SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, JOSE RANIEL SANTOS LIBAO, of legal age, married, Filipino, and a resident of
Brgy. Tacas, Jaro, Iloilo City, Philippines, do hereby name, constitute and appoint my brother,
ROBERT SANTOS LIBAO, of legal age, married, Filipino, and also a resident of 28
Villanueva Apt., KM 4 Marcos Highway, Baguio City, Benguet, Philippines, to be my true and
lawful attorney-in-fact for me and in my name, place and stead, and perform the following
things and acts to wit:

1. To facilitate, execute and sign any documents, instruments and writings needed for
the processing/correction of my name in my Birth Certificate from “Raniel” to “Jose Raniel”;

2. To file the Petition and sign the verification and/or to represent me at any stage of
the case in relation to processing/correction of my name in my Birth Certificate;

3. To sign, request and receive any documents necessary or to pay any obligation in
order to facilitate the above transaction before any private or government agency including but
not limited to the Civil Registrar of Manila and the Philippine Statistics Authority;

4. To sign, receive and provide any document in my behalf regarding the above-
mentioned case and do whatever is necessary in order to implement this special power of
attorney.

5. Such other matters as he may deem beneficial to me;

HEREBY GIVING AND GRANTING unto my said attorney-in-fact full power and
authority whatsoever requisite or necessary or proper done in and about the premises as fully do
if personally present with power of revocation, and hereby, ratifying and confirming all that my
said attorney-in-fact shall lawfully do or cause to be done under and by virtue of these presents.
