students

- Digital divide between Urban and rural masses

- Internet connectivity is prime impediment that exacerbate the disruptive learning


- Dearth of Pre-existing investment in Information and Communication technology (ICT) equipment and
infrastructure

4. Grave and severe implications of COVID-19 on education

- The continued closure of education institutions means loss of learning for children that will widen the
gap in learning which results in overshoot the dropout rates and therefore the number of out of school
children.

- Education disparity is also one of the disastrous repercussions of COVID-19 on education sector, which
will magnify the deep rooted gap in urban-rural societies

- School closure negatively impact student learning outcomes. Education institute provides essential
learning and upon their closures, children and youth deprived opportunities for growth and
development.

- The ramification of COVID-19 has catastrophic impact on female education due to domestic
responsibilities that further entrench gender gaps in education and lead to increased risk of sexual
exploitation, early pregnancy and early and forced marriage

- Un-precedent crises like COVID-19 , jeopardize the already feeble rate of literacy in Pakistan

- The invisible enemy; COVID-19, upsurge the economic burden which will expand the already rising
poverty. Geographically, rural areas and urban slums are high-risk areas with more than 70% of current
enrollment and large pockets of already out of school children not enrolled in any educational
institution.

- The crises has the potential to expand the prevalence of child labor due to economic burden posed by
the COVID-19

5. Workable and implementable remedial measures to ameliorate education crises due to COVID-19

a) Short-term actions :

- Immediate action requires related to home based learning - Offer school children a wide range of
distance learning channels - TV, TeleSchool, radio, print media, social media, and mobile applications

- Ensure distribution and dissemination of digital and non-digital learning content according to targeted
strategy for distance and home learning

- Use the platform of Digital learning and skills enrichment initiatives (DLSEI) which was rolled out under
the Prime minster laptop scheme, in partnership with coursea.

- Revive the traditional Allama Iqbal Open University (AIOU) model that had a distance learning setup
which was premised on broadcasting lessons on public television.
- Focus on vulnerable populations, concentrated mostly in remote areas of the country, and especially
girls who are especially prone to dropping out of school as a result of socioeconomic shocks and have
lower access to technology equipment such as mobile/tablet/TV/radio

- Development and implementation of follow-ups and monitoring for different learning mode.

- Strengthen the role of teachers , faculties and local bodies to dilute the implications of COVID-19 on
education

- Devise a comprehensive strategy to hamper the economic hardships of impoverished masses and
provide targeted support to most vulnerable group through cash grants and stipends for learner.

b) Long term actions :

- Focus on align and mutual coordination among federal, provisional, district ,public and private
institution for a national level objective to incorporate online mode of education in existing setup

- Support the design and implementation of an inclusive distance learning certification pathway to target
the 19.1 million out-of-school children and those who would leave schools due to the negative shocks to
household income caused by COVID-19

- Train teachers and other stakeholders in remedial education, distance learning strategies and learning
assessments to effectively support children’s education

- Information and communication technology (ICT) can potentially foster inclusive education. Large-scale
investments will need to be made on a priority basis in ICT infrastructure and to close the digital divide
among different groups of the society.

- Enhancement in education budget is need of the hour to combat the future crises.

Introduction :

COVID-19 is creating multidimensional and multilayered crises across the world. The gravity of crises
endanger for every aspect of life. COVID-19 also disrupted the education system and affected the
continuity of learning, with all public and private education institution immediately closed across
Pakistan in March 2020. The continue closure of education sector due to COVID-19, has a far-reaching
impact on the children and youth of the country. First, it will jeopardize the dilemma of out of school
children that expands the number of dropout rates. Second, it has a potential to increase prevalence of
child labor due to economic burden posed by the invisible enemy. Third, it can offshoot the education
disparity which has badly rooted in the society. To add fuel to this problem, female students are highly
vulnerable due to pressure of domestic responsibilities and economic hardships caused by the crises will
have spill-over effects as families consider the economic and opportunity cost of educating their
daughters. The unprecedented crises caused by COVID- 19 will magnify the risks and vulnerabilities of
already weak education system with threats emanating from exogenous and endogenous factors, the
situation calls for comprehensive approach for continuity of learning , mitigating the spill-over
ramifications of the crises and safeguarding the impoverished education system of the country.
