journey in 2007. The Company is engaged in manufacturing high quality leather goods, footwear and
marketer in Bangladesh; it is managed by professional leather technologist (B.Sc Engineering in Leather
Technology) and marketing expert. Having specialization in this field we have the vast experience about
leather and leather goods. We produce finished leather products like Leather Jacket, Waist Belt, Money
Bag/Wallet, Shoe, Sandal, Vanity Bag, Mobile Cover, Key Ring and Bag, Name Card Holder, Ornament
Box, Leather Tissue Box, Shoulder Bag, Laptop Bag, Official Executive Bag of various size/design including
all leather items. To meet the current demand, 3 Tech. is planning to export leather and leather goods in
Japan, UK, Australia, USA, Italy, Canada and in the Middle East including other Asian countries. 3 Tech.
started gaining the heights when Tasnim Alam handled the rope of the company since its inception in
2007. He is very dynamic, sincere, devoted, hard worker, technically/professionally sound in leather
technology and committed to quality and customer services. In 2007 Mr. Tasnim Alam (B.Sc
Engineering in Leather Technology), expert in Leather Technology sector and Abdur Rashid (MBA in
Marketing and M. Sc in Biochemistry) having more than 20 year experience in Sales and Marketing in the
switch based Multinational Company Novartis (Bangladesh) Limited) took the decision to start up the
company to make it modernize gradually by installation of latest machineries shouldering as CEO and
Head of Sales & Marketing of 3 Tech. respectively. We have the all round capacity to ensure regular
production of quality leather products to comply with the customers. We always think how to make
things better to satisfy the customers need and expectations. 3 Tech. is committed to excellence, quality
conscious and sympathetic with it’s employee. The company is moving forward effectively and
efficiently.

We have earned immense goodwill and success in the leather sector through our quality and sincere

There are many competitors within the leather industry, both in Bangladesh and abroad.  In Bangladesh,
the competitors like Bata, Apex and Bay are offering various styles, designs at competitive price and
undertaking huge marketing activities. Although all of these are direct competitors, 3 Tech has an
advantage because we offer a wide variety of leather products for every occasion and season and our
products are well accepted by the customers. We understand that the leather industry is highly-
competitive, therefore we are always trying to find new ways to satisfy our customers’ needs, whether is
be by providing the best quality products, continually increasing brand awareness, or providing our
customers with excellent service.

Success Story
The Success Story of 3 Tech and Hazaribagh Group

Tasnim Alam, proprietor of “3 Tech”, located at Hazaribagh started manufacturing of foot wear
and leather goods in 2007. The small enterprises like 3 Tech was then facing serious problems of
seasonal production (during the 2 Eid and Puja festivals), untrained labor, absence of
institutional credit facility, child labor, unhealthy factory condition etc. At the initial stage he
faced acute shortage fixed and working capital which he managed from his father’s pension
fund. However, he along with his Hazaribagh Group members received the required finance,
support services and training from the BLSC Project jointly created by LSBPC, ITC Geneva, and
Janata Bank Ltd. In accordance with the priorities of the Government of Bangladesh (GOB),
Bangladesh Leather Service Centre (BLSC) Project was created in 2009 to identify and address
the issues of the Target Group of small leather enterprises. BLSC is a corporate component of
the Business Promotion Council (BPC) which is a public private joint undertaking under the
Ministry of Commerce, GOB registered with the Registrar of Joint Stock Companies to work in
close co-operation with International Trade Centre (ITC), Geneva for the overall development of
our leather sector. “The Centre, under the aegis of the Leather Sector Business Promotion
Council (LSBPC) encompassed a number of service clusters, namely: product design and
development, training, quality testing and certification, market information, international
promotion and partnership development, and financial guidance.” (Ref: Bangladesh Leather
Service Centre, Follow-up Project for Leather Sector Development/Finance Module/Report
by Mohammed Hossain-ITC-National Consultant on Trade Finance/Project:
BGD/37/19A/January 2010-December 2010 funded by The Government of Italy). BLSC
arranged a credit line of Taka 70 million and a grant of Taka 6 million by JBL for capacity
building and support services for the five Pilot Target Groups including the Hazaribagh Group
under a Memorandum of Understanding signed between Janata Bank limited (JBL) and LSBPC
with the object of developing a Dedicated Credit Line (DCL) and a Model Project of the Small
Enterprises for subsequent replication in other places.
Hazaribagh Group of 7 enterprises, owned by 7 Graduates from Institute of Leather Engineering
and Technology, University of Dhaka was created in 2009 by BLSC Project. Mr. Tasnim Alam,
owner of “3 Tech” is the Group Leader. The Group and 5 out of 7 members have succeeded in
achieving their set goals to become model enterprise and now the Model Project is in place.

Hazaribagh Group is an initiative for manufacturing leather goods, accessories and footwear
established in 2009 with 7 (seven) members young leather graduates entrepreneurs guided by
Mr. Mohammed Hossian whose credential entails as the dynamic and potential Banker and
National Consultant of Trade Finance. The group was formed as per set goals of Model
Project with a view to improve and expansion of business in leather sector covering products:
promotional gift items (folder, portfolios, desktops items etc.), small leather goods (wallet,
money bag, clutch bag, ladies purse, jewelry box, key rings, shoulder bag and computer bag),
leather garments (jacket, gloves, belts), footwear (sandal, shoe) and furniture/upholstery
leather(car set cover, office executive’s chair seat cover etc.) The members of Hazaribagh
Group properly addressed the compliance issues ensuring the inclusion of (a) Fire Extinguisher
(b) Water Filter (c) Safety measures for workers (d) Training of workers & owners (e) Training
on Quality Management System (QMS), disengagements of child labor in the factory that will be
compassionate for exporting leather goods and accessories to International Trade Centre (ITC).

The significant contributory thespians are International Trade Centre (ITC), Leather Sector
Business Promotion Council (LSBPC), Bangladesh Leather Service Centre (BLSC) and Janata
Bank Limited. Significant and appreciable role played the country famous dignitaries like Dr.
Atiur Rahman is so much important as he has been working for the whole ITC-BLSC project as
voluntary advisor. The contribution of Dr. M.A. Maleque was extremely valuable as well as he
was National Consultant and
CEO of BLSC (a project jointly implemented by ITC-Geneva and LSBPC, Ministry of
Commerce-GOB). Another vital ITC expert was Mr. Basudev Bhattacharya who contributed as
International Consultant Quality Control to implement the programme “Initiating Quality
Improvement in the Leather Sector” during the period December2019-November 2010. The
role of Mr. Md Shahidul Islam of BLSC in developing the database was very important and he
was guided by three voluntary experts: Mr. Abdul Hamid, CEO, TEMENOS, Mr. Istiaque H.
Khan, CEO, Compute Ease Ltd and Mr. Kamal Niaz Hasan, DGM, Janata Bank. ITC
interventions in the leather sector are well focused.

The ITC donor driven project, funded by the Government of Italy has attracted the local donor
Abdul Momen Foundation who provided fund for baseline survey and many voluntary experts
(VEs) who have made a substantial contribution. ITC has already recognized the services of the
VEs through a letter if appreciation issued to them. The surveys (short, baseline and
supplementary) were completed funded and manpower support from local foundations, state
owned commercial banks and VEs.
In order to develop Dedicated Credit Line (DCL), i.e need based credit and CREDIT PLUS,
LSBPC signed and MoU (Memorandum of Understanding) with Mutual Trust Bank Limited
(MTBL) and Janata Bank Limited (JBL) on 03 Sept 2009 and 18 March 2010 respectively. JBL
identified the credit needs of the Target Group (TG) through a workshop of 30 enterprises,
members of the working groups, concerned officers of the bank and BLSC held on 19 April,
2010.
BLSC’s database of enterprises of the target group created with support of the VEs has been
found very useful by the financing banks. These examples are likely to attract more local
participation. BLSC conducted survey in 2008 (06 -14 January) in 14 districts and covered
workshop, product line distribution and size of workforce. The survey result entails that it was
identified 1945 enterprises out of which 836 (43%) were in Dhaka and 1109(57%) were outside
Dhaka. The survey results entailed that (i) out of 136 workshops producing leather goods
128(945) % in Dhaka; (ii) most of the enterprise are very small in terms of manpower – more
than 80% have upto 10 workers, 3% of the workshop workers enterprise have to more than 20
workers each.
To ensure health, safety and safe drinking water, Janata Bank Limited (JBL) distributed water
filters to all the workshops of the PP and now 100% of the operators get pure and safe drinking
water. JBL also supplied masks, gloves, and brushes to the operators to protect themselves from
hazardous chemicals and dust and provided fund for free of cost training of the operators. Also,
the workers got the facilities to open bank account by only 100 BDT and it is milestone for them.

The Obvious Success: 3 Tech.
Md Tasnim Alam, the owner of “3 Tech is a young dynamic SME entrepreneur in leather sector
started his business in 2007 just after completing his graduation from Institute of Leather
Engineering and Technology, University of Dhaka with the capital of 500,000 (five lac) BDT
only. In 2009, Md Tasnim got credit facility without any collateral from Janata Bank Limited
and ITC-Geneva in collaboration with Leather Sector Business Promotion Council (LSBPC)
under Ministry of   Commerce, Government of The People's Republic of Bangladesh. Since then,
he got momentum in his business. He undertook “INITIATING QUALITY IMPROVEMENT
IN THE LEATHER SECTOR” during the period December 2009-November 2010 training
from ITC under the aforesaid project. BLSC visited the factory workshop of 3 Tech. on
03.08.2010 and reported that the workshop has been working for the last 3 (three) years and
producing merchandize for local and international market. He added that the factory workshop
will be able to produce export quality products if the owners and the operators are provided the
required training and other supports including technical facilities and the institutional finance, he
may therefore be the considered a potential exporter- 3 Tech has awared this certification by Mr.
M. A Maleque, National Consultant and CEO of BLSC on 05.08.2010. After this kind of
encouragement and certification Mr. Tasnim Alam devoted and trying for flourish his business in
terms of quality assurance and expansion.

Tasnim Alam’s another dimension is the formation of “Hazaribagh Group” associated with 7
leather business entrepreneurs in 2009 and putting his best efforts as the founder President of the
group. The milestone contributory role for the formation of “Hazaribagh Group” put by Mr.
Mohammed Hossian whose credential entails as the dynamic and potential Banker and
National Consultant of Trade Finance and arranged CC loan from Janata Bank Limited (JBL)
for the group without any collateral. Till now he is encouraging the group so that the young
entrepreneurship in leather industry are enhanced effectively. The loan facilities directly helped
the “Hazaribagh Group” for business expansion and success. The cardinal view points of the
CC loan through MoU between Leather Sector Business Promotion Council (LSBPC) and Janata
Bank Limited (JBL) are (i) Business Risk Fund (ii) Poverty Alleviation Fund. As a group
member 3 Tech. awared 2,200,000 BDT (Twenty two lac) CC loan from JBL. This fund is
directly helping/benefiting to move forward the business. The training outcome entails
understanding and sharpen of business outlook, enhanced technical knowledge, realization of the
importance of compliance issues in the factory and finally able to ensure inclusion of Water
Filter for safe drinking water, Fire Extingusher for safety measue and arrangement of transparent
sheet in the roof throgh which day light(natural light) is avialble for the workers- all these
facilities are to esnure compliances for the workers. The obvious success entails-5 out of 7
members of “Hazaribagh Group” are now able to place themselves as exporters to different
countries in the world and gaining appreciation and reputation for production of quality of
leather goods and better customer satisfaction. The best success of Mr. Tasnim Alam is the
President of “Hazaribagh Group” through which he proved himself as the dynamic and sincere
business leader for the group and 3 Tech. as well. Currently he has 12 full time workers and 9
sewing machines and other relevant machines. Tasnim Alam’s motto is to ensure the full-grained
leather; artisan work and brass finishing have become the distinctive elements of the brand.
