BRIEF INFORMATION

The brief information of the Subject Property is as follows: -


Scope of works

(i) Brief Description : The Subject Property is a 22 storey purpose-built presently


5-star Subject Property building with 2 levels of basement
car park.

Scope of works

1. For Phase 1, the scope of works for the M&E Comprehensive Audit shall be as follows:

1.1 To review all the M&E services throughout the Subject Property, but not limited to

1.1.1 Electrical power supply and distribution (HT, LV, ELV)

1.1.2 Heating, Ventilation and Air Conditioning (HVAC).

1.1.3 Cold & Hot Water System, drainage and sewerage system

1.1.4 Related PA, voice and data system

1.1.5 Related security system, i.e; CCTV

1.1.6 Lift System and its associated equipment

1.1.7 Related Audio-Visual system

1.1.8 Fire Fighting System, i.e detection and protection

1.1.9 Building Control System / Building Automation System

1.1.10 Information and Communications Technology (ICT) networks

1.1.11 Kitchen Equipment & System inclusive of Gas piping etc

1.1.12 Swimming pool filtration system

1.1.13 Any other system not mentioned but deemed to be considered as part of M&E system

1.2 The audit report should categorize equipment in item 1.1 into the following:

1.2.1 Dilapidation Report (condition of the Subject Property) – major defect

1.2.2 Proposed replacement/ rectification plan, if required, to be categorized as follows:

1.2.2.1 Maintain with minor repair existing system – Good working condition

1.2.2.2 Proposed replacement/ rectification plan, if required, which shall be


categorized as below, together with the proposed timeline for
the replacement/rectification:

a) High Priority due to frequent breakdown, high inefficiency etc.


b) Medium Priority
c) Low Priority

1.3 The audit report needs to establish the cost estimation for the replacement/ rectification and to
include cost benefit analysis where applicable to justify the for the replacement/ rectification

2. For Phase 2, in the event that the Client Management decides to proceed with the refurbishment of the
Subject Property and agree to extend the services of the existing M&E consultant for the overall M&E
consultancy services, the scope of works shall be as follows:

2.1 Professional Advice and Services

2.1.1 To discuss with the Client and to implement the suitable replacement/rectification plan
based on the M&E Audit report in Phase 1

2.1.2 As and when necessary, to be in charge of submission and obtaining approval from any
local authority pertaining on any matter required and affected by the M&E Services.

2.1.3 To prepare preliminary estimates, cost plans and works schedule, for approval in
writing by the Client.

2.1.4 To prepare tender documents including bills of quantities, detailed design drawings
and other tender documents.

2.1.5 To prepare tender evaluation and proposed recommendation to the Client.

2.1.6 To evaluate and monitor works progress for purposes of project tracking, interim
valuations / certificates including variations, if any.

2.1.7 To prepare final accounts.

The scope of work shall be in accordance with those published by the Board of Engineer
Malaysia (“BEM”), on Conditions of Engagement which shall include periodical supervision of
works on Site and coordination of activities for the Proposed Renovation.

2.2 Design Stage

2.2.1 To coordinate the design with the Client’s appointed Project Manager/Superintendent
Officer/Architect on the requirement for the M&E Services

2.3 Tender Documentation Stage

2.3.1 To prepare tender documents and tender drawings.

2.3.2 To assist with the pre-qualification of contractors, if required.

2.3.3 To conduct tender Evaluation.

2.4 Construction Stage

2.4.1 To provide nominal supervision and attend periodic site meetings.

2.4.2 To review and approve shop drawings.

2.4.3 To witness and testing commissioning.

2.4.4 To review as-built drawings and Operation & Maintenance Manuals.

2.4.5 To attend to Bomba Inspection, if required.

2.4.6 To assist in preparation and issuance of Defect List for issuance of Certificate of
Practical Completion (“CPC”) by the Client’s Project Manager/Superintendent
Officer/Architect.

Additional Information

3. For Phase I, the appointed M&E Consultant are not applicable for claimable expenses, of which are not
limited to Drawing, Document Printing, Travelling, etc. (For estimate, we foresee a maximum of 3 visits
to the Subject Property for the purpose of preparing the report). All these costs must in inclusive of the
lump sum fee

4. The additional requirements of the M&E Consultant are as follows:

4.1 The M&E Consultant’s firm must be established for more than five (5) years and has experience in
undertaking the refurbishment work on mechanical and electrical for a minimum 3-star hotel

4.2 The assigned representative of the M&E Consultant must be of qualified personnel of at least
seven (7) years of relevant working experience and must have similar experience in undertaking
the mechanical and electrical works for a minimum 3-star hotel

4.3 The M&E Consultant is expected to attend meetings with Client where permitted. We will
endeavour for conference calls as much as possible.

Time Frame

5. For Phase 1, the M&E Consultant shall present a comprehensive M&E audit, replacement plan, cost
estimation and time plan within two (2) months from the date of the appointment, or any extension
thereof, with no prolongation fee claim.

6. The overall timeframe for Phase 2 will be notified on a separate occasion once the Client has agreed to
proceed with the refurbishment of the Subject Property.

Copy right

7. All submissions of M&E Consultant comprehensive audit report including material submissions shall be
the intellectual property of Attana. The M&E Consultant unreservedly agrees to absolutely vest all
intellectual property and rights in the design onto Attana, without creating any corresponding license or
right to use on the M&E Consultant

Payment Structure

8. For Phase 1, the appointed M&E consultant to be paid as follows:

(i) 50% upon submission of first draft


(ii) 50% after satisfactory report signing off by the Client

9. The payment structure for Phase 2 will be provided once the Client has agreed to proceed with the
refurbishment of Subject Property and the extension of services of the appointed M&E consultant.

Professional Fee

10. For Phase 2, In the event that the refurbishment project receives the approval from the Client
Management to proceed, the M&E consultant agrees to adopt the fee based on the total M&E costs as
per page QF 1/6.

11. Attana is not obligated to award the consultancy services to the M&E Consultant after the submission
of audit report. Attana has the right to utilize the report for the project and engage any other consultant
to advance, utilize, modify etc. the said report for purposes to be implemented in the project.

Confidentiality

12. The M&E Consultant shall at all-time maintain confidentiality and shall not divulge any confidential
information communicated or acquired by him in the course of carrying out the exercise, duties and
obligations. Such information shall not be used by the M&E Consultant on other exercise without written
approval of the Client.
