1. INTRODUCTION
JOB Pertamina - Medco E&P Simenggaris, hereafter known as COMPANY, is the
operator of South Sembakung Field located at Simenggaris Block, North Kalimantan.
TheSouth Sembakung Field has a South Sembakung Gas Plant was designed to
produce 30MMSCFD gas for 20 years. Currently, there are 4 (Four) wells which have been
drilled; namely SSB-2 as production well and three development wells namely SSB-4,
SSB 5 and SSB-7,which are currently under temporary suspension.
Based on the Gas Sales and Purchase Agreement (PJBG) to PT. PLN 8 MMSCFD
and PT. Kayan LNG 22 MMSCFD, the addition of 3 (Three) development wells will be
required,namely SSB-8, and SSB-10.
COMPANY has initiated the new Project to accommodate produced gas from the new
wells. The project will consist of installation of : New wellsite facilities and its flowlines,
LLP production manifold and LLP production separator, new condensate handling
system (Heater, tanks, pumps, custody meter and export line), new (Future)
compressor package during wells pressure depletion and other repair and
modifications required.

PT. Meindo Elang Indah has been awarded the Engineering, Procurement, Construction,
Installation & Commissioning of South Sembakung Gas Development.

3. SCOPE
This scope of work establishes the procedures to be used in establishing of site survey prior to the
engineering phase, new pipelines and new facilities for the Design, Detail Engineering, Procurement &
Construction.

Scopes of specifications are :


a. This scope of work covers the requirements for the performance of site survey.
b. The purpose of this work is intended to get all factual field, available data and condition within the
sites where the proposed new facilities will be constructed. Establish new pipelines patterns
routing at these sites and gathers other site information to support the design and construction of
proposed facilities.
c. The work shall include, but not be limited to, the performing of a field survey and the preparation of
reproducible drawings by A3 paper size for recording and transmitting of data developed by field
work and all dimension and elevation shown on the drawing shall be in metric units. The areas to
be surveyed and the proposed new facilities and new pipelines are shown on base map area
drawing.
d. The work shall be performed by experienced in land surveying and shall be under the direction of
a qualified graduate engineer or land surveyor.
e. The Surveyor shall establish horizontal control points in order to position the survey events during
all activities, using any coordinate stations are shown base map area drawing.
f. The Surveyor shall locate all existing above and below ground surface including, but not limited to
roadways, footpath, river, accessible utilities creek, swampy area etc, within the areas specified to
be survey. The Surveyor shall also provide ground surface elevations where there are changes in
grade slopes due to surface features and also on grid of 20 meters by 20 meters

4.2 Responsibilities
9 Site manager
Site Manager responsible for all activity at the site. He will make sure to get the work permit
to start the job, and supervise the work topographical survey accordance with the procedure.
He also ensure that tool box meeting are held every day before starting work. And
communicate with the Cpy about work procedure, administration procedure, report system,
and technical problem that occur.

9 Supervisor Survey
Survey supervisors are responsible for survey activity according to approved procedure. He
is also responsible for ensuring the topographical survey work is carried out in accordance
with the available work permit.

9 Work Permit Coordinator


Work Permit Coordinator responsible to make work permit for starting topographical survey
activity. And ensure that work permit is available at site.

9 Surveyor
The surveyor is responsible for ensuring that the survey reference point is in accordance
with the total geodetic system and making it as bench mark. And also make measurement
points if needed.

9 Safety Officer
The Safety Officer is responsible for supervising the work at site in accordance with the HSE
plan.

6. SURVEY PROCEDURE
- All benchmark (Both existing and new installed) in the survey area will be measured and made
connected to the reference point.
- Network map survey will be made as loop or close route.
- Survey method for this control point survey will be carried out by Geodetic
- GPS or Traversing and Leveling survey.
- GPS survey will be performed if the location is available to used. Dual frequency Geodetic
GPS will be used by static Method.
- Traversing survey will be carried out by using Total Station or Combination of T-2 Theodolite and
EDM (Electronic Distance Measurement). Horizontal angle will be observed by a double series of
Theodolite reading. Whenever discrepancies between mean value and its series of reading more
than 5”, the next double series will be carried out. Vertical angle will be observed by face left and
face right reading into consideration the error of collimating line. Slope distance will be observed at
least 3 times display. Horizontal distance will be obtained from forward and backward slope
distance and it’s respective to vertical angle. Section accuracy of network scheme will be: Angle
close error = 10 √ n (sec.) and linear Error = 1/10000 or better; (n = number of point observation.)
- Leveling survey will be carried out by using Automatic Level. Double stand leveling will be
introduced where fully optical means will be read off during the first stand while for the second
stand will be 3 mm. All of data reading will be recorded to the field note for further processing.
Minimum of line or sight will be 5 m while the farthest not exceed than 60 m. To maintain the
accuracy, total backward and forward distance will be balanced and also the staff will be supported
by foot-staff.
- All field data will be carefully recorded for further processing and description or each control point
will be taken for documentation and completed with clear sketches how to reach.

7. HEALTH, SAFETY, AND ENVIRONMENT


To reduce the risk of work, preventive measures such as job safety analysis are needed. And this service
is notified to all survey workers when a tool job meeting is held before starting work.
Any risk analysis of hazards that may occur while working is notified to everyone who works on this project,
so that survey workers can be more careful in carrying out their work.
x Personal Protective Equipment
Every survey worker must be equipped with personal protective equipment when working, such as
safety shoes, safety helmet, safety glass, hand gloves, wear pack (Coverall).

x Emergency Respond
All workers must follow the ERP when an emergency situation occurs. Workers must gather at the
Muster Point (MP) and follow further safety procedures.

8. REGULATION PERMITS
8.1 Regulatory Permit
Prior to the start of Topographical Survey activity, the Supervisor shall ensure that the site has been
permitted to work by COMPANY, local authorities and/ Or local land owner to avoid any problems
during the performance of the work.

8.2 Working Permit


Permit to Work (PTW) shall be prepared by Supervisor and approved by COMPANY representative.
Working permit to be adjusted with project permit system (SIKA).
