CONCEPT PAPER
1.Title of the proposed study or project
2. Rationale
It summarizes prior research on the subject or focuses on the knowledge gap, issue, or
need that the proponent’s proposed project is intended to address. This part enables
the proponent to describe the need in such a way that the applicant's project is the
ideal response to the issue. Additionally, it frequently includes words highlighting the
importance of the project (showing why the project should be supported).
3. Project’s Objectives
Objectives are statements of measurable outcomes that, collectively, will help the
proponent measure progress toward accomplishing the project goal(s). For example, an
objective might be to offer a specific kind of workshop or seminar on a particular topic
for a defined set of teachers in a K to 12 school cluster.
4. Project Description
The project description serves as the response to a question, a need, or an
investigation that will close a knowledge gap. The proponent discusses the inventive,
novel, distinctive, uncommon, and/or distinctive components of the strategy in this
part, demonstrating why the proponent has the best answer and making a strong case
for support.
5. Project’s Methodology (Project Activities or Action Plan or Approach).
The goals, objectives, and methods (or activities) will need to align closely with each
other and will need to be accomplished within the proposed Timeline, expressed in
either months or years. The techniques or actions must be consistent with or based on
previous attempts in the field, be supported by empirical data and be feasible to
complete within the anticipated time frame. (can be in tabular form ie. Action Plan)
6. The concept paper concludes with a statement of Benefits (or Anticipated Outcomes)
along with a description of who will benefit and how. (Beneficiaries / Participants)
7. Timeframe (Schedule of activities of the Proposed Project)
8. Monitoring and Evaluation
Explain how the project will be monitored and who will be responsible for the
monitoring of the project. Include the tool used in monitoring the project.
II. Rationale
