As allowed under the Implementing Rules and Regulations of the Government Procurement Reform Act, the Sangguniang Barangay declared an emergency and approved emergency purchases of supplies to help affected families and evacuees.     Due to fortuitous events which brought incessant heavy


    rains due to the Southwest Monsoon( HABAGAT )have produce
    floods thereby causing damages to property, disruptions of
    means of livelihoods, roads and normal ways of life of the
    people living in my jurisdiction.

    As per IRR R.A. 9184,the Sangguniang Barangay of Pto.


    Rivas Ibaba decided to implement emergency purchase of
    supplies for affected families and evacuees.

    As head of procuring entity when time is of the essence,


    unforeseen contingencies is priority to our constituents and
    hoping your good office to merit this purpose.
