 In the development of construction projects in Indonesia, the application of occupational safety and health
is still not optimal. Many construction workers experience work accidents every year, material damage,
production failures and delays in construction workers cause the company to suffer many losses.
ISSUE

Occupational accidents often occur due to the lack of attention of construction project implementers to
the requirements and regulations in Occupational Safety and Health (OSH). Therefore, work safety is an
aspect that must be considered at all times because as we know, safety issues are very complex issues that
include issues from a humanitarian standpoint and economic benefits, legal aspects, accountability and the
image of the organization itself. Occupational Safety and Health (OSH) are some of the most important
factors in supporting the achievement of the goals of a project. Occupational Safety and Health can only
work if there is work from a number of parties directly involved in the construction project, starting from
the owner, contractor and field workers. 2
 Risk Of Work Accidents
In Construction Projects
The building service business is one of the industries
with a relatively high risk of workplace accidents.
• Different work sites
• open and impacted weather
• limited execution time
• dynamic and demanding high physical endurance,
• and the usage of a large number of unskilled
personnel
are the primary causes of work accidents in
construction projects. Because of a lack of public
knowledge of workplace safety concerns, as well as a
lack of government law enforcement, work safety laws
are still far from optimum, resulting in a high
frequency of workplace accidents.

Preliminary Accident Conditions

The workers were lifting up rail pads with a
crane, when it was on top, the crane holder
slipped and it dropped all of the concrete rail
pads down below. the launcher bearings are
not installed properly on the pillars of the Conditions during a Construction Accident
elevated railroad. As a result, four people died

In this case one person was named a suspect, who acted as the
operator of the gantry launcher. He made a mistake resulting in a
work accident

in this case it was found that the bearing was not in the right
position but had been removed by the operator who was operating
the lifting equipment,"

At that time, the workers were about to install the lower cross beam
(LCB) on the segment falfe on the CP.22 pole. When the LCVB was
lifted and was about to be placed on the galse segment, suddenly the
front leg of the gantry launcher came off and the false segment
cradle. This condition made the gantry launcher slump and the LCB
hit a false segment, so that the victims in each CP.22 fell and died.

 Efforts to improve the construction service delivery system by
paying attention to OSH in Indonesia

a. Improve process management related to:

 Standard Operating Procedure (SOP).The entire implementation of
construction work must comply with the stages of implementation in
the SOP;
 Standardization of equipment, calibration and service life. Every
equipment to be used must meet calibration standards and service
life before carrying out work;
 Tool and operator certification. Heavy equipment operators must
have competence according to their field as evidenced by a valid
Operator License;
 Fulfillment of personnel and qualifications of supervisory consultants
in accordance with the needs of infrastructure project development

b. Improve supervision of the work performed, especially in
additional shifts to ensure workers are in prime condition before
carrying out work. Supervision is not only carried out by supervisory
consultants, but also by service users and even by contractors.
c. Pay attention to the welfare of workers;
d. Any implementation of high risk work (Elevated
Construction), including when changing work shifts, must be attended
and approved by 3 (three) parties (Owner, Executor and Consultant);
e. OSH must be included in the specification and quantity list;
f. Give a warning to contractors and consultants in charge of
construction projects that have accidents.

 Conclusion
Accidents that take place on the workplace might cause a significant amount
of financial damage. A setback not only for the company's workforce but also
for the business overall. For this reason, establishing strong occupational safety
and health management is particularly crucial for risk reduction.
