1. Purpose
This Design basis specifies requirements of various type of Fire, Gas & Smoke
detectors & other field devices design guidelines for F&G system, third party
interface requirements, and Risk Analysis for Process Plants F&G system.
2. Scope
The scope of the F&G System shall be to detect a fire or gas release and
automatically initiate audible and visual alarms in the respective designated
‘Emergency Response Areas, Central Control Room (CCR) and in the vicinity of the
hazard. Fire protection systems may be activated automatically for heat and fire
and by executive action for other alarms from the CCR.
By early detection of a potential hazardous event and carrying out predetermined
actions to mitigate the effects, the F&G System will help ensure:
• Protection of Personnel;
• Protection of the Environment;
• Protection of Plant;
• Protection of Production;
The F&G system shall be designed to:
• Provide visual and audible alarms in the CCR, Fire Stations, Site Shift Managers
Office, and local to the hazard;
• Initiate alarm only actions at an early stage in order to mitigate the
consequence of fire or gas release;
• Alert personnel to danger;
• Initiate protection systems (if required);
• In order to quickly assess the overall situation in the event of an alarm in
highly hazardous and low-manned areas with limited direct visibility, the
addition of remote plant surveillance by means of Close Circuit Television
(CCTV) may be considered based on type of Project. In case of Alarm
designated CCTV camera shall be zoomed to pre-assigned direction.
3. Cost competitive engineering and design
The engineering team shall maintain the cost focus throughout all phases of the
project. This should be done without compromising any specification and design
requirements.

4. Conflicts and Deviations


If conflicting statements exist within this document or between this document
and other applicable specifications, Standard Drawings Industry standards, codes,
etc., it shall be brought to Owner’s notice and proper approval shall be obtained
before implementation.
In general, order of priority of the documents shall be as follows,
• Local regulatory and statutory requirement.
• Project specification and datasheets, wherever applicable.
• This specification and relevant equipment/system specification.
• Codes and standard.

8. Environmental Conditions
The System will be located in an air conditioned environment which will be to ISA
S71.04, G1 classification.
Normal operating conditions will be:
22 ± 2 °C and 50 ± 6% Relative Humidity.
9. Fire & Gas System Overview
F&G system shall comprise of two systems. Fire Detection Alarm System and Gas
Detection Alarm system. Microprocessor based Intelligent Fire alarm system shall
be used with addressable detectors. Gas detection system shall be dual redundant
PLC based system. Fire alarm system shall be only data gathering system and will
be interfaced with dual redundant PLC on dual redundant serial link. All executive
actions, activation of outputs shall be carried out by PLC ONLY. Typical PIB F&G
architecture is attached as Annexure-X.
All the detection equipment and alarms shall be monitored by the operators in
the CCR and in the Fire Stations and Site Shift Managers Office via the F&G
network. All the monitoring networks shall give precise locations of the problem
areas.
The F&G System in certain areas shall initiate trips and/or shutdowns via the ESD
system (if required/ specified).
The F&G system shall get Digital Input from DCS or any system for Beacon Black-
out. (if required/ specified) In case of Beacon Black-out signal ACTIVE/ON
command, beacons will NOT flash despite alarm in field devices.
Evacuation procedures shall be directed from Emergency Response areas which
shall be in communication with the Central Control Room.

10. Fire & Gas Field Devices


10.1. General
All field devices shall be suitable for operation from a nominal 24 volt DC source
of supply derived from the F&G System cabinets.
All field devices shall remain stable under all conditions of humidity, temperature
and pressure likely to be encountered. Sensitivity of detectors shall not change
significantly as a result of supply voltage variations within the following range -
15% to +10% of nominal voltage.
All field devices where applicable shall be suitable for "one man" calibration.
Preference is for devices to be IS certified, suitable for Zone 1 classified area Gas
group IIC, Temperature class T4 and shall be manufactured to withstand the
expected environmental conditions like Temperature/ Humidity/ Saline
atmosphere etc. Alternatively Flameproof EEx‘d’ protection shall be used if
limitations due to the system architecture dictate.
Sunshades shall be provided for all field mounted electronic devices.
Depending upon Site / Project specific Organization, the location & type of field
detectors & associated equipment (Horns, Beacons etc) shall be determined by
Managing Contractor Loss Prevention Group, during the detail engineering of
Project. This is applicable for large project. Selection of F&G devices shall be as
per F&G Detection Matrix shall be as per Annexure-IX
The make & specific type of detectors shall be stipulated in the project
specifications.
10.2. Gas Detectors
Flammable and toxic gas detection systems shall be provided on installations
where accidental release or ignition of such gas constitutes a possible threat the
installation or personnel.
The gas detection system shall be designed to:
• Provide visual and audible alarms as a minimum in the Control Centre, Fire
Stations, SSM office and locally typically. Critical location for visual & audible
alarms shall be identified as per site / project organization during detail
engineering.
• Detect escaped flammable gas as early as possible.
• Detect toxic gases and warn personnel of impending danger.
• Allow preventive actions to be taken at an early stage in order to contain the
leakage and isolate ignition sources.

10.2.1. Flammable Gas Detectors


The following philosophy shall be adopted for the various types of gas detectors:
• Point or Open-Path type detectors in all enclosed or semi-enclosed areas
where hydrocarbons accumulate.
• Point detectors in high pressure gas areas.
• Open-Path Beam detectors around the periphery of process plant.
• Hydrogen detectors in battery rooms.
10.2.2. Infra-Red Detectors (Point Detection)
Where point gas detectors shall be used at least 3 detectors shall be installed to
enable voting on a 2 out of N basis (where N is greater than 2) in supplier critical
areas/ defined by Licensor.
Infra-Red detectors must be located out of direct sunlight using a sunshield or
placed in the shade of equipment.
Infra-Red type detectors shall be used where speed of response is critical for
safeguarding personnel and equipment liable to accentuate the hazardous
situation, such as adjacent to air intakes to HVAC systems or to equipment
containing ignition sources.
Detectors shall be installed based on type of gas detected. If gas is heavier then
installation should be near ground level and if gas is lighter then installation
should be at heighted level (Please refer J10-83 drawing for elevation).
10.2.3. Flammable Gas Detectors (Open-Path)
Around process and storage areas, open path beam gas detectors shall be used to
detect hydrocarbon gas. These detectors shall be suitable to detect gasses in the
C2 to C5 hydrocarbon range.
These shall operate on the Transmitter/Receiver principle of a low power light
source from the Transmitter directed at a remote Receiver. Combustible gas
present will absorb a percentage of the light causing the Receiver to generate an
output proportional to the reduction in light received.
10.2.4. Toxic Gas Detectors
Toxic gas detectors shall be based on the electrochemical cell-type. Depending
upon which gas to be detected electrochemical cell shall be calibrated. Normally
following gases are detected. H2S, SO2, Cl2, Ammonia etc. However each project
specific requirement shall be prepared by Managing Contractor.
Detectors shall be installed based on type of gas detected. If gas is heavier then
installation should be near ground level and if gas is lighter then installation
should be at heighted level (Please refer J10-83 drawing for elevation).

10.3. Fire Detectors


10.3.1. General
The choice of fire detectors for an area shall reflect the anticipated prime
indication of a fire. Heat, Smoke and Flame detectors shall be considered
depending on the risk and the location.
Fire detectors shall be such that after activation they can be restored to normal
surveillance without the renewal of any components.
All Flame Detectors installation shall be as per NFPA 72E
When locating fire detectors the following shall be considered:
• Ventilation air flow patterns.
• Anticipated flow of hot combustion gases.
• Shielding by beams, equipment, cable trays and piping.
• Maintenance/testing accessibility.
The number of detectors shall generally depend upon following:-
• Size of protected area.
• Sensitivity of detector.
• Obstructed line of sight.
• Cone of vision of detector.
• Fuel type.
• Fire size expectation.
10.3.2. Flame Detectors (UV/IR)
UV/IR detectors combine advantages of UV and IR detection techniques. The
UV/IR flame detector shall be a unitised device that contains all sensing, signal
processing and visual indicators.
10.3.3. Triple IR flame detector
The detector shall be based on Triple IR spectrum and 3 separate channels
between 3.0 to 5.0micron shall be used. Detector shall have false alarm rejection
like black body radiation alarms.
10.3.4. Smoke detectors
Smoke detectors shall be employed in closed areas only, including the false floors/
computer floors inside the buildings. Their use in open areas shall be subject to
approval by the Licensor / Managing Contractor / Owner. All smoke detectors
shall be UL approved. There are 3 types of smoke detectors listed below.

10.3.5. Optical smoke detectors


Smoke detectors should be employed in closed areas only. Their use in open areas
shall be subject to approval by the Licensor / Managing Contractor / Owner. All
smoke detectors shall be UL approved There are 3 types of smoke detectors listed
below:-
The detector shall sense visible smoke likely to occur during overheating in
electrical risks.
The detectors shall be based on the light-scatter principle utilising a labyrinth
chamber.
10.3.6. Multi-sensor Smoke Detector
Addressable Multi-Sensor Detectors that can offer as a minimum: Rate-of-Rise
Heat, Photo Optic Smoke and Carbon Monoxide (CO) detection, in any
combination (2-off) from a single device.
Depending upon project specific requirement combination of two types will be
selected.
10.3.7. Beam Smoke Detectors
In large indoor areas such as a Product Warehouse, Substations etc. optical beam
smoke detectors shall be used to provide maximum area coverage.
Detectors shall comprise separate Transmitter and Receiver units OR it can be
combined Transmitter +Receiver unit with Reflector at the other end. The
Transmitter shall project a modulated infra red beam to the Receiver where it is
analysed. The presence of smoke in the path will reduce the strength of the
received signal.
10.3.8. Heat Detectors (Rate-of-Rise)
The detector shall operate from a rapid rise in temperature or at a fixed maximum
temperature for the appropriate classification given in NFPA- 72E.
The detector shall be based on the twin thermistor principle using solid state
components with no moving parts.
10.3.9. Heat Detectors (Fixed Temperature)
The detector shall operate at a preset temperature. It shall comply with NFPA-
72E.
The detector shall indicate the temperature setting. Suitable model shall be
selected based on project specific requirement.

10.3.10. Very Early Smoke Detection


Very Early Smoke detection VESDA) based on a high efficiency aspirator with laser
detection and control electronics. VESDA system will be interfaced with fire alarm
panel via monitor modules.
VESDA system shall be selected based on project specific requirement & shall be
subject to approval of Licensor / Managing Contractor/Owner.
10.3.11. Manual Alarm Call Points (MAC)
Manual call points shall be of three types: Safe area- Addressable, Hazardous
area- Addressable, Hazardous area point wired.
The MAC shall be of the break-glass type with protection against accidental
operation and generally in accordance with BS 5839: part 2.
10.3.12. Linear Heat Sensing (LHS) Cable For Tank Roofs
LHS cable has basic 2 types. Digital & Analogue. Preferably Digital type shall be
used unless and otherwise specified by Licensor.
LHS cable shall be used on floating roof tanks & fixed roof tanks.
LHS cable shall be able to detect rise in temp anywhere on tank.
10.4. F&G Output Devices
10.4.1. Beacon
Beacons shall be one way, 2 way & 3 way suitable for operation in hazardous
area. Selection of type depends upon type of gases exist in the specified area.
3colors of beacon shall be RED, AMBER & BLUE.
RED- Any Fire Detection/Alarm
AMBER- Any Combustible Gas detection/Alarm
BLUE- Any Toxic Gas detection/Alarm
In case of extinguishant system 3way beacon shall be used with Red, White,
Green colors.
RED- Extinguishant system discharge.
WHITE- Extinguishant System in Manual Mode.
GREEN- Extinguishant System –AUTO/Healthy
All beacons shall be flashing type xenon beacons.
10.4.2. High Noise Area Beacon.
High Noise area beacons shall be installed normally in compressor house area and
areas where high noise value is expected.(more than 85dB)

High noise area beacon shall be flashing type xenon beacon.


10.4.3. Sounders and Bells
Sounders
Sounders shall be used where extingusihant Skid is installed. In process area
sounder shall be used only if specified by licensor/Loss prevention. ( As PA system
interface with F&G system shall be provided.)
Bells
Bell shall be deployed only in control rooms.
Bell shall be of electromagnetic type.
10.4.4. Wind Speed and Direction Detector
A wind speed and direction transmitter unit shall be provided suitable for
installation on a mast.
Wind speed and Direction Indication shall be provided on ALL workstations
Control Room, Fire Stations, SSM office.
Wind speed & direction detector shall have speed in KT and 0 to 360° direction.
11. Technical Requirements & System Engineering Specification.
11.1. General:-
As described in system overview F&G system shall have PLC & Fire alarm panel.
General guideline for field devices connection is as below. Exact connection shall

11.2. Workstation Requirements


The workstations shall display a simplified geographical lay-out for the entire
complex indicating F&G status for all process units. The work station shall show
all traffic access gateways, roads and dominating plant equipment for each
process unit.
Graphics shall be developed as below:-
• Level 1:- Overall complex/project overview.
• Level-2:- Each complex overview. e.g. Crude, RTF overview graphics.
• Level-3:- Details of particular complex/unit e.g. crude unit all details like
columns, exchangers with sensors.
• Level-4 Exact pin-point location of F&G sensor in case of building.
Digital indication of Wind Speed/Direction readout shall also be provided on all
workstations located in the Control Centres and Fire Stations.

The work stations quantity shall be decided based on Site / Project Organization
for specific project.
Deluge start should be possible from control room workstation (except from SSM
office & Fire station workstations)
Inhibit should be possible from control room workstation (except from SSM office
& Fire station workstations)
All detector locations shall be indicated and an indication of the detected medium
i.e. Toxic Gas (H2S) or Fire etc.
• H2S : Blue
• Flammable gas : Amber
• Fire : Red
• System fault : White
• Smoke : Red
• Healthy : Green.
• Healthy Detector inhibited : Grey and Pink box surrounding detector
• Detector in alarm Inhibited : Respective detector alarm colour and Pink Box

11.3. Alarm Management
• Basically Alarm will be segregated like:
− Fire Alarm
− LO / HI Gas Alarms
− Inhibit Alarms
− Fault Alarms
− System Alarms
− Maintenance / Test Alarms
11.4. Requirements For Circuit Integrity
F&G system shall be robust against spurious activation.
Electric circuitry shall be enhanced with line monitoring facilities. Line monitoring
shall be able to discriminate between safe condition, alarm condition, open loop
and short circuit.

11.5. RFI Immunity


Standard UHF and VHF personal radio equipment will be operated in close
proximity (less than 1 metre) of F&G equipment. The system shall have total
immunity from the UHF/VHF radios used for plant communications.
12. Third Party Interfaces
Following 3rd Party Interface for FGS System should be applicable as per Project
requirement.
12.1. Deluge System
Deluge skid will be interfaced with F&G system.
Tank farm Deluge system should be designed in such a way that from control
room it should be able to discharge water based on command.
In case of auto ignition pumps deluge will be started from F&G PLC based on
voting. 200N.
12.2. RIM Seal Foam Skids
For RIM Seal Foam skid system per tank, 2 inputs shall be provided to F&G system
one for PSH and one PSL.
If discharge nozzles are 6-8 per tank, all types of Pressure switches (E.g.
PSH’s/PSL’s) should be individually wired in JB in serial fashion and only one
contact will be taken to PLC.
12.3. Extinguishant System (Clean Agent)
Extinguishant system shall be used for unmanned control room.
Logic: Logic shall be as per C&E chart given by Managing Contractor Loss
Prevention Group.
12.4. Gas Turbine System
In case of GT OEM provides Fire & gas detectors and interfaced with GT control
system. From control system alarm inputs to be connected to main complex wide
F&G system nearest PLC so that alarms are available in control rooms, fire
stations, SSM office etc.
12.5. Analyser House
Each & Every Analyser house F&G detectors shall be directly wired to the F&G
system of related Units.
The FGS system shall be designed as per C&E Diagrams given by Managing
Contractor Loss Prevention Group. Typical Analyzer House C&E Diagram is
enclosed in Annexure – IV

12.6. Fire Hydrant System


Fire Hydrant system will be interfaced with F&G system by installing pressure
transmitters at start & at 2 farthest points in Main Fire water Hydrant lines.
In case of pressure drop; pumps will be started from F&G PLC automatically based
on 200N voting.
12.7. HVAC System
The F&G system shall generate outputs based on relevant Cause & Effect charts
for building (PIB, Control room). For HVAC tripping/fan stopping potential free
contact shall be given from FGS System to HVAC system
12.8. ESD system
The F&G System in certain areas shall initiate trips and/or shutdowns via the ESD
system. FGS System shall provide potential free contact for ESD Interface.
12.9. Large Screen/Video wall Display Interface
• Video wall: - F&G servers shall be interfaced to video wall controllers over
serial ink to show graphics on video wall. Details of interface shall be project
specific.
• Large screen: - F&G workstation shall be interfaced to large screen via VGA
cable to show graphics on large screen.
12.10. PA System
F&G system shall be interfaced with PA system on dual redundant serial link. In
case of any alarm it shall be transferred to PA system. PA system shall have pre-
recorded voice message for each fire zone alarms. Facility to announce designated
announcement in relevant areas of field should be provided. Details of interface
shall be project specific.
13. Fibre Optic Network
The purpose of Fibre Optic network shall make sure alarms that are reported at
