1. Constitution of DB Contractor
PM informed that HEI has been reminded for nomination of his DB

member. In response, HEI replied that they are still searching for suitable
candidates and will submit their CVs soon.
HEI are reminded again to expedite the process.
2. Standards Contractor
HEI are reminded again to submit the remaining standards used in

T5HPP.
3. Transportation Documents Contractor
PM informed that HEI submitted revised transportation documents on 19

October 2022. The revision was reviewed, and HEI was requested to fulfil
all the necessary requirements, to resolve this matter and conclude the
review of transportation documents.
4. Senior Staff CVs Contractor
PM informed that as there is not fix criterion provided for the Contractor’s
staff provided in Organization Chart in the Contract.
It was agreed that performance evaluation of Senior Staff will be carried
out and upon the performance of the staff, matter will be discussed with
their high-ups. Either to replace as per Contract, the personnel having
poor performance or to provide with the relevant assistant staff to them to
complete the job.
5. Approval of Sub-Contractors Contractor

The Client agreed with the minutes of meeting held on 24 October 2022 in
Engineer Office with HEI and agreed that the Project Manager evaluate and
act on behalf of the Employer regarding approval of Subcontractors.
It was also discussed and noted that the subcontracting limit in PQ

Document does not apply to the Contract.
6. 11 kV Power Supply Contractor
Layout of 11kV T4-T5 will be supplied by HEI for their construction part.
It is agreed that the constructed line may be handed over or dismantled
as desired by the Employer.
PCCCL D/C 11 kV Line will be used for backup for T5 Powerhouse.

Any upgrade of PCCCL Line will be rectified in accordance with the FYI
requirements of PESCO.
Proper access for 11 kV permanent supply will be provided by the civil

Contractor for future rectification. FYI

7. Mobilization of T5C Design Team at Site Contractor
Design team will have an intermittent input on site.
HEI team is expected to be mobilized by 2nd quarter of 2023.
In 2nd Quarter, CRE E&M, T5C, is expected to be mobilized with

associates.
8. Change Order for Program CO-3 Contractor
A request for Change Proposal has been sent to HEI to submit revised
program along with estimate by 16 December 2022 for Project Manager
review and Approval.
Within 7 days, the Project Manager will undergo 2nd round and further
finalization of Program.
After finalization, coordinated Construction schedule will be prepared for

both, PCCCL and HEI, and Change Order will be issued accordingly.
9. Factory Acceptance Tests (FATs) and how to facilitate them Contractor
The team mobilized for Model test has already been struck in China due
to quarantine protocols.
A local Subconsultant in China, Moody (Shanghai) Consulting Co Ltd (aka

Intertek), is being hired for future FATs and will be coordinated
accordingly.
Current experience in China reinforces to use Moody.
10.Change Order 11 kV Power Supply-01 Contractor
11kV Power Cables Overhead will be used instead of Underground from

Powerhouse to Switchyard.
The Employer agreed with the proposal of the Project Manager.
11.Change Order for Interconnector CO-02 Contractor
The WAPDA had sent signed “Request for Change Proposal” to the
Project Manager to formally forward it to the Contractor.

The Project Manager has forwarded the same to the Contractor and
request to submit estimate within 14 days of the request.
12. 11kV line Powerhouse to Switchyard Contractor
In continuation of item 10, For crossing the river crossing, two 132 kV
poles will be used. For remaining line,11 kV towers will be erected.
WAPDA agreed to the proposal and will submit response in one week.
As overhead line is proposed instead of Underground, HEI will be

requested to submit a net estimate (deleting the cost of underground
cable system and adding the overhead line in Price Schedule) for change
order.
13. Warehouse WAPDA/Contractor
A meeting will be convened in between WAPDA and HEI regarding

acquiring of warehouse.
HEI will request for the allocation of Warehouse
14. MIV crane Capacity WAPDA/Contractor
WAPDA agreed that HEI will propose the Crane capacity.

Project Manager supports this position.
Now, Mr Khurram Baig, Director Mechanical WAPDA, on his return from

China, will discuss the matter.
15. Any Other Business (AOB) Employer / T5C /

Contractor
A separate meeting will be held between Mr Taha (Employer) and Mr.
Shahzad (T5C) regarding construction of relay room.
HEI is requested to submit hard copies of each correspondence to the

Employer.
