Referencing System (QARS), approximately 11.8km North-West of the center of
Doha, on the Eastern side of Al Shamal Road.

The site boundary for Package 04 is defined to the south by DN099 Al Ebb and
Leabaib – Packages 03, and to the west by Al Shamal Road. The Package 04 covers
an area of approximately 255ha.

– Package 04 covers an area of 255Ha and forms the northern most portion of the
overall DN099 project area, bordering the Al Shamal road to the west and Arab
League Street to the east. Al Kheesa Street runs through the center of the package.

The existing site is approximately 70% developed, with a mix of existing residential
villas and compounds, commercial developments, schools, mosques, park land and
open space.

Personnel without induction will not be permitted in the work site until given the site
induction and they comply with the safety regulations.
2.2 Training

All personnel shall receive the job specific training according to the site HSE plan and
as per the requirements. Job specific training like confined space entry, confined
space supervisor, rigger, lifting supervisor, first aider, Authorized gas tester shall be
conducted by an Ashghal approved 3rd party training center. All the mobile crane
operator, gantry crane operator and boom truck operator shall be certified by an
Ashghal approved 3rd party. Other all necessary safety training regarding the foul
sewer activity shall be briefed by the site in charge/Safety to execute the work safely.
2.3 Instruction

Site work force shall be carrying out their work under direct supervision by their
Foreman and charge hand for activity to ensure all works are undertaken in a safe
manner and approved procedure.
2.4 Supervision

The Construction Manager will make sure the Site Foreman and Charge hand shall be

3.2 Traffic Management

Traffic management plan identifies changes in the working environment, reviewed


and updated by the management as per the work progress. It shall provide all the
necessary information of the proposed works, temporary vehicular and pedestrian
path. Access and egress points for site vehicles shall be clearly marked and this shall
be managed in accordance with the approved Traffic Diversion Plan (TDP).
3.3 Detection and Isolation of Utilities

All the existing Utilities should be identified based on the existing utility drawing and
protected prior to start the Foul sewer activity setup works. If the Underground
existing Utilities/Services are exposed, full information and data should be taken and
recorded like coordinates, levels, photographs etc.

3.4 Disconnection or Reconnection of Services

Damage to Utilities/Services (if any) shall be addressed to concerned Department


and responsible person. All Stakeholder assets shall be protected or removed with
consent of concerned authorities.

3.5 Procedure to be adopted for Multiple (Mass) Approvals

In case the multiple(mass) approval required like from Kahramaa, Ashghal. Stake
holders shall be arranged in advance approval before proceeding the subsequent
activity.
3.6 Design

Scheme shall be issued from the PWA/GEC/Stakeholder or relevant Service


Authority.

The Project HSE Manager is responsible to establish, document and implement


Health, Safety and Environment Management Systems within their assigned Project
in compliance with Company and Project requirements. He/she shall develop an HSE
program, identifying and ensuring HSE resources to ensure no harm to people, no
property loss or damage to the environment during project execution. He /she shall
ensure continuous compliance with HSE regulations and other requirements as well
as providing advice and recommendations for improvement.

4.4. Project QA/QC Manager

The Project QA/QC Manager sets and oversees the implementation of quality
standards, inspection and testing in line with Company and Project requirements.
He/she ensure development of Project specific plans, procedures and forms by the
respective QA/QC teams and oversees their implementation at Project level.

4.5. Construction Manager

The Construction Manager supervises the construction process from the conceptual
stage through to final construction through planning and managing all on-site
construction activities. He ensures adherence to the project plans, including quality,
safety standards and the defined time scales. He is accountable for the planning,
organizing and utilization of resources on site.

4.6 Site Engineer

Works with a technical, organizational and supervisory role on construction and


operations projects. As part of the site management team the site engineer liaises
with and works alongside engineers, construction managers, foremen, planners,
surveyors and subcontractors.

4.7 Technical Engineer:

Checking the adequacy and accuracy of information received. Recording all

B) Specific Responsibilities of supporting staff

Detailed below are any additional responsibilities specific to this Method Statement.
All Personnel employed in the work area have a responsibility to ensure that all safety
requirement is implemented.

4.9 Site Surveyor

Site Surveyor on daily basis to monitor/identify field changes (if any). All
conflict/deviations must be reported for resolution by the Engineer
Site Surveyor shall maintain daily records and approved drawings with latest revision
at site at all time. These records shall be incorporated into the As-built drawings,
which will be subsequently submitted to the Engineer

Site Surveyor field books shall be kept in standard format and shall give details of
structure setting out/date time and details of datum used

4.10 Foreman

The foreman is responsible to ensure that all the safety requirements are fully
implemented before the work start. Directly supervises the work activity on the site
and has full control over the use of the labour, plant and equipment. He ensures that
the work is carried out in full compliance with the specification, and in a manner that
conforms to the safety requirements. He reports to the Site Engineer when the work is
complete and ready for inspection

4.11 Chainman

Assist with the operation of survey equipment, field measurements, utility measure
down and construction staking
Work safely without presenting a direct threat to self or others Communicate clearly
and concisely, both orally and in writing. Establish and maintain effective working
relationship with those contacted in the course of work Perform related duties as
assigned.

management. He will identify and ensuring HSE resources to ensure no harm to
people, no property loss or damage to the environment during project execution.
He/she shall ensure continuous compliance with HSE regulations and other
requirements as well as providing advice and recommendations for improvement.
He/she has the authority to report directly to the Senior Safety Officer or HSE
Manager on HSE matters Project Organization chart of Key persons not repeating
here.

C) Short, Medium- & Long-Term Planning

The Planning Team is responsible for all planning activities on the project in order to
comply the project Short, Medium- & Long-term planning towards the progress of the
work in advance.

D) Project Progress, Monitoring and Other Issues Reporting Regime;

Planning team is the responsible for monitoring of the project progress and reporting
as per GEC requirement by time.
Progress activity shall be monitoring by daily, weekly and monthly basis to adhere the
contract specification and submission to Engineers for information.
External and Authority related issues shall be communicated to the GEC in advance
to circumvent the delaying of procedures complying to the specific activity at site
including inspection plant and methodology towards the project.

 All the underground existing utilities such as pipes, electrical cables,
telephone cables and other related utilities below the ground shall be
checked and underground embedment shall be cleared before starting the
work. This shall be achieved by cross checking the trial trench details, using
cable detector and as built drawings of existing utilities. If needed,
coordination with others for protection of existing services shall be done. In
this regard, a separate method of statement to be submitted for protection of
existing service, as deemed necessary.
 Where concrete protection is required, specified or as instructed by the
Engineer, the contractor shall carry such work and conform to the approved
drawing and Project Specification. Refer to QCS 2014 Section 8 Part 4 C
4.4.6
 Safety arrangements to be carried out for the work areas accessibility for
dump trucks, loader and other equipment that hauling the excavated
materials.
 Safety measures to be carried out for lifting and rigging of pipes from trailer
truck/ boom trucks to trench. Trailer truck / boom truck shall be on level
ground before releasing the straps, never stand beside the pipe loaded
trailers, do not push or pull the pipes from trailer.
 A minimum clear carriageway width of 3 m shall be maintained for vehicular
traffic unless otherwise approved by CEG International.
 Excavation works shall be executed in accordance with this method
statement and ensures that the following are being taken as minimum
precautions; [Temporary works (loading / fixings) if applicable]
 Work areas shall be cleared during and after each work.
 Work permit to be in place prior to start any activity related to excavation
including asphalt cutting equipment if required.
 Access and egress shall be provided for the entrance inside the excavated
areas.
 Obtain transport permits from the relevant local authorities for low bed
trailers, flat bed trailers, mobile cranes, tipper trucks and other transports as
required.
 All equipment's required to execute the works are available as per the project
planning and are in good condition.
 To unload the excavated materials at the designated area shall be approved
by CEG International.
 Final inspection and handing over of pipeline shall be as per QCS 2014
Section 1 Part 21
Note:
 Geotextile shall be used as per approved shop drawing (if applicable)
 Application of bonding agent between old and new concrete(if applicable)
 Provide shear key and water stops between base and wall concreting.
 Typical Formwork drawing for Manhole/Chamber and Shoring shall be
submitted for GEC prior to start the Work
 Concrete cradle, setting blocks with approved compressible filler board for
pipe laying whereas needed.
 Material excavated from Trench & Manhole will be sent to QPMC (Jery Al -
Samur Area) for screening .

5.2 Main Procedure Steps


5.2.1 Preparation:
 Excavation permit shall be available /valid prior to start the work at site,
establishment of Notice of Works (Excavation) Sign Boards, Temporary Work
Zone Screens / Hoardings as per AUTHORITY’S REQUIREMENTS-2.4.3

5.2.2 Trench Excavation

 Before beginning trench excavations, the route of the pipeline shall be


surveyed and set out accurately and the existing ground level as per shop
drawing.
 Sight rails shall then be fixed and maintained at each change of gradient, and
at as many intermediate points as may be necessary. The centerline and the
level to which the excavation is to be carried out shall be marked on the site
rails.
 The excavation will be carried out using mechanical excavators with bucket
and once the rock surface is encountered the excavation will be continued by
mechanical excavators with hammers.
 Excavation with in 1.0m from the existing structures and services shall be
carried out manually and care shall be taken during to work in order to avoid
damage to any existing utility/properties.
 Excavation shall be fenced and protected with signage and warning lights in
accordance with the approved traffic management plan. If the excavation is
within the vicinity of the live road, then the fence of excavation shall be
surrounded with concrete barriers.
 Excavated suitable material shall be stock piled at a convenient Place for re-
use after the approval of the Engineer. Any excavated material placed next to
the excavation will be placed at a distance of 2 meters. For this purpose,
transportation of material shall be done using tipper trucks and loaders as
necessary
 The unsuitable soil shall be removed and disposed of to municipality dumping
yard or as directed by the Engineer.
 Works shall be constructed in dry conditions. (Refer to QCS 2014 sect 8-part
4 clauses 4.4.1 par 11g.) All excavations shall be kept free of water,
sewerage, and other liquids whether affected by tides, floods, storms, or
otherwise so that the Works shall be constructed in dry conditions.
 If ground water is encountered, continued dewatering arrangements shall be
made using adequate number of suitable pumps. The water will be
discharged to an approved area or to a water tanker to remove from site.
 The trenches shall be excavated with vertical sides to the width, lines, grades
and depth as per the approved drawings.
 Necessary support (if required) of excavation shall be provided by a system
of sheeting, bracing, shoring and other supporting installations necessary to
safeguard the works and the workmen to prevent sliding and settlement of
adjacent ground, and to avoid damaging existing surfaces.

 If rock is encountered in trench, excavations shall be so excavated that the
clearance between the pipe, when laid, and the rock sides and bottom of the
trench is kept to the minimum limits necessary to provide for the specified
thickness of bedding and, where provided, the concrete protection of the
pipe.
 The minimum trench width shall be as given in QCS2014, Section 8, part
2(2.2.6), Table 2.1 below unless otherwise shown on the drawings. The width
of the excavation shall be increased if necessary to provide space for the
trench support system; undercutting of the trench sides will not be permitted.
 In the event of any trench being excavated with battered or stepped sides,
that portion of the trench which extends from the formation to a point not less
than 300 mm above the crown of the pipe when laid in its correct position
shall be formed with vertical sides. Support shall be provided to the vertical
trench sides to prevent ground movement. Where temporary trench supports
are provided they shall be such that no ground movement occurs on removal.
 If excavation is to be carried out in a congested area and if there is no
suitable place to dump, materials shall be removed using a tipper and a
double bucket machine, shovel and it shall be stacked at a designated
location.
 The bottom of trench shall be firm, smooth, without sharp edges or any other
irregularity that could cause damage to the cable and suitable precautions
shall be taken to prevent damage to the road or ground surface from a slip of
breaking away of the sides of the trench.
 The bottom surface of excavated areas shall be leveled and compacted and
offered for inspection to GEC. In case of rock areas, bottom surface of
excavation needs only levelling to be visually inspected by GEC. Foundation
level shall be as per IFC drawing and level check sheet shall be attached with
the inspection request. The compaction test shall be carried out to ensure a
minimum compaction of 95 % of Maximum Dry Density (MDD).
 Access platform with supported ladder is the approved methodology of safe
access and egress

5.2.3 Pipeline works


5.2.3.1 Pipe Shifting:

 Shifting from the store shall be transported by flatbed up to the nearest


possible area to the excavated trench.
 Shifting HDPE pipe to nearby the trench using a proper trolley with chain
excavator in case if no possible access by flat bed.
 HDPE pipe must be properly wrapped and secured to avoid slipping off
during shifting.
 Shifting route must be controlled by trained banksman to control the traffic
and equipment movement.
 Before welding operation, a proper timber support is to be provided below the
HDPE pipe for easy lifting and fixing
 HDPE Welding is to be conducted nearby the excavated trench wherever
possible.
 Wherever not possible to conduct HDPE welding nearby the trench due to
limited or congested work area, the HDPE welding will be conducted at a
nearest place to the trench, then shifting pipe by mobile cranes or a proper

5.2.3.2 Pipe Laying:

 The pipeline and Installation procedure shall be as per QCS2014 Section 8,


Part 4.4.3 requirements.
 Prior to bedding works, and if water/ waterlogged is encountered in trench
excavation, geotextile shall be placed to cover the full width of the trench and
in accordance with the approved drawing (Refer to QCS 2014 Section 8 Part
2 Clause 2.3.3)- (If applicable)
 Bedding material is laid only after the approval on the bottom of the trench
formation is obtained
 Bedding material shall be to the specified in the contract documents. And
shall be tested and approved prior to any use on site.
 Granular bedding material shall be spread over the full width of the trench. As
built surveying shall be taken prior to pipe surrounding.
 Minimum thickness of bedding material below barrel of pipe should as per
approved shop drawing.
 Granular surround material (QCS2014 Section8, Part 2, 2.3.1) Table 2.2,
shall be spread over and around the pipes and it will be presented for
inspection prior to backfilling. Thickness of bedding and surround shall be as
per approved drawings.
 For road crossing pipes at shallow depth concrete bed and surround shall be
provided as detailed approved IFC drawing.
 All operations involving laying, bedding, jointing and backfilling of HDPE
pipes shall be strictly in accordance with the manufacturer's
recommendations and approved procedures. Installation operations shall be
carried-out by trained & experienced pipe fitters. All pipeline installation work

whereas for pipes diam. more than 600mm and up to 1200mm, air test to be
done.
 The installation of Welded HDPE pipe inside the trench by mobile cranes.
 Using a tire excavator under any circumstance is prohibited.
 For HDPE pipe installation works, Chain excavator shall be used for lifting
and alignment process

5.2.3.3 Pipe Alignments:

 Suitable chain excavator without sling shall be used to align the HDPE pipe
inside the trench.

5.2.4.4 Aggregate Surround

 Surround will be as per QCS 2014 Sec 8 Part 2


 The layer thickness for the surround shall not be more than 150 mm and shall
be compacted as specified for the class of bedding material. Care to be taken to
ensure full compaction of material under pipe haunches.
 Where there is rider line after wrapping the surround with geotextile filter
membrane Single size granular material to be laid and compacted in layers not
more than 150 mm until the formation level for the rider line.
 The bedding and surround material for the rider line will be the same as
mentioned above for the main line.
Wherever there is no rider line immediately after the completion of the surround and
geotextile wrapping and trench backfill shall be placed in layers not exceeding

 The QBS shall plug all pipe outlets with suitable plugs, and brace each plug

 Each layer shall be presented for inspection and tests shall be carried out
frequently after the 2nd layer for every few layers to avoid damage to the
pipes. Test result shall not be less than 95% of MDD.

equipment where possible; other means of compaction is used in confined

5.2.5 House connection

 After completing the manhole, the house connection pipes to the plot will be
laid as per the approved shop drawing maintaining the slope and the
alignment as mentioned in the shop drawing.
 The house connection will be connected to the manhole through direct
manhole connection, Ramp, External Backdrop, Internal Backdrop depending
upon the difference in the invert levels of the main line and the incoming
house connection following the approved shop drawing.
 The entire length of the pipe will be properly laid and backfilled following the
procedure mentioned in 5.2.2.
 The house connection pipe ends will be properly sealed, and backfilling will
be done in layers not exceeding 200 mm. FDT test shall be conducted to
ascertain the compaction and it should be minimum 95% of the MDD.
 The manhole connections will be concreted fully using the approved concrete
mix as per the approved shop drawing.
 The plot end of the house connection shall be properly sealed to avoid the
entry of unwanted materials during the backfilling.
 Type A/B/C/D House connection shall be established through shop drawing

subject to GEC approval .

5.3 Combined Pipes Construction on Singular Trench

5.3.1 General notes

perforated SW pipelines to ensure cross-contamination will be avoided during

5.3.2 Excavation technique against contamination

5.3.2.1 Option – 01 for smaller foul sewer pipe & with natural rock barrier

Step-01: For or having a smaller foul sewer pipeline diameter i.e up to DN400 as
shown below. A stepped trench will be formed after the excavation having lower and
upper formation levels. First step is to reach the bottom formation level to
accommodate the surface/storm water perforated pipeline requirements. While the
upper formation level is formed to have extra space which to be excavated on later
stage for another trench intended for foul sewer pipeline. The excavation will just
sufficiently enough space to accommodate the pipe and surround materials
requirement to ensure it will leave natural rock-wall barrier between the two combined
services that will ensure help against cross-contamination. Refer to figure (step-01)
below.

Step-02: An approved geotextile material shall be fixed around on the bottom trench
as per approved method and manufacturer’s recommendation ensuring overlaps at
joints are satisfactory prior to pipe bedding and laying as per stipulated method on
subclauses 5.2.3 and 5.2.4 on this section. After approval of pipe surround material,
the fixed geotextile must be closed with required overlap at joint as shown on below
figure (step-02) and care shall be exercised to prevent natural or fill soil from
intermixing with the trench granular material. All contaminated granular fill shall be
removed and replaced with clean material.

Step 03: Next is to start with the approved backfill material layer by layer at 200mm
uncompacted layer shall be compacted to minimum of 95% of the MDD proctor that
will continue up to its flushed to the upper formation level or on the top of the natural

c) Butt Fusion Equipment

Preparing the butt-welding machine


1. The pipes or fittings are axially aligned in the unit, so that the joint faces are in a
fair degree of correspondence.
2. The clamps will correct any unacceptable mismatch of pipe cross sections, arising
out of temporary ovality.
3. The clamped pipes or fittings are then planed/trimmed until a continuous shaving is
from each pipe end, thus ensuring that the joint surfaces are parallel.
4. The loose shavings are removed without touching the pipe ends and the remaining
gap is checked.
5. The fusion operation is carried out in clearly defined stages as per the diagram
given below. All the parameters must be recorded.

 Fusion Process

1. The fusion (jointing) pressure is obtained by adding the drag pressure to the
hydraulic ram pressure given on the machine data plate.
2. Next, the heater plate is placed in the unit, checking it is clean and undamaged.
3. The temperature of the heating plate during should be between 200°C to 220°C.
Generally speaking, the upper temperature should be aimed at for thinner pipe walls
and the lower temperature for thick pipe walls.

The Project QA/QC Manager is responsible for the administration of the Project
Quality Management Plan and to ensure that it implemented, monitored and reviewed
at the required times. He reports quality performance to the QA Manager at Corporate
level and reports to the Project Director on day-to-day operational issues

QA/QC Engineer
The QA/QC Engineer is responsible for assisting them with their day to day
responsibilities and may be assigned to cover several locations or areas of work
relating to the Contract. Reporting to Project QA/QC Manager.
Material Engineer

The Material Engineer(s) is responsible to manage the supplier and material


submission process for the project to ensure successful approval in accordance with
the specifications and project requirements. He/she shall manage internal and third-
party laboratory sampling and testing activity to support the operations and ensure
that specifications are adhered to QCS 2014 and project specification requirements

The interfaces and liaison requirements including public interfaces which impacting Construction

the area premises are not accessible all time and protect the safety of public &
