1.1 Pengenalan

Kerja-kerja bagi Cadangan Pembangunan Di Atas Lot 257 (GM 923) Jalan
Sg. Lalang, Mukim Semenyih, Daerah Hulu Langat, Selangor Darul Ehsan
untuk tetuan PCC Development Sdn. Bhd. Bagi melaksankan kerja-kerja
tersebut, pihak PCC Development Sdn. Bhd telah melantik PCC Sdn. Bhd
sebagai kontraktor utama dan JV Nava C&S Engineering Consultant selaku
jurutera perunding bagi melaksanakan kerja-kerja yang berkaitan.

Cadangan Pelan Pengurusan Lalulintas yang dicadangkan adalah bagi


memastikan aliran trafik terkawal dan kesesakkan lalulintas berada ditahap
minimum. Cadangan Pelan Pengurusan Lalulintas yang disediakan adalah
merangkumi jenis dan skim warna papantanda, tatacara penyusunan kon dan
penghadang plastic serta cara-cara penutupan jalan yang sempurna sebagaimana
yang ditetapkan oleh pihak berkuasa tempatan.

Factor utama yang dititkberatkan di dalam Pelan Perangcangan Pengurusan


Lalulintas ialah keselamtan semua pihak terutamanya pengguna jalanraya,
penunggang motosikal amnya, operator lalulintas dan pekerja binaan yang
terlibat secara langsung dengan kerja-kerja pembinaan disamping dapat
melancarkan aktiviti pembinaan yang dijalankan.

1.2 Ringkasan Projek

Projek ini ada kerja-kerja membina persimpangan baru di Jalan Sg. Lalang ke
kawasan pembangunan kami.

Bagi kerja-kerja yang terlibat adalah seperti berikut:


1. Kerja-kerja membina persimpangan baru
2. Kerja-kerja melebarkan jalan dihadapan lot kami
3. Kerja-kerja pengorekan jalan dihadapan lot kami bagi menyambung bekalan
air ke paip syabas dan kabel TNB diseberang jalan.
4. Kerja-kerja mengawal paip gas Malaysia dengan Concrete Cover Slab.
5. Kerja-kerja mengalih lampu jalan dan pemasangan lampu jalan yang baru
6. Kerja-kerja penambahan premix
7. Kerja-kerja Road Marking beserta pemasangan perabot baru di atas jalan.

4.1 Kaedah kenyataan pelan pengurusan lalulintas

Jalan Sg. Lalang mempunyai kapasiti trafik yang sederhana yang mana jalan ini
mempunyai dua lorong pada arah aliran yang bertentangan. Faktor keselamatan
adalah faktor terpenting yang perlu diberi perhatian.

Bagi kerja-kerja, ia melibatkan peringkat-peringkat kerja-kerja pembinaan seperti


berikut:
 Peringkat 1
 Peringkat 2
 Peringkat 3
 Peringkat 4

Peringkat-peringkat tersebut adalah meliputi keseluruhan aktiviti-aktiviti


pembinaan yang dijalankan dalam tempoh pembinaan yang dijadualkan. Aspek
keselamatan pengguna serta pekerja binaan telah diambilkira bagi penyediaan Skim
Pengurusan Lalulintas yang dicadangkan

Dalam tempoh kerja-kerja pembinaan dijalankan, bagi setiap penutupan yang


terlibat, segala papan tanda amaran, ‘barrier’, ‘blinkers’ dan ‘string delineator’
akan dipasang disepanjang kawasan kerja terbabit. Ini adalah kerana sebagai
amaran kepada pengguna jalanraya terlibat secara khususnya dan sebagai
makluman awam amnya semasa menghampiri kawasan pembinaa tersebut.

4.1.1 Peringkat 1 (menghala ke Nirvana)

Peringkat 1 terbahagi kepada 2 iaitu:


1. Kerja-kerja pengorekkan jalan untuk:
 Kerja-kerja penyambungan paip Syabas melintasi jalan Sg. Lalang
 Kerja-kerja penyambungan kabel TNB melintasi jalan Sg. Lalang
 Kerja-kerja menyambung kabel lampu jalan
Oleh kerana, jalan ini adalah jalan dua lorong untuk trafik pada arah
yg bertentangan, 2 orang pengawal bendera ditempatkan untuk
mengawal aliran lalulintas. Walaubagaimanapun kerja-kerja
pengorekan jalan dilakukan akan pada waktu malam bagi
mengelakkan kesesakan lalulintas yang teruk. Papan tanda
sementara, pemasangan barrier akan dipasang dan segala peralatan
trafik akan dipasang bagi memberi amaran kepada pengguna jalan
raya agar lebih berhati-hati.

2. Kerja-kerja pelebaran jalan termasuk ‘premix’ serta kerja-kerja


memasang ‘road kerb’ dan lampu jalan baru. Bagi memastikan
keselamatan pengguna jalan raya, segala peralatan keselamatan trafik
serta papantanda amaran, ‘plastic barrier’ dan pengawal bendera
akan ditempatkan ditapak bagi melancarkan aliran trafik di kawasan
terbabit.

4.1.2 Peringkat 2 (menghala ke Semenyih)

Peringkat 2 terbahagi kepada 2 iaitu:


1. Kerja-kerja pengorekkan jalan untuk:
 Kerja-kerja penyambungan paip Syabas melintasi jalan Sg. Lalang
 Kerja-kerja penyambungan kabel TNB melintasi jalan Sg. Lalang
 Kerja-kerja menyambung kabel lampu jalan

4.1.3 Peringkat 3 dan Peringkat 4


Hanya kerja-kerja ‘finishing’ berserta ‘premix resurface’ dan ‘road
marking’ dilakukan pada peringkat ke-3 dan peringkat 4. Bagi
memastikan keselamatan pengguna jalan raya, segala peralatan
keselamatan trafik serta papantanda amaran, ‘plastic barrier’ dan
pengawal bendera akan ditempatkan ditapak bagi melancarkan aliran
trafik di kawasan terbabit.

4.2 Kesimpulan
1. Semua peralatan keselamtan lalulintas yang disediakan seperti ‘plastic barrier’,
papan tanda amaran sementara dan peralatan lain adalah mengikut piawaian dan
spesifikasi yang telah ditetapkan oleh pihak berkuasa tempatan
2. Lencongan/ perubahan laluan yang dilaksanakan akan dipastikan selamat
dengan dengan penyediaan peralatan keselamatan yang sempurna seperti yang
dipersetujui oleh pihak berkuasa yang terlibat.
3. Laluan kerja yang digukan akan dipastikan digunakan dalam waktu yang
dibenarkan untuk mengelakkan kesesakkan lalulintas dan sebarang kemalangan
sikawasan sekitar sepanjang tempoh pmbinaan berlangsung
4. Hasil daripada penyediaan Skim Pengurusan Lalulintas yang efektif dan
tersusun, kawasan pembinaan akan menjadi lebih selamat disamping
mengurangkan ketidakselesaan kepada pengguna lalulintas.

GANGGUAN TRAFIK DI SEBAHAGIAN JALAN SG LALANG, SEMENYIH

SEMENYIH: Sebahgian laluan di Jalan Sg. Lalang akan mengalami beberapa *gangguan
aliran trafik/ penutupan jalan bermula pada XXXX 2015

*Gangguan aliran trafik/ penutupan jalan ini adalah berikutan kerja-kerja Pembinaan
Persimpangan ke Cadangan Pembangunan di atas Lot 257, Mukim Semenyih, Daerah Hulu
Langat, Selangor untuk tetuan PCC Development Sdn. Bhd.

Menurut kontraktor utama bagi projek ini, PCC Sdn Bhd, *gangguan aliran trafik/penutupan
ini dilaksanakan dalam tempoh XX bulan.
Sehubungan dengan itu, penggunaan jalan raya dinasihatkan supaya mematuhi semua isyarat
papan tanda sebagai langkah keselamatan dan bagi mengelakkkan kekeliruan dan sebarang
kesulitan yang timbul amat dikesali.

EMERGENCY RESPONSE TEAM & EMERGENCY 2RESPONSE PLAN

1.0 OBJECTIVE

This objective of this proposal is to establish an Emergency Response Procedures (ERP)


as well as set up an Emergency Response Team (ERT) to handle emergency situations
that may arise in the course of executing work activities especially involving road closure
and its associated works. This proposal will outline items as follows:
1.1 Category of emergency situations and Response Time,
1.2 Identify the requirements to set-up ERT,
1.3 Outline and identify the scope of work and job responsibilities of ERT,
1.4 Estimate the cost of setting-up ERT.

2.0 ERT LEVEL CATEGORIES


2.1 The level of emergency situations and responsibilities.

2.1.1 Level I – Major Emergency work


 Major Emergency work is defined as total roads closure where a need arise
to detour public from the incident areas and the period of rectification are
more than 24 hours closure. Such cases are major incident where bound
closures are required i.e natural disasters, construction accidents such as
road slump, landside, major flooding, sinkholes or other incident that
involved might dangerous to public and required public to be detour safely,
 Assist authorities i.e police, BOMBA or other authority in controlling
traffic at designated working area when incident happened with well-
equipped traffic equipment,
 Liaison with Traffic Police and assist them in conducting road closure and
supply traffic equipment.

Response Time
 ASAP or within one (1) hour of report of the incident

2.1.2 Level II – Minor Emergency work


 Minor emergency work covers minor flood, stalled vehicles, fallen
trees/branches, minor settlement on road surface and other situations that
require partial lane/road closure,
 Partial road closure will be performed within 24 hours period due to minor
emergency cases after being notified and confirmed by the routine patrolling
personnel,
 The ERT team using ARENA vehicle and full equipment with traffic
equipment will attend the reported incident and carry out all the necessary
duties until and station at incident location until all are cleared and reopen to
public,
 If involved casualties, the ERT team leader will contact police or authorities
for assistance.

Response Time
 within one (1) hour of report of incident
2.1.3 Level III – Routine work
 The ERT will perform a routine patrolling by using motorcycle as of scheduled
timetable for detectable hazard on day light basis only,
 One (1) person is assigned to each bound (North and South) and they will patrol
all areas simultaneously during the shift,
 Provide support and backup to existing Traffic Management Scheme (TMS)
team if required.

Response Time
 As per patrol schedule

2.2 Client
The client’s scope of work is only applicable in the occurrence of emergency cases.
The scopes of works are as follow:
 To contact relevant authorities and inform them accordingly of the emergency
cases,
 To bear any incidental costs incurred in executing the road closure,
 To undertake remedial physical works and corrective actions required within 24
hours of road closure or time where seen practically based on the incident,
 Advise T&D Consult accordingly when the affected road is ready for public
use.

3.0 MANPOWER & EQUIPMENT


The basic requirements to set-up ERT can be listed as below:

 Basic traffic equipment and tools will be kept in the vehicle. If insufficient place, it
will be kept at the designated store.
 Equipment’s listed may be added as and when required by the work scope. If the
work is required by the client, it will be charged accordingly to them.

The ERT Supervisor shall report daily to the Senior Safety Officer and a copy of the report
must be given to client’s Health Safety Officer.

1.0 JOB DESCRIPTION AND SCOPE OF WORKS

4.1 ERT Supervisor


The main responsibilities of ERT Supervisors are as follow:
a) To prepare the monthly working shift schedule for drivers and traffic
controllers.
b) To schedule daily site activities for drivers and traffic controllers,
including planning the route for patrolling.
c) To conduct daily roll-calls for site staff and report accordingly to the
management and client for any discrepancy.
d) To conduct daily briefing to all site staff on emergency handling
procedures and daily tasks.
e) To ensure and prepare all equipment are ready for use when required to
attend to emergency cases,
f) To ensure patrol vehicles are in good working condition, including
arranging the vehicle for maintenance service and repair works as and
when necessary.
g) To patrol site and monitor areas for any possible emergency situations as
well as safety and cleanliness of site.
h) To prepare daily reports as required by the management and client.

4.2 ERT Driver


The main responsibilities of ERT drivers are as follows:
a) To conduct general maintenance checklist for vehicles prior patrol works
and responsible to report to the ERT Supervisor if the vehicle is faulty.
b) To conduct inventory checklist for equipments in patrol vehicle.
c) To prepare all equipments required in the patrol vehicle as well as ensure
that all equipments are in good working condition.
d) To brief workers in their team of the daily tasks and activities scheduled
by the ERT Supervisor.
e) To transport traffic controllers as according to patrol areas and follow
routes as planned by the ERT Supervisor.
f) To deliver traffic safety equipments to site as and when required.
g) To attend to emergency situations as per emergency handling procedure
as and when required.
h) To provide report to ERT Supervisor on patrol activities.
4.3 Traffic Controllers
The main responsibilities of traffic controllers are as follows:
a) To patrol sites as per daily schedule
b) To attend to emergency situations as instructed by ERT Supervisor.
c) To install all temporary traffic sign as and when instructed by the
management and client.
d) To realign and set up traffic safety equipment according to local authority
requirements.
e) To maintain and upkeep traffic safety equipment in good condition.
f) To standby and control traffic when during any road closure.
g) To act as temporary flagman before the actual flagman arrives.

5.0 MODUS OPERANDI (EMERGENCY RESPONSE PLAN CHART)


The ERT modus operandi is divided to the routine work and emergency team. Below is
the typical flowchart for the modus operandi.

6.0 CONCLUSION
ERT squad is highly recommended if potential hazards have been identified at the
project site that may interrupt the project progress. ERT’s main roles can be simplified as
follows:
 By conducting scheduled patrolling, ERT squad will be able to identify potential
hazards and take actions; either preventive, cautionary of corrective.
 In the occurrence of minor emergency cases, ERT will be able to resolve the
problem within a reasonable time frame which will minimize traffic congestion
and reduce inconveniency to road users.
 In the occurrence of major emergency cases, ERT can help to minimize damage
caused to the project and affected sites, where they will play their roles in
providing efficient assistance to control the traffic.
 Set-up of ERT team is an additional workforce to the existing TMS team and
their roles in minimizing traffic chaos shall not be affected by peak periods such
as holidays and festive seasons.
The set-up of ERT will also complement the performance of TMS team as they will
not be distracted by emergency cases in the course of executing TMS for client.
