Sub-section B Earthwork

B-1 Slashing and Clearing of the Undergrowth

(1) Scope of work


What is meant by this work is the work of clearing and dismantling soil from the
bases/stumps of tree trunks, logs, shrubs and other plants as well as non-organic
materials in the form of fences, structures, foundations, debris and other debris
according to the working drawings or within the boundaries of the boundary line of
the work area/location.
The provider must first obtain PPK approval before this work is carried out,
especially the boundaries of the area to be cut and cleaned, and trees, structures and
other objects that may not be disturbed/damaged as well as work methods that must
maintain the integrity of plants and structures outside the boundaries of the work
area. If the slash-and-burn method is chosen by the Provider in carrying out the
work, control, safety and assessment of environmental aspects must be considered.
For the purposes of measuring and paying for cutting and cleaning of shrubs, the
classification is as follows:

Type-A : shrubs or paddy fields, other food crops and fruits.


Type-B : light forest or secondary forest including rubber or oil palm plantations
including intercrops.
Type-C : pristine jungle or dense forest.
Type-D : grass, shrubs and shrubs for channel normalization.

An explanation regarding the above will be provided by the PPK based on the
conditions of the work location.
If the land within the boundaries of the demarcation line is dominated by plants
with a height of less than 2.0 m or plants with a diameter at breast height (DSD) of
less than 10 cm, land clearing and clearing in that area cannot be categorized as
"cutting and clearing of shrubs". ” in this Technical Specification, but as a stripping

(2) Measurement and Payment


Measurement of this work is carried out in units of square meter area which is

Price List.

B-2 Stripping of Topsoil

(1) Scope of work


What is meant by stripping work of topsoil (stripping) is stripping the topsoil which
contains a lot of organic matter: grass, roots or non-organic material: remains of
foundation structures and others and disposing of the stripped material from the
location of the canal work. and structures and borrow-pit locations or other
locations in accordance with the working drawings or PPK orders.
Stripping of the top layer of soil is carried out as thick as 20 cm or in accordance
with the working drawings unless otherwise specified by the PPK. The provider
before carrying out this work must first obtain PPK approval regarding the
boundary of the area where the topsoil will be stripped and the location for the
disposal of the stripped material.
Peeling can also be interpreted as land preparation, both flat and sloping, which
previously was original land or other, which will be carried out by concrete
masonry work (both cast in place or precast) and river stone masonry.

(2) Measurement and Payment


Work performance for this work is measured in m-cubic units (m2) which are
calculated from the original soil surface elevation to the stripping boundary
elevation in accordance with the agreed working drawings.
Payment for the topsoil stripping work is carried out based on the unit price offered
by the Provider in the Quantity and Price List, except at borrow-pit locations where
the topsoil stripping is not paid.

B-3 Excavation

B-3.1 General
Excavation work in question is excavation of sedimentary soil, ordinary soil and rock
excavation including other related work, for example treatment efforts, access roads and
supporting structures (separator, relocation, safety structures and others) as needed and
transportation of excavated materials to the location where necessary. agreed for a final
disposal site or temporary stockpiling (stock piling) prior to further utilization.
The provider is required to submit the results of laboratory tests of the soil to be
excavated, the working method of the excavation work including the equipment used,
transportation to the final disposal site or temporary storage prior to utilization for
stockpiling materials, no later than 30 (thirty) days before the excavation work is carried
out.
The provider is obliged to carry out the measurement and marking work with the PPK
after the cutting and clearing of shrubs has been completed or at other times in accordance
with the PPK's instructions, the results of which are pictures of measurement results
showing the elevation of the ground surface, longitudinal and transverse sections must be
submitted to the PPK for approval. The pictures of the results of pre-construction
measurements above will be used as a reference and basis for calculating the quantity of
excavation work.
The Provider is obligated to prevent damage to and protect the soil below the elevation of
the permanent work excavation: channels and structures to keep them in good condition,

soil damage to the foundation soil caused by the Provider's fault must be repaired
immediately at his own expense.
In the event that the excavation work exceeds the limit specified in the working drawings
(drawings of pre-construction measurements) the Provider, at his own expense, must
backfill that part with fill materials approved by the PPK.
The provider must notify the PPK when excavation work has been completed to carry out
an inspection for approval before further work/irrigation structures or concrete casting is
carried out. The use of stockpiling and disposal of excavated soil must comply with
Article B-3.3

B-3.2 Classification of Excavation


Excavation work is classified as earth excavation work and rock excavation work as
follows:
(1) Soil excavation
Soil excavation work in question is excavation of soil, sediment/sediment, sand,
gravel, cobbles, or rock which can be excavated easily without the use of special
tools (rippers) or blasting including efforts to handle them, forming/filling
excavation holes to suit the location, route , elevation, slope and dimensions as
specified in the drawings or PPK instructions/orders, as well as transporting the
excavated material to the final disposal site or temporary storage location before
being used as soil stockpiling material.
Soil excavation is classified into 5 (five) types of excavation according to the
conditions and location of the excavation area as follows:
Type-A : excavation for canals, roads, drains and other ordinary earthworks
located on above the water surface.
Type-B : Sediment Soil Excavation, Avalanche/Debris/Debris ,for channel
normalization.
Type-C : excavation for the foundation of irrigation structures and auxiliary
structures.
Type-D : excavation in below the surface of the water in the canal without
draining/pumping efforts.
Type-E : excavation of the river bed for the construction of weirs, river
embankments and other facilities, where the soil in the excavation
contains a lot of gravel, cobbles and stones.
All types of excavation work including handling at final/temporary disposal sites,
spreading and compaction, tiling and drainage facilities;

(a) Structure Excavation: C-Type Excavation


The dimensions of the excavation of irrigation structures and auxiliary structures
that are calculated in the payment for the work are limited according to the
provisions below, unless for some reason the PPK determines otherwise.

The provider is responsible for not receiving additional payment if excavation is


carried out beyond the limits above without the approval of the PPK and must
backfill and compact it with fill material approved by the PPK at the expense of the
provider.
Excavation profile: the base and cliffs that have been excavated must be tidied up
and compacted and inspected by the PPK for approval before the structure on it,
concrete or masonry construction is carried out, as well as if at any time the
excavation cliffs collapse due to heavy equipment activities or other reasons due to
negligence Provider.
If the excavation work method requires temporary stockpiling of excavated soil
(stock piling) before the land is transported to a permanent landfill site as an
embankment or other permanent structure resulting in 2 (two) work times or
double-handling, then the costs incurred by the Provider for These activities are
considered to be included in the unit price of excavation or embankment work.
In the secondary excavation, it is determined that the composition of the volume is
20% of the mud excavation, while the remaining 80% is ordinary earth excavation
in the work unit price analysis.

(b) Borrow Pit Excavation


Good land for Type-B and Type-C embankment works must be taken from a
borrow-pit approved by the PPK, and the Provider is obliged to pay all costs
incurred for the procurement of the land for embankment including purchase
costs/compensations to the land owner, excavation tax Type -C, royalties, permits
and other expenses.
The provider is required to submit the results of laboratory tests for the soil at the
proposed borrow-pit location to PPK for approval no later than 30 (thirty) days
before the borrow-pit excavation activities are carried out.
Borrow-pit excavation activities may be carried out only after obtaining PPK
approval and after the work of slashing and clearing the undergrowth in Article B-1,
and the work of stripping the topsoil in Article B-2, has been completed so that it is
guaranteed that the landfill material is really completely clean and free of organic
matter.
The provider must pay attention to and maintain the moisture content of the soil for
the stockpiling material so that it meets the requirements and does not exceed the
values identified in laboratory tests. The provider should make this effort at the
borrow-pit location by structure a drainage system and making a certain slope on
the surface of the excavation to keep it dry.
The provider is required to obtain approval from the PPK regarding the depth of
excavation before the activity of taking soil for stockpiling material is carried out.
Accidents that occur in the borrow-pit are considered as the Provider's negligence in
ensuring work safety.

All costs incurred by the Provider to carry out all of the above activities in the
procurement of land for stockpiling materials, are considered to have been included
in the unit price of landfill work in the List of Quantities and Prices.

(2) Stone Excavation


(a) F-Type Excavation, Soft Rock Excavation
Type-F excavation, soft rock excavation is rock excavation that can be carried out
using certain auxiliary equipment such as ripping dozers, pick hammers and giant
breakers without using blasting/blasting work methods.
If the Provider uses the blasting method for convenience and smoothness of
implementation, the additional costs incurred including work safety are the
responsibility of the Provider.
Type-F excavation work, including the transportation of excavated stone to the
disposal site provided by the Provider and approved by PPK.
(b) G-Type Excavation, Hard Rock Excavation
G-type excavation, hard rock excavation is rock excavation located at the work site
in the form of layers of massive, dense, and sturdy rock or in the form of loose rock
with an individual volume of more than 1.0 cubic meters with a diameter of more
than 0.30 m which cannot be separated without detonation or by bulldozers and
other heavy equipment. Rocks like this can also be referred to as "sound-rock"
because it is hard and its texture cannot be broken with a hand pick-hammer.
The classification of the stone mentioned above will be decided by the PPK based
on the conditions in the field, including if it is necessary to carry out equipment
productivity tests.
Type-G stone excavation work, is considered to include the cost for transporting the
excavated stone to the disposal site provided by the Provider and approved by the
PPK.

B-3.3 Use, Stockpiling and Disposal of Excavated Materials

B-3.3.1 Utilization and Disposal of Excavated Soil


(a) If PPK is of the opinion that the excavated soil of Type-A, Type-D and Type-E
fulfills the requirements as stockpiling material in accordance with the provisions of
this Specification, then the excavated land must be used for permanent structures
such as embankments, road embankments, canals and structures.
If, based on the results of laboratory tests, the excavated soil consists of 2 (two)
types of soil that meet and do not meet the specifications as soil for stockpiling, the
Provider in carrying out the excavation work must make every effort so that the two
types of soil do not mix if the soil that meets the specifications is to be used in
construction. according to orders.
Excavated soil that meets the requirements in general is as follows:
• The maximum grain (particle) diameter is 100 mm
• Plasticity Index (PI), greater than 15%.
Excavated soil that does not meet the requirements for stockpiling:
• Topsoil that contains a lot of organic matter.
• Plasticity Index(PI) less than 15%.

• LiquidLimit(LL) more than 50%


• The grain diameter is more than 100 mm
• Soft rock and hard rock.
PPK approval for the use of excavated soil for the purposes of permanent work,
embankments, backfill and others will be given based on the results of laboratory
tests of excavated soil carried out and submitted by the Provider, not only the
requirements above.
If the soil that has been agreed upon as stockpiling material is too wet with water
content exceeding the optimum water content as a result of laboratory tests
(Standard Proctor Test), then the soil must be temporarily stored in a location
provided by the Provider and approved by PPK equipped with drainage facilities, in
order to obtain special treatment: spreading, drying and others to reduce the water
content until it meets the requirements as soil fill material.
Excess excavated soil must be disposed of at a disposal location provided by the
Provider and approved by the PPK. Piling up waste land is no more than 2.0 m high
and is not allowed to disturb the surrounding drainage system. If deemed necessary,
the Provider is obliged to cover the pile of waste with good soil if according to PPK
the pile of excavated results has a negative impact on the surrounding environment,
the costs incurred for this purpose are the responsibility of the Provider.
(b) The excavated sedimentary soil Type-B from the canal normalization work must be
disposed of at a location provided by the Provider outside the work area in
accordance with the provisions as described above.

B-3.3.2 Disposal of excavated stone


Type-F excavated soft stone and G-Type excavated hard stone must be disposed of
outside the work area at the location provided by the Provider, unless otherwise specified
by the PPK.
Stockpiling of excavated rock must be limited to a maximum of 2.0 m if it is not leveled
and compacted and 3.0 m if leveled, compacted and tidied up by the executor with
permission from PPK and is not allowed to disturb the drainage system and does not have
a negative impact on the surrounding environment at a cost be the sole responsibility of

B-3.3.3 Soil Sorting and Disposal of Borrow Pit


The location of the borrow pit and the utilization of the land as landfill material must
obtain PPK approval before the excavation of the borrow pit is carried out in accordance
with the provisions in Article 3.2.(1).(b) and if based on the results of laboratory tests the
borrow pit soil turns out to consist of soil that meets the requirements and land that does
not meet the requirements as material for embankment, the Provider is obliged to carry out

embankment/permanent work is not contaminated and dispose of land that does not meet

B-3.4 Measurement and Payment for Excavation

B-3.4.1 Soil excavation


(a) Type-A, Type-D and Type-E earthworks are measured in cubic meters (m 3)
excavation of topsoil and stripping of topsoil, in accordance with the dimensions
and slope shown in the working drawings and has been neatly completed.
Payment for Type-A, Type-D and Type-E earth excavation works is carried out
according to the unit price in the List of Quantities and Prices which includes costs
for workers, equipment, structure materials and all supporting work and other
efforts for the smooth implementation required for excavation works, transporting
excavated products to disposal sites or stock-pile locations, excavation cliff
fireplaces, temporary access roads, drying/pumping and others.
(b) Type-B earthworks are measured in cubic meters (m 3) excavation of sedimentary
soil (sediment) canal normalization work which is calculated based on measurement
results (setting-out survey), working drawings and work that has been neatly
completed.
Payment for Type-B excavation work is carried out based on the unit price in the
Quantity and Price List which includes all costs for workers, equipment, materials
and supporting work and other efforts needed for the smooth running of excavation
work, transportation and disposal of excavated soil including work foundations for
tools weight on soft soil, temporary access roads, relocation of canals/dodging
structures, partitions, dewatering/pumping and others.

B-3.4.2 Structure Excavation, Type-C Excavation


Excavation of structures as a type of work in the Quantity and Price List, is measured in
units of cubic meters (m3) calculated from the surface of the original soil or the surface of
the soil that has been stripped of the top layer to the line and elevation of the excavation
shown on the working drawings or in accordance with the provisions specified in this
specification.
Payment for Type-C excavation/excavation work is carried out based on the unit price of
this work in the Quantity and Price List, but if there is no Type-C type of structure
excavation/excavation work in the Quantity and Price List, then the price for this work is
deemed to have been included in the price. unit of concrete work in the Quantity and Price
List.
The unit price for this work includes all costs for workers, equipment, materials,
measurement, transportation and disposal, fireplace and prevention of cliff slides,
fireplaces, temporary shelters and their use as materials for soil embankment and other
work unless specified separately in the Quantity List. and Prices are temporary access
roads, canal relocation and security, drainage, partition work and others.

B-3.4.3 Stone Excavation


Soft rock excavation and hard rock excavation are measured in cubic meters (m3) which
are calculated from the rock surface to the lines and elevation of the excavation which
have been tidied up according to the working drawings. The PPK determines the types of
weathered rock excavation and sound rock excavation in accordance with the provisions
of this specification.
Payment for soft rock excavation and hard stone excavation will be made according to the
unit price for the type of work mentioned in the Quantity and Price List.

This price is considered to include all costs for labor, equipment, materials, measuring,
excavation, transportation and disposal, fire and cliff avalanche prevention and other
efforts unless specified in the List of Quantities and Prices, for example temporary access
roads, canal relocation and avoidance structures. /safety, draining/pumping, partition and
others.
The unit price for excavationing hard rock includes costs for rock blasting and other
efforts required for smooth implementation.

B-4 Soil Landfill

B-4.1 Landfill Type


Landfill work is all types of landfill work carried out for the realization of permanent
construction: canals, inspection roads, work for filling up parts of irrigation structures and
auxiliary structures where the soil comes from excavation work or borrow-pit and based
on the results of laboratory tests it meets the technical requirements and specifications.
and has received PPK approval before the embankment work is carried out by the
Provider.
The provider is required to convey the work method of the embankment work to the PPK
including all activities related to the implementation of the work for approval prior to
implementation.
Embankment work must be carried out in accordance with the path, dimensions, elevation
and slope of the embankment specified in the agreed work drawings. Unless there are
other provisions, the Provider must add an extra filling of five percent (5%).
1) Type of Landfill Based on Hauling Distance
Type-A : embankment work with soil originating from the surrounding
excavation work.
Type-B : embankment work with soil originating from borrow-pitor from
excavation work with the hauling distance as specified in the Quantity
and Price List. Unless there are other provisions, in general all types of
embankment work fall into this Type-B category.
Type-C : landfill work that specifically obtains PPK approval, originating from a
borrow-pit with a hauling distance of less than 1.0 km according to
what is specified in the List of Quantities and Prices.
Unless there are other provisions, Type-C embankment work is only for
special purposes approved by the PPK and according to what is shown
in the working drawings.
Type-D : embankment work at a location with soft foundation soil and high
ground water table, the soil for embankment material comes from
borrow-pitwith the hauling distance as specified in the Quantity and
Price List. Type-D backfill is only applied to the work as shown on the
drawings or on the orders of the PPK.

2) Type/Group of Piling Work Based on Compaction


(a) Normal Compaction (Type-A1,B1,C1,D1):
Landfill works for canals, embankments, roads, embankments for irrigation
structures and auxiliary structures and other permanent constructions ordered by
PPK.
Density level for group work of embankment with normal compaction shall not
be less than 95% maximum dry density (95% MDD, maximum dry density) in
accordance with the provisions in ASTM D-698.
The normal compaction embankment work group consists of 3 (three) groups,
namely:
(i) Type-A1, using soil from excavation work
(ii) Type-B1, and D1, use soil from borrow-pit
(iii) Type-C1, uses land that specifically has PPK approval borrow-pitaround
the job site.

(b) Light Compaction (Type-A2, B2, C2, D2)


Soil embankment work to replace the original land, as a counter-weight
structure and other embankment work in accordance with PPK orders.
The density level for lightly compacted backfill work shall not be less than 85%
of the maximum dry density (85% MDD, maximum dry density).
Embankment work with light compaction consists of 3 (three) groups:
(i) Type-A2, using soil from excavation work
(ii) Type-B2 and D2, using soil from borrow-pit.
(iii) Type-C2, using land specifically approved by PPK borrow pitaround
the job site.

B-4.2 Spreading, Treatment and Compaction

B-4.2.1 Landfill Test


Before the embankment work for permanent construction is to be carried out, the Provider
must first carry out a trial run of the embankment work in the field using landfill
materials, equipment, labor and work methods that have received prior PPK approval.
This embankment trial is intended to select a work method for efficient embankment work
based on the amount of equipment used, the thickness of the compacted layer, the number
of passes of the compactor and the level of density achieved which must comply with this
Technical Specification.
The work method approved by PPK cannot be used as an excuse for the Provider to
escape responsibility for the level of density and performance of the embankment work.
If for some reason it is necessary to change the work method or the soil for backfill from
another borrow pit location, the Provider is required to carry out a trial run for backfilling.
If the trial embankment is carried out at the location of an embankment, canal, road or
other permanent work, then the trial results can be paid for as part of the embankment
work if, in the opinion of the PPK, it meets the requirements. On the other hand, if the
results of the trial embankment density test do not meet the provisions in this

Specification, the trial embankment must be unloaded by the Contractor from the work
location.

B-4.2.2 Landfill Foundation


(1) Type-A, Type-B and Type-C
Before embankment is carried out, the foundation soil surface must first be stripped
in accordance with the provisions in Article B-2, this Technical Specification.
Furthermore, the surface of the soil that has been cleaned of humus and other
organic matter, is plowed/plowed to a depth of not less than 15 cm evenly over the
entire surface, before the first (1) layer of soil is spread.
The costs incurred by the Provider for the work above are considered included in
the unit price of the embankment work offered in the List of Quantity and Prices.

(2) Type-D
For embankment work with soft foundation soil and high groundwater level, after
the treatment of the foundation soil surface has been completed as described in
Article B-4.2.2.(1), efforts to drain it with a water pump need to be carried out at
least 2 (two) times. ) hours before the backfill work is done.
While the embankment is being carried out, the groundwater level must be
maintained at least 30 cm below the embankment surface, and if the soil surface is
flooded, the soil surface must be stripped to a thickness of at least 5 cm or according
to PPK instructions and then hoeed/plowed as deep as 15 cm as described in Article
B-4.2.2.(1).

B-4.2.3 Overlaying, Controlling Moisture Content, and Soil Compaction


(1) The provider is obligated to submit work methods including the equipment used to
the PPK for approval before the landfill is worked on. Before the first layer of
embankment is placed on the foundation soil surface, the treatment of the
foundation soil surface as described in Article 4.2.2.(1) must first be completed.
The surface of the original soil or old embankment must be stepped according to
what is shown in the work drawings or PPK instructions before laying the
embankment material.
For old embankment slopes that are to be excavated with ladders, the surface of the
slope must first be stripped and cleaned of organic matter, after completion, steps
are made, so that the new embankment can fully merge with the old
embankment/embankment.
The spread of landfill material horizontally with a thickness of not more than 30 cm
or must be in accordance with the results of the trial pile as described in Article B-
4.2.1. Soil that is in the form of lumps must be broken up before compaction. It is
not permissible to widen the pile of soil by pouring loose soil from the top of the old
pile.

(2) The groundwater content of the landfilld material must be at keep it around the
optimum water content with a tolerance of + 3% to -5% of the optimum water
content based on laboratory tests or other provisions based on PPK orders based on
the soil properties of the soil.
Compaction must be carried out until the density of the embankment reaches 95%
of the maximum dry density for normal compaction and 85% for light compaction
in accordance with the provisions in Article B-4.1.(2).

For embankment slopes that will be reinforced with a layer/concrete girder, before
the concrete girder is installed/casted, the embankment slope must first be trimmed
and compacted with a tamping-rammer or other tool approved by PPK in
accordance with the dimensions shown in the working drawings.

B-4.3 Measurement and Payment

B-4.3.1 Measurement
Measurements for payment for Type-A1, A2, B1, B2, C1, C2 and D embankments are
carried out in cubic meters (m3) of dense embankments measured based on the
longitudinal section, cross section, elevation, slope, and distance according to the
drawings the agreed work and the results of the latest work performance measurement
including Type-D embankment, taking into account the settlement and subsidence of the
foundation soil which is still ongoing.

B-4.3.2 Payment
(a) Type-A1 and Type-A2
Payment is made based on the unit price in the Quantity and Price List including
costs for wages, materials, equipment and all costs incurred by the Provider for the
smoothness and ease of carrying out work, including: temporary storage, heavy
equipment platforms on soft soil, control of moisture content and compaction ,
formation and hearth of heaps and others.
(b) Type-B1 and Type-B2
Payment is made based on the unit price in the Quantity and Price List including
costs for providing borrow-pit, transportation, disposal, temporary storage, heavy
equipment platforms on soft soil, spreading, controlling moisture content and
compaction, forming and embankment fireplaces and all costs incurred Providers
for the smoothness and ease of carrying out work including costs for wages,
materials, equipment, permits, royalties and others.
(c) Type-C1 and Type-C2
Payment is made based on the unit price in the Quantity and Price List including
costs for borrow-pit provision, transportation, payment, temporary storage, heavy
equipment platforms on soft soil, spreading, controlling moisture content and
compaction, forming and embankment fireplaces and all costs incurred Providers
for the smoothness and ease of carrying out work including wages, materials,
equipment, permits, royalties and others.
(d) Type-D
Payment is made based on the unit price of the List of Quantities and Prices
including costs for borrow-pit provision, transportation, disposal, temporary storage,
platforms for heavy equipment on soft soil, paving, controlling moisture content and
compaction, forming and embankment fireplaces and all costs incurred by the
Provider. for the smoothness and ease of carrying out work including wages,
materials, equipment, permits, royalties and others.

B-5 Landfills/Backfill
Backfill work must be carried out in accordance with the agreed work drawings or on the
order of the PPK, based on the purpose of backfill being classified into 2 (two) types,
namely:

Type-A : backfill for structures: weirs, irrigation canals and drainage and in other
locations in accordance with PPK instructions with normal/ordinary
compaction as described in Article B-4.1.2). (a) This Technical
Specification.
Type-B : backfill without strict compaction control, intended for temporary bypass
canals and other locations designated by KDP.
The provider is obliged to convey the work methods, materials and equipment planned to
be used, to the PPK for approval before the backfill work is carried out:
Type-A : - soil backfill material must come from excavated soil or from borrow-
pitwhich meets the requirements as landfill material based on the results
of laboratory tests and on the approval/order of the PPK.
- Done at least 14 (fourteen) days after the concrete work for the structure
has been completed.
- worked layer by layer with layer thickness based on test results
depending on the material/soil for the landfill, the equipment used and
the number of passes.
- In general, the thickness of the compacted backfill layer should not
exceed 15 cm.
- the soil water content of the embankment material ranges from +3% to -
5% of the optimum water content based on laboratory test results with a
density level of 95% maximum dry density in accordance with ASTM
D-968 criteria.
- Compaction by usingvibro-rolleron the top of the structure up to a
distance of 0.50 m above the structure is not permitted unless it has
obtained PPK approval.
Type-B : landfill material originating from land resulting from excavation work at a
structure site or other location in accordance with PPK approval.
Measurement for Type-A backfill work is carried out in cubic meters (m3), namely the
volume measured starting from the boundary line of the excavation work and the outer
wall/surface of the structure or a predetermined elevation that does not exceed the original
ground level elevation or based on measurement data before and immediately after
backfill work is completed on soft soil foundations where settlement and land subsidence
are still continuing or according to PPK orders.
Unless otherwise stipulated by the PPK, costs for Type-B backfill are included in the
Lump Sum price in the Quantity and Price List. However, if based on a PPK order,
payment for Type-B backfill work must be made based on the unit price, then the payment
will be made based on the volume of work obtained from measurement data before and
after the completion of work that is satisfactory to PPK.
Payment for backfill work is carried out based on the price listed in the Quantity and Price
List which includes costs for: excavation, transportation, re-handling, spreading,
controlling moisture content, compaction, fireplace and other costs including, wages,
materials, equipment and supporting work described in Sub-section A.

B-6 Road Pavement


In general, the road to be built or improved is an inspection road, except when a
connecting road and an access road are needed to the location of the irrigation system.

The technical specifications for road pavement work are described/specified in Article D-
6, Stone Works of this specification.

B-7 Grass Frenzy


There are two types of grass clumps, called Type-1 and Type-2. Selection of the type of
grass cover is determined by the PPK or shown in the picture.
Grass Thickness Type-1
The provider is obliged to provide Type-1 grass thickets on long slopes, with steep slopes
and easily eroded from embankments, flood embankments, cross drainage and
embankments in concrete gutters or excavations as shown in the drawings or determined
by PPK.
Providers are required to select coverage leguminous plant varieties, for example coverage
legume varieties, Mucuma Bracteata or similar legumes, namely coverage legumes that
based on experience have been successful in protecting soil erosion in the same or similar
projects, such as water catchment area management, soil conservation and/or projects. or
soil erosion prevention projects and plantation projects located in the same province
and/or area or adjacent to the project location. The provider is also required to submit to
the PPK a plan for grass cover work which consists of a comparison of several
leguminous coverage varieties, a planting schedule, a plan for plant care methods, for
approval. Any work cannot be started before obtaining PPK approval.
Coverage leguminous plants must have advantages in planting, growing and caring for,
such as (i) fast growing by spreading and spreading to prevent the growth of weeds, (ii)
high suitability for growing to soil types, (iii) free from pests and diseases, (iv) high
effectiveness to prevent erosion, (v) not preferred by livestock and (vi) practical rearing
methods.
Providers are required to provide pots of organic seeds in the amount of 900 pots/ha and
plant coverage leguminous plants for the first 3 months in or around the Provider's office
and start grass cover work with PPK approval. Therefore, the Provider is required to
submit a work plan for overlapping grass no later than one (1) month before commencing
the overfilling work.
In the case of easily eroded soils, steep or long slopes, thick grass must be based on a geo-
grid for slope protection as specified in Article H-17.
Sealed areas should be watered immediately after spreading and at least at the end of each
working day. Watering is done at regular intervals until the grass grows.
The provider is responsible for maintaining cover legumes, especially watering and
applying phosphate fertilizers at regular intervals and replacing dead plants from the time
the land is planted up to the Certification of Work Handover.
Measurements for payment of grass cover are made in square meters (m2).
Payment for grass cover is made at the unit price per square meter of the area planted in
the List of Unit Prices and Quantity with the following schedule:
- when laying block on slope: 50%
- when submitting work or being accepted by PPK: 50%
The unit price must include the cost of labor, equipment and materials needed to complete
the work, as well as cutting, transporting, planting and maintaining the plant, as well as
other related work costs.

Grass Thickness Type-2


The surface of the soil heap and excavation must be covered with grass in accordance
with the working drawings or PPK instructions, i.e. the grass planted comes from an
approved location, in good condition, alive, not mixed with wild plants and with a layer of
soil not less than 5 cm thick and grass should not be more than 10 cm.
The thick grass must be planted and nailed with bamboo sticks continuously on the entire
surface of the pile and excavation according to the working drawings, with an additional
width of 20 cm at the foot, berm and top of the embankment and watered immediately
after planting and thereafter regularly until the thick grass grows well. and satisfy the
PPK.
The provider is required to submit the working method of planting grass cover to the PPK
for approval prior to work and is responsible for maintaining it so that it continues to grow
and is free of weeds until the handover (Take-Over Certificate) is carried out.
Measurements for Type-2 grass filling work are carried out in units of area (m2) of
compacted soil surface.
Payment for grass fill work is carried out based on the unit price per m2 listed in the
Quantity and Price List with the payment schedule as follows:
- after planting grass cover : 50%
- after the first submission of work,
or according to PPK order : 50%
The unit price includes costs for: wages, procuring grass clippings, equipment,
transportation, maintenance and all costs required by the Provider for the smooth and easy
implementation of the work.

B-8. Transportation of landfill material and excavated waste


The Provider is required to submit the work method for transporting soil landfill material
from the borrow-pit and/or excavation location as well as disposal of the remainder of the
excavation and/or soil that does not meet the requirements as stockpiling material to the
disposal site provided by the Provider, no later than 30 (thirty) days before being
submitted to the PPK for approval.
The working method is accompanied by a map of the mechanical earth moving work plan,
equipped with paths/roads for soil transportation.
The unit price for excavation and stockpiling works listed in the Quantity and Price List
includes costs for transportation.

B-9 Earthwork Tolerances


The dimensions, elevation and slope of earthworks after they have been tidied up can be
tolerated as listed below unless otherwise specified by the PPK.
(a) Irrigation and drainage channels including their complementary structures:

B-10 Laboratory Tests for Materials and Finished Works


Laboratory tests for stockpiling and backfill materials before carrying out the work and
for quality control during the execution of the work must be carried out by the Provider
using his laboratory in the field or other laboratories approved by the PPK
witnessed/supervised by the PPK.
The provider is required to carry out the SPT (Standard Cone Penetration Test) test at the
bottom of the excavation to ensure the suitability of the soil as a foundation before placing
concrete.
Laboratory test results for all structure materials to be used for work must be submitted by
the Provider to PPK for review and approval.
Laboratory tests to be carried out by the Provider, the standard method for laboratory tests
to be used and the frequency of laboratory tests for structure materials during construction
until the completion of the work must follow in detail the following table or according to
PPK (JIS equivalent) instructions:
