Frame Your Design Challenge

GROUP 1 (GE-FEL BSN 2B)
1. Take a stab at framing this challenge as a question:
How might we create sustainable and equitable economic opportunities for residents of Pasil that enable them
to improve their standards of living and reduce poverty in the community?

2. Now state the key outcome you’re trying to achieve:

The key outcome that we are trying to achieve with the design question is to develop a sustainable and
equitable solution that creates economic opportunities for residents of Barangay Pasil and promotes community
development, while also addressing the root causes of poverty in the area. The solution should empower
community members and promote long-term economic growth, rather than simply providing short-term relief.
The goal is to reduce poverty in the community and improve the standards of living for residents in a way that
is socially, economically, and environmentally sustainable. Ultimately, the solution should contribute to the
United Nations' Sustainable Development Goals, specifically the goal of ending poverty and promoting
sustainable economic growth.

3. Write down important aspects of the context or constraints that you need to consider:
(These could be shifts that we need to see in the ecosystem around the user, or factors that are technological,
geographic or time-based.)

 Geographic location: Pasil is a coastal village in Cebu City, which may have specific environmental and resource
constraints that affect the community's livelihood and well-being.

 Socioeconomic status: The majority of the population in Pasil are low-income, with limited education and
employment opportunities. This may affect their ability to access resources and participate in economic
activities.

 Infrastructure and public services: Pasil faces issues such as poor drainage systems, inadequate waste
disposal, and limited access to basic public services such as healthcare and education. These issues may
affect the community's health and well-being, as well as their ability to participate in economic activities.

 Government policies and support: Pasil may face challenges related to poor governance and lack of
government support, which may affect the community's access to resources and ability to address poverty.

 Cultural beliefs and practices: Some families in Pasil may prioritize immediate financial needs over
investing in education, due to cultural beliefs and practices. This may affect their ability to access better-
paying jobs and participate in economic activities that require certain skills or education.

 Local market demand: The success of social enterprise initiatives in Pasil may depend on the demand for
their products or services in the local market. This may require market research and assessment to identify
viable opportunities.

 Technological infrastructure: The availability and access to technology, such as the internet and mobile
phones, may affect the community's ability to participate in online or digital economic activities.

 Natural disasters and climate change: Pasil is located in an area that may be prone to natural disasters and
affected by climate change. This may affect the community's ability to access resources, participate in
economic activities, and sustain their livelihoods.

4. What are some possible solutions to your design question?

Think broadly. It’s fine to … sentence is same as existing.

Based on the context and constraints outlined in the previous questions, here are some possible solutions that
could be considered in designing a response to the social problem in Brgy. Pasil:

Establish social enterprises: Develop and invest in social enterprises that create jobs and economic opportunities
for the community. This could involve identifying local market demand for products or services and providing
training and resources to support the development of businesses.

Improve infrastructure and public services: Address issues such as poor drainage systems and waste disposal through
investments in infrastructure and public services. This could involve working with local government and
stakeholders to prioritize these needs and identify funding and implementation strategies.

Increase access to education: Develop initiatives that increase access to education and training opportunities for
residents of Pasil, including programs that address financial barriers and cultural beliefs around education. This
could involve working with local schools and organizations to identify needs and resources.

Foster partnerships and collaboration: Build partnerships and collaboration between community members, local
government, and organizations to address the social problem in a more coordinated and effective manner. This

could involve developing networks and forums for sharing resources and knowledge.

Address natural disasters and climate change: Develop strategies and initiatives that address the community's
vulnerability to natural disasters and the impacts of climate change. This could involve investing in disaster
preparedness and response, as well as supporting initiatives that promote sustainability and resilience.

Advocate for policy change: Work with local government and stakeholders to advocate for policy changes that
address the social problem in Pasil. This could involve advocating for increased funding for social enterprises,
education, and infrastructure improvements, as well as policies that address poverty and inequality more broadly.

5. Does your original design question need a tweak? Try it again.

How might we design and implement a sustainable and equitable social enterprise in Barangay Pasil that creates
economic opportunities for residents and promotes community development, while also addressing the root
causes of poverty in the area?
