Subject: - COMPARATIVE STATEMENT FOR THE WORK “CONSTRUCTION OF MAHOTA

DAM PROJECT – CONSTRUCTION OF CHECK WEIR AND LIFT IRRIGATION
SCHEME (PACKAGE-II) IN DISTRICT RAWALPINDI”

Reference: - Your letter No. PD/SDO/2020/3970-71/236-G, Dated. 02.10.2021.

I am directed to refer on the subject cited above and to state that as recommended
by you vide your letter quoted under reference regarding approval of bid rates quoted by M/S
National Logistic Cell (N.L.C) in their bid dated. 27.07.2021 amounting to Rs. 493,768,808/- after
netting off the volunteer rebate amounting to Rs. 171,200,000/- and keeping the due diligence with
regard to transparency and accountability exercised by the Central Procurement Committee
(notified vide Administrative Department notification No. SO(EVL)IRRI/1-1/2010, dated.
29.01.2021) in the procurement process and evaluation of the said bid (M/S NLC being the single
bidder) and conveyed the same to this office vide Chief Monitoring, PMIU (Member / Secretary
CPC) vide his letter No. CM/PMIU/(ID)/Tender/39046-A, Dated 04.08.2021 and endorsed to you
vide this office No. CE/IRRI/PTR/2021/4184/12-D, Dated 09.09.2021, the bid has been evaluated
as under:-
1. The total bid amount has been worked as Rs. 493,768,808/- after which, netting off
the volunteer rebate, comes to be Rs. 322,453,694/- against estimated BOQ cost of
Rs. 308,811,781/-. As such the bid amount comes out to be 4.42% above the
technically sanctioned BOQ cost.
2. Under Delegation of Financial Power Rules 2016 vide Sr. No. 2(a)(ii) (Special Powers
of Irrigation Department) “The rates quoted and / or amounts tendered are such
that the total cost of the project / work will not exceed, the amount for which
the technical sanction has been accorded, by more than 4.5%”. Therefore, the
bid amount which is 4.42% above the TS estimate cost falls within the permissible
limits.
3. Rule 55A of PPRA Rules 2014 states; “Subject to rule 35, if one complying bid is
received, the procuring agency may award the contract to the bidder”. Since the
 single bid of M/S N.L.C has been found responsive by the C.P.C and recommended
by you for the approval, therefore, responsiveness of the same is accepted.
Keeping in view the above, the bid amount of Rs. 322,453,694/- of M/S N.L.C (after netting
off volunteer rebate of Rs. 171,200,000/- is hereby approved subject to the following conditions:-
i. The volunteer rebate of Rs. 171.200 Million given by M/S N.L.C will be
distributed proportionally on all the items of the work by the Engineer In-charge
under the supervision of Project Director, Small Dams Circle-I / Superintending
Engineer, Islamabad and the acceptance will be issued accordingly.
ii. Rates of non-schedule items are subject to the approval by the Project Director
Small Dams Circle-I Islamabad / Superintending Engineer as per rules.
iii. It should be ensured that the land for the construction of project has been
acquired and site is ready for handing over to the contractor for execution of the
work.
iv. All Codal, Procedural, Legal & Financial formalities and Government
instructions issued from time to time shall be fulfilled strictly.
v. Final responsibility of rates, design, items, quantities, units and specifications
etc. shall rest with the entities that have framed, recommended & reviewed the
technically sanctioned estimate and the bid and will execute the work. If any
anomaly / inadequacy is observed at any stage of work (at award, pre-
execution, during execution), reported for rectification to the concerned
authority.
vi. With regard to procurement and execution of work, provisions of Punjab
Procurement Rules-2014, as amended up to date and the provisions of
Standard Contract Agreement shall be strictly followed at all the stages of
procurement and execution of work under the strict supervision of Project
Director, Small Dams Circle-I / Superintending Engineer, Islamabad.
Dully approved, Comparative statement as received vide your under reference
letter is returned herewith.
This issues with the approval of Chief Engineer Irrigation Potohar Zone,
Rawalpindi / Islamabad.
