Abstract

This study is aimed to learn and determine people's awareness of health

policies and how they can affect them. This qualitative study employed a

phenomenological research design to investigate how students perceived

health policies and how having knowledge of these policies affected them.

Selected students from Balayan National High School, Immaculate Conception

College, De La Salle Medical and Health Sciences Institute, and Rizal High

School in Pasig, Metro Manila participated in the survey. The researchers

approached students from the aforementioned schools, aged 14 to 20, and

asked them if they would voluntarily participate as key participants using a

purposeful sampling technique. Students' perceptions and the effects of

knowing these health policies on them were gathered using online

questionnaires, in particular by using guided questions derived from the primary

issue. When analyzing the data, the Colaizzi method was employed. The main

conclusions of this study showed that although the selected students were

aware of current health policies, they only had a basic understanding of them.

Participants mentioned favorable effects. Moreover, the researchers intended to

advocate widening their knowledge and strengthening their awareness about

health-related policies in the country for the benefit of the current generation

and also, the future generation when it comes to health.

I. INTRODUCTION

The ability to control situations in our own lives and solve our problems is

improved by our knowledge. A solid knowledge base facilitates the more

efficient and effective operation of the brain. With the power of knowledge,

people become smarter and more adept at problem-solving. Daily Life

knowledge is significant and helpful in daily activities. These include knowledge

and awareness of Healthcare Policies.

Public health policy is crucial because it brings the theory and research

of public health into the practical world. Public health policies create action from

research and find widespread solutions to previously identified problems.

(Columbia University Mailman School of Public Health, 2021) stated that being

aware of the Healthcare Policies is essential for it establishes rules that are

advantageous to patients, healthcare providers, and our healthcare system as a

whole. Having procedures in place can help with communication issues and

avoid human error in medical decisions. 

The term “healthcare policy” refers to the decisions, goals, and actions

that determine how care is administered and accessed. (Healthcare Policy in

the United States, 2021) for example, policies can include legal and safety

regulations by state or protocols regarding how care and medicine are delivered

to patients at a specific hospital. “Healthcare policy” also refers to the policies

set on a national level, in terms of access to healthcare, coverage, and cost. In

addition according to (the University of St. Augustine for Health Sciences,

2021), they said that due to a lack of education and lack of interest in learning,

only a small amount of our population is aware of the mentioned policies. To put

this claim to a test, the researchers decided to conduct a survey about the

perception of the respondents to health policies and the effects of having

knowledge of health policies on an individual. This study was constructed to

help people be aware and know their rights related to health policies.

Statement of the Problem:

The problem that this study addresses is the Awareness of Individuals on

Health Policies. Many citizens aren’t aware or at least informed about health

policies thus increasing timely problems such as crimes, injustices, and others.

The researchers aim to explore the knowledge and understanding of an

individual about health policies. Thus, this study is conducted to help people be

aware and know their rights and health policies.

Specifically, this study aims to answer the following questions:

1.  What are the perceptions of the respondents related to health

policies?

2. What are the effects on having knowledge in health policies for an

individual?

3. What intervention plan can be proposed based on the results of

the study?

II. METHODOLOGY 

Research Design

This study was a Phenomenological Qualitative Research in which

specific data were gathered from respondents based on their living experiences

related to the challenges experienced by the Students in Awareness of

individuals on health policies. The researchers devised well-structured and

systematic questions to be administered to the chosen participants through

direct interviews.

Environment

The study was conducted at Balayan National High School, which is

located at 103 Paz St. in Balayan, Batangas, and has students who are aware

of health policy. The researchers picked the school because it was close to the

participants as well as the concept of health policy was well-known and was the

alma mater to many of the students. 

Participants

In this study, the researchers utilized the Purposive Sampling Technique

to choose competent students to serve as study participants. The researchers

developed precise standards that will serve as a guideline for selecting the best

respondents. The study’s participants were students from the aforementioned

schools, aged 14 to 20, one (1) student from grade 8 to third-year college from

Balayan National High School, Immaculate Conception College, De La Salle

Medical and Health Sciences Institute, University of the Philippines Los Baños

and Rizal High School in Pasig, Metro Manila. The participants in this research

study should meet the following requirements: they must study, feel more

connected during the interview, as well as understand the rationale behind the

nation's healthcare policy. 

Instrumentation

The primary instrument in this study is the interview guide, which

contains ten (10) guided questions developed and created based on the study's

two main research questions. In addition to the interview guide, the researchers

will use mobile phones to record and capture details that may not be heard

during the interview. These will be the primary tools that researchers will use to

collect the necessary and important data and information. The ten (10)

questions address individuals' awareness of health policies as well as the

significance of health policies to individuals and communities.

Data Gathering Procedure

         The researchers will gather data through direct interviews using the

conceptualized guided questions. The researchers asked permission from all

the students as a courtesy call for the conduct of the study within the Balayan

National High School. The researchers asked questions to the selected

Students in a form of an interview. After the interview, the researchers collected

the data to analyze the response of the participants.

Data Analysis

Collaizi’s Method was utilized by the researcher in analyzing the

gathered data. The researcher will use the ten (10) guided questions

conceptualized and created based on the research questions stated in the

study as the instrument for gathering the necessary data and information. The

ten (10) questions posed are concerned with the Perceptions of the

respondents related to health policies, as well as the Effects of having

knowledge of health policies on an individual.

To transcribe the necessary information gathered from the participants,

the research must follow the seven steps of Colaizzi’s Method.

The following steps represent Colaizzi’s process for phenomenological

data analysis (adapted from Colaizzi, 1978; Morrow, Rodriguez & King, 2015; &

Abu Sosha, 2012:

First Step: Transcribe & Familiarize. Each transcript should be read

through several times to obtain a general understanding of the data.

Second Step: Extract Significant Statements. Significant statements that

pertain to the phenomenon under study should be identified and labeled.

Third Step: Formulate Meanings. Meanings should be formulated from

the identified significant statements.

Fourth Step: Cluster Themes. Meanings found throughout the data

should be clustered and categorized into common themes.

Fifth Step: Create an Exhaustive Description. The findings of the study

should be written in an exhaustive description of the phenomenon under study.

Sixth Step: Produce Fundamental Structure. A statement that describes

the essential structure of the phenomenon.

Seventh Step: Validate Findings. Present fundamental structure to

participants and verify results with their experiences.

Ethical Consideration

Secure Inform Consent. The next step was to create an informed

consent form that referenced the participant's agreement to participate in a

research study. It is critical to obtain consent if the study poses a risk to the

participant's safety or well-being. To gain support, the researcher informed the

participants that they would be taking part in a study and explained the purpose

of the study. However, study participants were given the option to withdraw

from the research study at any time with no negative consequences. All of this

information was provided in the consent letter, as well as verbally during the

meeting with study participants.

Pledge of Confidentiality. The consent forms were tailored to the

participant's right to privacy, including anonymity and confidentiality. To protect

the participants' identities during this research study, the researchers assigned

each participant a pseudonym. To protect the privacy of each participant, the

researchers provide their codes. The researchers have access to their personal

and private documents. The confidentiality agreement is maintained to protect

all individuals' privacy, to foster trust and rapport with study participants, and to

ensure that ethical standards and the integrity of the research process are

maintained throughout the research process.

III. RESULTS

Based on the transcribed data, the researchers discovered that there are

different perceptions of the respondents related to health policies and their

effects on having knowledge of health policies in an individual.

PERCEPTION OF THE RESPONDENTS RELATED TO HEALTH POLICIES

Theme 1: Significance of the recommendations to every individual's

health and lives.

      The overall welfare and safety of a community are greatly influenced by

public health policy. Healthcare policy creates precise objectives as well as

strategies for complete healthcare in response to the requirements of society.

Understanding health policy may help to protect and promote the well-being of

the community and its residents as well as result in policies that are equitable

for all.

                  

                 As mentioned by the participants, they said:

        “Me and my family only go to the most trusted and best health care.

Some citizens don't want to be involved in policies such as this. I know

how to be safer for my family. Bigger and more campaigns about this

topic”.

       “If I am otherwise mixed in with a decent number of people who share

the same perception I have in opposition to that health policy, then my

role would be bigger. I would probably make a health policy on the

religious cleaning and upkeep of public bathrooms as these should be

kept clean to avoid any disease contamination”.

    “As an individual with knowledge about health policies, I could promote

learning about health policies for the better by sharing my knowledge with

others. Additionally, I could volunteer to help people understand health

policies and how they affect their lives”.

Theme 2: Perception of Individuals when they determine their fitness from

a health and safety perspective with the support of clear criteria.

       Every member of the community needs to be aware of health policies.

Policies are crucial since they assist a community to adopt standards of

excellence for healthcare, operational processes, and objectives and obligation.

Health policies influence how people act, how people handle things, as well as

how people perceive our daily lives, thus it is crucial to be aware of them. Most

institutions and organizations have policies that serve as a roadmap for

decision-making.

                    As mentioned by the participants, they said:

“It did impact my awareness on health policies especially when it comes

to my rights. Yes, we each have our own insight on things. Each person in

a society needs to give out their opinion to make it easier to live in

harmony. Yes, Both, it has a big advantage to privileged groups and a

disadvantage to middle class groups. It affects both in both good and bad

ways. It impacted me severely when Covid started as it forced me to

follow protocols and policies. It can keep them safe.”

“It is essential how an individual defines health policies as their probable

misinterpretations can harm their manner of living. Health policies affect

marginalized groups in terms of their scope of exposure to a given health

policy and its effect/s towards their livelihoods. During the COVID-19

Pandemic. The benefits would be making yourself ready to respond to a

given healthcare-related circumstance. A drawback would be possibly

overdoing it—you being too ready—being too overprotective of yourself

to experience your environment.“

“Yes. if it is important enough for them to care about other people then it

also speaks about their morals. Whenever health is at risk I try to review

the health policies so I know what to do and what to expect. More safety

can be assured if a person taking care of a patient is knowledgeable

enough to know important things. Taking care of a sick person even when

at home. I have a standard at picking a hospital o a medical clinic because

I choose the best at quality services. It affects those people who don't

always have a choice regarding choosing the better options for their

health.”

EFFECTS ON HAVING KNOWLEDGE IN HEALTH POLICIES TO AN

INDIVIDUAL

Theme 1: Significance of health policies to an individual

The significance of health policies to an individual is important in

establishing and knowing knowledge that would benefit the community. In

addition, their importance greatly relates to the knowledge and using said

policies to understand them. They must have a good understanding of health

policies as it affects their daily life. 

As mentioned by the participants, they said:

“It is essential how an individual defines health policies as their probable

marginalized groups in terms of their scope of exposure to a given health

policy and its effect/s towards their livelihoods.”

“Yes, Health literacy can assist us in preserving our health, preventing

health issues, and managing existing issues more effectively.”

This shows that each individual knows one’s importance and value not

only to themselves but also in their daily life. More specifically in lockdown and

everyone’s getting scared with every little cough and sneeze they paid close

attention to learning and understanding each health policy in their given

situation to help them. This has served them as the right path to using health

policies and their importance to them.

Theme 2: Health-related Policies Relation to Affected Groups of Health

Issues

The relationship between Affected Groups of Health Issues and Health-

related Policies plays a big part in the effects of having knowledge in health

policies. The establishment of rules that are advantageous to patients,

healthcare providers, and our healthcare system is one of the main purposes of

healthcare policy. Furthermore, individuals learn about their privileges when

they take the effort to comprehend healthcare policy, especially within the

middle class. In being said by knowing the privileges and knowledge of the

middle class, privilege-class the gap as they learn how to use health policies

may close.

As mentioned by the participants, they said:

“Health policy may have a disproportionate impact on marginalized

communities. In many cases, persons who are already disadvantaged

because of their socioeconomic status, race, or other criteria are more

affected by policies intended to protect the public's health and safety.”

“Furthermore, marginalized groups may have a harder time adhering to

rules that encourage healthy eating and exercise because they have less

access to safe locations to exercise or eat healthily. So, when creating

and implementing health policies, it's crucial to take into account how

they might affect disadvantaged communities.”

“In our country where the Department of Health are designated in tasks

and involvements that tackled about health and medical related concerns,

they should be more reachable and contactable. The DOH must represent

their name for the people to feel more at ease of the quality service they

are receiving.”

This shows that the student’s knowledge gave them a perceptive that

different classes lead to imbalance. This relates to health policies as it leads to

unfairness in situations like justice, insurance, and hospital bills. They

expressed this in wanting to better the health policies as they learn more

knowledge about health policies.

Theme 3: Students’ perceptions and ideas toward health policies

Students’ perception and ideas toward health policies are factors that

affects their daily life. With their knowledge about health policies and at a young

age, they tend to be open in improvements. Their perceptions and ideas are

important in improving health policies as they are our future.

As mentioned by the participants, they said:

“To improve health regulatory certainty, it is important to ensure that

health policies are clear and easy to understand. This can be done by

providing clear and concise explanations of the policies as well as

providing resources for people to access if they have questions.”

“These health policies must be tackled and talked about more in and out

the classroom premises. Everyone must be informed and well-versed

enough to know their rights regarding matters that affect them directly.

Better quality education and advertisement is a step to do this”

“Through social media we can all promote the importance of knowing

these health policies that should be implied and followed.”

This implies that the student’s knowledge affected them in a way they

wanted to improve the system and make health policies more accessible to

people. In knowing something you need to understand it and by the response of

the students, some policies can’t be understood for some reason. The students

want clarity and to do that the policymakers need to listen to the feedback.

Furthermore to widen the understanding of health policies to every individual

one has to voice out and teach these health policies. There are many ways to

let people know about health policies and their rights like schools, offices,

programs, and other more. 

IV. DISCUSSION

                The good health and well-being of our community are established and

maintained by healthcare policy. Access, affordability, service, and

confidentiality in healthcare are major elements that are impacted by the policy.

It involves the laws and policies that are enacted at the municipal, state and

federal levels by legislators. As a result healthcare policy plays a vital role in

every individual’s life. 

              Students are largely aware of the health policies that have been

established in our country, according to the data that has been collected and

recorded.

PERCEPTION OF THE RESPONDENTS RELATED TO HEALTH POLICIES

Theme 1: Significance of the recommendations to every individual's

health and lives.

            Based on the findings of the study, the significance of the

recommendations to every individual's health and lives is a broad array of data

that impacts a community's health, and many organizations inside the

community share responsibility for ensuring and enhancing its health. According

to ( Kushniruk, 2019) appropriate and timely access to health information can

support informed negotiation of optimal treatments, optimal management,

expedited recovery, and an improved outcome for a patient. However, many

human and technical barriers may prevent the application of the best possible

information for both patient and provider alike.

  

Theme 2: Perception of Individuals when they determine their fitness from

a health and safety perspective with the support of clear criteria.

             Based on the findings of the study, individuals determining their fitness

from a health and safety perspective with the support of clear criteria have a

great amount of impact and changes in their behavior, political viewpoints,

social viewpoints, economic viewpoints, and in their daily lives in general.

Individuals can better understand what is and what isn’t appropriate in terms of

health, wellness, and safety with the help of their perception of the guidelines.

           Reaching agreement about what we mean by “safety and quality” is an

important step. There are many definitions which can help this process so as to

define safety and quality in a way which communicates to people what the

strategy is about and makes clear what the strategy will cover and what it will

not. One general definition which has proved useful for strategy development in

various resource settings makes quality a function of the way resources are

used, not necessarily a result of how many resources are used. “A quality

health service is one which organizes resources in the most effective way to

meet the health needs of those most in need, for prevention and care, safely,

without waste and within higher level requirements”. (World Health

Organization, 2008. Guidance on developing quality and safety strategies with a

health system approach)

EFFECTS ON HAVING KNOWLEDGE IN HEALTH POLICIES TO AN

INDIVIDUAL

Theme 1: Significance of health policies to an individual

Based on the findings of the study, the significance of health policies to

an individual is one of the effects of knowing health policies on an individual.

According to (Mozafaripour, 2021), health policies are important because they

help provide guidelines that will benefit citizens, students, healthcare systems,

and others. Furthermore, it aids in the prevention of human error and poor

communication in medical decision-making. So, with these enhancements, the

researchers can assist all students in understanding and applying their

knowledge of health policies.

Theme 2: Health-related Policies Relation to Affected Groups of Health

Issues

Based on the findings of the study, one of the effects of having

knowledge of health policies on an individual is the health-related policies in

relation to affected groups of health issues. According to (Robards et al., 2019),

by incorporating technology and social media into processes that facilitate

access and navigation, providing respectful and welcoming services that

recognize diversity, improving health literacy, and involving professionals in

advocacy and navigation support, these issues may be addressed. This means

that people are more open to learning and understanding health policies they

just need something that would interest them. 

Theme 3: Students’ perceptions and ideas toward health policies

Based on the study’s findings, one of the effects of having knowledge in

health policies on an individual is the students’ perceptions and ideas toward

health policies. According to (Research Says Teens, Young Adults Explore

Differently, 2017), psychologist Rober Wilson and his collaborators at Harvard

University and Weill Cornell Medical College, young adults tend to be more

engaged in information seeking than teenagers are as they seem to be more

comfortable with the unknown most of the time. The researchers can see this

as the college students in our study provided more in-depth and clear

perceptions and ideas toward health policies. Furthermore, according to (Haque

et al., 2022), a survey conducted at a Malaysian public university revealed that

the majority of respondents expressed a willingness to learn health policy,

participate in health policy programs, and recommend that health policy be

considered an essential topic in the medical curriculum, beginning with the first

year of medical school. The researchers recommend that students be

encouraged to participate in health policy activities. 

3. Proposed Enrichment Plan based on the Results of the study

Based on the study’s results, the researchers were able to develop an

enrichment plan to address the challenges in a degree of awareness of

students on health policies. This Enrichment Plan can serve as a guide for the

students who fall short in their understanding and knowledge about health

policies. This can be implied right away to close perception and application

struggles.

Rationale

People disregard health policies but rather place great emphasis on

medical advancement and its application. They overlook how these policies

affect them as health consumers. Since the implementation of health policies,

several issues and challenges have been encountered by Balayan National

High School students in following these policies. The school or agency should

address and resolve the issue as soon as possible.

Objectives

The study's objective is to ascertain the student's level of awareness

regarding health policies and what approaches the researchers may use to

provide them with a more comprehensive understanding of it.

Plans of Implementation

Since the awareness of individuals at Balayan National High School has

been identified and determined, the school or institution must immediately

implement the conceptualized enrichment plan to advance students’ awareness

of health policies. This program will benefit everyone because of its

implementation. 

Here is the proper procedure for carrying out the proposed enrichment

program. It may help you ensure that you are testing the experiences and

knowledge that you intended to test, and it may open the door to new

possibilities for assessing students’ adherence to health-related policies:

1. Conduct. Conduct a planning session for the students in Balayan

National High School on how to implement the proposed enrichment plan

to evaluate and augment students' apprehension in existing Health

Policies.

2. Execute. The appropriate process for the program must be followed

after the execution program. To fully comprehend the program, begin

with the activity and work your way through the list. The program's

project execution phase is the stage in which the plan formulated in

earlier program phases is put into effect. The main objective of project

execution is to develop and plan the anticipated deliverables, which must

be delivered on schedule and budget, whilst also meeting acceptable

quality standards and the agreed-upon scope.

3. Monitor. It is critical in carrying out the plan. To see if the program is

effective and functional. Program monitoring aims to track program

implementation and outputs systematically, as well as to determine

program efficacy at the program level. It helps determine whether a

program is on track and when changes may be needed to keep it on

track.

4. Evaluation. It is the systematic examination of a program, practice,

intervention, or initiative to determine how well it meets its objectives and

how well it can be improved. Evaluations, among other things, help

determine what is successful and what needs to be improved in a

program or effort.

In conducting the study, the researchers discovered that people's

awareness of health-related laws and regulations and how those laws and

regulations impact their own lives, the lives of their communities, and safety

practices varies widely. They all view healthcare policies differently and hold

varying ideas about them. Some believe that these policies benefit them daily

and should be implemented consistently, while others assert that they can have

both beneficial and detrimental consequences. Between middle class and

privileged folks, it also had distinct consequences. Others also talked about how

adhering to a health-related policy affected and improved their daily lives. It is

crucial for them because it can guarantee their well-being, safety, and

behaviors. Every individual received guidance and assistance from the

intervention plan in using their unique skills to achieve a goal as well as their

knowledge and newfound understanding. Healthcare policy is crucial because it

aids in establishing rules that are advantageous to patients, healthcare

providers, and our healthcare system. Having procedures in place can help with

communication issues and avoiding human error in medical choices.
