“Public spaces are sites which are accessible
and enjoyable by all without a profit motive
and take on various spatial forms, including
parks, streets, sidewalks, markets and
playgrounds. Good public spaces enhance
community cohesion and promote health,
happiness, and well-being for all citizens.”

Dona Leonila Park
San Pablo City, Laguna
Prior to the redevelopment

“It was hardly appreciated because there was no

clear significant use for the place, there was no
striking aesthetic value. It was bare ground with
patches of shrubs, wild plants and overgrown trees,
with a broken fountain, broken concrete benches,
and a deteriorated bandstand.”

“(It used to be a) naturally flattened, non-formal

Puerto Princesa City - Balayong Park

In developing the Balayong People’s Park,
the city hopes to directly address the need for urban
greening. The park mixes a variety of green spaces — it has
a forest park, mini-parks, and a recreational park, all of which
aim to provide a “safe space, (and) that can nurture
positivity.”

Discussion
1. The DBM Green Green Green prompted the massive development
and appreciation of public open spaces in various cities.

2. Several LGUs supported the fund, and some appropriated local funds
for the development of public open spaces.

3. Parks became the branding identity of the city, i.e., tourism

destinations, health and wellness, environmental and cultural landmarks.
Challenges
1. Program continuity - need of national framework for parks
development

2. The funding was exclusive for cities - need to include the municipalities.

3. Operations and maintenance of completed projects

4. Technical assistance and partnerships
