PURPOSE
The purpose of this lifting plan is to identified the control measures necessary to negate the
primary hazards of the:
Plant overturning
Load falling from the Plant
Load or machine striking someone or any other identified hazard
Scope of Works

To distribute 12m lengths of district cooling pipes 500mm in diameter from the compound area
to the trench side at high level and lift into position on the sandbages at the lower level. These
will be lifted using a bow shackle and two web slings and a tag line.

SITE CONDITIONS AND HAZARDS
The following non-exhaustive list should be considered during the lift plan along with any other
factors that could affect any aspect of the lift:

STRENGTH AND STABILITY


Ground conditions must be suitable and sufficient and remain so during lifting operations to
take the ancipated loads. Include details of the ground conditions and any additional works
required to the ground, including spreader mat specifications and any testing regime required
(for example, CBR rates)

WEATHER/ENVIRONMENTAL CONSIDERATIONS
Weather conditions will be reviewed on the day that the lift takes place. The following points
must be considered: High Winds- slung load to be kept maximum of 500mm from ground
height. Rain - excessive rain can make ground surface muddy and slippery, if this is the case on
day of lift, consideration to be taken of the route prior to any lifting. Excessive rain can also
affect excavations due to softening of sides and waterlogging of trench floor. Trench inspections
will take place prior to any lifting by the competent civils contractor and any standing water
pumped out.
ACCESS ARRANGEMENTS

Route from compound to excavation to walked prior to any lifting taking place. Any changes
that are not noted in this plan to be considered and risks/controls put in place and approved by
the appointed person. Once the lift is at the excavation, there is to be no operatives in the work
area until the pipe is safely placed on sandbags. At this point any manoeuvre required can be
done by operatives in sight of the signaller.
THIRD PARTY CONSIDERATIONS

EMERGENCY/BREAKDOWN PROCEDURES
1. Prior to any lifting, a safe zone will be agreed with the principle contractor, with access path
free of any obstructions
2. All operatives involved in lift operations to be fully briefed prior to commencement of the lift
with all actions and procedures
3. Should an emergency situation arise, operatives to move to designated safe area

SIGNALLING
1. Signaller to agree hand movements that will be used for the lift operations with the machine
driver prior to commencement.

2. Signaller to be identified by HI-VIS stating SIGNALLER on the back.

SITE AND CRANE LAYOUT PLAN

SAFE SYSTEM OF WORK - METHODOLOGY
1. The signal/slinger is to walk the route to ensure that there are no other considerations to be
reviewed for the lift plan.
2. All plant and equipment to be checked (machines, slings and shackles) and recorded by the
trained and competant person.

3.Pre Start Briefing for all operatives involved in the lift operation

4. The signal/slinger is to check the load and weight

5. The signal/slinger is to ensure that the correct tonnage web slings are selected for the load.
Sling using the double choice method - 2 slings at 45 degree angle equal to the load.

6. A lanyard to be attached to the load (tag line)

7. Signal/slinger is to test lift to check the load is balanced.

8. Once load is balanced, the lift can commence keeping the load as low to the ground as possibl

9. The pipes are to be lowered into position within the excavation, onto pre laid sandbags. At
this point, if necessary, operatives to enter excavation to make small adjustments whilst in sight
of the slinger/ if required a third person must be in line of sight to relay the instructions from
the signal/slinger to the machine driver.
10. Once the pipe is in the required position, the slings can be removed from the pipe and the
slinger can exit the trench via the access ladder provided or stepped trench.
