a. Define Public Speaking and explain why Public Speaking is an Art.
b. Identify the ten commandments of Public Speaking.
c. Distinguish the qualities of an inspiring speaker.
d. Enumerate the ABC’s of an effective speaker.

Background Information for Learners

An effective public speaking is an art- a craftsmanship that can only be
developed and polished through the frequency of actual performance.

The need for good speaking enters into many professions and
occupations-and public and private gatherings and activities, as every
occasion calls for a speaker.

Public speaking involves the speaker and his or her audience,

composed of as many listeners as the occasion promotes.

A smart speaker recognizes the power of speech and sets up a

constructive and well-planned program to develop the art of effective delivery.
He undergoes exercises that require him to get up on his feet an learn by
doing.

Indeed, an effective and conscientious speaker develops his technique

and craftmanship through years of practical experience out in the field and
on the speaking platform. Practice, more practice, and still more practice-for
practice makes perfect. (Atienza, L.P. et.al., 1985)

PUBLIC SPEAKING is an art of facing a group of people and communicating

to them your thoughts and feelings by means of effective speech. Thus,
sharing meaning unites the speaker and the audience in their desire to
exchange ideas thereby leading to enrichment and broadening of all human
experiences.

Public Speaking is a speaking to a group of people in structured,

deliberate manner intended to inform, influence, or entertain the listeners.

TEN COMMANDMENTS OF PUBLIC SPEAKING

1. Pronounce words carefully. More errors, inaccuracies, and

misunderstanding are caused by carelessness and haste than by
ignorance or inadequate vocabulary. Give speech the care and attention
it deserves.

2. Speak to be heard. If something is worth saying, it deserves. Don’t

shout but don’t mumble.

3. Look alive. If you show interest in what you are saying and talk in lively
tones, animation will invigorate your talk and stimulate your hearers.

4. Take your time. Your tongue is slower than your mind, but it is quicker
than your listener’s ear. Nearly everyone speaks rapidly, drops syllables
slurs words, and runs thought together in headlong haste. Slow down.

5. Learn to listen. Talk should be a two-way street, it is not only

courteous to listen to others; learning to listen is the most effective
means known to man for gathering facts, acquiring ideas, and
improving speech. It is how you learned to talk in the first place.

6. Vary your approach. The sole requirement of effective speech is that it

should communicate. The tone of your voice and your choice and use
of words should vary from situation to situation, from person to person.
At times, your speech should be racy and pungent; at other times,
deliberate and formal. Talk should be appropriate.

7. Be concise- Most statement of any kind are wordy. All of us repeat an

idea in identical or similar words- and then say it again. Talk should
not be cryptic and mysteriously abrupt, but it should be economical.
Make it snappy!

8. Be specific- Much of our speech is indefinite, not clearly expressed,

vague in meaning. Even when we have a fairly good idea of what we
wish to say, we don’t seek out those exact and concrete words that have
precise meaning.

9. Be original. It’s impossible for anyone to conceive of a wholly new idea

or to express an old one in fresh, original diction. And yet the greatest
single error in “saying it right” is the use to trite, word-out expressions
that have lost their first vigor and appeal.

10. Have something to say. With rare exceptions, people tend to talk
more—and say less than they should. After all, speech is only the

faculty or power of speaking. The ability to talk is one thing; thoughts
and emotions are another.

The Effective Speaker

Public speaking is not difficult. Anyone who can converse with a

friend, talk in colloquial and thoughtful terms, exchange a humorous
remark, and be interested in the lives of others can speak publicly.

Sarah Loyd-Hughes Described Six Qualities of an Inspiring

Speaker

1. Awareness. The quality that allows your choice over your actions as a
speaker. Developing awareness allows you to pick up the behaviors that
serve your audience—and drop the ones that distract the audience from
your message.
2. Empathy. Most speakers start their speech preparation by asking
themselves “what do I want to say?” but an inspiring speaker starts
from the perspective of their audience, seeking primarily to serve their
aims. In doing so, they become a speaker who is listened to and
respected.
3. Freshness. The quality that gives a ZING to any talk. Freshness allows
a speaker to be unique, spontaneous and memorable.
4. Balance. The ability to judge which information goes in and which stays
out, to take your audience on an incredible journey through your public
speaking.
5. Fearlessness. Being able to go beyond your comfort zone in service of
your audience. This is the quality that brings edginess and power to
any public speaking as we can see just how important the topic is to
you.
6. Authenticity. The final-and perhaps most important quality is the
ability to be yourself, even if it is vulnerable and even if it feels in some
way ‘inappropriate’. Your authenticity connects to your audience’s
humanity and allows them to also be authentic. This is the quality that
transforms public speaking from “technically very good” to “WOW”.

SKILLS AND COMPETENCIES NEEDED TO BE AN EFFECTIVE SPEAKER

1. Personality. It is the sum-total of all our physical, mental and
emotional traits. Personality is not a matter of height, color, shape, etc.,
but a development of all the traits of an individual.

It is impossible to make an interesting speaker out of
uninteresting people. Only people with interesting personality make
good speakers.
a. Personal Grooming
b. Attitudes
2. Intelligence. No matter how much self-confidence or self-assurance a
speaker has, if he does not have some measure of intelligence, his
public appearance as speaker will be completely brief and failure.
a. Common Sense
b. Tact
c. Good taste
d. Wide interest
e. Self-criticism
3. Integrity or Virtue. The acceptability of a public speaker to his
audience is dependent upon his integrity as indicated by his moral
virtues. Furthermore, sincerity and moral integrity are qualities that
will endear a speaker to his audience and will make him influential to
them. For this reason, a speaker must adhere to truth and must not be
afraid to communicate facts that are actual and true.
4. Training. This consist of a speech program intended to develop in the
speaker skills and techniques to communicate ideas effectively.

Five-fold value of Training:

a. Training tells the speaker what to say.
b. Training teaches the speaker how to say the speech.
c. Training develops the speaker’s confidence in his ability to
communicate effectively.
d. Training develops creative but critical thinking rather than a
mechanical one.
e. Training aids the speaker to achieve that main objective of
effective communication—to create a particular effect on a particular
audience.
5. Technique. The spirit of the communication unites the speaker and the
audience in their desire to exchange ideas. For this reason, public
speaking requires a definite audience response caused by direct
communication with the audience.

Elements of Technique

a. Voice-the sound produced should be well modulated.

b. Voice Pitch- the highness or lowness of the speaker’s voice should
synchronize with the meaning or mode of the word uttered.
c. Voice volume- the power of voice.

d. Voice quality- the quality of voice doesn’t matter, it is how you deliver
the melody of the speech.
e. Speech rate and pause- the number of words uttered per minute and
the cessation of speaking within or between the sentences. Thus,
speaking is like driving car; you should know how to use your
accelerator and break.
f. Enunciation and Pronunciation- the formation of voice into words and
the manner of utterance of words.
g. Gestures- the movement of arms, shoulders hands or head in the
physical expression of thought.
h. Posture- The position and bearing of the body should also be taken into
consideration. It is a concrete visual aid of the speaker.
i. Organization of thought- the logical arrangement of ideas.
j. Composition- the manner of formulating ideas into effective sentences.
k. Phrasing- the grouping of words into small units of thoughts.
l. Audience contact- the establishment of mental contact with the
audience.
m. Motivation- the use of appeals and subject matter which are important
to the audience and induce audience action.
