FOR FISCAL YEAR 2022, IN THE TOTAL AMOUNT OF SEVEN
HUNDRED FIFTEEN THOUSAND PESOS (P 715,000.00), AND
APPROPRIATING THEREOF FOR THE GRANT OF SERVICE
RECOGNITION INCENTIVE (SRI) TO THE REGULAR EMPLOYEES
OF THE LOCAL GOVERNMENT UNIT OF MABUHAY”
WHEREAS, Section 4 (h) of Congress Joint Resolution (JR) No. 4
(s. 2009) authorizes the grant of (i) incentives to reward an employee’s loyalty
to government service and contributions to the agency’s continuing viable
existence; (ii) incentives as rewards for exceeding agency financial and
operational performance targets to motivate employee efforts toward higher
productivity; and (iii) other existing benefits to be categorized by the
Department of Budget and Management (DBM);
WHEREAS, under Section (17 (iv) of Congress Joint Resolution
(JR) No. 4 dated 17 June 2009, the President, upon recommendation of the

Department of Budget and Management (DBM), is authorized to update the
Compensation and Position Classification System (CPCS) for civilian
personnel and Base Pay Schedule for military and uniformed personnel, as
well as the policies on and levels of allowances, benefits and incentives
applicable to all government personnel;
WHEREAS, the DBM has recommended updating the policies on
and levels of incentives applicable to all government personnel through the
grant of a one-time incentive;
WHEREAS, acting favorably on the DBM's recommendation,
President Rodrigo R. Duterte issued Administrative Order No. 45, Series of
2021 dated December 24, 2021, authorizing the grant of SRI to government
employees for Fiscal Year (FY) 2021 including employees of local
government units pursuant to Section 6 of said Order ;

WHEREAS,

NOW, THEREFORE, premises considered, and on motion by Hon. Majin V. Andak, duly seconded by the
majority, be it ORDAINED by the Sangguniang Bayan of Mabuhay, in session duly assembled that:

SECTION 1. SOURCE OF FUND – The amount of Seven Hundred Fifteen Thousand Pesos (P 715,000.00)
under the Personal Services, intended for the salaries, wages, and other emoluments for vacant or vacated
positions, is available and existing for appropriation and allocation as certified by the Municipal Budget Officer.

SECTION 2. ALLOCATION OF FUND – The amount of Seven Hundred Fifteen Thousand Pesos (P
715,000.00) shall be utilized for the grant of Service Recognition Incentive (SRI) of regular LGU Mabuhay employees for
Fiscal Year 2021, specified as follows:

SECTION 3. SEPARABILITY CLAUSE. If for any reason, any section or provision of this Ordinance is
declared invalid or unconstitutional, other sections or provisions thereof which are not affected thereby shall continue to be
in full force and affect.

SECTION 4. REPEALING CLAUSE. All Ordinances, Resolutions, Executive Orders, Memoranda, and
Administrative Regulations or part/s thereof that are in conflict or inconsistent with the provision/s of this Ordinance are
hereby repealed, amended, or modified accordingly.

SECTION 5. EFFECTIVITY. This Ordinance shall take effect upon approval.
