1.0 GENERAL

1.1 Intent

This Attachment 5 Work Description, Supply Condition and Method of Measurement


(herein after referred to as “WORK DESCRIPTION”) is intended to establish
common and definite interpretation as to work for each Account Code that the
Contractor is to perform as a part of the Direct Works among the Works under the
CONTRACT, in order to complete the PERMANENT WORKS. It describes and
defines in detail the structure of work for each Account Code by itemizing the Work
Elements involved in each Account Code listed in the Schedule of Unit Rates.

The Work Description is also intended to set forth:


- The supply conditions of EQUIPMENT AND MATERIALS which Contractor
issues to Bidder.
- The method of measurement for work done volume, and
- The weighted value for each Work Component of Account Code expressed as a
percentage of the total Account Code
- The method of establishing a value to periodic and final invoices for the direct
works.

1.2 Scope of Application

The WORK DESCRIPTION applies to all contracts made for any construction
works, except for TEMPORARY WORKS, whether rated as major, minor or
otherwise, and applies to the performance of the Direct Works including the
associated Direct Temporary Works.

The Bidder understands that the costs for any minor Work Elements required to
perform and complete each WORK ITEM in this Exhibit shall be included even if
such minor Work Elements are not mentioned.

2.0 STANDARD DEFINITIONS

In the Work Description, terms and phrases are used which are defined in other
CONTRACT DOCUMENTS. In addition, the following terms and phrases having the
respective meanings hereby assigned to them are also used. Some of the following
terms and phrases may have already been defined in other CONTRACT
DOCUMENTS, and in which case, unless those definitions in respect to a certain
term or phrase are inconsistent to one another, the definition hereunder is to be
construed in conjunction with the other, or if inconsistent, the definition given below
is to prevail insofar as the WORK DESCRIPTION is concerned notwithstanding the
interpretative priority among the CONTRACT DOCUMENT set forth in the
AGREEMENT or any other CONTRACT DOCUMENTS.

1) “Direct Works” means the works of a direct nature associated with the
construction and maintenance of the PERMANENT WORKS.

2) “Direct Temporary Works” means the Temporary works of a direct nature


associated with the installation, dismantling and removal of scaffolding and
temporary staging, shoring, safety net, fire protection screen, soundproofing wall,
temporary supports and foundations and so forth.

3) “Explanation of Work Component” means the group of work elements and is used
for progress measuring purposes and payment purposes.

4) “AFC Drawing” means a drawing approved for use in construction.

3.0 EXPLANATION OF WORK DESCRIPTION

The WORK DESCRIPTION is provided for each Account Code and is composed of:
- Title,
- Application of Work,
- Extent of work included in the Weighted Value for each work Component,
- Supply Condition by Contractor
- Method of Measurement of WORKDONE

3.1 Title

Title is composed of Account Code and measuring unit.

This column respectively shows the ACCOUNT CODE and its description. The
ACCOUNT CODE accords with those of the Schedule of Unit Rates.

2) Measuring Unit
This column shows the unit measurement to be applied for each SUB ACCOUNT
or SUB-ACCOUNT CODE.

If the ACCOUNT CODE is divided into SUB-ACCOUNT CODES, the


measuring unit is shown only against SUB-ACCOUNT CODES.

3.2 Application of Work

The “Application of Work” shows the scope of application to each ACCOUNT


CODE and is applicable to only subsequent SUB-ACCOUNT CODE.

3.3 Extent of Work

The extent of Work describes the work elements for the Direct Works, including the
Direct Temporary Works associated therewith, that the BIDDER shall perform under
the CONTRACT in order to complete the PERMANENT WORKS associated with
the Account Code.

In principle the work elements are prescribed to clarify the extent of work for each
ACCOUNT CODE or SUB-ACCOUNT CODE whose provisional quantities are
shown in the Schedule of Unit Rates. However, the BIDDER shall understand that the
quantities specified corresponding to each ACCOUNT CODE or SUB-ACCOUNT
CODE are merely provisional and do not represent the actual quantity.

In addition to the work elements listed for each ACCOUNT CODE, the following
common work elements are deemed as a part of the extent of work, though they are
not specifically mentioned in “EXTENT OF WORK” for each ACCOUNT CODE.

1) Curing

Curing work shall be deemed as an integral part of the work item involving
mortar, concrete, grout, castable and other such items contained within the
TECHNICAL SPECIFICATIONS or considered as common practice.

Unless otherwise specified, all resources such as materials, equipment,


construction equipment, tools & tackles, consumables and labor to perform the
work shall be supplied by the Bidder.

“Supply” shall include supply and transportation of materials including its


handling and delivery up to the site and up to the place of work.

3) Inspection & Tests

Inspection and testing shall be performed in accordance with the Quality Control
Procedure, applicable code and standards, and local regulations. The Bidder shall
also carry out the preparation work such as provision of all necessary equipment,
apparatus and materials required for inspection and testing.

4) Dimensional Check

Dimensional checks for the works shall be carried out with attendance and
approval of Contractor from time to time.

Dimensional checks shall conform to limits contained in the “Technical


Specification” or Contractor’s instruction.

5) Cleaning

Site cleaning of areas adjacent to the Bidder’s working areas shall be cleaned
daily by the Bidder at no additional cost.

Overall site cleaning shall also be carried out jointly by the BIDDER and Other
Sub-Contractors as and when instructed by Contractor at no additional cost.

6) Protection

The Bidder shall take utmost measures to protect the equipment, systems and
adjacent existing facilities from damage and contamination during the
performance of work. Protecting adjacent existing facilities shall mean protecting
work already carried out or being carried out by other sub-contractors.

For any work item which cannot be executed due to inclement weather except
under adequately covered working area, the Bidder shall take adequate
precautions to cover the area before commencing work. The Bidder shall not be
entitled to claim any extra compensation (monetary or otherwise) for taking such
precautions.

After execution of the work, equipment, systems and facilities installed by Bidder
shall be protected against damage by other subcontractors. This protection shall
be deemed as an integral part of the work.

7) Transportation and Handling (Equipment and Materials supplied by


Contractor)

The Bidder shall carry out all transportation of the EQUIPMENT AND
MATERIAL to be supplied by Contractor from Contractor’s storage and/or
delivery points up to the Bidder’s workshop and/or the place of work, including
handling, loading, unloading, lifting, tentative storage, protection for
transportation, unpacking and quantity checking. Retransportation from
workshop up to the place of work or up to storage (if instructed by Contractor)
shall be also included.

8) Maintenance

The Bidder shall continuously maintain the EQUIPMENT AND MATERIALS


supplied by Contractor in proper condition and in accordance with Contractor’s
care and custody procedure until the completion of the work.

9) Safety and Security

The Bidder shall take utmost precautions to protect facilities and workmen from
accident, damage and theft during the performance of the work in accordance
with Contractor’s instructions/procedures.

10) Rectification of Damage to EQUIPMENT AND MATERIALS

Whenever the Bidder observes any damage to EQUIPMENT AND MATERIALS


during the execution of the work he shall notify Contractor immediately. Any
damage attributable to the Bidder shall be rectified by him at his cost.

11) Removal and Reinstallation of Obstacles

The Bidder shall as necessary remove such obstacles as beams, braces, stages,
roof and so forth which impede the performance of works and shall reinstall such
obstacles immediately after completion of the necessary work.
Minor obstacles encountered during fit up such as straightening of anchor bolts
and minor fit up problems to vessels/steel structure shall be modified by the
Bidder at no extra cost.

The Bidder shall install, dismantle and remove any temporary materials and
facilities such as scaffolding, temporary staging, shoring, safety net, fire
protection screen, soundproofing wall, supports and foundations, access road, etc.

Furthermore, the work elements, even if they are not listed both in “EXTENT OF
WORK” for each ACCOUNT CODE and in the common works above, which are
consequently to be necessary to complete the PERMANENT WORKS and to
comply with the related TECHNICAL DOCUMENTS, shall be performed by the
BIDDER and the BIDDER shall not be entitled to claim any monetary and/or
other compensation to for performing such works.

3.4 Weighted Value of Work Component

The weighted value corresponding to each work component indicated for each
ACCOUNT CODE will be the basis for the work progress calculation and payment
against work done volume of each SUB-ACCOUNT CODE.

3.5 Supply Condition by Contractor

EQUIPMENT AND MATERIALS supplied by Contractor, are specified in “Supply


Condition by Contractor”. All other materials, tools and tackles, consumables, etc.
necessary to complete the WORK in accordance with the extent of works set forth in
the CONTRACT DOCUMENTS shall be provided by the Bidder.

3.6 Method of Work Done Volume Measurement

Method of Work Done Volume Measurement is composed of the following:

1) Volume or quantity to be measures

The method of determining the final volume or quantity to be measured and


certified is defined in Paragraph 4 in each ACCOUNT CODE.

2) Method of Measurement

Measurement shall be carried out using the following common rules:


- The volume or quantity shall be measured by means of net volume or
quantity prescribed in the Technical Documents.
- The volume or quantity of such items as spare parts, anchor bolts, nuts,
washers, temporary materials, consumables, tools, jigs and other auxiliary
materials shall not be measured.

- Weight for steel structure shall be measured net based on the calculation as
per the related drawing. The specific gravity of steel is 7.85.
- In the case of any discrepancy in measurement between Contractor and the
Bidder, both parties shall discuss with each other and Contractor shall
finalize it.
- In the case of any discrepancy between AFC Drawing and packing list, the
AFC drawing shall be used for determining final quantities.

3) Technical Documents for Measurement

The data to be used for measurement of the volume or quantity of work done, in
which such basic data as weight, length and other volumes or quantities for the
measurement are as indicated in the Technical Documents.

3.7 Work Condition

The work condition applicable in this WORK DESCRIPTION shall be any working
condition irrespective of factors such as height, distance, magnitude of work, depth,
width, atmospheric condition, working space, working place, degree of complications
etc. unless specified in other related documents.

4.0 TYPICAL SAMPLE DRAWINGS

In order to enable the Bidder to understand the “WORK DESCRIPTION” more


clearly typical sample drawings of equipment or items to be installed are attached to
the “WORK DESCRIPTION” for some ACCOUNT CODE of installation work as
the supplemental information.
The Bidder understands these sample drawings are attached for information only, the
final drawings of the equipment or the items may not be identical to the sample
drawings. However, even if some differences occur between the sample and final
drawings, the unit rates for the ACCOUNT CODES specified in “SCHEDULE OF
UNIT RATES” shall not be changed and the Bidder shall not be entitled to claim any
monetary and/or other compensation from CONTRACTOR for such differences.

5.0 ADDITIONAL DEFINITIONS AND EXTENT OF WORK APPLICABLE TO


MACHINERY AND EQUIPMENT INSTALLATION

In addition to CLAUSE 2. STANDARD DEFINITIONS, the following are


definitions which are applicable to MACHINERY AND EQUIPMENT
INSTALLATION:

1) PREPARATION OF FOUNDATION means the necessary preparation works for


the concrete foundation or the steel structure, on which equipment will be placed,
prior to placing the equipment and includes the following work elements;

- Concrete Foundation -

a) Confirmation of such condition as follows:

- Marking of elevation and center


- Dimension, size and number of anchor box
- Curing period of concrete
- Correctness of embedded anchor bolts
- Other necessary conditions to be checked prior to placement

b) Chipping surface

c) Cleaning surface and anchor boxes

d) Minor rectification of embedded anchor bolts or anchor holes

- Steel Structure -

a) Confirmation of such conditions as follows;

- Elevation
- Dimension , location and number of bolt holes
- Other necessary conditions to be checked prior to placement

b) Cleaning structure surface

c) Minor rectification of anchor holes/anchor bolts

2) PLACING means placing equipment or item on the foundation or steel structure


and includes the following work elements;

- Concrete Foundation -

a) Setting liners

b) Setting liners with mortar pad if required

c) Placing the equipment or the object on the liners

- Steel Structure -

a) Placing equipment or the item on the structure

3) Alignment means the alignment of base, bed, equipment and so forth


after placing of those on foundation or steel structure and includes the
following work element;

- Concrete Foundation -

a) Setting anchor bolts and pouring mortar into anchor boxes

b) Alignment of equipment or object (elevation, position and level)

c) Mortar grouting, including welding of liners and cutting off protruding parts
from bed

- Steel Structure -

a) Setting set bolts

b) Alignment of equipment or object (elevation, position and level)

6.0 ADDITIONAL DEFINITIONS AND EXTENT OF WORK APPLICABLE TO


PIPING

(1) “PREFABRICATION” means the prefabrication of piping pieces and includes


the following works;

(a) Cleaning
(b) Cutting
(c) Edge preparation
(d) Threading
(e) Bending
(f) Pre-heating
(g) Fitting up
(h) Welding
(i) Sealing
(j) Bolting
(k) Non-destructive Inspection
(l) Post weld heat treatment
(m) End protection
(n) Marking
(o) Other minor work associated with the prefabrication

(2) “INSTALLATION” means the installation of piping materials in position at work


site and includes but is not limited to the following works;

(a) Cleaning
(b) Cutting
(c) Edge preparation
(d) Threading
(e) Bending
(f) Pre-heating
(g) Fitting-up
(h) Welding
(i) Sealing
(j) Non destructive inspection
(k) Post weld heat treatment
(l) Bolting
(m) Alignment
(n) Adjusting the piping, including minor rectification of piping and/or existing
structure by cutting, welding.
(o) Lining up of pipe trench covers, valve pit covers etc. and placing after
completion of piping installation.
(p) Other minor works associated with the installation

(3) “PRESSURE TEST” means the pressure test of piping system the includes but is
not limited to the following works;

(a) Preparing test block chart


(b) Performing line check to assure piping system components and installation
conforms to the requirements of the TECHNICAL DOCUMENTS.
(c) Removing such instruments, piping materials and equipment internals, which
are necessary to remove prior to test in the TECHNICAL DOCUMENTS, as
follows,
- control valve
- orifice plates
- flowmeter
- strainer
- float of level measuring instrument
- relief valve
- rupture disc
- any other necessary instruments, piping materials and equipment
internals
(d) Installing temporary piping materials and equipment internals.
(e) Inserting blind flange or plate to isolate piping system to be tested and
keeping records of such temporary insertion.
(f) Performing pressure test of piping system, including the testing of equipment
in the system in accordance with the TECHNICAL DOCUMENTS.
(g) Draining the test media and drying the systems after pressure test.
(h) Disposing test media as per CONTRACTOR’s instruction.
(i) Restoring piping systems after pressure test, including the following works;
- removing temporary blind flange
- removing temporary piping
- restoring line mounted instrument
- other restoring works

(4) “SYSTEM LEAKAGE TEST” means the system leakage test of piping system
and includes but is not limited to the following works:

(a) Preparing test block chart


(b) Performing line check to assure piping system components and installation
conforms to the requirements of the TECHNICAL DOCUMENTS.
(c) Removing such instruments, piping materials and equipment internals, which
are necessary to remove prior to test in the TECHNICAL DOCUMENTS, as
follows;
- Control Valve
- orifice plates
- flowmeter
- strainer
- float of level measuring instrument

(d) Installing temporary piping for the system leakage test
(e) Inserting blind flange or plate to isolate piping system and keeping record of
such temporary insertion.
(f) Carrying out leakage test of piping system, including the testing of equipment
in the system in accordance with the TECHNICAL DOCUMENTS.
(g) Restoring pipe systems after leakage test, including:
Control Valve
- Removing temporary blind flange
- Removing temporary piping
- Restoring line mounted instrument
- Other restoring works

(5) “FLUSHING” means flushing the piping system, by air, water and/or steam and
includes but is not limited to the following works;

(a) Detail planning of flushing based on CONTRACTOR’s basic plan


(b) Removing line mounted instruments, piping materials and equipment
internals, which are necessary to remove prior to flushing in the
TECHNICAL DOCUMENTS, as follows:
- control valve
- orifice plate
- any other necessary line mounted instrument, piping materials and
equipment internals
(c) Installing temporary piping, bypass etc. for the flushing, including fabricating
and installing silencer and target plates as necessary.
(d) Installing temporary strainer
(e) Inserting the blind flange and keeping the records of such temporary
insertion.
(f) Performing the flushing process until the requirements of the TECHNICAL
SPECIFICATION are realized.
(g) Disconnecting and connecting the flange at flushing point.
(h) Cleaning and changing permanent and/or temporary strainer and target plates
during and after flushing.
(i) Drying the flushing media and drying the system after flushing
(j) Disposing of flushing media as per CONTRACTOR’s instruction

7.0 ADDITIONAL DEFINITIONS AND EXTENT OF WORK APPLICABLE TO

(1) PREPARATION” means the surface preparation of steel materials and includes
the following works;

(a) Cleaning
(b) Blasting
(c) Power brushing
(d) Measurement of white metal surface finish
(e) Protection of plant
(f) Protection of surrounding areas
(g) Cleaning and washing of primed or undercoated surfaces prior to coating
repair and.or finish coating

(2) PAINTING” means the application of specified paint systems to steel materials
and includes the following works;
