Rationale/ Introduction

The term "Information and Communications Technology" (ICT) refers to both the study

and application of computers and other technologies used in communication and information

systems. It improves education by enabling a more student-centered learning model, facilitating

knowledge creation, and assisting young people in developing the skills required to compete in

the twenty-first century.

In the Philippines, ICT is regarded as a significant step that contributes to the creation of

knowledge, communication, and information sharing among students and teachers. This is done

to improve both teachers' and students' teaching and learning processes in higher education

school. Capacity-building for students in terms of ICT skills is an intriguing and timely move by

the government. This will not only prepare them for a well-informed society, but will also help

them achieve meaningful and lifelong learning, which will later be used in their journey to find a

stable job.

Background of the study

The evolution of Technology nowadays increasingly gives higher impacts to users all

over the world. Information and Communications Technology (ICT) is the basic necessity in the

modern everyday life. It has made most of the daily activities easier faster and more accurate.

Information and Communications Technology (ICT) helps us to work efficient in our

daily tasks or work. It also gives us flexible of time doing other task or multi-tasking and

knowledge sharing because we can easily communicate as long as there is internet connection.

In this century where technology advance so fast, we future public servant also adapt is

the fast changing technology. Students should have a wide variety of knowledge about
Information and Communications Technology (ICT) that they can use when they are already

working in the government or in any private institution.

Objectives

This study aims to develop and improve knowledge and skills of Public Administration

students of Marinduque State College. This will be great help for the advancement of the quality

of giving basic services to the public as a future public servant.

Effects and/or Benefits in the field of Public Administration

This study will be beneficial to both Public Administration students and future

organization in which MSC – BPAD students will apply.

Students will have a broad understanding and skills relating to Information and

Communications Technology (ICT). Which is highly in demand in today’s generation because

everything is starting to become digital. Even in providing basic services, technology has been

part of it. With that being said, having a high knowledge in Information and Communications

Technology (ICT) gives a high advantage for fresh graduate to find a job.

To future companies/organizations – they will benefit from having highly knowledgeable

and computer literate future employees. Organizations will have efficient operation and reduced

their expenses training interns.

Statement of the Problem (SOP)


This study aimed to know the level of performance of Public Administration Students of

Marinduque State College on Information and Communications Technology (ICT) knowledge

and skills as a future public servant.

Specifically, this study sought to answer the following questions:

1. What is the demographic profile of the respondents in terms of?

1.3 Year Level

2. What is the level of competency of Bachelor of Public Administration students on

Information and Communications Technology (ICT) based on The National ICT

Competency Standard (NICS) - Basic in terms of?

2.1 ICT basics

2.2 Presenting information

2.4 Computer ethics and security

3. What are the difficulties encountered by the Public Administration students on

Information and Communications Technology (ICT) in terms of?

3.1 Device

3.2 Software

3.3 Connectivity

4. What are the recommendations of the respondents to further improve their competencies

on Information and Communications Technology (ICT)?


5. What interventions could be given out of the study to enhance the competencies of Public

Administration students on Information and Communications Technology (ICT)?

The first frame presents the input of the study that includes profile of the respondents
such as gender, age and year level and the Information and Communications Technology(ICT)
skills on word document, powerpoint presentation and spreadsheet.
The second frame presents the process of study that involves the level of knowledge of
public administration students of Marinduque State College on information and communications
technology (ICT) skills through data collection of student profiles, administering questionnaires,
and organization of students’ responses.
The third frame presents the output which include the intervention recommended by the
respondents to improve their knowledge on Information and Communications Technology(ICT)
skills.
