1. INTRODUCTION – SCOPE OF WORKS
1.1. Confidential
This Request for Proposal “RFP” and the matters referred to herein are strictly confidential.

1.2. About INFO ARAB MEDIA FZ LCC


Info Arab Media FZ LLC “INFO ARAB MEDIA”, “Client”, Employer”, established in Dubai Studio City, is a
privately-owned company, is planning to launch a new Arabic Multi-Media Platform in the MENA
region with their Headquarter in Studio City, Dubai.

1.3. Purpose of the RFP


This document is intended to Security Companies “Security Company”, “Sub-contractor” who have a
proven track record in building security Design & build, who easily understand the need of the
customer and is able to deliver his result on a very short term to respond for the security system build
for a new interconnecting building and 2 existing buildings.

Client is leasing 2 buildings (so called Boutique Studio’s) BS15 & BS16 located at Dubai Studio City.
By connecting both buildings the existing courtyard could become a newsroom “Atrium”, “Newsroom”
which could occupy approx. 30 -40 people: journalists, producers, online & social teams as well the
Head of News and the presenters.

1.4. Purpose interconnecting the buildings


By interconnecting the 2 buildings a new main front entrance will be created with waiting area,
security room, disable toilets, etc.

The central area will lead to both existing buildings as well to a ~200m² newsroom with an open view
to a mezzanine, accessible from the 1st floor of both buildings. On top of this mezzanine roofing a small
corridor is located to connect the 2nd floors of BS15 & BS16.

Both Building BS15 and BS16 are (partial) core & shell or already fit-out; a Constriction Company will
construct the new interconnecting build and complete both buildings for fit-out as main Contractor,
“Contractor” .

The security company will be subcontracted to the contractor to ensure the whole project will be a
turn-key project, as well coordination between the flat-wiring install (CAT6A IT cables, power
connections, empty conducts, etc) is guaranteed and final result is a complete working system.

The new ground main entrance will host also a make-up room, disable toilets, a green room and prayer
rooms. The main entrance should have the possibility for security checks and key-pass speed-lane gate
entrance.

1.5 Security Company Scope of Work


The Security company Scope Of Work will be: designing and implementation of a complete company
security system, like (but not limited to):
• card-access (+ electrical door locks) on specific rooms,
• indoor & outdoor security camera to register & control movements in some dedicated areas,
• speed-lane access to the main atrium and both buildings,
• interfacing with new or existing fire-fighting system,
• interfacing to BMS system,
• interfacing to H&R system,
• interfacing to landlord camera systems (if required)

1.6 Security company’s Local Regulations experience

The Contractor should be following and is fully aware and in charge () to obtain all local regulations
and/or authority permits (including but not limited to):
DDA (Dubai Development Authority), DCD (Dubai Civil Defence), Dewa (Dubai Water and Electricity),
TECOM, DCCA (Dubai Department of Civil Aviation), FLS (Fire and Life Safety), FICA (Federal Identity
and Citizenship Authority), Telecom Provider, etc.

1.7 Security Deliverables


The Security stages will be broken down as follows (final delivery order to be defined):
• System & wiring design, creating shop drawings, finalise approvals
• Control flat wiring install (SOW of construction company)
• Indoor Camera installs
• Outdoor day/night Camera install
o sufficient lighting required. Install movement tracking controllers for lights if needed
• Card access install incl. electric door locks
• Speed-lane install
o Same card reading system as above
• Optional X-ray equipment
o Small device, to be installed in security or store room
• Security room install, including desk, control monitors, interfacing servers, recording servers, etc.
o Servers could be located in the main server room in BS15
• Interconnection software with the in 1.5 mentioned SOW
• Configuration of the system
• Training to client users
• Certification
• Final project handover

It is the contractor’s responsibility to sequence the detail Security works of the above stages to ensure
the best possible efficiencies with regards to the Security programme.
The whole project will be awarded as a turn-key solution.

2. DUBAI STUDIO CITY STUDIO LOCATION
The 2 existing buildings are located in Dubai Studio City, known as Boutique Studio Building BS16
and Building BS15 with the adjected UPS room.

As the client isn’t the owner of the buildings, the infill atrium construction between BS15 and BS16
needs to be “independent” in case it needs to be decommissioned for other future usage (> 10
years)

4. REQUIREMENTS OVERVIEW
The Client wishes to connect two existing buildings together with a so called “infill atrium” which will
be will be three (3) floors (G+2). The building will include a main entrance, a ground floor open office
space called “newsroom” with adjected lounge with (future) canteen facilities, a first-floor open office
space and a 2nd floor interconnecting construction.

Build Contractor required to provide the full build solution for the premises. The Scope of Works
describes, without limitation, the nature of the Works to be executed by the Contractor pursuant to
the Contract. It is intended to provide a summary and general description of the Works and to
highlight factors of particular importance to the Company, which the Contractor must take into
account in executing the Works. The Scope of Works is not exhaustive. The requirements identified
and set out within this document along with annexes, attachments, documents, drawings, etc.,
(inclusive) shall be regarded as the minimum work or minimum standards and specifications of
performance required to be executed or complied by the Contractor under the Contract. This Scope of
Works shall not be taken to comprise all of the Contractor's obligations under the Contract, which
must be construed in light of the Contract read in its entirety.

The Contractor is required to execute engineering (by professional engineering firm), procurement and
supply, provision of services, transportation, logistics, pre-fabrication, fabrication and construction,
connect the building to the utilities, pre-commissioning, commissioning, start-up, required tests and
training, provision of required spares during commissioning, obtaining all necessary permits, etc. in
relation to the Works as described in the contents of this document with relevant addendums. The
Contractor shall supply all the materials necessary for the completion of Works and the materials shall
be suitable for their intended purpose. The Contractor shall ensure that the materials and
workmanship shall be in good order and condition, in conformity in every respect with the
requirements of the Contract, shall comply with the specifications, all relevant codes and standards set
out in the Contract, Good Industry Practices with all applicable Laws and approved by the client.

5. OBJECTIVES
The project is a turn-key lump sum project, the general conditions of final contract shall be based on
the guideline of the FIDIC Red Book “Conditions of Contract for Construction for Buildings and
Engineering Works designed by the Employer”, First Edition 1999, prepared by and obtainable from the
Federation International Des Ingenieurs-Conseils (FIDIC), P.O. Box 86, CH 1000, Lausanne 12,
Switzerland. All provisions of all Articles not specifically amended herein shall remain in full force and
effect.

The RFP tender is leading for technical drawings, recommendation addendum documents, BOQ.
Client would like to highlight the below; but the project is not limited to:

7.1 Mobilisation works


Mobilisation period is not only required to create the designs including shop drawings in close
cooperation with the client, architect and construction company.

7.2 Fire-fighting
A connection needs to be made with the existing and new fire-fighting and/or BMS system. In
case of a fire, all electrical doors need to be unlocked, the speed-lane need to be opened.

7.3 IT wiring works


The construction contractor is responsible for the IT flat wiring (CAT6A) required for CCTV,
access control readers and electric door locks, BMS controlled units, fire-fighting controlled
units, etc. all terminated to the server room in BS15 (or specific control units like fire-fighting
panels, etc), the other end to be specified.
The CCTV cameras and access control readers are in SOW, the electrical door equipment (key
lock or magnet locks) is part of the SOW of the construction company, unless agreed differently.
7.4 Disposables- & waste management
Contractor is fully responsible for clean site, regular cleaning of skip containers. Outside the
fenced area, skip containers need to be covered, in all cases no food disposables are allowed to
put in the skip containers to avoid pets & cats or other presence.

7.5 Safety & Health care on construction site


Client expect the security companies are following the UAE guidelines for employees working on
construction sites, including the by the Dubai Development Authority (DDA) taken steps to
mitigate the impact of COVID-19 on the construction sector!

In the below chapter read Security employer or employee where construction is mentioned.

As a good construction employee, you should (but not limit too) follow the below UAE
construction statements for your employees:
1. Construction and industrial workers are not permitted to work during the hottest hours of
the day during the summer, staff should have designated break time
2. Construction employers are required to provide insurance to their employees.
3. No construction employer may bring or allow others to bring any kind of alcoholic drinks for
consumption on work premises.
4. Construction employers should provide their employees with suitable means of protection
against injuries and dangers such as a fire which may result from the use of machinery and
other work equipment and against occupational diseases which may be contacted during
work.
5. Construction employers shall display in a permanent and visible place at the work site,
detailed instructions regarding the means of preventing fire and the means through which
employees can protect themselves from hazards to which they might be exposed during

work. These instructions shall be in Arabic & English and if necessary, another language
understood by the employee.
6. Construction employers must keep a first aid kit or kits containing medicines, bandages and
other first aid material readily available.
7. Construction employers must take care of
o suitable transportation to/from site
o suitable sun-shade resting area
o suitable drinking water
o first aid services
All the above services will be on the construction employer's account.

Required personnel protection equipment (PPE) must be worn at all times when on
construction site.
All construction employees should ware/use the below PPE:
• Hard Hat () safety helmets.
• Sturdy safety shoes or boots should be worn by all construction people. No flip-flops,
open-toe shoes, sneakers etc. are allowed, if any of these are noticed during client
inspection a fine of AED 1,000.- pp/pd will be given!
• All construction personnel should wear adequate and suitable protective clothing to
protect them from possible hazard due to weather changes, electricity, impacts, and other
risks. For an employee AND visitors, a reflected vest is required.
• Construction employees shall be provided with eye and face protection equipment when
their job have a potential risk of exposing the eyes and face from hazard. They are the
machines operators, welders, grinders, bar bender and the like.
• All personnel handling rough, sharp and excessive coarse material such as reinforcement
bars, rods, pre-cast concrete, toxic, electric and hot materials shall be protected by safety
gloves.
• In the event that noise levels in worksite are too much to handle (over 85 DBA), ear
protected gear are also needed by the site personnel.
• Site employees working at an elevated level to about 2m or more shall be provided by
safety harness or belts to protect them from accidental fall. Anchorage point of the safety
harness shall be placed above the head of the worker and not less than 5 meters from the
ground level.
• Scaffolds should have fall-protection bars and proper ladders to reach each level and shall
only be used with green scaf-tags in date. Wooden ladders shall be removed from site.
• Hot works permits to be obtained prior to execution of works and fire-extinguishers shall
be present at site at all times.
• Electrical cable management shall be undertaken by the Contractor on a daily basis and all
electrical equipment on site shall have correct plugs installed and shall be disconnected
from the power supply when not in use. Unsuitable power tools (i.e., without plugs) shall
be removed from site without prior notice.

6. CONTRACTOR RESPONSIBILITIES
8.1 User Requirements:
The client wishes to construct a new construction of approx. 250m² and fit out the new building
including 2 existing buildings. Each office floor is ~180 m² of offices and 90m² of interlacing
areas.
Contractor to provide the full building based on the following:
• Engineering;
• Procurement;
• Installation;
• All authority approvals in close cooperation with the architect Bluehaus and/or
construction company;
• Any associated works & activity to complete the building as per Info Arab Media
requirements and subject to Info Arab Media satisfaction.

Where card readers are mentioned in below sections, this comes including electrical locks on
top of the door or build in frame and a push button exit unit.

All camera & card access flat wiring will be centralized in either each floor electrical room
and/or the data server room

8.4 Permits and Approvals:


The Contractor shall identify any permits and approvals that will govern and affect the Project.
All related and required permits and approval (design, construction &function) are the
contractor full responsibility

For the avoidance of doubt the Scope of Works is inclusive (but not limited) to the provision of
the following minimal requirements by the Contractor:

A. All construction stage approvals, permits, licenses, No Objection Certificates (NOC’s), etc. for
the Project. The contractor should be following and is fully aware and in charge (together with
the architect) to get/assist all local regulations and/or authority permits (but not limited to)
like: DDA (Dubai Development Authority), DCD (Dubai Civil Defence), Dewa (Dubai Water and
Electricity), TECOM, DCCA (Dubai Department of Civil Aviation), FLS (Fire and Life Safety), etc.

B. Assist and coordinate with all local authorities to identify their requirements and incorporate
them into the Project.
C. Coordinate with the Client in all matters relating to authority approvals and permits to ensure
that the project is compliant with the Client’s strategy.
D. Responsible for providing documents related to the scope to the Client for submission to local
authorities where applicable.

7. PROJECT COMPLETION STAGE DEFINITIONS
Below is the minimal completion schedule milestone that’s should be followed by the contractor

A. Substantial Completion: Substantial Completion is as determined by the Client At this stage:


1. Major works are complete (design, install and configuration, fully operational , connections
to authorities where applicable)
2. Partial occupancy may be allowed before the final “BOC” if the project has a substantial
completion date. To be determined by the local authorities.
B. Install Completion: All works are complete including snag list / punch list items. Only
remaining works outstanding are agreed snag list / punch list items. At this stage:
1. As-built Drawings and Operation & Maintenance (O&M) manuals are issued by contractor
and approved by the Client;
2. All Government permits and certificates are complete and in place where applicable
C. Final Completion: The Defects and Liability Period has expired and after all the snag list /
punch list items and Defective works have been resolved. At this stage:
1. A Final Handing Over and Completion Certificate is issued.
2. End of Defects Liability Period
3. The Defects Liability Period is subject to extension for those specific works which are not
completed in accordance with the Contract.
