Research Question: How do we improve the current emergency response process of Santa Cruz Laguna?.

Issue: The Municipal Disaster Risk Reduction Management Office of Santa Cruz Laguna encounters several problems in handling emergency response
management from handling emergency response –communication, data management and report generation.

Focused Research Question: How to develop an automated emergency response management system for Santa Cruz Laguna?

 The research will be focusing on the understanding the current emergency response management of Santa Cruz Laguna which is limited to
handles communication, data management and report generation for emergency and other related incidents.
3) When - When does the issue occur? - When does it need to be fixed?
 The research proposal aims to provide automation on emergency response since based on the previous studies and thru conducted
preliminary investigation an automated emergency response management is needed urgently to handle voluminous emergency incidents
which are mostly extracted from social media and through text messages which can lead to unreliable information.
4) Where - Where is the issue occurring? Only in certain locations, processes, products, etc.
 The research will be conducted in the Municipality of Santa Cruz.
5) Why - Why is it important that we fix the problem? - What impact does it have on the business or customer? - What impact does it have on all
stakeholders, e.g. employees, suppliers, customers, shareholders, etc. Each of the answers will help to zero in on the specific issue(s) and frame the
Issue Statement. Your problem statement should be solvable. That is, it should take a reasonable amount of time to formulate, try and deploy a
potential solution.
 The improvement of the current emergency response management would greatly help the residents of Santa Cruz, Laguna in reporting incidents or
emergencies. Also, the MDRRMO can now secure reliable information from the emergency reports thru the mobile application of the residents. They
MDRMMO can also instantaneously coordinate with the appropriate agencies to address the emergency concerns. In addition to this, after incident
reports can be generated and can be used in decision making.

Thesis Statement: The Municipal Disaster Risk Reduction Management Office of Santa Cruz Laguna encounters several problems in handling

an automated emergency response management system provides faster responding time in case of emergency incidents for the Municipal Disaster
Risk Reduction Management Office of Santa Cruz Laguna and its residents. This will enhance the communication between the responders and the
residents, manage pertinent data and generate relevant report. The Municipal Emergency Response Management Information System for the
