CHAPTER 1
THE PROBLEM AND ITS SCOPE
INTRODUCTION

Rationale

21st century up to present children aged 7-18 years old are

capable of doing anything precluded by the law. Moreover, children

who experience an intense and/or Chronic risk factors, or a

combination of risk factors in biological, environmental and/or

relational domains that affect their physical, emotional,

psychological/mental and spiritual factors that prevent them from

pursuing and fulfilling their God-given potential.

Parents generally accepted and even cherish the fact that each

child has his or her unique personality, likes and dislikes, strengths and

weaknesses, and lastly their wants and needs. Within the family these

individual differences are accepted. Most parents attempt to respond

each child’s needs and welcome the child’s special contributions to the

life of the family. At the broader level of public policy, however the

uniqueness of each child is not recognized. Public policies, to a large

degree, have yet to acknowledge that every child is special and

important, not just to his or her family but also to the country.
Drastically due to neglect of responsibility of parents, children

tend to mislead their future and forced to commit illegal actions to

thrive as they are vulnerable, dependent and under developmental stage

of adolescence. Causally as a result Children are exposed to harmful

commercial marketing, typically seeing tens of thousands of

advertisements a year for addictive substances and unhealthy

commodities including online gambling services, which can harm their

relationships, school achievement, and mental health. Children’s with

high online exposures harm them when companies buy and sell their

profiles for the purposes of commercial targeting. They are also

accessible via cyberbullying, exploitation, and in contact with

criminals and sexual predators.

In Minglanilla researches focuses on children at risk is at stake

wherein it is the most abundant cases of crime committed by juveniles
