Scope of Work
The general scope shall consist of, but is not limited to, the following:
Existing Flowline
o Filling water, pressure test, dewatering and gauging existing Carbon
Steel flowline as per Figure 2 – Schematic Flowline, to verify the integrity
of existing flowline.
o Filling water, pressure test, dewatering and gauging existing FRP
flowline as per Figure 2 – Schematic Flowline.
o Contractor shall provide all equipment, tools and personnel for the Work.
Special requirements:
o Any or all exceptions or deviations from Company’s approved technical
requirements and specifications must have the prior written approval of
Company.

Contractor responsibilities at the Work Site shall include, but not limited to, the
following:
o Contractor is responsible for becoming familiar with and adhering to
rules and procedures provided in Company Supplied Document.
o All Work inside Company Facilities shall be performed according to
Company HSE Requirements as referred to to COMPANY HSE Formatted: Font color: Text 1
Requirement (section 2.13) Appendix XX.
o All Work inside Company Facilities shall be in accordance with
Company Permit-To-Work (PTW) System. Contractor is required to
have a dedicated PTW coordinator on site at all times during the
execution of the Work.
o Any heavy and lifting equipment and related special measurement tools
include its operators use within the Work Site shall refer to MIGAS’s
certification, as applicable. Contractor to provide copy of the certificate
to Company.

alternative courses of action that are described in the execution plan along
with full details of the basis on which the decision would be made in
accordance with the Contract Schedule, will not be considered as a
deviation requiring updating of the execution plan. Company has the right
to withheld related milestone payments, at Company's sole discretion if
Contractor fail to comply with the agreed PEP.
Prior to mobilization, all equipment, tools, machinery, vehicles and the like to
be used by Contractor in performing the Work shall be subject to Company
inspection and approval. Such inspection shall include physical inspection and
review its supporting documentation, its valid applicable certification, fitness for
use as per Company Procedures and Requirements, and fitness for use as per
Company Approved Contractor Procedures.
➢ Any measurement tools to be used for the Work shall be calibrated with
independent third party calibration. Contractor to provide copy of the
certificate to Company.
➢ Contractor shall inform Company on readiness of the equipment, tools,
machinery, vehicles and the like, for Company inspection, by not later
than three (3) business days before its planned mobilization. Delay on
providing the information to Company which resulted in delay in
conducting the inspection shall not relieve Contractor’s obligation to
complete the Work in accordance with the Contract Schedule milestone.
Company will assign Inspection Team to verify and inspect Contractor’s
equipment listed prior to its mobilization. An Inspection Report will be generated
and officially signed by both Company and Contractor representatives.
➢ In the event any gap found during Company Inspection, Contractor shall
manage follow-up action to close the finding and comments within the
time frame stated and agreed by both parties in the Inspection Report,
at no additional cost to Company and no change in the schedule of
commencement of the particular work. The action shall include but not
limited to:
• Fixing and/or replace the unacceptable equipment, vehicles,
tools, and/or other facilities with the adequate one;
• Obtaining necessary documentation and/or applicable
certification.
➢ Company will then assign the Inspection Team to re-verify the
replacement and/or supporting documentation/certification. Final
Inspection Report will be issued as assurance that both Company and
Contractor agree and accept to proceed with the mobilization.

➢ All cost incurred for inspection activities, including, but not limited to,
man-hours rate, any travel expenses, as incurred by each Party, shall
be for the account of each Party.
➢ Any delay due to failure of Contractor in replacing or fixing the
equipment, tools, machinery, etc in accordance with the Inspection
Report shall be at Contractor’s own cost and responsibilities.
2.1.113.0 GENERAL
The Contractor shall ensure that the management strategy implemented on
the Contract recognizes the principles of continuous improvement and
learning from within the Contractor’s organization and Industry best practice.
The objective for the Contractor’s project management team shall be to
deliver a seamless management system that recognizes and fulfils the
needs of all phases, through the life of the Contract. The Contractor’s
system and approach shall be defined through a Execution Plan and
detailed in the specific plans and procedures.
The Contractor shall provide sufficient resources to effectively plan and
manage the Work, including establishment and operation of integrity
assurance requirements and control measures and material procurement,
expediting inspection and control procedures and the securing of all
necessary permits and approvals.
Contractor shall have an efficient management organization, comprised of
skilled, qualified and experienced personnel required to perform the Work
to meet the safety, quality, schedule and other requirement as stipulated in
the Contract.
Contractor shall have effective systems, methods, and procedures in place
to provide management activities supporting the execution of the Work to
provide deliverables to the required Standard of Performance including but
not limited to:
a) Project Controls and Administration: Contractor shall provide all project
controls and administration, including but not limited to project planning
and scheduling, progress measurement and reporting, schedule
control, cost control, change management and invoicing.
b) Information management: Contractor shall provide all information
management and information technology services.
c) Quality Assurance and Quality Control (QA/QC): Contractor shall
conduct the Quality Assurance and Quality Control (QA/QC) program
for the Work.
d) Interface Management: Contractor shall be responsible for
identification, management and coordination of the Work related to
interfaces, including but not limited to all internal interfaces, external
interfaces between Contractor and Company, other project-related
parties.

Project Controls will be implemented for all facets of the works including
construction and installation till hand over.
The Contractor shall within 5 days of award of the Contract prepare and
submit a Project Execution Plan and Project Quality Plan including progress
measurement/calculation plan & invoicing plan for approval by the
Company.
The Contractor shall establish a dedicated Project Controls group,
encompassing planning, scheduling, cost control and progress reporting.
This group will prepare, monitor and issue (on a weekly basis) all Project
Controls documentation to the Company and will perform this duty from
commencement of the Contract through to hand over of the Works at the
site. The duties will cover all activities during fabrication, testing,
transportation, and installation. Prior to mobilization, all equipment, tools,
machinery, vehicles and the like to be used by Contractor in performing the
Work shall be subject to Company inspection and approval. Such inspection
shall include physical inspection and review its supporting documentation,
its valid applicable certification, fitness for use as per Company Procedures
and Requirements, and fitness for use as per Company Approved
Contractor Procedures.

Contractor shall mobilize and demobilize all its personnel and equipment
including but not limited to heavy lifting equipment, temporary
launcher/receiver, required pig, scaffolding, any necessary auxiliary equipment,
tools, machinery, consumables, bulk material, camps, etc to/from site in order
to carry out the Work.
Contractor is responsible to obtain approval of all permits, licenses,
permissions and the like that required to conduct mobilization and
demobilization activities. Delay in obtaining such approval due to any reason
shall be at Contractor’s own costs and responsibilities.
Prior to mobilization, Contractor shall make the Work Site ready for
construction.
All equipment, tools, machinery, vehicles and the like to be used by Contractor
in performing the Work shall be subject to Company inspection. Such
inspection shall include physical inspection and review of supporting
documentation, valid applicable certifications, fitness for use as per Company
Procedures and Requirements, and fitness for use as per Company approved
Contractor Procedures.

In the event that any gap is found during Company Inspection, Contractor shall

additional cost and no change in the scheduled completion date to Company.
The action shall include but not limited to:
• Fix and/or replace the unacceptable equipment, vehicles, tools, and/or

Company shall then assign the Inspection Team to re-verify the replacement
and/or supporting documentation/certification. Final Inspection Report will be
issued as assurance that both Company and Contractor agree and accept to
proceed with the mobilization.

Existing Flowline
Contractor shall perform the following:
o Dismantle piping at manifold, cage, or ladder to provide space for
temporary launcher and receiver. Re-instatement piping, cage or ladder
after hydrotest work.
o Filling water, pressure test, dewatering and gauging existing Carbon
Steel flowline as per Work Procedure for Pipeline Hydrostatic Test AKT-
CS-WIN-10-1065 :
• 6 inch - 3.1 km flowline from Manifold Wellpad D to TP-18
• 6 inch – 2.4 km flowline from Manifold Wellpad C to Manifold A
• 4 inch – 2.4 km flowline from Manifold Wellpad C to Manifold A
• 6 inch – 1.7 km flowline from TP-23 to TP-32
o Filling water, pressure test, dewatering existing FRP flowline as per
Work Procedure for Pipeline Hydrostatic Test AKT-CS-WIN-10-1065:
• 6 inch – 1.9 km FRP flowline from Manifold Wellpad A to Manifold
AGPF
• 4 inch – 1.9 km FRP flowline from Manifold Wellpad A to Manifold
AGPF
• 6 inch – 0.8 km FRP flowline from Manifold Wellpad B to Manifold
AGPF
o Provide temporary launcher and receiver for dewatering and gauging
including pig and gauging plate.
o Contractor must provide sufficient water as per requirement in procedure
to fill the pipes to be tested for pipe pressure. Contractor shall calculate
volume required for pressure test. Water used for cleaning shall be
clean, free from impurities, and filtered to 100 micron. Water used for
filling shall be inhibited water.
