete a vertex, drag a rectangle until the vertex is highlighted
in Blue, then press Del (Delete) key using the keyboard.
▪ To add a vertex, point the crosshair to the segment where a

vertex will be added. Select the red crosshair and hover to


where the vertex will be placed while still following the vertices of
EA/barangay boundary.

g. Click Toggle editing mode to save edits and then, close the attribute
table.
h. Rename the Block_modified layer to Block_modified_x.

NOTE: After modification of blocks, it is important to run the


Auto_Block_Attribute_Modifier.model3 modeler again to update the
BLOCKNUM field.

First, delete the fields except for the fid and geocode fields in the
Block_modified_x layer and then, run the modeler.

17. Delete fields in Block_modified_x Layer except the geocode Field.

18. Run the Auto_Block_Attribute_Modifier.model3 again.

NOTE: Verify that the Block_modified layer contains correct and


complete attributes. Make sure that no block should have a blank
geocode, name, code, BGY_GEO, BGY_name, BLOCKNUM, and
BLOCK_GEO as this will affect the generation of PDF maps. Sort the
fields to verify complete attributes.

19. Replace the pppmm_block Layer with the Block_modified Layer.


a. In the Layers Panel, right-click pppmm_block > Remove Layer.
b. In the Remove layers and groups dialog box, click OK.
c. In the Layers Panel, right-click Block_modified > Export > Save Features
As.
d. In the Save Vector Layer as window, set parameters:
▪ Format: GeoPackage

▪ File Name: click browse button and navigate to :\PSA-

f. Hold down Ctrl key and then, in the Layers Panel, select Block_modified,
Block_modified_x, ppmm_bndry, and ppmm_eabndry layers.

g. In the Layers Panel, click Remove Layer/Group icon.


h. In the Remove layers and groups dialog box, click OK.
i. Rename the 06106_layers 06106_block to 06106_block.
j. Right-click 06106_layers group > Zoom to Group.

20. Apply the Layer Display Setting (.qml) on the pppmm_block Layer.

9.2 GENERATION OF PDF MAPS FOR PRINTING

Objective:

To create hard copies or printed paper maps of city/municipality, barangay, EA, and block
maps to be used during the conduct of 2022 CAF.

Expected output:

The expected outputs under this procedure are the printed paper maps of
city/municipality, barangay, EA, and block maps for use in the 2022 CAF.

Procedure:

1. Open the QGIS 3.4 with GRASS application.

2. Open File Explorer and navigate to:\PSA-GIS\Siquijor\CAF\2022


CAF\Projects\Siquijor folder.

3. Drag and drop the Siquijor_2022cafblock.qgs to the QGIS window.

4. Create virtual layer to generate the number of blocks per EA (Enumeration Area).
a. In the Menu Bar, click Layer > Add Layer > Add/Edit Virtual Layer.
b. In the Virtual Layer window, click Import.

c. In the Select Layers to Embed dialog box, select pppmm_block > OK.

h. Click Add > Close in the Virtual layer window. The “virtual_layer” is loaded
in the Layers Panel.

8. Create another virtual layer to generate the number of EAs per Barangay.
a. In the Menu Bar, click Layer > Add Layer > Add/Edit Virtual Layer.
b. In the Layer name box, click the name and type virtual_layer2.
c. Select x06106_block then, click Remove.
d. In the Virtual Layer window, click Import.

e. In the Select Layers to Embed dialog box, select pppmm_ea2022 > OK.

10. Download the Mask Plugin.

The Mask Plugin is the downloadable component of QGIS tasked to display


for printing of specific areas on any of the layers below the Mask Layer. During the
masking process, each selected portion of the map layer under the Mask Layer is
carved and displayed according to the selected block, EA, or barangay. As a result,
only the labels of the selected area (block, EA, or barangay) are displayed and the
surrounding areas are hidden from view.

a. Open the attribute table of pppmm_block layer.

d. In the Menu Bar, click Plugins > Mask > Create a mask or click Create a

Mask icon.
e. Uncheck all Limit except for pppmm_bldg_point.

f. Click Apply > OK.


g. In the Layers Panel, drag the Mask layer to the Satellite Image group and
above the pppmm_img layer.

12. Apply the Style Requirement (.qml) Intended for the Block Map on the Layers.

14. Order of Final Layers Before Printing the Maps.

Before setting the Layouts window for printing of maps, set the final
arrangement of layers in the Layers Panel as illustrated in the image.

15. In the Tool Bar, click Save Project to save edits in the QGIS project.

16. Set the Layout for Each Map.


a. In setting the CAF Block maps, do the following:
i. In the Menu Bar, click Project > Layout Manager.

ii. In the dropdown list below the “New from template”, select Specific to
replace Empty layout (default).
iii. Browse and select the CAF Mapping Form Template Block file in the
:\PSA-GIS\Map Legends folder and click Open.

To generate the block maps of a specific EA, do the following


procedures:
a) Copy the geocode of the target EA where the block belongs. The
blocks within an EA should adapt the geocode of the EA it belongs
to.
b) Right-click pppmm_block layer > Filter.
c) In the Filter on Joined Fields dialog box, click Yes.
d) In the Query Builder filter expression box, type the following
expression with the Geocode of the target area. To set an example,
see the expression and image below.

g) Once done, right-click pppmm_block > Filter > Yes.
h) In the Query Builder filter expression box, click Clear > OK.

b. In setting the CAF EA maps, do the following:


i. In the Layers Panel, right-click pppmm_bldg_point > Properties >
Labels.
ii. Click the dropdown list and select “No labels”.

procedures for setting the block maps. Hence, the illustrations for the
instructions on setting EA maps are not depicted anymore due to this
obvious similarity.

ix. Click OK in the Create print layout Title dialog box to display the
Layouts window.

NOTE: If the EA map layout does not show properly, repeat the
process of loading the CAF Mapping Form Template EA file.

x. In the panel at the right portion of the Layouts window, click the Atlas
tab.

If the Atlas tab is not present, in the Menu Bar of the Layouts window,
click Atlas > Atlas Settings.

ix. In the Atlas tab, set and verify the following parameters:
• Generate an atlas: uncheck and then, check the checkbox to

enable Preview Atlas button.

NOTE: Instead of manually typing the words in the expression


box, click any of the field items listed under the Fields list or click
the buttons under the Operators.

e) Click Test > OK > OK.


f) Repeat step 16b to generate the PDF map for EA.
g) Once done, right-click pppmm_ea2022 > Filter > Yes.
h) In the Query Builder filter expression box, click Clear > OK.

c. In setting the CAF Barangay maps, do the following:


i. In the Layers Panel, uncheck the pppmm_bldg_point,
pppmm_landmark, pppmm_block, and pppmm_img layers.
ii. Edit the Mask layer.

a) In the Tool Bar, click Plugins > Mask > Update the current

mask .

b) Uncheck all Limit except for pppmm_ea2022.

c) Click Apply > OK.

NOTE: The procedures for setting barangay maps are quite similar to the
procedures for setting the block maps. Hence, the illustrations for the
instructions on setting barangay maps are not depicted anymore due to this
obvious similarity.

iii. Open File Explorer and browse to :\PSA-GIS\Map Legends folder.


iv. Select the CAF Mapping Form Template Bgy file and drag it to the
QGIS window.
v. Click OK in the Create print layout Title dialog box to display the
Layouts window.

NOTE: If the bgy map layout does not show properly, repeat the
process of loading the CAF Mapping Form Template Bgy file.

vi. In the panel at the right portion of the Layouts window, click the Atlas
tab.

If the Atlas tab is not present, in the Menu Bar of the Layouts window,
click Atlas > Atlas Settings.

vii. In the Atlas tab, set and verify the following parameters:
• Generate an atlas: uncheck and then, check the checkbox to

enable Preview Atlas button.


• Coverage layer: pppmm_bgy
• Sort by: GEOCODE

viii. In the Toolbars at the top of the Layouts window, click Preview Atlas

button to display the map.

ix. Supply the names of the province and city/municipality in the map
template
a) Click the Item for Province in the lower left portion of the map
template.

b) In the panel at the right portion of the Layouts window, click the
Item properties tab.
c) In the Main Properties textbox, type Siquijor. The province
name is automatically reflected in the map template.
d) Repeat procedures a) to c) for supplying name of the
city/municipality in the map template.

x. Click Save project to save the edits made in the Layouts window.
xi. Save each map generated in the PDF format.

a) Click Export Atlas > Export Atlas as PDF.


b) Close the pop-up window.
c) Browse the :\PSA-GIS\Siquijor\CAF\2022 CAF\Map
Archive\Pre Enumeration folder.
d) Type “06106_caf bgy maps” and click Save.
e) In the pop-up window, click Save again.

NOTE: Exporting Atlas time may take a while. Do NOT click


anywhere in the Layouts nor the QGIS Project windows.

xii. Close the Layouts window.

d. In setting the CAF City/Municipality maps, do the following:

NOTE: The procedures for setting city/municipality maps are quite similar
to the procedures for setting the block maps. Hence, the illustrations for the
instructions on setting city/municipality maps are not depicted anymore due
to this obvious similarity.

i. In the Layers Panel, uncheck all layers except the pppmm_bgy layer.

ii. Right-click pppmm_bgy layer and select Zoom to layer.

If the label (for barangay names) is not showing properly, do the


following:

a) In the Menu Bar, click Plugins > Manage and Install Plugins…
b) In the Settings tab, check the Show also experimental plugins
checkbox.

c) In the All tab, type “label” in the search bar of the Plugins
window.
d) Select Label Connector and click Install plugin and then, Close
after finishing installation.

e) In the Layers Panel, make sure that the pppmm_bgy layer is


selected.

f) In the Label Toolbar, click Create label connector icon.

If the Create label connector icon is not present, save and close
the QGIS project window. Once closed, open the QGIS 3.4 with
GRASS application again and then, load the
City/Municipality_2022cafblock project. Once loaded, repeat
steps c) to f).

g) In the Label Connector window, select line for Connector style


and then, click OK.

h) In the Auxiliary Storage : Choose Primary Key window, select


NAME and then, click OK.

i) In the Label Toolbar, click Move Label and Diagram icon.


j) In the Map Canvas, select and drag the Label to its new position
where it is readable.

k) Repeat step j) until all the necessary Labels have been moved.

iii. Open File Explorer and browse to :\PSA-GIS\Map Legends folder.


iv. Select the CAF Mapping Form Template Mun file and drag it to the
QGIS window.
v. Click OK in the Create print layout Title dialog box to display the
Layouts window.

NOTE: If the mun map layout does not show properly, repeat the
process of loading the CAF Mapping Form Template Mun file.

vi. In the panel at the right portion of the Layouts window, click the Atlas
tab.

extent.
xi. Check and then, uncheck the checkbox for Controlled by Atlas to
produce only one (1) page of city/municipality map.

If the sections under Item Properties tab are not present, click another
item in Items tab and then, click Map 1 again.

c) Type “06106_caf mun map” and click Save.
d) In the pop-up window, click Save again.

NOTE: Exporting Atlas time may take a while. Do NOT click


anywhere in the Layouts nor the QGIS Project windows.

xv. Close the Layouts window.

NOTE: For printing of the pppmm_city/mun maps, set the printer


properties to Grayscale or monochrome. The city/mun maps should
be printed in black and white only.

17. Save and close the QGIS project.

9.3 REVIEW OF THE GENERATED PDF MAPS

To ensure good quality of maps for use in the 2022 CAF, the generated PDF maps
must be reviewed before printing and distributing these census materials to the
enumerators. The Map Data Reviewer (MDR) will be assigned in every province to
perform the task of reviewing the printed paper maps. He/She must verify if the criteria
for creating/modifying the block maps have been followed in accordance with the rules
set for this map preparation activity.

The MDR must:

1. Check for overlapping of BSN labels.


2. Ensure the readability of BSN labels.
3. Check the map features for clarity.
4. Check for the completeness of the necessary information in the printed paper
maps:
a. Province name and code
b. City/Municipality name and code
c. Barangay name and code
d. EA Number
e. Block Number
f. Sheet Number

The Sheet Number located at the lower right of the map template indicates the
total number of EA map and block maps combined.

The Sheet number corresponds to:


• Sheet 01 – Map of the EA where the blocks belong to.
• Sheet 02 – First block that belongs to the EA (BLOCKNUM 01).
• Sheet 03 onwards – The rest of the block maps that belong to the EA
arranged in a sequential order.
• Last Sheet – Total number of one (1) EA map and the n number of block
maps of an EA.

NOTE: After verifying the generated PDF maps, inform the PFP for any
discrepancy in the maps such as overlapping of BSN labels,
incompleteness of entries, and others.

To check if there are errors in the block layer, run the shapefiles using the
Block_layer_eval_v2.model3.
