My warmest greetings to the Awardees of the 2021 PRAISE Awarding Ceremony of the
Provincial Government of Capiz held on April 7, 2021 at the Nestas Restaurant and Hotel in
Roxas City, Capiz.

PRAISE stands for Program on Awards and Incentives for Excellence which was circularized
by the Civil Service Commission in her Memorandum Circular No. 1, s. 2001. It was designed
to encourage creativity, innovativeness, efficiency, integrity and productivity in public service
by recognizing and rewarding officials and employees, individually or in groups for their
suggestions, inventions, superior accomplishments and other personal efforts which
contribute to the efficiency, economy, or other improvement in government operations, or
for other extraordinary acts or services in the public service.

PRAISE gives emphasis on the timeliness of giving award and recognition. Aside from
conferment of awards during the traditional or planned awarding ceremonies, the spirit of
on-the-spot grant of recognition shall be institutionalized. It shall provide both monetary and
non-monetary awards and incentives to recognize, acknowledge and reward productive,
creative, innovative and ethical behavior of employees through formal and informal modes.

I congratulate the provincial government of Capiz under the stewardship of her young and
dynamic governor, Hon. Esteban Evan B. Contreras for giving Nine (9) award categories to its
officials and employees, such as: 1. Outstanding Frontliners/HealthCare Providers, 2. On-the-
Spot Award, 3. Citation for Career Advancement, 4. License/Eligibility Conferment-Induced
Award, 5. Best Performing/Achieving Employee Award, 6. Best Performing/Achieving
Organizational Unit Award, 7. Milestone Marker Award, 8. Public Service Exemplar Award,
and 9. Stellar Brilliance Award.

Moreover, I wish to extend my sincerest and warmest greetings to the members of the
PRAISE (Rewards and Recognition) Committee headed by Mr. G. Antonio T. Arbis, the
Provincial Budget Officer for a job well done!

Finally, I wish to congratulate the PRIME-HRM Team headed by Dr. Edwin Chinel Monares,
the Provincial Administrator and Concurrent PHRMO for their ongoing vigorous efforts to
meet Level II Accreditation (Bronze Award) under the Program to Institutionalize Meritocracy
and Excellence in Human Resource Management.
