Job Description

PTW/LTT COORDINATOR

PTW Coordinator is responsible for the administration and coordination of the Permit
Control Process and the SWP (Safe Work Permit) System. The role will play a vital part in the
Maaden Waad Al Shamal Phosphate Company (MWSPC) Safe Work Permit System
Implementation of the facilities during Operations/Maintenance/Projects/Shutdowns
 Ensure all SWP (Safe Work Permit) and LTT (Lock out, Tag out and Try out) accessories
are readily available at Permit Office.
 Able to conduct JSA (Job Safety Analysis) awareness sessions and conduct workshops as
and when required.
 Liaise with Performing Authorities to ensure correct work Permit is generated and
identify the need for any supporting documents.
 Providing a quality check on the completion of permits/ certificates prior to issue
ensuring all the necessary signatures have been obtained and informing the operations
of any potential conflicts.
 Operating the Permit Office to reflect the current status of all work permits and
isolations. This includes maintaining the permits and isolation copies in the Permit Office
 Conduct site inspections, particularly all high-risk activities (Confined Space
Entry/Working at Height / Lifting and Rigging / Hot Works / Excavations) that should be
inspect daily for adherence to MWSPC SWP requirements.
 Ensure all isolations are meeting MWSPC LTT requirements/LTT work instructions. If any
updates in LTT work instructions coordinate/follow up with system owners until update
in the intranet.
 Carry out daily audits on the issued permits of the SWP system for effective
implementation.
 Ensuring that conflicting permits are not issued; maintaining the Permit Register and LTT
register soft copy up to date
 Tracks work permits throughout the entire process from initiation to completion and
close-out. Ensures record keeping requirements are met (electronic/ hard copies)
 Recording any lessons learned during the operation of the SWP System in the Lessons
Learned Register.
 Prepare SWP system implementation statistics for each shift groups as advised by area
Loss Prevention Coordinator.
 Taking a lead role in ensuring the SIMOPs for operation is not compromised by the issue
of conflicting permits
 Coaching and mentoring of junior staff as and when required
 Ensuring that SWP system updates/changes are effectively communicated to all in the
Operation Department
 Attend all SWP & SIMOPS meetings
 Accept to work under supervision of Department Loss Prevention Coordinator
 Facilitate and participate in higher level SWP audits
 Provide accurate data and reports regarding SWP status to the Operation Management
team
 Report to Operations In charge/ Shift Supervisor / Area Loss Prevention Coordinator if
any noncompliance’s to prevent accidents

MWSPC Safe Work Permit System.
 Issue the PTW daily report

SAFETY / SUPERVISOR / LEAD OFFICER

 Implement of approved project Safety / Loss Prevention Program with a primary


function performing continuous monitoring at work site to ensure continuing
conformance of field work force with all relevant safety, health and security
requirement programs and other existing pertinent policies.
 Supervised in conducting full investigation of accident / incident, including near misses,
determines probable causes, develops, circulates, and enforces appropriate permanent
preventive measures.
 Carries out daily surveys to ensure, only safety work methods are in operation, adequate
fire and fall protection are in place, adequate welfare and first aid facilities are properly
maintained, approved tools are being used and sufficient appropriate personal
protective equipment provided and properly worn.
 Conducts documented pre-development safety orientation with new site employees or
returnees prior to mobilization to project site. Closely monitors scaffold
erection/dismantling work, permit required confined space entries, crane work / lifting
operations, hot work, equipment energization, tie-in, and similar hazardous activities
and ensures that all relevant requirements are complied with, checks and compliance of
tie-in work force with the approved safe work permit system/procedure in the plant.
 Handles the implementation of Company's Safety Program on site, attends periodic
safety, health and environment meetings with client and other contractor's safety
representatives. Prepares safety statistic report, accident/incident reports as required by
client. Participates and conducting regular fire and emergency evacuation drills in the
plant. Conducts daily and weekly safety toolbox meeting before site. Personnel at the
start of work shift.
 Investigates constructions job site accident/ incident and recommends immediate action
and preventive measures to be taken.
 Requires operation to barricade any hazardous area such as excavation, scaffolding
work, lifting and hot work with warning sign installed to make sure only authorized
workers enter the area.
 Identification and rectification of occupational safety and health hazards.
 Continuously monitor workers for exposure to safety or health hazardous condition.
 Ensure all new employees undergo site specific safety training before allowing of
performing work.
 Assist in the Investigation of accidents/incidents that have occurred within the
workplace.
 Participate in planning, meetings, and discussion to map out strategies and procedures
in the safe performance of tasks.
 Attend every committee meeting, where possible, on projects, where the safety
representative is also a safety committee member.
 Perform PPE inspection to ensure PPE's are in good condition and provides intended
adequate protection. Monitor and ensure employees are properly using the prescribed
PPE's and document and report any non-conformances to Project In-charge.

SCAFFOLDING INSPECTOR

 Inspect all scaffolds erected within the boundaries of Saudi Arabian Oil Company (Saudi
Aramco) plant to ensure they are suitable for safe use by others, and comply with the
relevant industrial standards, and Company permit to work procedures.
 Inspect and assess the condition of the scaffolding material and approve the erection of
the scaffold assembly and ensure their compliance with the correct standards applied by
Company, as well as the requirements of the general Company permit procedures,
relevant to scaffold assemblies and, so act as the performing authority in this context.
 Maintain a record of the condition of all scaffolding materials and assemblies to ensure
that they are maintained correctly and dispose of, the damaged or defective materials.
 Provide advice on the suitability of specialized scaffolds supplied by contracting
companies to meet the health and safety requirements of Company, with regard to
design and access in case of plant upset conditions.
 Provides technical advice on scaffolding works and participate in work requiring higher
level skills.
 Ensures that all works are executed to high standards and meet all required safety
standards.
 Organizes and directs day to day scaffolding activities on various site as required for
maintenance works.
 Responsible for independently verifying scaffold safety and conformance to the
requirements General Instruction, the Saudi Aramco Construction Safety Manual
(Scaffold Safety Handbook) and the accepted scaffold plan, by field inspection,
acceptance, and co-signing scaffold tag(s) for all new or altered Special Scaffolds and
scaffold over 6 meters (20 feet) tall.
 Performing scaffold inspection tasks by identifying scaffold hazards, verifying compliance
with applicable standards, and recording inspection results.
